The traffic connection of an area is important for the economic development of the country, but it is of decisive importance for defence purposes. Unlike carefully planned public roads, the concept of military road construction must include solutions for "sudden and non-standard" or sudden and unusual circumstances and events, whether military forces participate in war or peacetime (natural disasters) operations. The paper presents the military roads partition and methods of construction in specific terrain. Military engineering units have a key role in the provision of traffic communications. The example shows the construction of a road for evacuation of the population after a natural disaster by bridging the river with a launch bridge with a tank bridge carrier MT-55A with a construction time framework.

Anthropomorphization is the tendency to ascribe humanlike features and mental states, such as free will and consciousness, to nonhuman beings or inanimate agents. Two studies investigated the consequences of the anthropomorphization of nature on people’s willingness to help victims of natural disasters. Study 1 (N = 96) showed that the humanization of nature correlated negatively with willingness to help natural disaster victims. Study 2 (N = 52) tested for causality, showing that the anthropomorphization of nature reduced participants’ intentions to help the victims. Overall, our findings suggest that humanizing nature undermines the tendency to support victims of natural disasters.

The article is dedicated to the history of the Military Historical Museum of Artillery, Engineering and Signal Corps. The author examines the main stages of the museums formation, starting with the foundation of the Arsenal, established in St. Petersburg at the orders of Peter the Great on August 29th 1703 for the safekeeping and preservation of memory, for eternal glory of unique arms and military trophies. In 1756, on the base of the Arsenals collection, the General Inspector of Artillery Count P.I. created the Memorial Hall, set up at the Arsenal, on St. Petersburgs Liteyny Avenue. By the end of the 18th century the collection included over 6,000 exhibits. In 1868 the Memorial Hall was transferred to the New Arsenal, at the Crownwork of the Petropavlovsky Fortress, and renamed the Artillery Museum (since 1903 the Artillery Historical Museum). A large part of the credit for the development and popularization of the collection must be given to the historian N.E. Brandenburg, the man rightly considered the founder of Russias military museums, who was the chief curator from 1872 to 1903. During the Civil and Great Patriotic Wars a significant part of the museums holdings were evacuated to Yaroslavl and Novosibirsk. Thanks to the undying devotion of the museums staff, it not only survived, but increased its collection. In the 1960s over 100,000 exhibits were transferred from the holdings of the Central Historical Museum of Military Engineering and the Military Signal Corps Museum. In 1991 the collection also received the entire Museum of General Field Marshal M.I. Kutuzov, transferred from the Polish town of Bolesawjec. The Military Historical Museum of Artillery, Engineering and Signal Coprs is now one of the largest museums of military history in the world. It holds an invaluable collection of artillery and ammunition, of firearms and cold steel arms, military engineering and signal technology, military banners, uniforms, a rich collection of paintings and graphic works, orders and medals, as well as extensive archives, all dedicated to the history of Russian artillery and the feats of our nations defenders.Статья посвящена истории создания ВоенноИсторического музея артиллерии, инженерных войск и войск связи. Автор рассматривает основные этапы становления музея, начиная с основания Арсенала, созданного в СанктПетербурге по приказу Петра I 29 августа 1703 года для хранения и сохранения памяти, во имя вечной славы уникального оружия и военных трофеев. В 1756 году на базе коллекции Арсенала генеральный инспектор артиллерии граф П. И. создал мемориальный зал, установленный при Арсенале, на Литейном проспекте СанктПетербурга. К концу 18 века коллекция насчитывала более 6000 экспонатов. В 1868 году Мемориальный зал был перенесен в Новый Арсенал, на венец Петропавловской крепости, и переименован в Артиллерийский музей (с 1903 года Артиллерийский Исторический музей). Большая заслуга в развитии и популяризации коллекции принадлежит историку Н.Е. Бранденбургу, человеку, по праву считавшемуся основателем российских военных музеев, который был главным хранителем с 1872 по 1903 год. Военноисторический музей артиллерии, инженерных войск и войск связи в настоящее время является одним из крупнейших музеев военной истории в мире. Здесь хранится бесценная коллекция артиллерии и боеприпасов, огнестрельного и холодного оружия, военной техники и сигнальной техники, военных знамен, обмундирования, богатая коллекция живописных и графических работ, орденов и медалей, а также обширные архивы, посвященные истории русской артиллерии и подвигам защитников нашего народа.

The chapter argues that natural disasters are common concerns in the international community. At the same time, the current international cooperation mechanism, based on the principle of equal sovereignty, require prior consent by the state affected by a natural disaster. Unfortunately, this is not always an efficient tool for the protection of victims. The globalization of problems and the proliferation of humanitarian crises make the veritable solidarity of the international community increasingly necessary, and therefore another high value, namely international solidarity or community obligations, should create direct and immediate obligations for all members of the international community. The main object of this chapter is to discuss the future-oriented direction of the law on natural disasters. This means, first, to ascertain the lex lata, especially customary rules. The chapter further offers some suggestions on possible ways for the international community to provide more effective relief for victims of natural disasters.

