Permanent flood protection systems like dykes and protection walls offer a high level of protection against flooding and need only little maintenance during flood events. Therefore, most high-risk areas are protected by permanent constructions. Problems arise in densely populated areas where no space for dykes is available and less space consuming flood protection walls would cut off traffic lines and obstruct view axes. In these cases, mobile flood protection measures may be a solution to fit both requirements: protection in case of flooding and open access to the floodplain over the remaining time. Furthermore, mobile protective systems can be used as emergency tool against flooding in unprotected low-lying areas and for heightening of permanent flood protection structures in extreme events. Planning criteria of mobile flood protection like types of application, early warning and deployment time, required personnel, structural failure mechanisms, financial aspects, and essential information politics are discussed in this paper. As the available constructions differ in material, construction, permanent facilities, available protection height, and safety level, a systematization of mobile flood protection systems as well as opportunities and drawbacks of the described constructions are given.

Projects for flood protection are increasingly the subject of investment projects in the field of water management. This is related to the increasing frequency of worldwide threats caused by extreme weather conditions, including extremely high rainfall causing floods. Technical and nontechnical flood protection measures are also increasing in importance. In the decision-making process, it is necessary to take into account both the costs and benefits of avoiding losses, including an analysis of social benefits, whose valuation of non-market goods is an essential element. A comprehensive account of projects in the field of flood protection based on the estimated costs and benefits of the investment allows the economic efficiency from a general social point of view to be determined. Previous evaluations of the effectiveness of investment projects have mainly taken into account only categories and market values. The aim of the article is to identify the possibilities to expand the values of non-market assessments and categories formulated on the basis of the theoretical economics of the environment.

Abstract Duration of load (DOL) is a key factor in design of wood structures, which makes the reliability analysis of wood structures more complicated. The importance of DOL is widely recognized, yet the methods and models through which it is incorporated into design codes vary substantially by country/region. Few investigations of the effect of different model assumptions of DOL and other random variables on the results of reliability analysis of wood structures can be found. In this paper, comparisons are made on the reliability analysis methods that underlie the China and the Canada standards for design of wood structures. Main characteristics of these two methods, especially the way how DOL is treated are investigated. Reliability analysis was carried out with the two methods employing the same set of material properties and load parameters. The resulted relationships between reliability index β and resistance partial factor γR* (the β–γR* curves) for four load combinations are compared to study the safety level indicated by the two methods. The comparison shows that the damage accumulation model (Foschi–Yao model) in the Canada analysis method is highly dependent on the type and duration of load, resulting in more conservative design than the China analysis method in loading cases dominated by dead load, but less conservative design in cases of high level of live loads. The characteristics of the load effect term of the performance function are also found to make considerable difference in reliability levels between the two methods. This study aims to provide references for researchers and standard developers in the field of wood structures.

Abstract In support of the effort to bring downstream issues to the attention of the designer as parts take shape, an analysis system is being built to extract certain features relevant to the assembly process, such as the dimension, shape, and symmetry of an object. These features can be applied to a model during the downstream process to evaluate handling and assemblability. In this paper, we will focus on the acquisition phase of the assembly process and employ a Design for Assembly (DFA) evaluation to quantify factors in this process. The capabilities of a non-homogeneous, non-manifold boundary representation geometric modeling system are used with an Index of Difficulty (ID) that represents the dexterity and time required to assemble a product. A series of algorithms based on the high-level abstractions of loop and link are developed to extract features that are difficult to orient, which is one of the DFA criteria. Examples for testing the robustness of the algorithms are given. Problems related to nearly symmetric outlines are also discussed.

This research paper explores the possibilities for virtual reality (VR) documentation of media art installations. Based on an analysis of the characteristics of media art, and a survey of current documentation strategies, this paper investigates the viability of three-dimensional documentation. Four cross-disciplinary case studies are presented and analysed to demonstrate that VR documentation provides an immersive and richer reconstruction of a media art installation in three dimensions. In addition, the interactive components can be simulated within the VR environment, offering the possibility for curators and visitors to virtually re-experience the artwork. The case studies show that, although the creation of VR documentation can be costly and time-consuming, and currently requires a high-level of expertise, it can be a useful addition to established documentation strategies by providing essential information about the visual aspects of the artwork, its environment and the user’s multi-sensory experience.

