The Netherlands Organisation for Scientific Research finances a research programme directed towards a new synthesis of the transition to farming in the Netherlands, viewed in its wider geographical context, profiting from the new wealth of data made available by modern large-scale field research. The programme encompasses various projects: a critical approach to the sitebound evidence by Luc Amkreutz, a regional approach by Bart Vanmontfort (Leuven), the first physical anthropological and isotopic study of the area by Liesbeth Smits, the acquisition and distribution of raw materials and prestigious items by Leo Verhart, and a re-evaluation of the various sources of palaeobotanical evidence from the delta district by Welmoed Out. This chapter serves as a short interim report, anticipating the synthetic volume planned for the year 2008. Comments are made especially on the seemingly parallel developments at the other end of the North German Plain in the Baltic coastal area.

More than 95 % of the total housing stock in the Netherlands is connected to central sewerage systems and in most cases the wastewater is treated biologically. As connection to central sewerage systems has reached its economic limits, interest in on-site treatment of the domestic wastewater of the remaining premises is increasing. A large scale research programme into on-site wastewater treatment up to population equivalents of 200 persons has therefore been initiated by the Dutch Ministry of Housing, Physical Planning and Environment. Intensive field-research work did establish that the technological features of most on-site biological treatment systems were satisfactory. A large scale implementation of these systems is however obstructed in different extents by problems of an organisational, financial and/or juridical nature and management difficulties. At present research is carried out to identify these bottlenecks and to analyse possible solutions. Some preliminary results are given which involve the following ‘bottlenecks':-legislation: absence of co-ordination and absence of a definition of ‘surface water';-absence of subsidies;-ownership: divisions in task-setting of Municipalities and Waterboards; divisions involved with cost-sharing;-inspection; operational control and maintenance; organisation of management;-discharge permits;-pollution levy;-sludge disposal. Final decisions and practical elaboration of policies towards on-site treatment will have to be formulated in a broad discussion with all the authorities and interest groups involved.

This article examines the possible political and economic effects of large-scale mineral extraction from the seabed. The findings presented indicate that development in new territories may conceivably serve to exacerbate existing conflict dimensions, notably the North/South dimension in global politics. Because of the developed countries' monopoly on know-how and economic capability, exploration and exploitation of the inorganic resources of the ocean floor has de facto been the exclusive domain of these countries. On the basis of this the author shows that if large-scale production of seabed resources should become a reality in the near future, the underdeveloped countries will be forced to watch it from the sidelines. As a consequence, the exploitation of offshore raw materials will probably contribute to the further widening of the gap between developed and underdeveloped countries. Further commenting on the fact that the latter today are the main producers of the most promising seabed resources, the author expresses the view that exploitation will have a detrimental effect on the economics of the Third World countries, since it might lead to overproduction and price reductions.

This article focuses on the maritime cultural landscape of the former Zuiderzee (ad 1170–1932) in the central part of the Netherlands. Since the large-scale reclamations from the sea (1932–1968), many remains have been discovered, revealing a submerged and eroded late medieval maritime culture, represented by lost islands, drowned settlements, cultivated lands, shipwrecks, and consequently socio-economic networks. Especially the north-eastern part of the region, known today as the Noordoostpolder, is testimony to the dynamic battles of the Dutch against the water. By examining physical and immaterial datasets from the region, it is possible to give a modern-day idea of this late medieval maritime cultural landscape. Spatial distribution and densities of late medieval archaeological remains are analysed and compared to historical data and remote sensing results. This interdisciplinary approach has led to the discovery of the remains of the drowned settlement of Fenehuysen.

