Citizenship on the move: refugee communities and the state in France, 1914–18

This chapter provides complementary perspectives on the experiences of French refugees. The first is the perspective of the state and host communities in the French interior. The chapter examines the organisation of official and charitable aid and also examines the role of refugees in supporting the cultural mobilisation of the French nation for war. Originally they were welcomed as the tangible manifestations of ‘German barbarism’, but later on many faced hostility and were seen as a burden. The chapter also argues that in spite of the difficulties and disruptions posed by displacement, refugees successfully maintained communal bonds of solidarity based on the home communities they had left. French refugees were more than the passive recipients of state and charitable aid but actively engaged in managing their circumstances. Finally the chapter considers the return and resettlement of refugees after the war, the moral obligation many felt to return home and rebuild, and role played by memories and commemorations of displacement in post-war French society.

Destroyed in Sevastopol in 1945, it was restored by architects from Leningrad engineering organizations: Centroamerica, Langosteira and Logoinstant, as well as architects from Moscow and other Russian cities. The purpose of the study: to show the influence of representatives of the Leningrad architectural school on the formation of the post-war image of Sevastopol. Methods: publication of historical data not previously entered into scientific circulation, based on the materials Of the state archive of Sevastopol. Results: archival materials about the work of Leningrad architects in Sevastopol were identified, and their implemented projects were reviewed.

Abstract. The article is devoted to the problem of the state of theatre life in the Terek region in 1917-1920, which is little studied in the regional historiography. The author introduces into the scientific circulation a corpus of new archival documents, which makes it possible to reconstruct the main activities of local theaters, to consider the influence of Moscow touring groups on the theatrical repertoire and audience preferences in the Terek region. The author dwelled on the difficulties experienced by theater companies in the difficult conditions of the revolution, the Civil War and the post-war devastation. The analysis of the documents allowed us to identify new forms of theatrical art, including workers, amateur and national theatrical societies, which fit well into the concept of educating the “new” Soviet person. In the conditions of the most fierce ideological battles, theaters were given the task of introducing the broad masses to art, who had previously been far from it and preferred simpler forms of leisure. In this regard, the repertoire of theaters was represented not only by classical works but also by revolutionary plays of mediocre quality. By trial and error, the theater acquired a new repertoire in a new environment, a spectator who was to educate and instill a good taste for highly artistic theatrical productions. The role of M. Bulgakov in the development of the proletarian theater is also interesting: the plays written by him had ideological fullness and in quality were much higher than those that were present in the repertoire of local theaters. Thanks to the writer’s efforts, the Ossetian Youth Studio was founded in Vladikavkaz, which became the basis of the future professional theater.

After World War II, there was broad consensus that schools in Denmark should educate for democracy. But there was no consensus on the role of the state: Should the state ensure that everyone receives a democratic education? Or should the state ensure pluralism, and remain neutral in relation to different life philosophies? Or must both the state and citizens develop a knowledgeable stance in relation to democracy’s fundamental dilemmas? It was without doubt the liberal position that became most influential in post-war Danish educational policy. The core of this strategy was that in a democracy the state should adopt a neutral stance towards the various philosophies of life. However, with the values-political turn of recent years the liberal position is now in retreat. This new trend became clear in 2000, with the then Minister of Education Margrethe Vestager’s manifesto Values in the Real World, in which she stressed that „Now more than ever we need to put in words just what attitudes and values we hold in common“. And the present government has focused on the same issue since 2001, and has commissioned among other things a literary canon, a cultural canon and a democracy canon. The activist values policies of recent years have once again given rise to a number of questions concerning democratic upbringing and the role of the state in efforts to strengthen society’s cohesiveness.

