On April 19-23, 2021, an All-Russian conference with international participation Problems and Prospects for the Development of Local Self-Government in the Russian Federation and Foreign Countries was held at the Law Institute of the Peoples Friendship University of Russia on the basis of the Department of Municipal Law. More than 150 scientists from the Russian Federation and foreign countries took part in the Conference. The Conference has acquired a traditional character and is being held for the fifth time. The 2021 conference was marked by a significant increase in the number of participants, both Russian and foreign. The additional relevance of the Conference was caused by the Russian 2020 constitutional reform, which has a significant impact on the development of local self-government institution in the Russian Federation. This review presents a general description of the conference, the contents of the plenary meeting and sessions.

On March 26, 2021 a plenary meeting of the international scientific-practical conference (Sorokin readings) was held in Saint-Petersburg University of MIA of Russia. The collection of materials published by the conference day was presented. Views were exchanged on the problems of modernization of public management, administrative and administrative procedural law, on theoretical and applied problems of improvement in legislation regarding administrative offenses and administrative-jurisdictional activities, security and public order, development of the police and other law enforcement activities. The results of the conference were summed up.

This paper aims to examine the hidden campaigns carried out by camp 02 at the 212 grand reunion event, and the actions taken by Bawaslu as election organizer. This study uses analytic qualitative research, namely research that has the aim of analyzing the findings. The results showed that the grand reunion carried out by 212 alumni was a form of covert campaign by camp 02. This was evidenced by the findings explained by the researchers. In addition, the actions taken by Bawaslu were a form of election violations with the DKPP decision regarding the sanctions given to Bawaslu commissioners. In practice, in the field there was a hidden campaign carried out by party 02 at the grand reunion. This is evidenced by the existence of hashtags to replace the president and songs or yells that cornered parties 01. In the third typology it is explained that the election organizer must be neutral and professional. This is different from the findings in the field where a decision was made by one of the commissioners unilaterally without any prior investigation and plenary meeting and only came from television broadcasts. The data were collected through in-depth interviews with sources, and were analyzed qualitatively. This study concluded that the grand reunion carried out by 212 alumni was a form of covert campaign carried out by camp 02. In addition, Bawaslu was proven to have violated ethics by issuing a DKPP decision regarding violations of the code of ethics accepted by DKI Bawaslu and Bawaslu RI by making decisions one-sided so that it is not neutral and professional.