AbstractKnowledge of the response of extreme precipitation to urbanization is essential to ensure societal preparedness for the extreme events caused by climate change. To quantify this response, this study scales extreme precipitation according to temperature using the statistical quantile regression and binning methods for 231 rain gauges during the period of 1985–2014. The positive 3%–7% scaling rates were found at most stations. The nonstationary return levels of extreme precipitation are investigated using monthly blocks of the maximum daily precipitation, considering the dependency of precipitation on the dewpoint, atmospheric air temperatures, and the North Atlantic Oscillation (NAO) index. Consideration of Coordination of Information on the Environment (CORINE) land-cover types upwind of the stations in different directions classifies stations as urban and nonurban. The return levels for the maximum daily precipitation are greater over urban stations than those over nonurban stations especially after the spring months. This discrepancy was found by 5%–7% larger values in August for all of the classified station types. Analysis of the intensity–duration–frequency curves for urban and nonurban precipitation in August reveals that the assumption of stationarity leads to the underestimation of precipitation extremes due to the sensitivity of extreme precipitation to the nonstationary condition. The study concludes that nonstationary models should be used to estimate the return levels of extreme precipitation by considering the probable covariates such as the dewpoint and atmospheric air temperatures. In addition to the external forces, such as large-scale weather modes, circulation types, and temperature changes that drive extreme precipitation, urbanization could impact extreme precipitation in the Netherlands, particularly for short-duration events.

BackgroundThe North East Transformation System (NETS) was conceived as an experiment in adopting large-scale transformational change across a NHS region in England. Although the NHS in the North East performs well, the health of the population ranks among the poorest in the country. The NETS was viewed as a means of addressing this conundrum. It comprised three components: Vision, Compact and Method.ObjectivesThe evaluation study comprised six elements: a literature review; an evaluation of the evolution and impact of the NETS; an identification of the factors facilitating, and/or acting as barriers to, successful change; an assessment of the role of the NETS project team; establishing how far the changes introduced through the NETS became embedded and sustained; and an evaluation of the impact of the NETS on end users.DesignThe research comprised a longitudinal mixed-methods study conducted over 3.5 years. Research methods included 68 semistructured interviews, observation, two focus groups, documentary analysis and interrupted time series (ITS) analysis. The ITS component comprised analysis of five rapid process improvement workshops in two of the sites.SettingThe research setting was the NHS North East region until its abolition in April 2013 following the UK government’s NHS changes. Fourteen sites were selected for the study, comprising primary care trusts as commissioners, and provider trusts including mental health, community, acute care and ambulance services.ParticipantsThe study respondents were members of staff in the 14 sites drawn from different levels of their organisations.InterventionsThe NETS comprised a complex set of interventions aimed at improving the efficiency and effectiveness of care pathways for staff and patients.Main outcome measuresThe ‘receptive contexts for change’ framework was used to evaluate the transformational change process and its outcomes.Data sourcesQualitative parts of the study drew on semistructured interviews, focus groups, observation and documents. Quantitative parts of the study used routinely collected NHS data.ResultsTransformational change in a complex system takes time and demands consistency, constancy of purpose and organisational stability. The NETS was seriously disrupted by the NHS changes announced in July 2010. Progress was sustained at four of the study sites, but slowed or ceased at the other sites. Leadership style was found to be critical to the success of transformational change.ConclusionsThe NETS was a bold and ambitious initiative which succeeded in bringing about real and lasting change in some parts of the North East. However, it was unable to fully realise its vision and purpose partly because of the widespread reorganisation of the NHS by the new coalition government.Future workThere is a need to develop new methods to understand how change occurs, or fails, in complex settings like the NHS. There is a need for more in-depth studies in those sites that were able to implement and sustain change. This would inform future policy and practice. The results of the quantitative analyses were less conclusive than those obtained by qualitative methods. Further development of mixed-methods approaches would provide additional support for evidence-based decision-making.FundingThe National Institute for Health Research Health Services and Delivery Research programme.