In any document, graphical elements like tables, figures, and formulas contain essential information. The processing and interpretation of such information require specialized algorithms. Off-the-shelf OCR components cannot process this information reliably. Therefore, an essential step in document analysis pipelines is to detect these graphical components. It leads to a high-level conceptual understanding of the documents that makes digitization of documents viable. Since the advent of deep learning, the performance of deep learning-based object detection has improved many folds. In this work, we outline and summarize the deep learning approaches for detecting graphical page objects in the document images. Therefore, we discuss the most relevant deep learning-based approaches and state-of-the-art graphical page object detection in document images. This work provides a comprehensive understanding of the current state-of-the-art and related challenges. Furthermore, we discuss leading datasets along with the quantitative evaluation. Moreover, it discusses briefly the promising directions that can be utilized for further improvements.

Abstract. Coastal cities are under increasing pressure to adapt to climate change. They suffer from the severe effects of increased frequencies and intensities of coastal hazards, particularly flooding, whilst oftentimes continuing to sprawl into hazard exposed areas and grow beyond the pace of sufficient infrastructure development. Even though these problems have been quite well understood for a while, there is still comparatively little knowledge on the solution space, i.e. on the options available for adaptation and the ways in which they are being perceived, framed and evaluated. Focusing on Jakarta as one of the cities with the highest flood risk and adaptation pressure globally, this study presents findings from a systematic review of scientific English literature on mitigation options and the adaptation solution space to counter the city’s chronic flood problem. Results indicate that the perceived solution space is skewed towards protection against flooding, while soft adaptation options as well as measures to live with flooding or retreat from exposed areas are less widely considered. This appears to not only stem from the government’s traditional preference for engineered flood protection measures but also from a bias of scientific analyses towards focusing on understanding the hazard and analyzing engineered flood protection measures, while giving much less attention to soft adaptation options and community-led adaptation focusing among others on social and natural capital, empowerment and capacity building. Similarly, hybrid adaptation approaches, which combine soft and hard measures in a complementary way, are only rarely considered. Looking into the future, the findings suggest that a more integrative scientific approach would be helpful to populate and balance the considered solution space. Jakarta is one of the most heavily researched coastal cities worldwide and lessons from Jakarta are hence of global reach and importance. Future science on the city can play a significant role in piloting new approaches on the pressing frontiers in adaptation research. But increased attention is needed on current epistemic gaps.

Bantul Regency is a district in Yogyakarta Province which has geographic, geological, hydrological, and demographic characteristics that are likely to cause drought. Drought event in Bantul Regency may have significant impacts on various aspects in line with the characteristics of drought impacts which are complex and cross-sectoral. This study addresses to analyze the level of risk of drought with observation units in 75 villages in the Bantul Regency. The risk analysis was carried out by comparing the time period of the 10 years, i.e. 2008 and 2018 to observe the shift of risk areas of drought in Bantul Regency. The research was conducted using quantitative research methods with quantitative descriptive and mapping analysis. The analysis steps are drought hazard analysis, vulnerability analysis, and drought risk analysis. The analysis shows that during the last 10 years, Kabupaten Bantul has been experiencing an increasing number of villages classified as high risk of drought, both in urban and rural areas. In 2008 there were 15 villages (20%) and increased to 21 villages (28%) in 2018 that were classified as very very high level. Meanwhile, in 2008 there were 30 villages (40%) in 2008 and increased to 32 villages (42.7%) in 2018 that were classified as very high level. It caused by the increasing probability of drought as well as vulnerability. The analysis results can be used as input for stakeholders to take mitigation and anticipation actions to reduce the impact of drought based on the spatial characteristics of the risk areas.
