The article analyzes the conceptual framework of public procurement system as an integral part of public regulation to ensure effective management of public resources. The authors consider the problems of transition to a new "quality" of the procurement system, increasing its innovative activity. They put forward proposals for institutional framework and mechanisms of regulating procurement, meeting the needs in innovative upgrading and modernization of the Russian economy.

The paper dwells on the issues of institutional assistance to investment-innovative development in Ukraine. The paper emphasizes that low level of investment-innovative activity in Ukrainian regions is the major obstacle to economic development. It is caused, on one hand, by the low efficiency of separately functioning innovation sphere, innovative infrastructure and innovative entrepreneurship, and on the other hand – insufficient and inefficient institutional maintenance of innovative activity. The paper aims to research the features and problems of institutional maintenance of investment-innovative development in a region and to find the ways of its improvement. The authors mention that institutional maintenance of investment and innovative activity is the set of state and non-governmental institutions, which provide the availability of legal, organizational and economic conditions necessary to conduct and develop investment and innovative activity. The major tasks of institutional maintenance of innovative development in Ukraine are analyzed, including the creation of favourable entrepreneurship climate in the regions to absorb innovations and form consumers’ demand for innovative products, conditions of development of knowledge production basis, efficient system of financial provision of innovative process and efficient innovative capacity, etc. Main legal and regulative acts that provide the foundations of economic development in Ukraine are analyzed. The paper emphasizes that despite many legal and regulative acts directed at support of innovative development, the forming of legal basis of innovative activity in Ukraine is not complete. It is fragmentary, controversial and not fully corresponding to the foundations of innovative and smart economy. Therefore, it requires the review in terms of its improvement. European experience of approaches, principles, forms and methods applied in institutional system is examined. EU innovative strategies provide for efficient functioning of innovative economy model, granting tax and credit preferences, target funding of certain innovations, public procurement, restructuring and modernization of public enterprises, use of venture capital, creation and development of new innovative structures.

The article analyzes the main development of the current stage of the reform of the public procurement system in the Russian Federation, which began in 2013. It is shown that since the beginning of the reform, the Russian procurement regulation system has made significant progress in terms of standardization and simplification of contractual relations, organization of processes and facilities. The experience of practical implementation of the contracting system is considered, the problems that have developed in the field of public procurement to date are identified. It is shown that the problems of organizing public procurement are not limited to corruption and the desire to give large contracts to “their” suppliers. An unresolved problem remains the need to maintain a balance of interests between ensuring procurement efficiency for the customer and providing contractors with competitive access to the competition for contracts. Unresolved this dilemma often turns budget savings into an end in itself, which reduces the effectiveness of the Russian contract system as a whole. The price and quality of products are different scales, which in modern reality are increasingly leaning towards economy. Hard-to-reach and sparsely populated municipalities become especially vulnerable in this struggle. It is shown in the work that the named problems cannot be solved by mere «easing» or «toughening» of the provisions of the law. It is important, while maintaining the foundations of the current system, to focus on finding options that stimulate efficient spending of funds or, at least, prevent the growth of inefficiency in procurement. The conclusion is made about the need for a systematic evolution of the contract system, taking into account regional aspects. To do this, it is advisable to transfer the emphasis in the organization of public procurement from the regulation of the procurement procedures themselves to the formation of incentive (restraint) mechanisms for specific officials involved in the organization of procurement.

Small and medium-sized enterprises are believed to be a key driving force of economic vitality, innovation and new job creation. For a few years the European Union has been monitoring SME performance and the quality of public procurement procedures to make access of SMEs to the public procurement market easier and provide for their greater participation in this market. These activities have their origin in the assumption that having in mind the size of the public procurement market and public resources involved, suitable shaping of this area may improve effectiveness of selected policies at the EU level and in particular member countries. The directives concerning public procurement should ensure opening the market of public procurement for all enterprises irrespectively of their size. Recently the public procurement market in Poland has been continuously growing which doubtlessly resulted from Poland’s accession to the European Union. The aim of this paper is to give evidence of SME position on the public procurement market and to attempt to answer two basic research questions. Firstly, is the market potential fully used as far as applying for awarding public contracts by SMEs is concerned? And secondly, what are the main obstacles determining the access of SMEs to the public procurement market? This is done by reference to available statistical data and two studies that were carried out by the author.

