The article examines the diagnostic tools for evaluating the formation of an environment-oriented component of competencies in students within the system of higher education. The authors present the set of diagnostic tools following their long-term work on identifying the experience of emotional and values-based attitude to nature as the most difficult element of the environment-oriented component of competencies to assess. The article substantiates the selection of diagnostic tools taking into account available environmental knowledge, skills, abilities and behavioural stereotypes of students. It focuses on determining the level of adapted social experience combining the experience of environment-oriented cognitive activity, environment-oriented work methods, environment-oriented creative activity, emotional and values-based attitude. The use of diagnostic tools is illustrated by experimental work within the educational process at A.V. Khrulev Penza Branch of the Military Academy of Logistics and Penza State University.

Today, the market for educational services is quite congested and requires more detailed external and internal analysis of the activities of universities in order to understand the principles of attracting students. The majority of prospective enrollees to universities have certain selection criteria and the quality of education is one of the main ones. That is why such a competitive factor as a level of preparation of professors requires more detailed consideration from the point of view of personnel management. The level of preparation of the scientific and pedagogical staff includes not only the selection of certain qualifications, but also the motivation and interest in conducting quality classes. Due to the nature of the work, teachers are most susceptible to emotional burnout, so management should always keep in mind ideas aimed at preventing burnout in the collective. The aim of the work is to consider personnel management as a tool for building a competitive position of higher education institutions, to solve the problem of teachers’ burnouts and to provide recommendations for preventing this condition in order to improve the level of preparation of professors. The study carried out the following tasks: the concept of competitive position and its characteristics has been examined; the main factors influencing the competitive position of higher education institutions have been identified; the necessity for quality personnel management to improve the preparation of professors has been established; the issue of burnout as a key issue in the work of university staff has been addressed; the effectiveness of the wellbeing concept and the necessity to apply it as an integral part of the personnel management process to improve the competitive position of universities has been proven. The scientific novelty of the work consists in the analysis of individual factors of competitive position – the quality of education and the level of preparation of professors, the identification of the importance of personnel management in improving the performance of these factors, In addition, recommendations have been made to introduce the concept of wellbeing and to diagnose burnout among teachers in order to strengthen the competitive position of universities

The article analyzes the state of adjunct training in military universities on the example of the Military Academy of Communications. It is shown that the transfer of adjunct training to one of the levels of higher education had a negative impact on the quality of thesis work and especially on the timing of their submission to dissertation councils. Several measures have been proposed, the implementation of which will optimize the work of the scientific and pedagogical teams of military universities in terms of improving the adjunct training.

A number of studies have considered the evaluation of efficiency in higher education institutions. In this paper, we focus on the issue of revenue efficiency, in particular ascertaining the extent to which, given output prices, producers choose the revenue maximising vector of outputs. We then relax the price taking assumption to consider the case in which the market for some outputs is characterised by monopolistic competition. We evaluate efficiencies for English institutions of higher education for the academic year 2012–13 and find considerable variation across institutions in revenue efficiency. The relaxation of the price-taking assumption leads to relatively small changes, in either direction, to the estimated revenue efficiency scores. A number of issues surrounding the modelling process are raised and discussed, including the determination of the demand function for each type of output and the selection of inputs and outputs to be used in the model.

In the context of the reform of the Armed Forces of the Russian Federation and a significant increase in the proportion of military personnel doing military service under contract, the issues of manning the troops with healthy, physically developed citizens with high moral and business qualities are of paramount importance. Of particular importance in the selection of candidates for military service under the contract is the conduct of laboratory and instrumental studies, professional and psychological selection, determination of the level of citizens’ physical fitness. The Federal Law «On Military Duty and Military Service» defines a two-stage system for medical examination of citizens entering military service under contract, which is necessary as a barrier in order to prevent citizenswho do not meet the necessary requirements for military personnel from entering the Russian Armed Forces. At the first stage (preliminary examination), the military and medical examination of citizens was carried out by specialist doctors working in medical organizations of the outpatient-polyclinic link of municipalities at the place of citizens’ permanent residence. Medical specialists of the regular military medical commission of the military commissariat of the constituent entity of the Russian Federation participated in the second stage (final examination) of the military medical examination. During the five-year period under study, 5,133 citizens (72.9 %) were selected out of 7,043 candidates for military service under contract, who fully met all the criteria for defenders of the Fatherland.

Abstract Prolificacy is a very important trait in sheep. Romanov sheep, the well-known Russian sheep breed, are characterized by very high prolificacy; however, the genetic basis of this unique property of Romanov sheep is still unknown. It was reported that Ovine BMPR1B gene, located on the OAR6, is associated with prolificacy in several sheep breeds. The aim of our study was to identify candidate SNPs within BMPR1B gene, related to prolificacy. To achieve this goal, using NGS technology, we sequenced ovine BMPR1B gene in Romanov sheep (n = 6), which are characterized by high prolificacy (about 270 lambs per 100 ewes). The sequences of BMPR1B gene of Noire du Velay, Tan, Southdown and Australian Horned Merino sheep breeds as well as Asiatic mouflon (n = 1), which are characterized by significantly lower prolificacy (from 110 to 180 lambs per 100 ewes) were derived from publicly available sources and used for comparison. FST analysis performed in PLINK 1.9 program revealed 10 SNPs with values higher than 0.8. The majority of candidate SNPs under putative selection were localized in the region from 29,382,098 to 29,430,387 on OAR6 of Ovine reference genome (Oar_v3.1 (Ensembl release 98). Thus, we can suggest, that this region of the BMPR1B gene can be considered as the putative region, associated with high prolificacy of Romanov sheep. Additional studies will be needed to confirm the effect of identified candidate SNPs on prolificacy traits. The research results will be useful for artificial selection of sheep with higher prolific capacity, including the introduction of desired alleles in sheep populations using genome editing technologies. This work was supported by the Russian Ministry of Science and Higher Education No. 0445-2019-0024 and RFBR No. 20-516-56002.
