The article analyzes the conceptual framework of public procurement system as an integral part of public regulation to ensure effective management of public resources. The authors consider the problems of transition to a new "quality" of the procurement system, increasing its innovative activity. They put forward proposals for institutional framework and mechanisms of regulating procurement, meeting the needs in innovative upgrading and modernization of the Russian economy.

The article explores the interrelation between the main factors of national economy competitiveness on the basis of logical and correlation analysis of the data on 144 countries presented in The Global Competitiveness Report issued by the World Economic Forum. The analysis of the strength and nature of the relations between the factors gives grounds to assume that institutions, infrastructure, higher education and training are core problems; goods market efficiency, technological readiness are key problems; business sophistication and innovation are resulting problems. The analysis shows that the competitiveness indicators of other BRICS countries which are better than Russian ones, are achieved not due to any remarkable progress in economic policy, but owing to the lack of serious failures typical for Russian economy. For instance, the high level of Russian infrastructure, macroeconomic stability, sizes of home market and some other indicators come to nothing because of extremely low level of Russian institutions, market efficiency, financial market, and business sophistication. As a result, other BRICS countries' progress, which is not so remarkable itself, gives much better cumulative result in comparison with Russian breakthrough, which cannot be accomplished in the environment that is unfavorable for it. With the view of Russian economy competitiveness and innovation upgrade, firstly, it is essential to increase the quality of Russian institutions (the necessity of reforms is indubitable: Russia occupies the 133d place in the world in accordance with the quality of its institutions), to improve the infrastructure, higher education and training. The advancement in solving these problems will facilitate the situation or solve the large part of the problems of goods market efficiency and improve the existing technological readiness. The increasing of the goods market quality and the improvement of technological readiness will, in their turn, upgrade business sophistication and innovations. The proposed approach gives ground to claim that the reforms need to be made in the sequence described above. The upgrade of Russian companies’ business sophistication and their innovation will be to a great extent the result of the solution of the mentioned problems.

The paper is devoted to improving managerial tools to ensure the effective implementation of technological breakthrough in the Russian economy. Solving the tasks of socio-economic development of the country, improving the quality of life of the population, ensuring its geopolitical position is impossible without accelerated economic growth. To ensure it, a technological breakthrough is needed in the Russian economy. In order to create appropriate conditions, new management mechanisms are needed in high-tech corporations. The methodological base of the study is based on the provisions of the theory of corporate governance, system, factor, functional and statistical analysis. The paper analyzes the experience of organizations of accelerated technological development and concludes on the effective structure of the managerial apparatus, which coordinates and monitors the activities of corporations. The main directions of state policy to ensure economic growth are identified, a factor analysis of its effectiveness and mechanisms for the formation of the conditions for the implementation of technological breakthrough are carried out. The domestic scientific potential of providing a technological breakthrough in the Russian economy is shown, the effectiveness of mechanisms for converting scientific achievements into breakthrough technologies is considered. The analysis results carried out in the work indicate the absence of a system of concentration of scientific potential for the creation of high-tech innovations. The structure of the scientific and technical platform for generating knowledge and its transformation into competitive technologies in priority sectors of the real sector of the economy is proposed, its organizational form is determined. The work results can be used in solving strategic problems of modernization of high-tech manufacturing industries.

One of the important factors limiting social and economic development of Russia is considered to be the state and efficient functioning of transport and logistic infrastructure. The creation of a modern road and transport net-work is one of the factors providing sustainable eco-nomic growth, implementation of social programs and, eventually, improvement of the quality of human life. Interaction of financial state interests and private business through mechanisms of state-private partner-ship has to become the main objective of modern Rus-sian state policy in favor of intensification process of capital investments increase in transport infrastructure. The use of such mechanism will allow carrying out projects which the state and business cannot im-plement alone. It will help to reduce social problems, will become the driving force of Russian economy, will promote the establishment of the international financial center in the Russian Federation. The purpose of the study is to research compre-hensively the existing funding mechanism and distribu-tion of budget funds for creating transport infrastruc-ture with economic substantiation possibility of attract-ing and using non-budgetary sources.