Introduction: Karelian and Vepsian vocabulary has been collected and studied by linguists from Russia and Finland for two centuries. An invaluable source for research in the dialectology of the North-East group of the Baltic-Finnish languages is the «Comparative and Onomasiological Dictionary of the Karelian, Vepsian and Sami Languages» (2007). The dictionary was prepared by staff of the Institute of Linguistics, Literature and History of the Karelian Research Centre of the Russian Academy of Sciences using field research data from 1979–1981. The article reports the main results of applying the statistical method of cluster analysis to the dictionary entries. Objective: the analysis of the basic vocabulary of the dialects of the Karelian and Vepsian languages in the linguistic and geographical aspect using the statistical method of cluster analysis (dialectometry method). Research materials: pre-encoded for being uploaded to the clustering software database lexical data from the «Comparative and Onomasiological Dictionary of the Karelian, Vepsian and Sami Languages» (about 43 thousand units). Results and novelty of the research: the scientific novelty of the research is the application of the statistical method of cluster analysis to large volumes of pre-encoded lexical dialect material. The results of the calculation confirm the conclusions made by linguists earlier regarding the unity of the Vepsian and Karelian languages, as well as the presence of a clear border between them. The question of determination of the linguistic status of the Ludic dialects, which has been the subject of discussions among Russian and Finnish linguists for decades, is resolved in favor of the Karelian dialect on the basis of the material involved in the analysis. The boundaries between clusters outlined by the clustering program for the Vepsian language coincided with its dialect classification. On the Karelian part of the final map, the main bundle of isoglosses shifted north of the border between the dialects of the language, which indicates a more mobile character of its lexical level. The results presented in the article and the method of obtaining them will be later used to develop a linguistically grounded classification of Karelian language dialects.


The author commences his paper by remarking that great similarity of outline pervades the western shores of Ireland, Scotland and Norway, and then observes that the great Atlantic flood-tide wave, having traversed the shores of the former countries, strikes with great fury the Norwegian coast between the Lafoden Isles and Stadland, one portion proceeding to the north, while the other is deflected to the south, which last has scooped out along the coast, as far as the Sleeve at the mouth of the Baltic, a long channel from 100 to 200 fathoms in depth, almost close in shore, and varying from 50 to 100 miles in width. After describing his method of contouring and colouring the Admiralty chart of the North Sea, he traces the course of the tide-wave among the Orkney and Shetland Islands along the eastern shores of Scotland and England to the Straits of Dover, and along the western shores of Norway, Denmark and the Netherlands, to the same point.

ABSTRACT The success of oil spill response operations is mainly dependent on the response time and the weather and sea state conditions. That's where the research project “BioBind” is setting the focus: To develop an oil spill response system fast to apply and sea state independent. Within this project a network of eight different partners from universities, research institutes and medium sized companies work from summer 2011 to summer 2014. The paper provides an overview on the oil spill response research project “BioBind” and focuses on a large scale field experiment carried out in summer 2013 with the RV “E.M.Borgese” at the Baltic Sea.

Variability of sea level in the North and Baltic Seas, enforced by weather patterns, affects the intensity of water exchange between these seas. Transfer of salty water from the North Sea is very important for the hydrography of the Baltic Sea. The volume of inflowing salty water can occasionally increase remarkably. Such incidents, called the Major Baltic Inflows (MBIs), are unpredictable, of relatively short duration, and difficult to observe using in situ data. We have shown that remote sensing altimetry can be used as a complementary source of information about the MBI events. The advantage of using such data is that large-scale spatial information about SLA is available with daily resolution. We have described changes in SLA during several MBI events observed in 1993–2017. The net volume of water transported into the Baltic Sea varied between the events due to differences in atmospheric forcing. Based on SLA data, the largest inflow of water happened during the 2014 MBI. This is in agreement with previously published results, based on in situ data.

AbstractThe extraction of marine sand and gravel has taken place in a number of countries around the North Sea, the Baltic Sea and English Channel for several centuries, but large-scale dredging for aggregates only began in earnest in the 1960s. Today, marine sands and gravels have an increasing role to play in maintaining European supplies of concreting aggregates as well as material for beach nourishment and constructional fill. The distribution of sand and gravel resources offshore is uneven. They vary in their thickness, their composition and grading, and their proximity to the shore. Many deposits lie in places that are currently inaccessible to the dredging industry.This paper outlines the production of marine sand and gravel in northern Europe and describes the distribution, composition and Quaternary origins of the most important marine sand and gravel resources in northern Europe. Examples are given for the UK, the Netherlands and Denmark, and in summary form for France, Belgium, Norway, Sweden, Ireland and Germany. Most marine sand and gravel deposits are of fluvial or glacial origin and have been reworked to varying degrees by marine and coastal hydrodynamic processes. They represent a range of former depositional environments, including fluvial channel-fill or terrace deposits, glacial meltwater plain deposits, seabed lag gravels and degraded shingle beach or spit deposits, as well as modern marine tidal sandbanks and sandwave deposits.
