Production competitiveness on regional food markets of Ukraine

Competitiveness is the main driving force to the stable prosperity of a country and the increase of its citizens’ welfare. Agriculture is an important part of the economy of any country. The processing industries are a powerful driving force for rural development. The necessary prerequisite to ensure food security of any country is the successful development of the food market. In Ukraine approximately 10 thousand companies are involved in the food production. The food industry is among the leaders in terms of foreign direct investment into the industry of Ukraine. Transnational corporations are actively operating in the field of food production in Ukraine. The agro-industrial complex in general and food industry in particular can guarantee a significant increase in GDP of a country and as a result improve its position in the world markets.Journal of agricultural sciences №15 (02): 166-172, 2015

The most progressive and promising model of spatial organization of food markets of the North Caucasus Russian Theatre is a cluster model. In the proposed methodology of the process approach to develop a structural model of agro-food cluster in the NORTH is cluster analysis. The regional food market as a single system, which combines production, marketing and consumption of foods with a specific hierarchy, is characterized by different relationships and proportions between its components and is an important an indicator of a country's economic development, achieving food security. Disclosure of potential in a market system, its effective use, taking into account regional particularities and specificities of the economy, improvement of the spatial organization and improving the efficiency of such a complex system as the regional food market is impossible without knowledge of its essence, principles of formation and operation. In this connection there was a need to develop modern methods of research, evaluation, analysis, improvement of structure and functional organisation of the regional food markets as an important factor for the socio-economic development the country. The novelty of the research lies in the fact that the clustering of agribusiness implemented taking into account the peculiarities of regional AIC on the basis of strategic management zones: industrial, conventional and organic. To determine the effectiveness of the cluster algorithm of its evaluation, which is based on the criteria of usefulness and survival in the conditions of the cluster in the region, which are defined using evaluation scales and weights the main factors utility and survival in the cluster.

The vulnerability of regional food markets is difficult to study due to the lack of a unified approach to analysing the weaknesses of agricultural enterprises, which is necessary for investigating their response to external and internal changes. The study aims to solve this problem by developing an adaptable method for assessing the vulnerability of organisations that produce, process and sell agricultural products in regional food markets. For this purpose, we applied hierarchical mechanisms of integrated assessment for combining various indicators of agricultural enterprises into a single vulnerability score. The present research examines the alcohol market: while this particular sector is represented by a small number of producers, these organisations are usually the largest taxpayers in the agri-food industry, especially in areas of risky farming. As an example, we show how the vulnerability of Permalko JSC (a large producer of alcoholic beverages) has changed because of the COVID-19 pandemic. This company not only satisfies the needs of Perm oblast’s market, but also exports its production to many Russian regions, as well as to near and far abroad. As a result, we propose a new methodology, represented by a set of mathematical formulas, and define its variables. This versatile approach to vulnerability assessment can be adapted for any agri-food enterprise by specifying the parameters. The model is implemented in the dekon software package, which is a web application. The cloud service will provide unified access to all agricultural enterprises.

The aim is to consider the current problems of ensuring food security, including the selfsufficiency of the region with food products with the effective functioning of the regional food market on the example of the Aktobe region. Methods - statistical and economic, comparative analysis, monographic, computational-constructive, abstract-logical. Results - the factors influencing on the formation of the level of food supply in the region and allowing the most reliable display of the structure of the diet of food products of the main population groups are systematized. The parameters that can be used to reflect the effectiveness of the action of specific types of food markets (meat, milk, bread, sugar, etc.) and effectiveness of government programs are highlighted. The features of the agro-industrial complex of the Aktobe region and the issues of ensuring its food security are determined. The effectiveness of agricultural policy measures to solve the problem of economic security of the region by regulating prices on market of consumer products has been proved. The results of the study of the main indicators characterizing the degree of socio-economic development of the region are presented. The analysis of the rate of expansion of food products market is presented. Conclusions - the authors focus on the need to develop measures aimed at achieving an optimal level of food self-sufficiency in the region, taking into account the factors that determine the development of food market and the food industry. The influence of digital and the latest communication technologies on increasing the information security of the subjects of the food market is justified, taking into account the level of consumer prices and effective demand of the population. Practical recommendations to improve food security and develop food market in the Aktobe region have been developed.

The entry of the Russian economy into the 6th technical and technological structure is a matter that affects ensuring the national security of the state and its transition with the help of artificial intelligence to the creation of new developments and increasing the efficiency of work in many areas of the agro-industrial complex (AIC). This will ensure a transition to a qualitatively new level of management of the global economy. Issues related to the growing role of implementing effective IT technologies in agricultural enterprises and the need for timely recognition and use of the opportunities for continuous improvement of business processes are considered. The analysis of the effectiveness of the implementation of IT solutions, including the necessary resource base for this, was carried out as part of the investment of IT projects. A formula is presented for analyzing the cost-effectiveness of implementing integrated IT systems in food industry enterprises with the need to assess the total costs of an IT system for the entire life cycle (development, implementation, commissioning and development, and decommissioning costs). The introduction of information and communication technologies in food production will reduce the production costs of agricultural enterprises, as well as focus on factors of time, quality and surveillance, since the introduction of a suitable IT system will speed up the optimization of organizational and analytical processes. Significant cost savings and long-term productivity gains are key concepts that form the basis of enterprise success in a modern market economy. The necessity of developing a new integrated methodology is substantiated, allowing to take into account separately the development of software and hardware for digital transformation of enterprises and separately calculate the surplus value from the introduction and use of IT solutions in food production enterprises.

