ABSTRACT In the next months the heating and D.H.W cost sharing criteria must be modified in many pre-existing buildings. A special case is the buildings with vertical pipelines, for these buildings the recognized form of the rule for the cost sharing is to install “allocators” or “calorimeters" in each heater. In this article a review of the percentages and coefficients adopted in other countries of the union is made and their influence is analyzed. Variants are proposed to calculate and apply the correction factors.A simple procedure is proposed to estimate consumption and new quotes, using a spreadsheet. The main conclusion is that only after a detailed study can a solution be reached that can be assumed by the majority of the community members. Keywords: Efficient buildings, Community heating. Underground power grid projects in Hanoi is so urgent that it requires immediate implementation. To synchronously and quickly implement the underground power grid projects, people in charge should not follow the outdated perspectives of just including the power industry, but also need to call for the support and cost sharing responsibility from consumers. This paper aims at approaching the subject both from the producers and consumers’ perspectives to together sharing the cost of putting the power grid underground not only in Hanoi but other metropolitans in Vietnam as well. Field studies (including 104 families) at Hoan Kiem District, Hanoi and CBA method were applied to investigate the willingness to pay (WTP) level of consumers to share the cost with the power industry for the underground power grid projects in Hanoi. The overview of the results shows that cost for the underground power grid in Hoan Kiem District ranging from 30,000 VND/household/month to 46,000VND/household/month. On the other hand, the willingness to pay of a typical household of four people within Hoan Kiem District ranges from 17,000VND/month to 24,000VND/month, with the most favorable method of annual payment within a detailed timeline.

Abstract Cloud computing has become one of the major computing paradigms. Not only the number of offered cloud services has grown exponentially but also many different providers compete and propose very similar services. This situation should eventually be beneficial for the customers, but considering that these services slightly differ functionally and non-functionally -wise (e.g., performance, reliability, security), consumers may be confused and unable to make an optimal choice. The emergence of cloud service brokers addresses these issues. A broker gathers information about services from providers and about the needs and requirements of the customers, with the final goal of finding the best match. In this paper, we formalize and study a novel problem that arises in the area of cloud brokering. In its simplest form, brokering is a trivial assignment problem, but in more complex and realistic cases this does not longer hold. The novelty of the presented problem lies in considering services which can be sold in bundles. Bundling is a common business practice, in which a set of services is sold together for the lower price than the sum of services’ prices that are included in it. This work introduces a multi-criteria optimization problem which could help customers to determine the best IT solutions according to several criteria. The Cloud Brokering with Bundles (CBB) models the different IT packages (or bundles) found on the market while minimizing (maximizing) different criteria. A proof of complexity is given for the single-objective case and experiments have been conducted with a special case of two criteria: the first one being the cost and the second is artificially generated. We also designed and developed a benchmark generator, which is based on real data gathered from 19 cloud providers. The problem is solved using an exact optimizer relying on a dichotomic search method. The results show that the dichotomic search can be successfully applied for small instances corresponding to typical cloud-brokering use cases and returns results in terms of seconds. For larger problem instances, solving times are not prohibitive, and solutions could be obtained for large, corporate clients in terms of minutes.

Knowledge sharing (KS) in the green supply chain (GSC) is jointly determined by the KS efforts of suppliers and manufacturers. This study uses the differential game method to explore the dynamic strategy of KS and the benefits of emission reduction in the process of low carbon (LC) technology in the GSC. The optimal trajectory of the knowledge stock and emission reduction benefits of suppliers and manufacturers under different strategies are obtained. The validity of the model and the results are verified by numerical simulation analysis, and the sensitivity analysis of the main parameters in the case of collaborative sharing is carried out. The results show that in the case of centralized decision-making, the KS efforts of suppliers and manufacturers are the highest, and the knowledge stock and emission reduction benefits of GSC are also the best. The cost-sharing mechanism can realize the Pareto improvement of GSC’s knowledge stock and emission reduction benefits, but the cost-sharing mechanism can only increase the supplier’s KS effort level. In addition, this study found that the price of carbon trading and the rate of knowledge decay have a significant impact on KS. The study provides a theoretical basis for promoting KS in the GSC and LC technology innovation.

As other sectors, higher education can be characterized by the combination of market mechanisms and state intervention in its funding and organization. Although higher education systems of developed countries pursue similar goals (provide high-level manpower, meet individual and social demands, etc.) and face similar challenges (massive expansion, internationalization, MOOCs, etc.) their economic models differ significantly. In some countries, universities are public and charge no or very low tuition fees, whereas in other countries, the cost-sharing with parents and students is much more demanding. The paper will try to underscore and explain these differences by drawing on the lessons of economic analysis and on the historical and cultural background of countries.