Military bases perform important national security missions. In order to perform these missions, specific electrical energy loads must have continuous, uninterrupted power even during terrorist attacks, adversary action, natural disasters, and other threats of specific interest to the military. While many global military bases have established microgrids that can maintain base operations and power critical loads during grid disconnect events where outside power is unavailable, many potential threats can cause microgrids to fail and shed critical loads. Nanogrids are of specific interest because they have the potential to protect individual critical loads in the event of microgrid failure. We present a systems engineering methodology that analyzes potential nanogrid configurations to understand which configurations may improve energy resilience and by how much for critical loads from a national security perspective. This then allows targeted deployment of nanogrids within existing microgrid infrastructures. A case study of a small military base with an existing microgrid is presented to demonstrate the potential of the methodology to help base energy managers understand which options are preferable and justify implementing nanogrids to improve energy resilience.

The natural environment is one of the most critical factors that profoundly influences human races. Natural disasters may have enormous effects on individual psychological characteristics. Using China’s long-term historical natural disaster dataset from 1470 to 2000 and data from a household survey in 2012, we explore whether long-term natural disasters affect social trust. We find that there is a statistically significant positive relationship between long-term natural disaster frequency and social trust. We further examine the impact of long-term natural disaster frequency on social trust in specific groups of people. Social trust in neighbors and doctors is stronger where long-term natural disasters are more frequent. Our results are robust after we considering the geographical difference. The effect of long-term natural disasters remains positively significant after we divide the samples based on geographical location. Interestingly, the impact of long-term flood frequency is only significant in the South and the impact of long-term drought frequency is only significant in the North.

<p>Natural disasters refer to disruptions of the society’s functioning as result of negative interactions between natural hazards and social organization. Meanwhile, sociohydrology is dedicated to understanding the coupled human-water systems feedbacks. Both natural disaster studies and sociohydrology focus on understanding bidirectional interactions between environmental and social aspects, which is characterized by a dichotomous thinking pattern. In this context, natural disaster studies and sociohydrology have many parallels. In the present research, we conducted an exploratory research from two central arguments: (i) sociohydrology development can contribute to understanding how to disaster risk reduction by converting negative impacts into a harmonious coexistence between natural and social interactions; and (ii) water is relevant to all types of natural disasters in a direct or an indirect manner and is also fundamental in disaster response. Advances in knowledge about bidirectional interactions between environmental and social aspects overcoming dichotomous thinking pattern can update the sociohydrology development and the concepts commonly applied to natural disaster and risk reduction. We propose that any local community should use the school catchment concept that refers to any experimental catchment which serves for scientific researches and environmental education activities. The partnership between natural and social scientists and society is a challenge. Thus, school catchment construction and use can assist to overcome dichotomous thinking such as natural × social aspects, quantitative × qualitative analyses, systematic × non-systematic data, global × local spatial scales, and structural × non-structural measures. Hence, sociohydrology can support the integrated management of water resources and natural disasters and risks, contributing to achieving the Sendai Framework goals and the Sustainable Development Goals of the United Nations Agenda 2030. On the other hand, natural disaster studies can contribute to the interdisciplinary or transdisciplinary development of sociohydrology. Therefore, we conclude that sociohydrology has the potential, not yet explored, for contributing to natural disaster studies and vice and versa.</p>

<p>The Earth is an amazing planet. However, it is also an unpredictable and wild one – part of its many charms. Atmosphere, hydrosphere, geosphere are alive, and can unleash awesome forces on the whole planet, including the biosphere, of which we humans are part. It’s important to make young students aware of the fact that we all live in a planet that was not made specifically for humans, and that it is absolutely imperative that our species learns to respect it and its rhythms and cycles.</p><p>Human settlements are often located in pleasant areas, with little or no concern about their vulnerability to natural disasters. Authorities, local, regional and national, should make preparations to prevent and mitigate their occurrence, of course. But at least as important is the need to create awareness in the citizens, so they can face any disaster and react in a calm and orderly way. That task must begin at an early age. Other than learning to deal with natural disasters and avoiding panic, schoolkids can exert a powerful influence in the adult members of their families and alert them to the measures they should adopt to prepare for any future occurrence.</p><p>In project rAn, EU-funded, we aim to develop a serious game, adjusted to the age of the targets, that will teach them about four types of natural disaster (earthquakes, floods, fires and storms) and make them aware of how to prepare and react in case of one of them striking their city or village. The game will be easy to play, and given the small age of the players will not feature complex interactions. It will include contributions from teachers and groups of students from all Europe, that will be challenged to create small games on the subject, using the Scratch language.    </p>

By the early eighteenth century, the economic primacy, cultural efflorescence, and geopolitical power of the Dutch Republic appeared to be waning. The end of this Golden Age was also an era of natural disasters. Between the late seventeenth and the mid-eighteenth century, Dutch communities weathered numerous calamities, including river and coastal floods, cattle plagues, and an outbreak of strange mollusks that threatened the literal foundations of the Republic. Adam Sundberg demonstrates that these disasters emerged out of longstanding changes in environment and society. They were also fundamental to the Dutch experience and understanding of eighteenth-century decline. Disasters provoked widespread suffering, but they also opened opportunities to retool management strategies, expand the scale of response, and to reconsider the ultimate meaning of catastrophe. This book reveals a dynamic and often resilient picture of a society coping with calamity at odds with historical assessments of eighteenth-century stagnation.
