Media text as an interpreter and a critic of reality: Media representation of the coronavirus pandemic 2020

In March 2020, a state of emergency was declared worldwide as a result of the rapid spread of COVID-19. In Serbia, this led to strict preventive measures (curfew). In Sweden, such measures were not taken, but the system relied on personal responsibility of each individual, instead. In emergency situations, the media gain great importance as a source of information, and as such have the ability to alleviate or worsen the insecurity that the public feels, which can further contribute to the moral panic. In order to determine the potential of electronic media for informing citizens and encouraging critical thinking (during an emergency situation), we have explored rhetorical strategies and their potential for affirming the pluralism of views. The subject of research were broadcasting practices of three TV stations: two public media services (Radio Television of Serbia and Swedish Television) and one cable TV from Serbia (N1). By method of content analysis, we have come to a conclusion that all three media provided viewers with comprehensive, coherent and verified information. During the analysed period, the media in Serbia almost doubled the duration of their news programs, which gives an impression of non-selectivity and a desire to prove maximum coverage on all topics. On the other hand, SVT was consistent in the duration and scope of news programs. The way in which events were presented was mainly characterized by objectivity, although the Serbian public service also displayed a tendency towards intimidation. The biggest differences were noticed in terms of pluralism of views, since it was much more present in the programs of the Swedish public service and cable television (N1) than in the Serbian public service television programs. One of the rhetoric specifics in the way how N1 was presenting the news is discrediting the current political leadership and the decisions they have made.

Before the pandemic crisis, the irruption of the convergent scenario and the television digitalization forced the Latin American public television to develop strategies that consider new forms of audiovisual consumption and to make the resources profitable, such as the development of digital platforms and co-production with independent creators. Pakapaka, TVN and Señal Colombia coproduced children television programs with Chilean filmmakers that achieved a high audience and received acknowledgements at audiovisual festivals for their quality, their contribution to the local identity and Latin American own nature. Based on a content analysis carried out on tv shows aimed to children, present in both Chilean public digital platforms: CNTV Infantil (former Novasur) and TVN Kids, this study describes the collaborative model from the media literacy perspective, with emphasis on the diversity of children’s programs, considering their origins, acquisition, financing, and characteristics of the protagonist’s characters. The results indicate that the contents are varied and that the presence of female protagonists, native peoples and migrants, although incipient, constitutes a contribution to the identity of the continent’s childhoods. In conclusion, it is essential that public service television can count on permanent funding that promotes the realization of relevant content for children, in accordance with their public service mission, especially in today pandemic crisis and confinement.

Violence is a problematic phenomenon that has a global impact on both individuals and societies. From the reporting aspect of the news to the composition of television programs, violence has taken over the media. Considering the forms of violence in both social media and mainstream media, the use of language is observed to resemble a favor to the ones who commit these acts of violence, not the ones who are subject to it. Accessibility of the events occurring at any given moment within or outside of the border of individuals and the changing realities is a necessity. All these changes in our daily lives cause paradigm shifts, change the way we live, act, or understand for better or for worse as we are exposed. Media and the news, the prominent mediums of this exposure to life, manifest our current way of thinking and also play a significant role in creating the mindset that is determined to have been socially down the line. In this study, femicide cases that have drawn attention, under the spotlight of mainstream media and social media journalism from 2009 to 2020, providing a platform for individuals to report real-life events amateurly, and adopted the use of language by mainstream media and social media journalists, will be analyzed using content analysis method. Moreover, changes in the use of language adopted by mainstream media and the effects of these uses in the scope of the way we live, act, or understand will be argued.

There are few sociological studies of the service in the structures of the Ministry of Emergency Situations of the Russian Federation. There are few gender-sensitive research too. Although this type of public service has always been considered a sphere of male employment, women work in it too. The solution by these women of the “family-work” role conflict is very important. Purpose of the study: to find out the opinion of graduates of the St. Petersburg University of the State Fire Service of the Ministry of Emergencies of Russia and female employees of the Ministry of Emergency Situations about: 1) the motivation for women to enter this university; 2) the prospects for their career growth and the creation of a family. Methods: analysis of documents and departmental statistics, Internet survey, group focused interview. Sample survey: 200 university graduates, representing all areas of study. The focus group was attended by 6 women. They have a length of service in the Ministry of Emergency Situation from 5 to 10 years. Results. The study tested three hypotheses. 1) The motivation to enter this university is different for women and men. The hypothesis was disproved. At the same time, it turned out that for women it turns out to be more significant than for men, the influence of the immediate environment on the admission decision. 2) Service in the Ministry of Emergency Situations has significant differences from work in other organizations. It can affect the creation of a family. The hypothesis was partially confirmed. Features have been highlighted, but they do not have a significant impact on family creaation. 3) It is more difficult for women than for men to make a career in the structures of the Ministry of Emergency Situations. The hypothesis requires additional verification. According to the respondents, careers are more influenced not by gender stereotypes, but by personal characteristics and the desire to pursue a career, but the opposite point of view was also presented. The relevance of the study. This pilot project made it possible to outline the directions for further study of the prospects for the feminization of public service of other types (not civil and not military).