The complex administrative and territorial structure of Russia, the significant differentiation of regions according to the level of economic development, the heterogeneity of natural and climatic conditions, the historically established system of specialization and division of labor, the different demographic situation, the different distances of regions from the center of Russia and its state borders, and national traditions objectively determine the emergence of regional food markets that reflect the specifics of the development of individual regions. Food security is the dominant part of the socio-economic policy and the primary task of the leaders of any state, a necessary factor for improving the quality and increasing the comfort of life of the population [2]. The problems of the formation and development of the Russian food market in general and regional food markets in particular in the border regions remain not fully understood. In the conducted research, insufficient attention was paid to the assessment of the conditions and factors that determine the process of achieving the goal of regulating the food market in a market economy, the specifics of the methods, mechanism and consequences of regulating the food markets of the regions, the assessment and methods of ensuring food security of both the country as a whole and the Far East in particular. The revision of the policy of state influence on economic processes required the development of a concept of state support for various subjects of economic relations and the formation of mechanisms for regulating markets, including food markets. The smooth functioning of food markets, combined with a focus on the products of domestic producers, is an essential condition for ensuring the country's food security.

Abstract The article presents the development of the agro-industrial complex taking into account innovations in the field of digitalization of technological processes of the food industry. The tasks of digitalization, the evolution of the industry are described, digital technologies introduced into the processes of the food industry, the introduction of smart production, Big Data technologies, machine vision, additive technologies are listed. Examples of the introduction of digital technologies in different countries are shown. The factors limiting the introduction of digital technologies, lack of personnel, unstable economy, psychological and organizational factors, and lack of international standards in the field of digital transformation are shown. Production statistics are widely used to identify bottlenecks in production, search for hidden reserves and determine the reasons for reducing the efficiency of equipment. Blockchain technologies are beginning to be used in the production of food. Distributed registry systems help to increase the transparency of all stages. Successful implementation requires the interest of all participants in the production chain (from the farmer to the consumer). Digital transformation in Russia began to pay serious attention relatively recently, most of the projects are under implementation. Various innovations introduced in the food production and the food industry are reflected.

This research conducted a structural and analysis of the foreign trade position of the Republic of Serbia, with special emphasis on agricultural and food products, in order to provide detailed information regarding current trends, measuring the level of comparative advantage and international position in the world and European markets. The obtained results indicate the elements that have a limiting effect on the development of this type of production. Using the RCA Index methodology and the Lafay's Index, the link between the food industry and the character of industrial exchange was established, which is measured by the Grubel Lloyd's Index. The structure of exports was analyzed from the aspect of factor intensity, so the existence of negative values of a comparative advantage and intensive goods was confirmed. Finally, we believe that the results obtained have contributed to the unraveling of available instruments, the eventual efficient use of which would help rural development, and thus the overall economic development of the Republic of Serbia.

Local food markets represent the interaction of local producers and consumers of food products. Scientists show solidarity, highlighting demand, supply, prices and competition as the main elements of market conditions, and producers and consumers of goods specific to a particular market as the main subjects of market interaction. The peculiarity of the local food market is the concentration of market agents on the territory of a certain region and the implementation of their interaction in accordance with the restrictions and, conversely, the prerequisites for the development of local communities that form the supply and demand of food products, taking into account the technological features of their production. The spread of integration processes leads to the fact that there is competition between integrated structures. Within the framework of alliances and partnerships, the subjects of local markets strengthen their competitive positions by combining the resources, skills, experience, i.e. the competencies of the participants. Actors in food markets have the opportunity to fight for international leadership, gain market positions that ensure the sustainability of their future position. At the same time, there is cooperation between participants who previously competed with each other. The conceptual provisions of the functioning and development of the local food industry market are a set of author's views on the problem of integration interaction of regional actors in the form of holdings, clusters, networks and other geographically localized structures, with the participation of regional economic entities that form and regulate supply and demand in the food industry market in accordance with the targets of regional development, taking into account the limitations and prerequisites for meeting the needs of the population in high-quality food products of their own production.

The article examines the development and prospects of modern technologies in the agri-food sector. The study of the state and development trends of regional food market showed a high concentration and low self-sufficiency with the products of local agricultural producers. Small agribusiness predominates in the structure of regional agricultural production, but it has problems with the lack of permanent distribution channels. Creation of open digital platforms in processing, trade and consulting will allow farms to enter the market without intermediaries, find loyal consumers, enter the system of interregional agri-food relationships and get a synergistic effect from interaction with organizations of related industries. However, the outdated material and technical base hinders the introduction of innovative technologies (usually requiring significant capital investments), the low level of infrastructure development in rural areas, the lack of wide access to information services and skills in working with modern technologies and digital tools among the elderly population, distrust agrarians to innovative farming methods using digital solutions hinder the digitalization of the agri-food sector and the diversification of the rural economy. The digital transformation of the agro-industrial complex is impossible without bridging the digital divide between urban and rural areas; therefore it is necessary to provide the basic conditions for the implementation of digital transformations, the availability of infrastructure and connectivity. Now the level of informatization in urban areas is ahead of those in rural areas; in the social sphere, information technologies are used more often and more actively than in the business sector. At the initial stage of digitalization, special attention should be paid to the formation and improvement of the skills of using modern equipment and technologies by the population. Subsequently, the digitalization of the agri-food sector should lead to the integration of small and medium agribusiness into digital agri-food systems, which reduce transaction costs and increase the efficiency of the regional food market
