The aim of the article is an attempt to measure the level of development of a Knowledge-Based Economy (KBE). The applied Knowledge Assessment Methodology (KAM), developed by the World Bank in 1999, is one of the methods for measuring the degree of development of KBE. It is connected with the development of a set of indicators describing the functioning of individual socio-economic dimensions, grouped into four categories: (A) economic and institutional, (B) education and human resources, (C) information systems and new technologies, (D) information technologies. The analysis of these pillars helps to gain a competitive advantage (region, industry, national economy). Synthetic indexes for Polish voivodeships in 2009-2016 were calculated. The research results present a significant spatial difference in the development of KBE. Changes in this diversification of voivodeships were presented for 2015 and 2016 in relation to 2012 and 2009.

The main indicators of the knowledge economy in Ukraine and abroad have been investigated. Studied a comprehensive indicator of overall knowledge economy index, which characterizes the level of development of an economy based on knowledge, in countries and regions of the world. He developed in 2004 by the World Bank as part of a special program "Knowledge for Development" in order to determine the ability of countries to create, receive and impart knowledge. The calculation of the Index is based on "Knowledge Assessment Methodology", which includes a set of 109-lei exponents combined into four main groups. Ways of improving the efficiency of the intellectualization of the world economy.

This article aims to create a knowledge economy model to be applied in the state of Hidalgo, conducting an exhaustive investigation on the formation of a knowledge economy, as well as a comparative analysis between the state of Hidalgo and nine states more than the Mexican Republic with a certain criterion, in relation to the factors that delimit said economy. These factors are a series of variables taken from 2015: literacy, upper secondary and higher education, researchers, Innovation Stimuli Program (PEI), Mixed Fund associated with the state government (FOMIX), telephony, internet, computers, television, patents, industrial designs and utility models. To later use a method created by the World Bank, which is called Knowledge Assessment Methodology (KAM).

Although many critical scholars in the West have acknowledged the unequal distribution of power across the globe, few have attempted to undertake systematic research on how countries in the periphery are drawn into the neo liberal project of globalization under the discourse of Knowledge Based Economy (KBE) and how this process effects policy formation regarding ICTs. The purpose of this chapter is to analyze Knowledge Based Economy (KBE)/Information Society (IS) discourses in constructing global dependency relations on ICT policies within the context of Turkey. These dependency relations have many aspects including a discursive one. In this study, the focus will be on policy documents to better understand the overall discourse, social processes and structures which have been reflected in, represented and constructed or constituted by this discourse to theorize and transform. Four documents were selected as representing the hegemonic center, one produced by the World Bank and three policy documents from the European Union. Additionally three documents which represent the Turkey context were selected. Upon examination two documents were found to be counter hegemonic and the other supported the hegemonic visions of the World Bank and the European Union. Turkey has signed a number of stand-by agreements with the IMF/World Bank due to economic crisis over the last twenty years and Turkey’s bid to become a full member of the European Union necessitated alignment of legal infrastructure and domestic policies. The chapter also explains how the dependent discourses reversed ICT and network policy formation based on local capabilities and local needs.

This article analyzes the current situation in the world economy, which includes socio-economic tools, innovative and technical mechanisms. The stable economy of the region is based on social sustainability and a favorable economic climate to attract investment and highly qualified personnel. Develop human resources, investment in the educational sphere, and the development of a "knowledge-based economy" is a priority for the Chechen Republic. Social and economic policy is a set of measures to create favorable conditions for the development of society, taking into account the provision of an appropriate level of economic efficiency and social justice in all spheres of human life. In conditions of geopolitical rivalry, it is necessary to increase the competitiveness of the economy also through new technologies.

The processes of economic globalization and accelerating technological change have led to changes in economic and social life at a global level. New technologies, such as the TICs, systems of artificial intelligence, scanning, connectivity, nanotechnology, and biotechnology, among others, have transformed the national productive structures and human capital that require technologies disruptive today. In this context, education has become the main element of the knowledge society and training of human capital that demands a knowledge-based economy. The objective of the chapter is to analyze the relationship between human capital formations in the construction of a society of knowledge in Mexico. The structure is organized in three sections: 1) an analysis of the knowledge society, 2) the formation of human capital and the institutions of higher education in the knowledge society, and 3) human capital formation and its relationship in the construction of a society of knowledge in Mexico.

Since the rise of the knowledge-based economy, many worldwide companies have begun to deal with different frameworks to manage and evaluate the performance of intellectual capital, especially in the area of knowledge management services. This paper presents a novel conceptual model aiming to support management in evaluating and prioritizing their intellectual capital competitive core competences. Based on the analytic hierarchy process, the model analyses interdependences among intellectual capital elements and determines the impacts of core competences on organizational performance. To validate the model, it is empirically applied in the Technology Transfer Unit of the Italian national agency for new technologies, energy and economic development.

This paper contains views of managers on the quality of business environment and also reflects the results of the World Bank, which annually assesses the conditions for doing business in different countries, including the Czech Republic. The business environment of the Czech Republic was evaluated based upon the results of the World Bank, which assesses conditions for doing business in various parts of the world. Secondly, views of SME managers on the quality of the business environment were presented. The World Bank’s „Doing Business 2011“ report puts the Czech Republic in the 63rd place (out of 183 examined countries) when it comes to the quality of the business environment. The Czech Republic improved its score in two categories (Property Registration and Ending a Business) compared to the same evaluation conducted in 2010. SME managers evaluated the business environment with SWOT Analysis. „Technical and technological development along with increase in demand for innovated products made by new technologies“ was perceived as the most significant opportunity (82%) while „Competition and rivalry in the industry“ was identified as the most significant threat by almost all respondents (92%) in their 2010 evaluation.

Communication and information technologies have started to emerge since the 40s resulting major changes in the way business has been conducted and effected global economy. Transitions to knowledge-intensive business models become popular since late 1950s. Additionally intellectual capabilities become more important than physical inputs. Having sufficient national production and technology to create a welfare society similar to developed countries is crucial for any modern nation. One of the main developmental leverages for the globalization becomes the knowledge based economic approach. Developed by World Bank “Knowledge Assessment Methodology” is very important methodology in order to measure the progress of countries towards having a knowledge based economy. World Bank's four Knowledge Economy pillars: economic and institutional regime, education, innovation, and Information and Communication Technologies (ICTs) developed for countries to make basic assessment of countries’ readiness for the knowledge economy and help them the transition to a Knowledge Economy. In this study, knowledge economy concept and its properties are presented. Furthermore this paper introduces the analysis of knowledge economy from Turkey’s perspective especially for the role of innovation and education pillars in the development of Turkey.

Abstract Even if the issue of youths’ inclusion in the labour market was always an important item on political agendas, during the last two decades this issue had particular relevance. In the last years, unemployment for this age group had unprecedented amplitude, reaching 20.6% in Romania in 2016. Modern societies provide for youths opportunities, still they are faced with major challenges related to the education and training and access to the labour force market. During the last decades, the world economy shifted in a continuous process from development based on traditional factors to the knowledge-based economy. The development of the knowledge-based economy leads to changes in labour force demand also: new skills and competences are required. As new technologies are implemented, the demand for high-skilled workers increases, especially for high-skilled ones in the field of Information and Communication (IC), and the demand for low-skilled workers decreases. The paper presents a brief characterisation of the labour force market at the level of Romania‘s regions of development and an analysis of the particularities of the youths’ labour market in the context of sustainable development and of the new economy as well as some advantages of using young labour force for sustainable development.
