Europe’s public media will lose influence

Subject Europe's public service media. Significance Public service media (PSM) face an existential threat from both new entrants, in particular deep-pocketed US hi-tech firms that have ambitions for television, and increasing political interference. Although public service radio and television have the necessary pre-requisites for survival, only the state and the political class can safeguard their future. Impacts In several countries, most notably the United Kingdom, PSM are a major contributor to the creative economy. Television is less popular every year as young people spend more time on the internet, and this structural trend will be permanent. The role of the media will come under increasing attack in countries where there is growing support for far-right parties. Chinese perspectives will continue to gain traction in European media circles.

This article analyses the role of foreign content in the public broadcasting corporations from two major European markets, Spain and the United Kingdom. Through a quantitative approach to schedules and in-depth interviews with the heads of the acquisitions departments, it is demonstrated that RTVE and BBC, both public media corporations, have a very different approach to the scheduling of acquisitions due to their distinct concept of public service remit. While in Spain this is focused on the cultural diversity of programmes, the approach in the United Kingdom is to only promote British productions.

PurposeInnovations are imperative for organizational growth and sustainability. This study focuses on the employees' innovative behavior, a source of organizational innovations, which has received substantial attention from the researchers. Based on the psychological empowerment theory, the study exposes the effect of the various dimensions of public service motivation (PSM) on employees' innovative behavior (IB) in public sector institutions especially in the context of developing countries such as Pakistan. Moreover, the study also investigates the mediating role of psychological empowerment (PSE) between the dimensions of PSM and IB.Design/methodology/approachThis study used the cross-sectional research design. By using random sampling, the adapted survey questionnaires were used to collect data from 346 faculty members of public sector universities located in provincial capitals of Pakistan. A partial least square–structural equation modeling (PLS-SEM) tool was used to assess the proposed hypotheses through SMART-PLS software.FindingsResults revealed that attraction to policymaking (APM), compassion (COM), self-sacrifice (SS) have a significant impact on employees' PSE and their innovative behavior, while the relationship of commitment to the public interest (CPI) with PSE and IB was found insignificant. Moreover, PSE partially mediated the relationship between PSM dimensions and employees' IB.Originality/valueThere was a scarcity of research on IB especially in public sector institutions such as academia. This study theoretically contributed to the literature by providing a refined picture in assessing the proposed relationship of the constructs. This is also one of the original studies that examine the relationship between the dimensions of PSM and IB.

Abstract This article longitudinally analyses how Australian politicians engage with, and attack, journalists and the media more generally on Twitter from 2011–2018. The article finds that attacks on journalists have increased significantly since 2016 when Trump came to power, but this is largely the preserve of populist and far-right politicians. These politicians rarely call the media fake, instead alleging bias or questioning the veracity or standards of reporting and production. Many politicians have a functional relationship with the media, rarely criticising the media. Attacks are largely focused on the national public service broadcaster, the ABC, with limited attacks on commercial media.

Purpose In initial public offerings (IPOs), the media plays a pivotal role by disseminating the information to the investors who generally lack the expertise to understand the information through the prospectus. Thus, media coverage can impact the investment decision of the investors and the IPO performance. Media typically covers the IPO before listing, suggesting that it may play an important role in explaining the opening price rather than the closing price on the day of listing. Therefore, this study aims to disaggregate the traditional IPO underpricing into three categories: voluntary, pre-market and post-market and provides a comparative analysis of the media sentiments impact on the traditional and disaggregated IPO underpricing. The authors’ disaggregated IPO underpricing analysis will facilitate the investors in making an effective investment strategy based on media sentiments. Design/methodology/approach The study deploys sentiment analysis using bags of n (2) grams approach to gauge the sentiments on 2,891 media articles and uses “robust-regression” technique to analyze them on a sample of 222 Indian IPOs during 2009–2018. Findings The study reports that the sentiment score is positively related to the traditional underpricing; the sentiment score is positively associated with the pre-market underpricing and does not have any significant relationship with the post-market underpricing; the number of media articles does not play a significant role in explaining the IPO underpricing. The findings highlight the presence of a semi-strong form of efficiency in the Indian IPO market. Originality/value Existing literature focuses that the role of media on IPO performance is based on the developed countries. IPO laws differ based on the countries. For instance, in India, investors can check the demand by the other categories of investors on a real-time basis. Thus, it is interesting to study whether, with such a high level of transparency, media can explain IPO performance in the Indian market. Media generally covers IPO before listing; therefore, the present study disaggregates the IPO underpricing to evaluate the role of media on the primary and secondary market separately. It will help the investors to decide when to enter and exit the market.

This chapter illustrates how ‘most of the Holyrood political class has been reluctant to explore the boundaries between the devolved and the reserved’, even on less life-and-death issues such as broadcasting. Conversely, it also tells of at least one post-devolution success story for classic informal pre-devolution-style ‘Scottish lobbying’ in Westminster. Scotland is presently one of the UK's leading audiovisual production centres, with Glasgow as the linchpin. The capacity of the Scottish Parliament to debate questions of media concentration but also its incapacity to act legislatively has been observed. There are both political and economic calculations behind the refusal to devolve powers over the media via the Communications Act 2003. Ofcom now has a key role in policing the terms of trade for regional production that falls within a public service broadcaster's target across the UK. The BBC's position as the principal vehicle of public service broadcasting has come increasingly under question. The Gaelic Media Service set up under the Communications Act 2003 has a line of responsibility to Ofcom in London. Scottish Advisory Committee on Telecommunications (SACOT) determined four key regulatory issues needing future attention by Ofcom.

