In this talk we highlight some results after the Swedish Bibsam consortium decided to cancel the agreement with scientific publisher Elsevier after 20 years as they couldn’t present a model that met the demands of the consortium. The requirements were immediate open access to all articles published in Elsevier journals by researchers affiliated to participating organisations as well as reading access to all articles in Elsevier’s journals. Bibsam also demanded a sustainable price model that enables a transition to open access publishing. We investigate the effects of this cancellation on Sweden’s largest technical university, the KTH Royal Institute of Technology. Method The study has two themes. First, we analyse the economics in earlier Bibsam-Elsevier agreements and what effects they have had for the budget and purchasing decisions made by the KTH Library. Second, we evaluate the response and the adapted behaviour of KTH researchers in the attempt to see if the cancellation has had severe negative effects for them. Results Our data collection gives an overview over the effects of the cancelled agreement at KTH. In particular, we observe how some of the money saved on the cancellation is used for individual article purchases and alternative services, thus lowering the effect of the cut-off.  During our talk, we will also review some marketing strategies employed at KTH and Swedish libraries for making this cancellation process as smooth as possible. Limitations The short time period that has elapsed after the cancellation makes it difficult to see any long-time trends. The limited time frame also affects the validity of the researchers’ responses. Moreover, it is difficult to tell how the results from a case study from one university can be generalised to a global setting.

The movement towards an Open Science is well engaged and irreversible. It includes Open Access publishing, Open Data and Open Collaborations with several new orientations, among which citizen science. Indeed, in the digital era, the way research is performed, its output shared and published is changing significantly, as are the expectations of policy makers and society at large.

Background Many countries have implemented population-wide interventions to control COVID-19, with varying extent and success. Many jurisdictions have moved to relax measures, while others have intensified efforts to reduce transmission. Aim We aimed to determine the time frame between a population-level change in COVID-19 measures and its impact on the number of cases. Methods We examined how long it takes for there to be a substantial difference between the number of cases that occur following a change in COVID-19 physical distancing measures and those that would have occurred at baseline. We then examined how long it takes to observe this difference, given delays and noise in reported cases. We used a susceptible-exposed-infectious-removed (SEIR)-type model and publicly available data from British Columbia, Canada, collected between March and July 2020. Results It takes 10 days or more before we expect a substantial difference in the number of cases following a change in COVID-19 control measures, but 20–26 days to detect the impact of the change in reported data. The time frames are longer for smaller changes in control measures and are impacted by testing and reporting processes, with delays reaching ≥ 30 days. Conclusion The time until a change in control measures has an observed impact is longer than the mean incubation period of COVID-19 and the commonly used 14-day time period. Policymakers and practitioners should consider this when assessing the impact of policy changes. Rapid, consistent and real-time COVID-19 surveillance is important to minimise these time frames.

The academic landscape of the Netherlands has been influenced in recent years by new governmental policies regarding open access and open science, national and European legal guidelines, developments in ICT, and changes in how researchers are assessed. The University of Groningen Library (UB) has seized the opportunity in these developments, providing research support in the domains of registration and archiving of research output, open access publishing, research data management, and research analytics. Increased efficiency in traditional library procedures and the introduction of project-based funding have provided staff capacity for these developments. Full-service customization, to meet the needs of researchers and alleviate their time and work pressure, lies at the heart of the UB's research support.

Watch the VIDEO of the presentation.Journal coordinated peer reviewing, a hallmark of scholarly publishing, is also a pivotal part of other central academic processes, such as evaluation of research grant applications, and ranking of applicants for faculty/research positions. Hence, journal coordinated peer reviewing may be viewed as “the mother of academic peer reviewing”. On this background, it is astonishing that universities and other public R&D institutions take only a very limited interest in the management and policy shaping of this cornerstone of scholarly publishing.We suggest that the universities need to become more aware of the pivotal role of the peer reviewing jobs carried out by their professors and researchers. The peer reviewing should be viewed as a partial, in kind payment from the institutions involved to the journal publishers. The advantages of this are manifold: i) negotiating power that may lead to easier and quicker implementation of open access publishing and/or ii) reducing costs, in particular the unjustifiably high subscription and licensing rates set by the big commercial publishing houses; iii) better control of how scientific staff use their time for the good of the university; iv) managing a unified policy shaping of peer reviewing, reducing fraud and flaws. This will in turn increase quality of the research produced by the universities.    The EU has recently announced their goal of making all European scientific articles freely accessible by 2020. This announcement was made unanimously by the EU ministers responsible for research and innovation. The ministers have not announced what means to use in achieving their announced goal. We suggest a united approach whereby taking control of the peer review job could be an interesting road to follow. Such a unified international action among universities and grant agencies would be very beneficial in order to make the changes needed to establish peer reviewing as a truly academically based responsibility. The increasing international agreements and actions to implement open access publishing are indications that such changes are possible. By standing together universities will be able to break the economic grip that the big commercial publishing houses have on academic research.Some may argue that it is the right of each individual scientist to decide on the extent and for what journal to perform peer reviewing. However, if an employer for some reason limits the amount of time used to do peer reviewing for certain commercial publishing houses, it would not interfere with the academic freedom to do research and to choose freely where and how to publish. After all, work contracts include instructions on how to perform a certain amount of teaching, administration and research. The option of directing where to do or not to do peer review should not be very controversial.By taking control of and organizing peer reviewing universities would obtain a means to regain the academic freedom that was lost when commercial enterprises took over the society driven journals, introducing heavy paywalls. And it may facilitate a development towards an open science regime.

