The purpose of this impact study was to determine the relevant learning experiences of the ZCSPC participants in the Orientation-Workshop on Normative Funding for SUCs/Campuses in Region IX and Utilization of Income Generating and how they implemented the learning experiences, relevant to their duties and responsibilities, in the College. The qualitative research design was utilized. The purposive sampling technique was used since the respondents were the identified ZCSPC participants.  The data were collected using the one-on-one interview between the respondent and the researcher. The findings revealed the following salient concerns affecting the normative funding:  a.) the budget officer did not adopt the Aklan State University model policy on the use of income and opted to follow the ZCSPC’s existing policy on the use of income up to the present; b.) the advice to strictly implement the PhilGEPS was adopted by the College and gradually implemented in its procurement system; c.) the workload misconceptions of the faculty members were given attention through the initial workload policy revision made by the VPTAA (2009). The Administration resorted to the hiring of visiting lecturers and the implementation of the biometric system until the faculty members fully understood the workload policy through the CHED-HEMIS guidelines on August 2013.  It is recommended that ZCSPC Administration strictly follow the guidelines set by CMO No. 20, s. 2011;  strictly monitor PhilGEPS postings; and fully implement the vertical articulation.

Guided by the desire to contribute a little in the development of innovative instructional technology for the teaching of electronics, this researcher constructed a prototype audio system trainer. Electronics teachers will find the instructional tool convenient and practical to use for visual instruction, laboratory activities and troubleshooting works in electronics. To support the functionality of the audio system trainer, the researcher developed a supplementary laboratory manual. The project whose production costs totaled fourteen thousand two hundred seventy-two pesos and fifty centavos (Php 14,272.50) was finished in two weeks’ time. However, this amount is small if compared to the prices of the commercially available instructional device developed for the same purpose. The completed project and the supplementary laboratory exercises were evaluated by selected technical faculty members of the College of Industrial Technology of the Bulacan State University, Bulacan Polytechnic College, University of Rizal System, and Lyceum of the Philippines University. The sampling technique as used in the study is both purposive and incidental. The prototype audio system trainer received an over-all mean rating of 4.62 which means that the project is highly acceptable on a set of criteria which includes – physical features, cost, function/operations, and durability. Furthermore, the supplementary laboratory exercises obtained a mean of 4.70 which could be interpreted that the respondents strongly agree on the validity of the manual.

It has been noted that prior to the introduction of public procurement reforms, Zimbabwe’s procurement system was centralised, vulnerable to corruption, inefficient and bureaucratic. In 2018, the new decentralized public procurement reforms were introduced to address the shortcomings of the previous procurement regime by giving procurement powers to procuring entities. The aim of this paper is to highlight the implications of the reforms in implementation by rural local authorities in Zimbabwe. This paper adopted a qualitative research design with desktop approach being used to review related literature. The findings reveal that the plethora of reforms are a welcome development in public procurement. It has also been noted that there are many challenges militating against rural local authorities’ propensity to implement the new set of reforms. These challenges affect the ability of rural local authorities to deliver services timeously to communities thereby retarding realization of sustainable development in rural areas in Zimbabwe.