In comparison to the other Bulgarian colonies around the world, that of Istanbul is a special case. If one compares it with those in America, Australia and Canada, it is small in size, but an important part of the complicated Bulgarian-Turkish relationship. What makes it different are the history of its creation, the role it played during the Bulgarian National Revival and the conditions in which it found itself during the years leading to the present day.The Revival is the period when, in the capital of the Ottoman Empire, the Bulgarians consolidated themselves as an ethnic community in the name of the struggle for ecclesiastical independence. With its multiple donors and the support of the Bulgarian State, the Bulgarian Exarchate bought many properties and built Bulgarian spiritual centres on the territory of present-day Turkey—churches, schools, community centres, bookstores, and other representative buildings. According to contemporary Turkish law, the Bulgarian colony, which now numbers 500 people, cares for the few remaining buildings from the Revival era in Istanbul, with the assistance of the Bulgarian Government.By now, hardly any representatives of the Bulgarian colony remain, and it is being revived by Bulgarians, mostly from Aegean Macedonia, who have never lived inside the boundaries of the Bulgarian state.Since the First World War (from Kemal Atatürk) until now (to Recep Tayyip Erdoğan), the colony has survived within a regime of constant discrimination. The colony does not boast any distinct personalities, it does not publish any printed publications, and has no active political and social life.Its ecclesiastical status introduces additional difficulties to its representatives. As a result of historical circumstances, the focus of our ecclesiastical struggle is concentrated on the Diocese of the Ecumenical Patriarchate, which even now spiritually favours the descendants of those who fought against it.Throughout the years, with different intensity, and subject to many external factors, the colony’s struggle to preserve Bulgarian national self-awareness and the Bulgarian spirit has continued to this day. The community members retain the generic memory of their Bulgarian roots and identify themselves as Bulgarians.The members of the colony were particularly tested during the period of the “Process of Rebirth” and the years of the anti-Bulgarian campaign, when they found themselves socially isolated and suffered the negative aspects of the politics of the Communist Bulgarian government.Throughout the majority of its existence, the Bulgarian community in Istanbul was hostage to contemporaneous Bulgarian-Turkish relationships. However, today it can become one of the elements for the strengthening and development of good relations between the Republics of Turkey and Bulgaria.

The National Commission on the Cost of Medical Care1 states in part (Recommendation 2) that "insurance policies should include provisions through which the consumer shares in the cost of care received, at the time of service, for selected benefits and for selected groups...." These cost-sharing provisions are expected to reduce national medical care expenditures by encouraging consumers to reduce their use of services in order to avoid paying additional money out of their own pockets. They will thus moderate the demand-inducing tendency of insurance, leading the rational consumer to seek only necessary services and to forego those services contributing to what is believed to be over-utilization. AbstractMotivated by many practical applications, in this paper we study budget feasible mechanisms with the goal of procuring an independent set of a matroid. More specifically, we are given a matroid $${\mathcal {M}}=(E,{\mathcal {I}})$$ M = ( E , I ) . Each element of the ground set E is controlled by a selfish agent and the cost of the element is private information of the agent itself. A budget limited buyer has additive valuations over the elements of E. The goal is to design an incentive compatible budget feasible mechanism which procures an independent set of the matroid of largest possible value. We also consider the more general case of the pair $${\mathcal {M}}=(E,{\mathcal {I}})$$ M = ( E , I ) satisfying only the hereditary property. This includes matroids as well as matroid intersection. We show that, given a polynomial time deterministic algorithm that returns an $$\alpha $$ α -approximation to the problem of finding a maximum-value independent set in $${\mathcal {M}}$$ M , there exists an individually rational, truthful and budget feasible mechanism which is $$(3\alpha +1)$$ ( 3 α + 1 ) -approximated and runs in polynomial time, thus yielding also a 4-approximation for the special case of matroids.

Purpose The purpose of this paper is to examine the impact of carbon permit allocation rules (grandfathering mechanism and benchmarking mechanism) on incentive contracts provided by the retailer to encourage the manufacturer to invest more in reducing carbon emissions. Design/methodology/approach The authors consider a two-echelon supply chain in which the retailer offers three contracts (wholesale price contract, cost-sharing contract and revenue-sharing contract) to the manufacturer. Based on the two carbon permit allocation rules, i.e. grandfathering mechanism and benchmarking mechanism, six scenarios are examined. The optimal price and carbon emission reduction decisions and members’ equilibrium profits under six scenarios are analyzed and compared. Findings The results suggest that the revenue-sharing contract can more effectively stimulate the manufacturer to reduce carbon emissions compared to the cost-sharing contract. The cost-sharing contract can help to achieve the highest environmental performance, whereas the implementation of revenue-sharing contract can attain the highest social welfare. The benchmarking mechanism is more effective for the government to prompt the manufacturer to produce low-carbon products than the grandfathering mechanism. Although a loose carbon policy can expand the total emissions, it can improve the social welfare. Practical implications These results can provide operational insights for the retailer in how to use incentive contract to encourage the manufacturer to curb carbon emissions and offer managerial insights for the government to make policy decisions on carbon permit allocation rules. Originality/value This paper contributes to the literature regarding to firm’s carbon emissions reduction decisions under cap-and-trade policy and highlights the importance of carbon permit allocation methods in curbing carbon emissions.