Composed in the twelfth century ce, the Epitome of the Law (Mitākṣarā) by Vijñāneśvara is a celebrated and influential compendium of Indian law and jurisprudence. In form a commentary on the versified Laws of Yājñavalkya, it presents sophisticated and multifaceted discussions of all the major topics dealing with Hindu religious and legal duties collectively called dharma. This chapter examines Vijñāneśvara’s approach to basic problems of legal philosophy such as the sources and types of law, legal interpretation and reasoning, legal and moral obligation, the role of the state, and legal pluralism. It concludes by considering the driving metaphor that underlies Vijñāneśvara’s legal philosophy: law is a ritual, both the act and the obligation.

The topic of the paper is the scientific, cultural and educational cooperation between individuals and institutions of the Kingdom of S.C.S. and Bulgaria during the first post-war decade, the role of the state (government) and political circumstances in making scientific, cultural and educational connections. We will show that there was a very pronounced correlation between political relations and relations, conditionally speaking, on the "non-political" level. “High politics” dictated the dynamics of relations in all other fields. However, linguistic and geographical closeness has made it possible to survive cultural contact, at least to a minimum, regardless of the very unfavorable political environment. The research, based on unpublished and published sources, press, and historiographic literature, represents a scientific contribution to the knowledge of mutual relations, as this topic is not researched in both domestic and Bulgarian historiography.

Between the late 1930s and the 1950s, Michael Polanyi came in close contact with a diverse cast of intellectuals seeking a renewal of the liberal doctrine. The elaboration of this “neoliberalism” happened through a transnational collaboration between economists, philosophers, and social theorists, united in their rejection of central planning. Defining a common agenda for this “early neoliberalism” offered an opportunity to discard the old laissez-faire doctrine and restore a supervisory role of the state. Ultimately, post-war dissensions regarding the direction of these efforts led Polanyi away from the neoliberal core.

The chapter focuses on the role and impact of public policies on Greece’s economic development mainly in the period after 1974. The aim is to investigate the key interactions between state policies and economic development, identify the factors hampering or driving economic development during this long period, provide a deeper insight into the links and causalities between the short- and long-term dimensions of policy-making and its nexus to economic development, and reveal the underlying social and political dynamics. In a first part, the focus is on the long-term determinants of Greece’s post-war development, (role of the state, weak technological and innovation capabilities, macroeconomic imbalances, over-indebtedness, and pension system). In a second part, six major phases are distinguished and the focus is on the economic performance, the role of governance, deindustrialization, and structural weaknesses, the significant changes regarding the integration of Greece into the European Union and the eurozone, and the unfolding of the business sector during these phases. Regarding the crisis period, the chapter examines how besides its macroeconomic nature, the crisis was also the outcome of accumulated structural weaknesses and inappropriate long- and short-term policy choices. Finally, it displays the complexity involved in overcoming deeply entrenched attitudes and behaviours, including government practices, which appear to generate satisfactory results in the short- or medium-run, but make necessary extensive and highly painful interventions at later stages.

The text concerns the names of Polish police forces, their symbols, semantics, etymology and the way they are written down (spelling). The article contains historical and linguistic content. The reconstruction of the Polish state in 1918 made it possible to establish the police as a typical organisation. The Seym passed an act establishing a new, uniform police force (the State Police) on 24 July 1919. It was the fi rst Polish police organisation to survive formally until 1944. In post-war Poland, the traditional functions (tasks) of the police were taken over (performed) by the Citizens’ Militia. Contrary to its own name, the militia did not have the status of civic activism for the common good, but was a state body, centralised, hierarchical, rejecting the principle of nonpoliticality and linked to the security apparatus. The modern police are the heir not only of the State Police, but also of all previous Polish police forces. To sum up, the article brings closer and commemorates the important moments of our history, giving an idea of the changing reality of everyday service and the role of police in the various forms of the political system.

This paper examines causes and consequences of corruption within the process of economic development. Drawing on experiences and insights accumulated during the post-war period and reflected in a growing body of academic research, the paper analyzes institutional mechanisms that sustain corruption and the impact of corruption on development. It argues that many forms of corruption stem from the distributional attributes of the state in its role as the economy's central agent of resource allocation. It also addresses the question of what can be done about corruption and discusses the role of economic policies in developing incentives and institutions to reduce its incidence.