The article considers innovative processes and innovative activity of subjects as a factor of sustainable development. Factors putting back and facilitating the innovative processes in the low-tech sector of the economy are singled out. It is substantiated that the transition to an innovative economy raises the requirements for the workforce quality, and, consequently, the organization of labor. This involves raising the level of labor remuneration to the world standards. To ensure the sustainable development of the region, an optimal competitive environment is needed. Therefore, the relationship between the innovative development of the Russian economy and the level of market competition has been revealed. Measures for increasing innovative activity in industrial regions are proposed.

This article assesses the links between accountability and transparency in the case of the public procurement system in Switzerland. It focuses on the relationship between the two concepts through the prism of the theoretical frameworks developed by previous authors, using data gathered through experts’ interviews. Findings demonstrate that the relationship can be bidirectional and highlight the importance of both the nature and the quality of information. It also redefines the various ways around which transparency and accountability interrelate by extending the previous contributions on the matter. It especially points out that transparency and accountability can be more easily implemented together with proactive dissemination of information. At the same time, mechanisms of control should also exist to ensure more accountable governmental organizations. In this sense, all experts insist on the necessity to keep efficient surveillance bodies in place.

The article analyzes the procedure of procurement by the state control bodies with the participation of audit organizations. In recent years, the procurement system has improved in terms of openness and transparency of tenders due to the gradual electronics and innovations in legislation. The public procurement system is used for the acquisition by the state of a wide variety of goods and services, but it is far from perfect in the procurement of specific areas. The system does not provide for full disclosure of customer information for such orders where it is highly desirable, in particular when conducting a tender for the audit of financial statements. These and many other factors may ultimately affect the quality of audit services, which is why it seems relevant to study the control system of procurement from audit organizations and mechanisms to ensure the high quality of the audit.В статье анализируется порядок проведения государственными контрольными органами закупок с участием аудиторских организаций. В последние годы система закупок усовершенствовалась в части открытости и прозрачности торгов благодаря постепенной цифровизации и нововведениям в законодательстве. Система государственных закупок служит для приобретения государством самых различных товаров и услуг, однако она далеко не совершенна при осуществлении закупок в специфических областях. Система не предусматривает раскрытие полной информации о заказчике для таких заказов, в которых это весьма желательно, в частности, при проведении конкурса на аудит финансовой отчетности. Эти и многие другие факторы в конечном итоге могут влиять на качество предоставления аудиторских услуг, именно поэтому представляется актуальным изучение системы контроля закупок у аудиторских организаций и механизмы обеспечения высокого качества проводимого аудита.

Innovative activity can be defined as a scientific and technical progress direction, and as the process connected with introducing the results of research and development in production. Russian economy devel-opment is based on the use of intellectual resource pro-viding maximum efficiency of production at the mini-mum level of material inputs. The small commercial enterprises carrying out active innovative activity al-lowing them to create new products and technologies with the minimum expenses play a key role. Recently the importance of innovations increases in the world. The state plays a crucial role in innovative activity development in Russia developing and realizing actions for the support of innovatively active enterprises. In the international practice, small business in market economy is the leading sector of economy, defining rates of its economic growth, structure and quality of GNP (gross national product). Experience of many small innovative enterprises functioning at higher education institutions has shown that their development will be successful only in case of coincidence of national objectives with interests of higher education institution, the management of the enterprise and its employees. Small innovative enterprises requires state support which is carried out in such forms as: creation of investment institutes; holding competitions of innovative projects and works leading to the development of innovative activity of the educational and research organizations, and business in general.
