Objective: To discuss and reflect upon the role of medical practitioners, including psychiatrists, as health advocates on behalf of patients, carers and staff. Conclusions: Health advocacy is a key professional competency of medical practitioners, and is part of the RANZCP framework for training and continuing professional development. Since advocacy is often a team activity, there is much that is gained experientially from volunteering and working with other more experienced health advocates within structurally and financially independent (of health systems and governments) representative groups (RANZCP, AMA, unions). Doctors may begin with clinically proximate advocacy for improved healthcare in health systems, across the public and private sectors. Health advocacy requires skill and courage, but can ultimately influence systemic outcomes, sway policy decisions, and improve resource allocation.

AbstractIn accordance with generally accepted accounting standards, most intangibles are not accounted for and not reflected in the traditional financial accounting. For this reason, most companies account intangible assets (IAs) as expenses. In the research, 57 sub-elements of IAs were applied, which are grouped into eight main elements of IAs. The classification of IAs consists in two parts of assets: accounting and non-accounting. This classification can be successfully applied in different branches of enterprises, to expand and supplement the theoretical and practical concepts of the company's financial management. The article proposes to evaluate not only the value of financial information for IAs (accounted) but also the value of non-financial information for IAs (non-accounted), thus revealing the true value of IAs that is available to the companies of Lithuania. It names a value of general IAs. The results of the research confirmed the IA valuation methodology, which allows companies to calculate the fair value of an IA. The obtained extended IAs valuation information may be valuable to both the owners of the company and investors, as this value plays an important practical role in assessing the impact of IAs on the market value of companies.

Aim: To determine the level of knowledge, attitude and practice of eyelid surgeries among surgeons in Nigeria. Methods: A self-administered questionnaires about their knowledge, attitude and practice of eyelid surgeries were given to 135 medical practitioners attending the 49th Annual General Meeting and Scientific Conference of the International College of Surgeons (Nigeria National Section) held in Port Harcourt from 16th to 20th June 2015.  Questions asked tested the Knowledge, Attitude and Practice of the medical practitioners on matters related to eyelid surgeries. Study participants’ knowledge, attitude and practice were graded as Good for scores of 75% and above, Fair for 50-74% score and Poor for scores less than 50%.  Respondents’ demographic data, responses and corresponding scores were entered into computer software-Scientific Package for Social Sciences (SPSS) version 20 and analysed. Results: There were 135 responders, out of which 121 (89.62%) were male while 14 (10.38%) were females. They were aged between 21-70 years with a mean value of 51.6 +/- 8.6 years, range = 40 years and mean = 50 years. Specialist surgeons with college fellowship accounted for 84.4% while specialist surgeons in training (college membership) accounted for 15.6%. Most of the responders (73.3%) were in public service while 9% were in the private service and 17.7% were in both public and private service. Sixty seven per cent of responders had good knowledge of eyelid surgeries, 22.2% had fair knowledge while 11.1% had poor knowledge. Majority (73.3%) had poor attitude while only 26.7% had good attitude to eyelid surgeries. Responders with poor practice of lid surgeries accounted for 77.8%, fair practice were 13.4% while only 8.8% had good eyelid surgery practice. Conclusion: Most of our responders were experienced surgeons as shown by their ages, educational and professional status. Though majority of them had good knowledge of eyelid surgeries their attitude and practice of it were poor in spite of their experience in the field of surgery. This could be due to the paucity of oculoplastic surgeons in Nigeria. Measures should therefore be taking to improve on subspecialty training especially in oculoplastic surgery and collaborations should be encouraged amongst surgeons involved in facial surgeries.

The study of the peculiarities of the infrastructure provision of persons with disabilities in the market of medical services is considered in the article. It has been identified that the state of the infrastructure of the domestic healthcare market is characterized by the provision of medical services for people with disabilities. Every year it decreases due to the reduction of public financing of the medical sector, the inefficient use of budgetary funds, and the imperfection of national legislation, which regulates the functioning of this market. The financial resource and economic potential of the country are not able to meet the needs of persons with disabilities in medical care at a state-guaranteed quality level, especially, despite the rapid increase in the number of persons with disabilities. The factors, which influence the infrastructure provision of persons with disabilities in the market of medical services, are determined. The necessity to develop forms of public and private partnership in this area is grounded. The preconditions for forming the system of infrastructure provision of persons with disabilities in the market of medical services are defined. They are considered as a complex of organizational and economic instruments. This complex aims to expand the opportunities for persons with disabilities, taking into account their individual characteristics. The success of functioning of the whole system of social and economic provision of persons with disabilities and of the separate components of this system mostly depends on the complex and systematic approach to its institutional regulation.

Abstract The motivated employee represents the essential condition of any organization’s success. Public and private sector managers should constantly work toward coordinating and increasing employee motivation in order to ensure the timely and effective implementation of the plans set by the organization. Accordingly, proper assessment of processes and prompt determination of individuals’ driving motives are needed. Studies have shown that public service employees from all around the world face challenges, such as: incompatibility of knowledge, experience and position, as well as hard and lightweight work. Consequently, public managers should be aware of modern human resource management methods that can be used in effective and efficient ways to increase employee work quality. The main purpose of the paper is to determine the current situation of the public sector in Georgia. In addition, the research seeks to identify and examine the factors that influence employee demotivation and to determine under what conditions motivation can be a worthwhile investment in a public organizations. Methodologically, the work is based on analysis of the available literature and the results of the research statistically processed based on the survey example of 449 respondents from different Georgian ministries selected by a random simple.

The purpose of this study is to determine the nature and magnitude of any relationship between wage and salary changes in specified occupational classifications within the Alberta Civil Service and wage and salary changes in similar occupational classes in Alberta industry. In particular, the possibility of the « leader » role that public service wage and salary changes may play in the determination of occupational wage and salaries in other employment sectors within the Province of Alberta will be articulated.

This paper analyzes the determination of public debt in a dynamic politico-economic model with overlapping generations. Sizeable levels of public debt can be rationalized in this model. The elasticity of substitution between public and private consumption determines the size of public debt and could explain differences of debt across countries. I compare the optimal policies under commitment and in a “political equilibrium” without commitment. Public debt can be higher or lower when commitment is absent, depending on the elasticity of substitution between public and private consumption. Consequently, under certain conditions, the no-commitment debt level can be closer to a normative benchmark with higher weight for future generations.