This article dissects the implications for the ABC of the current Australian government media reforms. If the quality of policy development and discussion of such changes to key media laws and policy is poor in general, the level of consideration of the role of public broadcasting is worse. The author also considers other perennial dilemmas such as advertising on the ABC, governance and political interference, concluding that the new communications landscapes makes the ABC and public service broadcasting more necessary than ever — yet it is still awaiting a thorough exploration and adequate public discussion.

Although one people, the Sámi live in four different countries with different laws and regulations. The Sámi media landscape is thus shaped by four different political and economic frameworks, creating unique nationally defined environments. Simultaneously, the Sámi people are internally diverse, both in terms of language and identity. The media professionals within Sámi media need to navigate in an environment where there are several indigenous and majority languages, which raises questions about the fragmentation of potential audiences, and also about the role of the Sámi media in sustaining or undermining particular Sámi languages. Drawing upon recent interviews (2012) with Sámi media professionals, this article seeks to provide insight into the development of an expanding indigenous media infrastructure within the Nordic states and the homelands of Sápmi. It points particularly to the centrality of the national public service broadcast system in providing the political and infrastructural context for this development. The different political settlements between national governments and their Sámi populations significantly shape the wider political will that has framed this process. At the same time, while seeking to shed some light on the diverse Sámi media environment, this article also provides some insight into the professional and personal identities of the individuals working within the Sámi media world. The synergy between the wider media environment and the personal and professional endeavours of Sámi media professionals is central to the future development of the Sámi media environment of Sápmi.

The notion of public service media is used to describe public broadcasters’ provision of services that contribute to the democratic, cultural and social objectives of society, and this on multiple devices and across various technologies. While most research focuses on the theoretical case for public service media, this contribution analyses how public broadcasters strategically position themselves as providers of public service media. What are their distribution strategies in a market that is no longer dominated by the media themselves, but is characterised by a growing concentration of power in the hands of the so-called platforms and a continuous influx of new entrants? The article is based on a qualitative document analysis of public broadcasters’ strategies in Flanders, the Netherlands, the United Kingdom and Ireland. Complementary expert interviews were also carried out. Our main finding is that public broadcasters are distributing more and more varied types of content online, but that digital-only content remains limited and is considered as a subsidiary activity. Ample reference is made to the surrounding environment as a means to legitimise the existence of public broadcasters. However, this is not yet translated into concrete and focused distribution strategies.

Purpose This study aims to investigate the effects of a prospective traveler’s perception of media exposure on their intention to visit a destination (i.e. South Korea). Cultural exposure to a particular country through media affects people’s preference for that foreign country, and may ultimately be a function of the behavior for consuming that country’s cultural products – e.g. traveling to that country. Media exposure has been recognized as a major underlying reason for the desire to visit a destination. Design/methodology/approach This study examines the impacts of potential travelers’ media exposure in three different language-use groups (i.e. English, Japanese and Chinese) and their perception of the media exposure on their intention to visit the actual site (i.e. South Korea). To enhance the understanding of the intention to visit the destination, this study proposes a research model based on use and gratification theory and the belief–desire–intention model. Findings Mass and social media exposure had an effect on the intention to visit a destination as a result of the gratification and desire experienced through the content. Research limitations/implications This study suggests the synthesis of the use and gratification theory and the belief–desire–intention model and an examination of theoretical and practical implications. Originality/value This study involved a sample of users of destination marketing sites. In addition, this study investigated the users’ intentions to visit a real tourism destination taking into consideration mass media (traditional media) and social media (new media) based on the use of gratification theory and the belief–desire–intention model. Practically, the findings highlight the crucial role of social media in the intention to visit the tourism destination.

PurposeThe objective of this study is to examine the predicting role of Machiavellianism, locus of control and moral identity on ethical leadership. This study also assessed the moderating role of ethical role modelling in the linkage between Machiavellianism, locus of control, moral identity and ethical leadership.Design/methodology/approachA total of 202 public service leaders in Malaysia participated in the study. A quantitative study was conducted and structural equation modelling was used to test the hypotheses.FindingsMoral identity poses a substantial influence on ethical leadership. Ethical role modelling is a significant moderator in the association between moral identity and ethical leadership.Research limitations/implicationsThis study contributes to the social learning theory by assessing Machiavellianism, locus of control and moral identity as the predictors of ethical leadership among public service leaders in Malaysia. Future study can be further extended to both managerial and support staff to understand the ethical phenomenon in Malaysian public sector.Practical implicationsThe study highlights the need for public sector to give considerable attention to moral identity in boosting ethical leadership among public service leaders in Malaysia's public sector. Furthermore, the element of ethical role modelling should not be neglected as this factor is a valid moderator in nurturing ethical leadership among public service leaders.Originality/valueThe study deepens the knowledge on the importance of ethical role modelling as a moderator in assessing the influence of the predictors on ethical leadership. Further, this study demonstrates that public service leaders who reported high moral identity would have higher ethical leadership if they experienced good ethical role modelling.
