The description of the main characteristics of the modern stage of development of information technology and global trends in digitalization is given. A brief information is given on the state of informatization in Russia as a whole, as well as in the country’s agriculture. A comparative analysis of the level of digitalization in rural areas and urban districts is given, the main reasons for the differences are highlighted. The necessity of information technologies development in the agricultural sector of the economy, as a factor in ensuring the country’s food security and a factor in the competitiveness of domestic agricultural products, is substantiated. The features of intellectual agriculture, its benefits for producers and for the population are shown. The dynamics of innovative technologies development is given based on the digital economy in recent years with the release of lagging branches of the agro-industrial complex. The regional differentiation of digitalization of the economy among the population is shown, the interrelation of the informatization level of the population with the development of innovative technologies in the economy of the region is shown. Using the example of cellular communication development, the convergence of digitalization level in cities and villages of the country has been proved. The main problems hindering the information technologies development in agriculture and new solutions adopted at the level of the President and the Government of Russia on the development of informatization are highlighted. The most promising areas of agricultural transformation are shown, focused on the digitization of various aspects of the industry and infrastructure production and sales.

Приведена статистика военных расходов 20 стран. The article considers the place of innovation in the digital economy. The trends in the development of innovations in the military-industrial complex are considered. The analytics of innovations in key areas: robotics, military engineering, in sensor systems, military logistics. Russia is compared with other countries, in particular, the experience of the USA and Germany is described in robotics. In the field of engineering, the experience of Russia, the USA and South Korea is considered. Statistics of military spending of 20 countries are given.

The article analyzes the research results of a number of analytical agencies regarding the growth rate and key problems associated with the introduction of the “Internet of things” (IoT) in the agricultural economy. Статья посвящена формированию методологии разработки и реализации стратегии институциональных преобразований промышленных комплексов в условиях цифровой экономики. Предложены авторские определение и структурно- содержательная схема методологии. Сформирована методологическая матрица, систематизирующая категориальный аппарат, принципы, подходы, методики, методы и модели построения стратегии по уровням научного знания. Разработан алгоритмизированный методологический подход к созданию и реализации стратегии институциональной трансформации промышленного комплекса в цифровой среде. The paper is devoted to creating the methodology and to the topical issues of developing and implementing the strategy for the industrial complexes institutional transformations under the conditions of the digital economy. The paper investigates general scientific and economic understanding of the methodology notion, shows its specific characteristics. The definition of the methodology for developing and implementing the strategy for the industrial complex transformations was proposed. It is an integrated set of principles, approaches and tools, united by a common logic of construction and the relevant categorical apparatus, that allows to solve theoretical and conceptual, organizational, economic, managerial and other issues of institutional strategy, digital innovations and enterprise transformation. The methodological matrix, which systematizes categorical apparatus, principles, approaches, methods and models of the strategy development according to the levels of scientific knowledge was generated. The structural scheme of the methodology and algorithm-based methodological approach to the development and implementation of the strategy for the industrial complex institutional transformation in the digital environment were developed. The content of each stage of the methodological approach was substantiated. The means of the investigation included the general-scientific and special methods: analysis, synthesis, structuring and description, systems and process approaches. The results of the investigation can be used as a theoretical and methodological basis for the formation and implementation of the strategy for the industrial complex transformation in the digital economy.


New technology trends, mainly related to the development of Industry 4.0 and the digital economy, have created significant prerequisites for changing the priorities of industrial policy. This topic is particularly relevant for countries with economies in transition or developing economies, including Russia. The accumulated structural gap, expressed in the level of industries' digitalization, indicates a low willingness of industrial enterprises to introduce digital and related advanced technologies. The data obtained show that this gap is especially pronounced (more than 50% of the average for the EU countries) in the manufacturing industry, oil and gas industry, and transport. In mining, this gap approaches 70%. These circumstances predetermined the need to identify the strategic vector of Russian industrial policy against the background of the developing modern technologies that predetermine the adjustment of industrial policy priorities. To assess the potential of industrial transformation, the authors conducted a comparative analysis of changed targets for the formation of industrial policy in the developed countries and Russia. The analysis showed a sharp evolution in the priorities of industrial policy in Russia – those changed six times during the period from 2014 through 2019. The strategic policy focus has shifted from supporting projects in the production of high-tech civilian and/or dual-use products by enterprises of the military-industrial complex and the transition of enterprises to the best available technologies to supporting the digital economy and artificial intelligence technologies. Based on the results, the researchers suggested the development of industrial policy instruments adapted to the new priorities.

Digital solutions are increasingly infiltrating all segments of agriculture. To achieve profitability growth, agribusiness is extremely important to maximize the use of innovative technologies. Today is the time when intelligent digital solutions should help the agricultural industry cope with the problems of increasing productivity and sustainable development. In the article, the author considers the peculiarities of the functioning of the agro-industrial complex in the digital economy, within the framework of the article the Largest participants in the agro-industrial complex market, who combined efforts to digitalize agriculture, were considered. It was established that agro-industrial enterprises are mainly digitalized at their own expense, which is a consequence of the “lack” of support tools, and the result is an insufficient level of implementation of technologies and platform solutions in the agro-industrial complex as a whole. The factors that restrain the digitalization of the agro-industrial complex today are financing, infrastructure, and personnel. At the same time, there are a lot of federal support measures, it is necessary to analyze them again, first of all, at the regional level, and understand why they are not so actively used by entrepreneurs, SMEs, and, if necessary, form proposals for adjustment together with the business and expert community.

Improving the management system based on the strategic directions of the regional agricultural sector spatial development in the production distribution area plays a huge role in the management and agricultural production modernization. In the proposed methodological and practical approaches specific recommendations are given on the implementation of program activities for the development of the digital economy and perspective areas based on sound methods and forms that contribute to the spatial development of production and the economy in the sub-industry and rural areas. One of the ways to improve the management system of regional agriculture in the production field should be a strategic approach associated with the transformation of the economic relations of regional authorities and local self-governments with the agricultural business subjects on the basis of information and electronic relationships, where digital technologies the using becomes the main factor of growth of agricultural production competitiveness development. The digitalization development should occur in state authorities, it is necessary to build effective management structures for regional agro-industrial complex in the information space. The effectiveness of management systems when locating production in the agro-industrial complex, as in any other industry, depends on the level of digital technologies mastering and the share of expenditures on the country's digital economy in GDP. The managing processes of the spatial development of the location of the regional agricultural production should be built on the basis of creating new strategy forms: vertically-oriented ways and methods of interaction between the government and the agrarian business. But at the same time one of the main directions of development of these relations should be the effective interaction of municipalities and economic management representatives with the use of the advantages of territorial and sectoral division. The application of the digital economy elements in the regional agro-industrial complex based on the priority of management in locating agricultural production and building interdependent relations of economic and state management will contribute to economic growth and social development of agricultural producers and rural areas directly interacting with them.