In this episode, we are discussing how to teach open science to PhD students. Helene N. Andreassen, head of Library Teaching and Learning Support at the University Library of UiT the Arctic University of Norway shares her experiences with the integration of open science in a special, tailor-made course for PhD's that have just started their project. An interdisciplinary, discussion-based course, "Take Control of Your PhD Journey: From (P)reflection to Publishing" consists of a series of seminars on research data management, open access publishing and other subject matters pertaining to open science. Abstract Background The European Council on Chiropractic Education (ECCE) is currently the only chiropractic specific accrediting body in the world to include students as equal members on Council and accreditation evaluation teams. Therefore, the purpose of this study is to evaluate feedback from four ECCE stakeholder groups regarding the effectiveness of chiropractic students on ECCE General Council and evaluation teams. Methods This was a mixed-methods audit using questionnaires including closed statements requesting level of agreement and open-ended statements requesting written responses. The proportion of responses falling into the five categorical options for level of agreement was calculated for each questionnaire using descriptive statistics. The analysis of the two statements per questionnaire requiring written responses used a modified ‘thematic analysis’ approach. Three researchers independently identified themes from the written responses. They then met to agree the final themes for each statement. Results The response rates for the four questionnaires ranged from 87 to 100%. Feedback regarding ‘Student members on General Council’ was the least positive with 65% neutral or negative regarding ‘students being prepared for meetings’. Feedback from stakeholders regarding use of students on evaluation teams was universally positive, ranging from 82.4–100% Strongly Agreeing or Agreeing with each closed statement. Themes were identified for each open statement. The unique contribution students make to evaluation teams was most common. General Council feedback identified ‘lack of student preparation’ and ‘the short time period of student membership’ as important themes. Conclusions This study demonstrates the unique and positive contributions chiropractic students make to accreditation evaluation teams. The results were less positive concerning students on ECCE General Council due to the lack of specific training for their roles and the short time-frame of their membership. Therefore, the ECCE has created training workshops and expanded the time period for students on Council in order to address these issues.

Many jurisdictions with declines in reported COVID-19 cases are moving to relax measures, while others are continuing to intensify efforts to reduce transmission.AimWe aim to determine the time frame between a change in COVID-19 measures at the population level and the observable impact of such a change on cases.MethodsWe examine how long it takes for there to be a substantial difference between the cases that occur following a change in control measures and those that would have occurred at baseline. We then examine how long it takes to detect a difference, given delays and noise in reported cases. We use changes in population-level (e.g., distancing) control measures informed by data and estimates from British Columbia, Canada.ResultsWe find that the time frames are long: it takes three weeks or more before we might expect a substantial difference in cases given a change in population-level COVID-19 control, and it takes slightly longer to detect the impacts of the change. The time frames are shorter (11-15 days) for dramatic changes in control, and they are impacted by noise and delays in the testing and reporting process, with delays reaching up to 25-40 days.ConclusionThe time until a change in broad control measures has an observed impact is longer than is typically understood, and is longer than the mean incubation period (time between exposure than onset) and the often used 14 day time period. Policy makers and public health planners should consider this when assessing the impact of policy change, and efforts should be made to develop rapid, consistent real-time COVID-19 surveillance.

This paper analyses the set of scientific publications in open access, other than journals (monographs, conferences proceedings, teaching materials and grey literature), published by Spanish public universities, studying their volume, documentary typology, level of description and open access policies with the aim of measuring their degree of incorporation and compliance with the principles of Open Science. An exhaustive review of the disposed material in open access by these publishers has been carried out, which has allowed to make a diagnosis of their level of open access publishing. Grey literature is the most common documentary type followed by the monograph, in the open publication of these publishers that does not reach even 5% of the average editorial production. The results allow us to conclude that the academic publishing, and more specifically the academic books in open access, still has a very reduced presence within the editorial production of these institutions. Resumen Este trabajo analiza el conjunto de las publicaciones científicas en acceso abierto, distintas de las revistas científicas (monografías, actas de congresos, materiales didácticos y literatura gris), dispuestas para su consulta por las editoriales universitarias públicas, estudiando su volumen, tipología documental, nivel de descripción y políticas de acceso abierto con el objetivo de medir el grado de incorporación y cumplimiento de los principios de Ciencia Abierta. Se ha llevado a cabo una exhaustiva revisión del material publicado en acceso abierto por estas editoriales que ha permitido establecer un diagnóstico de su nivel de edición en acceso abierto. La literatura gris es el tipo documental más frecuente seguido de la monografía, en la publicación en abierto de las editoriales universitarias que no alcanza ni el 5% de la producción editorial universitaria. Los resultados permiten concluir que la publicación académica, y más concretamente el libro en acceso abierto, sigue teniendo una presencia muy reducida dentro de la producción editorial de estas instituciones.

Abstract. The Lagrangian trajectories of fluid particles are experimentally studied in an oscillating four-vortex velocity field. The oscillations occur due to a loss of stability of a steady flow and result in a regular reclosure of streamlines between the vortices of the same sign. The Eulerian velocity field is visualized by tracer displacements over a short time period. The obtained data on tracer motions during a number of oscillation periods show that the Lagrangian trajectories form quasi-regular structures. The destruction of these structures is determined by two characteristic time scales: the tracers are redistributed sufficiently fast between the vortices of the same sign and much more slowly transported into the vortices of opposite sign. The observed behavior of the Lagrangian trajectories is quantitatively reproduced in a new numerical experiment with two-dimensional model of the velocity field with a small number of spatial harmonics. A qualitative interpretation of phenomena observed on the basis of the theory of adiabatic chaos in the Hamiltonian systems is given. The Lagrangian trajectories are numerically simulated under varying flow parameters. It is shown that the spatial-temporal characteristics of the Lagrangian structures depend on the properties of temporal change in the streamlines topology and on the adiabatic parameter corresponding to the flow. The condition for the occurrence of traps (the regions where the Lagrangian particles reside for a long time) is obtained.
