AbstractA new European Union regulatory framework for the telecom sector has been under a process of transposition to national laws by its member states that should have been completed by the end of 2020, notwithstanding some delays. A core purpose of the regulatory framework is to guarantee that most citizens will have access to very fast Internet connections, capable of 100 Mbps download link speed, regardless of where they live. According to this new framework, in areas where the market does not deliver, governments are to launch public tenders for the deployment, maintenance, and operations of network infrastructure as well as services, and public funds should be used to support the deployment of these broadband networks in less densely populated areas. Needless to say, public tenders of this nature are subject to different criteria when it comes to candidate evaluation. In this paper, we present a decision model for the selection of operators to deploy and maintain broadband networks in scarcely populated areas, taking into consideration infrastructure costs, the technical quality offered by the solutions, and the credibility of the candidates. We suggest an integrated multi-stakeholder multi-criteria approach and demonstrate how it can be used in this complex area and find that in the example provided, taking a relevant set of criteria into the analysis, optical fibre networks hold much higher chances to be used in these public tenders compared to networks based on the broadly favoured 5G technology.

Obtaining a Veterinary Surgeon degree relies on the acquisition of “Day One Competences” (DOCs), among which professional skills related to meat inspection are acquired during visits to abattoirs. In 2020, lockdown measures due to COVID-19 pandemic limited on-site practical training. The present study describes the creation of an e-learning course on bovine and swine slaughtering as an alternative tool for compulsory DOCs achievement within the course “Inspection and control of food of animal origin” during the fourth year of the Veterinary Medicine degree program (Department of Veterinary Sciences of the University of Pisa). Academics and external professionals took part on the planning and development of the learning material. Video pills, consisting of shooting of the slaughtering coupled with trainers’ descriptive explanations, were produced. The perceived effectiveness of course contents, trainers’ communication skills and technical quality were assessed with a questionnaire. The developed e-learning platform consisted of four main sections (Introduction, Swine slaughtering, Bovine slaughtering and Additional topics), integrated by multiple-choice questions for the student’s self-assessment. According to students’ assessment, the platform, of high technical quality, effectively condensed contents on meat inspection. Despite the unique and irreplaceable role of practical training in the achievement of the professional skills included in the veterinary curriculum, the e-learning course may concur in providing DOCs and is in line with the adoption of a modern teaching model where e-learning resources engage students in deeper learning approaches.

Background: Students at pre clinical level at Fatima Jinnah Dental College are taught root canal treatment on endodontic typodonts. Technical quality of the root canal treatments performed by these students was assessed to determine success of teaching methodology and reinforcement of tooth morphology concepts. Methodology: In this cross-sectional study, obturation quality of 20 anterior and 30 posterior endodontic typodonts were evaluated on the parameters of length, density and taper. The collected data was evaluated using SPSS software, version 20.0. Chi square analysis was applied to compare the quality of root canal obturation between types of tooth. Kappa statistics was used for inter examiner reliability. Results: After assessing the three variables, adequate length control was observed in (92.9%), while 7.1% of under filling was seen in both groups. Percentage of teeth showed homogeneity in obturation density that is 30%, 60% teeth showed acceptable, whereas 10% showed unacceptable obturation homogeneity. 55.6% teeth showed perfect obturation taper and 4% showed acceptable. Conclusion: The obtained results showed root canal treatment quality done by Fatima Jinnah Dental College undergraduate dental students to be adequate on anterior endodontic typodont teeth as compared to posterior endodontic teeth. This will guide us in utilizing further demonstration hours and more practice time on posterior endodontic teeth. Our study also displayed the need of incorporating hands on practice of root canal treatments on extracted teeth before students are allowed to work on patients. Objectives: This study aimed to evaluate the technical quality of root canal treatment performed by fifth-year underperforming students, in the extra sessions of the 2018–2019 academic year. Methods: Periapical radiographs of teeth endodontically treated by underperforming undergraduate students at King Abdulaziz University Faculty of Dentistry, were collected. The quality of obturation was evaluated radiographically in relation to the length of obturation to root apex, homogeneity and density of obturation, root canal tapering, and incidence of mishaps (such as perforation, ledge, missed canal, separated instruments). The data were subjected to descriptive analysis. Results: The periapical radiographs of 70 treated teeth showed acceptable length, filling density and root canal taper in 96 (80%),50 (41.7%) and 66 (55%) root canals, respectively. Only four teeth were subjected to mishaps. Conclusion: Under the circumstances of this study, the quality of endodontic treatment performed by underperforming students at the extra session was low. More studies are needed to address the student underperformance source and hence amend the quality of root canal filling.

Summary Vaporwave grabs the attention of internet voyager with harsh collages glued together in a technically primitive manner. It’s a cultural phenomenon which both originated and is active solely on the internet. In the context of general internet culture Vaporwave is exclusive in its aesthetics due to the domination of violet and pink colors, technically primitive quality of texts, fetishization of 8th and 9th decade mainstream commodities and acute nostalgic undertones. Vaporwave has been mostly explored as a music genre or sociological phenomenon, while its visual aspect has mostly remained unattended. This article seeks to analyze the conceptual aspects embodied within Vaporwave visuals, to briefly compare them with music, and to unpack the mechanism of nostalgia as an affective entry point to the movement. The interpretation is mainly lead by Jean Baudrillard’s theory of hyperreality, and interpretational principles of hermeneutics. Five Tumblr blogs were analyzed. Hermeneutic inquiry into the texts yielded seven distinct symbol categories differentiated by the affect they generate: nostalgic commodities, idyllic classics, melancholic landscapes, harsh distortions, gentle geometry, depressive texts, and ecstatic brands. Each of these categories here are elaborated in detail finally summarizing the multilayered symbolism of the movement. It can be described as nostalgically challenging visual conventions through harsh technical quality and opposing codes of behavior through open expressions of depression and melancholy, thus exposing the doubts of individual imprisoned in postmodern society. ’80s and ’90s here become hyperreal fantasy lands of the past where a nostalgic individual can find refuge. In comparison to music, the visual aspect of Vaporwave highlights the technology as central artefacts of nostalgia, introduces new ways to analyze late capitalist consumer culture, and brings an intimate dialogue with hyperreality to the front. The article suggests that Vaporwave is a post-ironic art movement which both celebrates and criticizes capitalism, finally remaining vague whether there are ways to escape the system, and whether these ways should even be looked for.

Virtual Laboratory Simulation (VLS) enhances student understanding, retention of concepts, and promotes active learning through direct visualization and manipulation of computer animations. This study aimed to develop a VLS with complementary manual for Grade 7 physics that can be utilized by the teachers to address the needs of the students in the new normal learning. The developed VLS is composed of a Teacher’s Instructional Manual and Student’s Learning Manual. The study used Research and Development approach with the ADD (Analysis, Design, and Development) model as the instructional method. These allows the researchers to analyze the need of VLS, identify the design of VLS, and develop the VLS. The VLS was evaluated based on the content quality with a mean of 4.68, technical quality with 4.65, and instructional quality with 4.57. The results for the complementary activity manual in terms of the content quality is a mean of 4.62, the technical quality with 4.54, and the instructional quality with 4.55. The result showed that the developed VLS together with the complementary activity manual satisfied the quality components and attained the intended standards. It is recommended that evaluation of the effectiveness of VLS through pilot tests in public and private schools.