The presented study examines the comparative characteristics of industrial revolution targets, national goals, and strategic objectives for the development of the Russian economy; proposes methods for measuring and evaluating technological development; describes its impact on economic growth and shows the performance of enterprises.Aim. The study aims to determine the specific features of formation of economic and social development targets and the potential of new technologies, including breakthrough technologies, for shaping the technological development of the Russian economy; to propose methods for measuring and evaluating technological development and its impact on the growth and development of the national economy that would improve the quality of economic and managerial decision-making.Tasks. The authors clarify the interpretation of the concept of breakthrough technologies; identify distinctive features in the formation of industrial revolution targets and priority targets for the development of the Russian economy; substantiate methodological approaches to identifying parameters and indicators, methods for measuring and evaluating the level of technological development, its impact on the results of changes in economic growth and development of the national economy and its economic entities.Methods. The authors use the methods of scientific research, theoretical and comparative analysis, synthesis, generalization, general theory of economic growth, and elements of the economic efficiency theory.Results. The interpretation of breakthrough technologies as dominant new technologies that can ensure accelerated progressive development of the economy and minimize damage to the natural environment is clarified. The distinctive features of formation of industrial revolution targets and their relationship with the targets for the development of the Russian economy are identified. Evaluative features are substantiated; indicators for measuring and evaluating the transformation of the technological development of enterprises engaged in different activities and indicators for measuring and evaluating the impact of new technologies, including breakthrough technologies, on economic growth and development are proposed. The influence of the recommended measurement and evaluation methods on improving the quality of management decisions is shown.Conclusions. The study substantiates the need to improve methods for assessing the actual achieved (projected, planned) level of technological development as a necessary prerequisite for its qualitative analysis, evaluation, control, and monitoring required to make sound economic and managerial decisions. The proposed methods for measuring and evaluating technological development, measuring and evaluating the impact of new technologies, including breakthrough technologies, on the quality of economic growth, efficiency and competitiveness of the national economy (region, industry, activity, enterprises) improve the quality of managerial decision-making in achieving national goals for the development of the national economy.

We considered the issues of the full-featured implementation of mandatory internal control and stratification audit, the activities of which are directly related to the globalization of the Russian economy, and to the improvement of the economic security of the enterprise as a whole. After all, growing crisis phenomena, the presence of a “gray” economic strategy and corruption manifestations can strangle any business, despite the level of integration in the region and its significance. In such circumstances, a revision of the classic internal control and audit continuity schemes are necessary. This will provide qualitative prerequisites to counteract challenges and threats at any level of enterprise economic stability with the possibility of leveling crisis phenomena, which, in turn, can actively affect the increase in jobs, employment in the region, collection of taxes and fees in general. We should note that the current geopolitical situation and the current legislative initiatives of the country's leadership qualitatively contribute to this, which, in turn, will lead to an increase in the quality of control and audit processes, including in budget spending. Increasing the investment attractiveness of the regions will be achievable only on the fact of consolidating the efforts of all authorities and local self-government with civil society institutions.

The author asserts the high quality of Canadian economy based on original analyses of investment climate and sectoral structure dynamics of that country and considers how to apply Canadian experience to the Russian economy realities. Investment components of both economies are compared, as well as their geographic peculiarities and government regulation practices. Major challenges and obstacles, hindering inflow of foreign investments to Russian economy are highlighted. The paper resumes that only diligent, committed and thoughtful cooperation between government agencies, academic community and business circles could help in solving investment problems and upgrade this country to the level of economies with high living standards.

The new coronavirus pandemic has created new challenges for experts in economic analysis and substantiation of economic policy. The difference between a pandemic crisis and the mechanisms of a traditional business cycle crisis requires a description of the key mechanisms of its development. The relatively more favorable macroeconomic results of the Russian economy in 2020 were determined both by its structural features and by the parameters of economic policy. At the same time, the crisis led to significant social losses, which resulted in an increase in excess mortality and a decrease in real incomes of the population, and unemployment rising. The crisis has shown the impossibility of targeted support for all the affected segments of the population. In this regard, a rapid recovery of economic activity on the basis of state support can be the most effective way to restore the level and quality of life of the population.

The article discusses opportunities for improving fiscal policy in order to ensure macroeconomic stability and sustainable growth of the Russian economy. Budget expenditures have several key macroeconomic goals, the quality of which determines the effectiveness of budget spending policies. The authors developed a methodology that allows evaluating changes in the efficiency of budget expenditures based on a set of indicators. The estimates are based on the Russian Federation as the example, with special attention paid to the implementation of a balanced budget policy over the past decade. In Russia, significant progress has been made in ensuring macroeconomic stability through the introduction of flexible mechanisms for macroeconomic regulation (budget rules and floating exchange rates). However, when planning budget expenditures, additional attention should be paid to ensuring long-term economic growth and inclusive development, the structure of expenditures adjusted in accordance with these priorities. In the final part of the article, we consider changes in budget policy that have become a response to the crisis situation caused by the coronavirus pandemic. It is concluded that an increase in public debt may be appropriate in the current economic conditions in the event of a qualitative improvement in the budget spending policy.
