The inclusion of small and medium-sized enterprises (SMEs) in the supply chains is broadly used to leverage the internationalisation of operations of the companies. SMEs in the Western Balkans make up for a vast majority of the companies and tend to be better integrated into the EU and global market. The supply chains enable SMEs to raise their innovativeness and performance. However, large corporations also find mutual benefits in the integration of SMEs into their supply chains. Large supply chains have recently introduced a new approach towards the inclusion of SMEs as a part of their CSR and sustainability strategy. In this paper, we observe the state of play in accessing the supply chains in three non-EU Western Balkan countries, namely Serbia, Bosnia and Herzegovina and Montenegro, as well as in Croatia as the only EU member state from the observed region. It seems that, regardless of the current status of the EU accession process, the observed SMEs are facing the same challenges in accessing the supply chains. Therefore, our research has two goals: 1) to determine whether and in what way the perception of the importance of different barriers affects inclusion in the supply chains, and 2) to determine whether the different-sized companies perceive differently the importance of individual barriers to inclusion in the supply chains. The results have shown that there are no significant differences in the perception of the importance of barriers to inclusion in the supply chains between companies of different sizes. Also, the length of receivables collection period and inadequate and incomplete information on the requirements for participation negatively affect the inclusion of SMEs in the supply chains.

European Union towards Western Balkans in the Context of Migration Crisis 2015‑2019 The aim of the article is to analyse the actions taken by the European Union towards the Western Balkans in the context of the migration crisis. The study assumes that the migration crisis was an important factor accelerating the accession process of the Western Balkan countries to the European Union. In order to fulfil the research goal, an analysis of sources (European Union documents) was conducted. The paper uses elements of the theory of the regional security complex as a theoretical framework. Firstly, the activities of the European Union before the migration crisis are discussed. Next, the paper focuses on presenting the course of the crisis on the Western Balkan route. The further part of the study discusses the actions taken by the EU towards the countries of the Western Balkans in response to the migration crisis.

Against the backdrop of Romania’s successive negative performance in attracting European funds (coming last in the EU top), as indicated by audit reports for projects that have been funded so far, this paper proposes a new approach in relation to analysis and performance improvement in securing EU funds, while identifying viable solutions for the betterment of the current situation. Furthermore, the authors develop a new audit performance analysis model (NOP), described as a dynamic and flexible model, based on reducing the fraud and error risk in the structural fund management of European-funded projects. The analysis methods encompass literature reviews, observational studies, database management, statistical analysis, and the synthesis of the whole findings. The main conclusion of the analysis is the critical necessity of integrity improvement in the context of managing the non-reimbursable funds through audit activities based on ISA805, the international standard on auditing European-funded projects.


Significance Turkey's faltering EU accession process looks more at risk than ever, following Enlargement Commissioner Johannes Hahn's warning that Ankara had "clearly chosen to move away from Europe, not closer to it". Hahn was presenting the European Commission's 2016 Enlargement Package, which is much more critical of Turkey than of the six Western Balkans countries that are either accession candidates like Turkey or potential candidates. Yet when it comes to terminating Turkey's candidacy, both the Turkish and EU authorities want the other to make the move. In the short term, some EU capitals fear a wave of migrants should Ankara stop cooperating in policing the Aegean; in the longer term, Turkey's economy could suffer. Impacts The EU's interest in Western Balkan security, stability and prosperity will keep enlargement to these countries on track, at least formally. However, the Dutch referendum vote against Ukraine's association agreement shows popular feeling spreading in the EU against enlargement. Turkey's customs union with the EU underpins its recent economic upturn; it is hard to see it continuing without the prospect of membership. Resumed use of the East Mediterranean route depends on Turkey but also on migrants' hopes of being able to cross borders further north.

The EU Summit in Thessaloniki in 2003 is often referred to as a milestone in the relations between the Western Balkans and the European Union because the region was given strong promises of a prospective European perspective through the Stabilization and Association Process. However, the initial enthusiasm that followed has melted over the coming years because the expectations of most countries in the region have not been met (with the exception of Croatia that became an EU member in 2013). Even though we get assurances from the Brussels that they will not give up on enlargement, it is obvious that this issue is not on the list of priorities of the EU at the moment. Not only that its decisiveness to encompass with enlargement the Western Balkans is on shaky grounds due to the numerous challenges that the EU is facing at the moment, but such decline in interest leads to a decline in interest in the countries of the mentioned region that are currently in the accession process. This further leads to the rise in Euroscepticism for which the Western Balkans is a breeding ground. The reasons for Euroscepticism existed even before the enlargement has been brushed aside from the Union agenda (those were mostly reasons related to pre-accession strategy for candidate countries/potential candidates and were present even in the case of countries of Eastern and Central Europe, even though there were also reasons specific for each of these countries.). However, it seems they have become stronger with the new developments in the Union. Incertitude of membership affects the rise of negative attitudes towards the Union in the public opinion of these countries which becomes manifest if we look at numerous public opinion polls. The focus of this paper will be the interpretation of the results of the research that the Institute for Political Studies conducted on an annual basis from 2015 to 2018.