Ditenggarai lemahnya penegakan hukum terhadap pelanggaran politik uang yang terjadi pada Pemilu 2019 menjadi isu yang mengemuka, termasuk di Kabupaten Polewali Mandar. Peran pengawasan, penegakan dan penindakan, sebagaimana yang diatur dalam Undang-undang Nomor Nomor 7 tahun 2017 tentang Pemilihan Umum dan Peraturan Bawaslu Peraturan Bawaslu Nomor 31 Tahun 2018 tentang Sentra Penegakan Hukum Terpadu (Gakkumdu) memuat sejumlah ketentuan yang mengatur mekanisme dan tata cara penegakan hukum terhadap pelanggaran politik uang tersebut. Metode yang digunakan dalam penelitian ini adalah, penelitian empiris yang mengkaji regulasi atau peraturan perundang-undangan dalam praktik penegakan hukum terhadap dugaan pelanggaran politik uang pada penyelenggaraan Pemilu Tahun 2019. Kesimpulan penelitian menunjukkan bahwa, terdapat 3 (tiga) kasus dugaan pelanggaran politik uang pada Pemilu Tahun 2019 di Kabupaten Polewali Mandar yang semestinya melewati 9 (sembilan) tahapan dalam kenyataannya hanya sampai pada tahapan ketiga yakni, rapat pleno pengawas Pemilu. Hal itu dikarenakan adanya ketidak sepahaman di dalam tim Sentra Gakkumdu dengan Bawaslu Kabupaten Polewali Mandar. Adapun kendala dalam penengakan hukum terhadap dugaan pidana politik uang sangat terkait dengan struktur hukum, substansi hukum dan budaya hukum sebagaimana fakta dan temuan lapangan. Karenanya, penelitian ini merekomendasikan, ke depan pidana Pemilu tidak lagi ditangani oleh Bawaslu, tetapi dimasukkan sebagai pidana umum. Dan jika sentra Gakkumdu tetap dipertahankan keberadaannya, hendaknya diberi kewenangan tambahan yakni, melakukan penahanan terhadap terduga pelaku politik uang, agar tidak terbuka ruang mengkodisikan saksi dugaan politik uang. Termasuk pentingnya pembentukan peradilan khusus Pemilu agar perbedaan pandangan atas kasus dugaan politik uang dapat diminimalisir. The indication of the weak law enforcement against money politics violations that occurred in the 2019 Election has become an emerging issue, including in Polewali Mandar Regency. The role of supervision and enforcement, as regulated in Law Number 7 of 2017 concerning General Elections and Bawaslu Regulation Number 31 of 2018 concerning Sentra Penegakan Hukum Terpadu (Gakkumdu) contains a number of provisions governing the mechanisms and procedures for law enforcement against such violations of money politics. The method used in this research is empirical research that examines regulations or statutory regulations in law enforcement practices against suspected violations of money politics at the 2019 Election. The research conclusion shows that, there were 3 (three) cases of alleged violations of money politics in the 2019 Election in Polewali Mandar Regency which should have passed 9 (nine) stages but in reality only reached the third stage, namely, the Election supervisor plenary meeting. It was due to the lack of Understanding on the Sentra Gakkumdu with Bawaslu Polewali Mandar. The obstacles in law enforcement against allegations of money politics crime are closely related to the legal structure, legal substance and legal culture as well as facts and field findings. Therefore, this research recommends that in the future election crimes will no longer be handled by Bawaslu, but be included as general crimes. And if the Sentra Gakkumdu is maintained, it should be given additional authority, namely, detaining suspected money politics actors, so that there is no room to codify witnesses for alleged money politics. This includes the importance of establishing a special election court so that differences in views on suspected cases of money politics can be minimized.

ABSTRAK Permasalahan politik uang dalam pesta demokrasi (Pemilu) merupakan tindakan yang kerap terjadi. Isu ataupun memang benar nyata terjadi, setidaknya mengharuskan ruang pikir bagaimana dengan aturan hukum yang ada, yang mengatur hal tersebut, serta bagaimana sebenarnya alur penyelesaian tindakan tersebut. Penelitian ini bertujuan untuk mengetahui proses penanganan perkara tindak pidana politik uang yang ditangani pada Badan Pengawas Pemilu (Bawaslu) Provinsi Jambi pada Pemilu 2019 dan fakor penghambat penanganan tindak pidana tersebut. Adapun hasil penelitian, bahwa proses penanganan tindak pidana politik uang pada Pemilu 2019 melalui sembilan tahap yang setiap tahap dibatasi waktu yaitu, Tahap temuan dan laporan, pembahasan pertama di Sentra Gakkumdu, pembahasan kedua di Sentra Gakkumdu, rapat pleno, tahap penyidikan, pembahasan ketiga di Sentra Gakkumdu, tahap penuntutan, tahap pengadilan, dan pembahasan keempat di Sentra Gakkumdu. Faktor penghambat dalam penanganan tindak pidana politik uang, yaitu pengaturan alur penanganan yang panjang dengan waktu yang terbatas, sulitnya menemukan alat bukti karena waktu terlalu singkat. ABSTRACT The problem of money politics in democratic parties (elections) is an act that often occurs. The issue, or indeed it really happened, at least requires a space to think about how the existing legal rules, which regulate it, as well as how exactly the flow of completion of the action. This study aims to determine the process of handling cases of money politics criminal acts handled by the Election Supervisory Body (Bawaslu) of Jambi Province in the 2019 Election and the factors which hamper the handling of these criminal acts. As for the results of the study, that the process of handling money politics in 2019 Election through nine stages, each phase limited by time, namely, the stages of findings and reports, the first discussion at the Gakkumdu Center, the second discussion at the Gakkumdu Center, the plenary meeting, the investigation stage, the third discussion at Gakkumdu Center, the prosecution stage, the court stage, and the fourth discussion at the Gakkumdu Center. Inhibiting factors in handling money politics crime, namely setting a long flow of handling with limited time, difficulty in finding evidence because the time is too short.