A large proportion of the media around the world, especially those related to radio and television, belong to the state. In principle at least, there are three different terms to talk about these types of media: (1). The public media that draws on the treasury to present programming that is in the interest of the general population. They do not support any political party, not even the party in power. (2). National media owned by the state and using the treasury money, are also controlled directly by the state. (3). Government media that is owned by the ruling party and uses the treasury money, are also controlled by the ruling party. These three models coexist already in the Arab world since independence. This phenomenon almost removed the clear distinction that existed in principle between the government media and the public media. After the Arab Spring in 2011, however, this distinction remains important. The public broadcaster model was based on a principle that is still justified for most of the world and that the private media alone can not guarantee the pluralism of broadcasting. The problem, however, is that the government media have also largely failed. In several countries, the arrival of private media has pushed governments to exercise editorial control of the public media. The discussion of media regulation is aimed primarily at ensuring that the media financed by the Public treasury exercise their profession with the full independence of the government of the day to which they are entitled, rather than aiming to restrict the freedom of the media that already enjoy full editorial independence. In the Arab world, there have been some attempts to recover and modernize the ideal model of public media, as for example the case of Tunisia, Morocco and Jordan. <p><em>The content of television as a public media broadcasts generally present news or social reality eventsyet it seems to be appropriate that the content must be received wisely andcritically. Receiving information without discretion will create a wrong and misleading image of the world, including an overview of multicultural education. Currently, mass media has a significant potential to instill prejudice between religions, cultures, and so on. The media in this case also has social responsibility to the public about the issues of freedom and protection of multicultural educationunderstanding. Therefore to support the theoretical approachof this study, theory about value of multicultural education whichisreinforcedby theory of social media responsibility was taken into account. The results showed thatRagam Indonesia as one of the television programs in Indonesia (in Trans 7) has been presenting shows that could be used as a good start to develop innovations in multicultural communication education, given the impressions of the content in Ragam Indonesia including the aspects of life; economics, religion, tradition, as well as local identities that can be wrapped into national identities as learning material for students, college students, and society. Subject Europe's public service media. Significance Public service media (PSM) face an existential threat from both new entrants, in particular deep-pocketed US hi-tech firms that have ambitions for television, and increasing political interference. Although public service radio and television have the necessary pre-requisites for survival, only the state and the political class can safeguard their future. Impacts In several countries, most notably the United Kingdom, PSM are a major contributor to the creative economy. Television is less popular every year as young people spend more time on the internet, and this structural trend will be permanent. The role of the media will come under increasing attack in countries where there is growing support for far-right parties. Chinese perspectives will continue to gain traction in European media circles.

This paper intervenes in debates about the construction of ‘publics' by the media. It traces the way in which one governmental genre of television programming — the public service announcement — attempts the difficult task of constructing a unified sense of ‘the public’ in Western Australia by means of appeals to a supposedly ‘universal’ discourse — that of the protection of children. The paper examines the ways in which these advertisements employ such strategies and discusses the limitations and implications of such appeals by looking at the citizens who are excluded from such a ‘public’.

Growth of technology give big impact to development and changes in mass media. Today, even though broadcast media like radio and television still have place in the heart of audience, however should be recognized that the existence of social media, it must be recognized that the existence of social media has a significant impact on media development. Mainstream media, especially television broadcast media, are starting to look for ways not to be abandoned by their audience. They began put in social media content into television programs. That happened on all shows in television programs. No exception in the news program on TVOne. Therefore, it is interesting to study how the transfer of social media content to television news programs is a way for TVOne to survive in the midst of the onslaught of social media. This research focuses on news programs on TVOne that take social media content into the show. We will use descriptive qualitative research using the case study method and use the political economy theory of the media.

The subject of the review is a monograph by Karol Dobrzeniecki “Law on emergency situations. Between legalism and necessity” (Toruń 2018). According to the reviewer, the nature of the work determines the distinction between an emergency situation, that is, a factual state requiring action not provided for by law and a state of emergency, i.e. a legal institution. The main purpose of the work is to analyze the relationship between the recognition of an exceptional situation only in legal terms, and its approach as a political and moral issue. The work has interdisciplinary character. Karol Dobrzeniecki, analyzing jurisprudence, political philosophical, doctrine of constitutional law, as well as constitutional, international and supranational legal regulations, points out the danger of legal "normalization" of a state of emergency, that is, the penetration of its specific solutions into the law intended for the ordinary situation, and hence blurring of the distinction between ordinary and exceptional situations. The author of the reviewed monograph believes that the exceptional situation should be assessed primarily in moral and political categories, being aware of the tragic nature of the choices made at the time.