Should we join the European Union or not? The European Union is not some imaginative goal to be pursued. It requires and offers concrete solutions. At the same time, it seeks out and establishes values and obligations to be fulfilled and inserted in a concrete political life. These obligations and values are universal and it is up to each state to assess whether the acceptance and realization of those interests and values is in its own interest. It should be borne in mind that the legal state and the rule of law, respect for human rights and freedoms, a market economy with developed social policy, fight against corruption and terrorism and many other values that the European Union stands for are essential to every democratic society and exactly these values are a goal that every human being strives for. Eurasian integration is also in favor of these values, but instead of ultimatum and conditioning, they offer a more flexible negotiation method.It is indisputable, at the moment, that in the region of the Western Balkans, the Republic of Serbia is at the back line of the European integration process. It has entered these processes as the last interested state, but in addition it constantly faces major internal problems and insufficient understanding, as well as new conditions that are constantly being set for its accession. If we add the fact that the decrease of the interest of citizens to join the European Union is currently being noticed, it is clear why the question of who to approach is becoming actualized. One of the goals of the reforms undertaken in the accession process is the harmonization of internal regulations with Communitarian Law. In doing so, it should be borne in mind that total harmonization is almost impossible.

This article examines the European Commission’s 2020 Enlargement Package and the 2020 country reports for its partners in the western Balkans and Turkey. We focus on the social policy aspects of how the Commission assesses progress and what it regards as priority among the outstanding issues. The Commission is once again talking about ‘enlargement’ rather than the western Balkans’ ‘EU perspective’, but the reports indicate that the gap not only remains sizable, but growing; and the longer that this has continued, the less credible the process has become. It continues to be true that the region could do more to help itself - even allowing for the impact on policy-making of the Covid-19 pandemic - and the level of regional co-operation currently exists at a rather low level. Furthermore, that parts of the region talk openly of alternative avenues for their future remains a source of worry. However, the documentation lays down - at least on the surface - a worthwhile challenge, as well as a test for all parties, regarding aspirations and the extent of political goodwill which is key to the whole enlargement/accession process.

This chapter examines the phenomenon of backsliding in the post-accession process of Europeanisation in Slovenia as one of the Central and Eastern European member states of the EU. It seeks to explain the rise of compliance problems with the EU's values (i.e., de-Europeanisation) in Slovenia, which turned a former EU star pupil into a troublesome member state. The chapter analyses sources of economic and democratic backsliding in times of polycrises in the EU that stem from the state's domestic environment and confirms the determining role of decision-makers over the political system. Given the importance and widely shared image of Slovenia as a role model for the candidate states in the Western Balkans, the chapter also addresses the potential impact of Slovenia's de-Europeanisation turn for its role as a bridge between the EU and the Western Balkans region.


Bosnia and Herzegovina (B&H) belongs to the group of countries of the Western Balkans, which has the status of potential candidate for EU membership. However, to achieve candidate status and full EU membership, it is necessary to carry out complex structural reforms that should ensure convergence towards EU countries, which will be a long and difficult process. The aim of this paper is to point to the specificities of economic and political transformations in BiH in the context of economic changes occurring in the environment and which can significantly affect the EU accession process. This paper gives an overview of the basic economic features of B & H, as well as projections on the movement of certain economic categories in the forthcoming period. An analysis of the position of B & H in the group of countries of the Western Balkans and the perspective of economic growth was conducted.

The rule of law is incorporated in the EU Founding Treaties and case-law of the Court of Justice of the EU and was included as a key requirement already in 1993 Copenhagen accession criteria. The EU enlargement is not only territorial increase, but also transposition of EU acquis to third countries. Since 1993, the monitoring mechanism of the rule of law reform in the EU accession countries was enhanced, including two specific negotiation chapters, Chapter 23 – judiciary and fundamental rights and Chapter 24 – justice, freedom and security. Over the last two decades, the EU was struggling to develop an adequate mechanism in this area, from mechanism for coordination and verification, to action plans for Chapter 23, to more specific tools like perception and experience surveys of the judiciary and functional reviews. Due to the challenges to measure progress and track record in the rule of law, in February 2020 the European Commission presented the new approach to EU Enlargement that aims to push reforms forward. The intention is to make the accession negotiations more credible, predictable and dynamic and criteria for assessing reforms in the accession countries will be based on the clearer criteria and more concise EU requirements. The article examines how EU enlargement policies influenced the rule of law reforms in Western Balkan countries over the years and what could be expected from the new approach. The research hypothesis is based on the correlation between Enlargement strategy towards the Western Balkans and its impact on rule of law in countries of the mentioned region. The methodological approach applied in the assessment is based on analysis of Enlargement strategy and other EU and national documents, as well as results of the work of judicial institutions in order to provide insight into the bottlenecks of the state rule of law in Western Balkan countries and enable identification of recommendations for improvement. The authors concluded that the new methodology would improve the measurability of the achieved results in the rule of law area, however, the approach might slow down the accession process of Serbia and Montenegro as a frontrunners in the process.

EU membership has been a compelling goal for the Western Balkans (Albania, Bosnia and Hercegovina, Kosovo, Montenegro, North Macedonia, and Serbia), related to the bloc’s stability, economic prosperity and higher standard of living. Each of these countries pursues its own process of EU accession while being also a part of the regional initiatives under the auspices of the EU. This paper provides an overview of the EU accession process of the Western Balkan countries, focusing on their individual achievements and challenges, as well as common features and problems. Also, the content andprospects of regional integration of the Western Balkans through the Regional Economic Area (REA) programme, along with the role of the EU in supporting the regional perspective are discussed. The parallel Western Balkans engagement in both processes supports arguments for the prioritisation of the individual countries’ accession to the EU over Western Balkans regional integration, distinguishing also the challenges of both processes. The methodology for the elaboration of this paper includes methods of analysis and synthesis, based on extensive desk research of available materials.
