В статье отмечается, что проблема совершенствования государственного регулирования сельского хозяйства - важнейшая составная часть рыночного механизма экономики в условиях неопределенности. Необходимость такого регулирования связана с такими особенностями АПК, прежде всего сельского хозяйства, которые не позволяют им на равных участвовать в межотраслевой конкуренции. Проведен анализ валового выпуска продукции (услуг) сельского хозяйства Казахстана, показана динамика расходов государственного бюджета, заܰтрܰаܰт республиканского и местного бюджетов нܰаܰ сельское, водное и лесное, рыбное хозяйство хозяйство за 2016-2020 годы, размер целевых текущих трансфертов, переданных в базу расходов местных бюджетов при определении трансфертов общего характера на развитие сельского хозяйства, структура средств на антикризисные меры в АПК. Авторы отмечают, что стратегическая значимость и специфические особенности сельского хозяйства требуют разработки особых подходов к управлению данной отраслью, её инвестированием на региональном уровне. Возникла необходимость в разработке системных экономических решений в поддержке аграрного сектора и продовольственной безопасности, требующих проведения определенной стратегии, принципов, положений, норм и мероприятий, направленных на преодоление накопившихся проблем. Государственная поддержка в виде субсидий и предоставления льготных кредитов будет стимулировать развитие сельскохозяйственных товаропроизводителей. The article notes that the problem of improving the state regulation of agriculture is the most important component of the market mechanism of the economy in conditions of uncertainty. The need for such regulation is associated with such features of the agro-industrial complex, primarily agriculture, which do not allow them to participate on an equal footing in intersectoral competition. The analysis of the gross output of products (services) of agriculture in Kazakhstan is carried out, the dynamics of state budget expenditures, expenditures of the republican and local budgets for agriculture, water and forestry, fisheries for 2016-2020, the size of targeted current transfers transferred to the base of expenditures of local budgets is shown when determining transfers of a general nature for the development of agriculture, the structure of funds for anti-crisis measures in the agro-industrial complex. The authors note that the strategic importance and specific features of agriculture require the development of special approaches to the management of this industry, its investment at the regional level. There was a need to develop systemic economic solutions to support the agricultural sector and food security, requiring a specific strategy, principles, regulations, norms and measures aimed at overcoming the accumulated problems. State support in the form of subsidies and the provision of concessional loans will stimulate the development of agricultural producers.

The Medical Intelligence and Information (MI2) Unit of the German Armed Forces (Bundeswehr) is experienced in crisis support in military missions since several years. It gained additional experiences during the current coronavirus 2019 (COVID-19) pandemic on different levels of the response to crisis and was requested to share the findings and expertise with the overloaded civil public health agencies inside Germany. Since the beginning of the pandemic, the unit is constantly developing new products for crisis communication, knowledge sharing techniques in new databases, dashboards for leadership, and training for laypersons in contact tracing. Hence, trying to innovate in crisis since the first severe acute respiratory syndrome coronavirus (SARS-CoV)-2-disease wave. During the second wave, the unit was requested to evaluate the outbreak management of different national civil public health agencies in southern Germany, and to support the development of dashboards in a comprehensive public health approach as a necessary start toward digitalization.

Background Each year, 220 000 episodes of self-harm are managed by emergency departments in England, providing support to people at risk of suicide. Aims To explore treatment of self-harm in emergency departments, comparing perspectives of patients, carers and practitioners. Method Focus groups and semi-structured interviews with 79 people explored experiences of receiving/delivering care. Participants were patients (7 young people, 12 adults), 8 carers, 15 generalist emergency department practitioners and 37 liaison psychiatry practitioners. Data were analysed using framework analysis. Results We identified four themes. One was common across stakeholder groups: (a) the wider system is failing people who self-harm: they often only access crisis support as they are frequently excluded from services, leading to unhelpful cycles of attending the emergency department. Carers felt over-relied upon and ill-equipped to keep the person safe. Three themes reflected different perspectives across stakeholders: (b) practitioners feel powerless and become hardened towards patients, with patients feeling judged for seeking help which exacerbates their distress; (c) patients need a human connection to offer hope when life feels hopeless, yet practitioners underestimate the therapeutic potential of interactions; and (d) practitioners are fearful of blame if someone takes their life: formulaic question-and-answer risk assessments help make staff feel safer but patients feel this is not a valid way of assessing risk or addressing their needs. Conclusions Emergency department practitioners should seek to build a human connection and validate patients’ distress, which offers hope when life feels hopeless. Patients consider this a therapeutic intervention in its own right. Investment in self-harm treatment is indicated.

AbstractThis article draws on the work of Just Associates (JASS), a feminist movement support organisation that strengthens the leadership and organising capacity of community-based women networks in Southern Africa, Southeast Asia, and Mesoamerica, to transform the structures that perpetuate inequality and violence. We analyse qualitative interviews and surveys drawn from recipients of the JASS mobilisation fund (JMF), an innovative financial crisis support mechanism for feminist movements. We argue that localisation strategies deployed by women’s networks supported by the JMF in response to COVID-19, challenge dominant humanitarian responses that de-centre feminist movements, local knowledge, and expertise. By accounting for local knowledge generated from long histories of movement building, building collective power, and challenging racialised and gendered responses to humanitarian crises, women’s collectives and networks supported through the JMF developed contextually relevant responses that challenge patriarchal structural barriers heightened by COVID-19.

В статье автор изучает современное состояние рынка государственно-частного партнерства, а также сфер, наиболее и наименее пострадавших от последствий пандемии, вызванной коронавирусной инфекцией. Был сделан вывод, что пандемия нанесла огромный вред всем отраслям и сферам, в том числе и ГЧП. Исходя из статистических данных, автор констатирует, что наибольший урон нанесен проектам в социальной сфере, а также коммунально-энергетической сфере. Наибольшую стабильность демонстрирует транспортная сфера и сфера it-инфраструктуры. Автор пришел к выводу, что органы государственной власти принимают меры антикризисной поддержки регионов посредством запуска программы, основанной на содействии в подготовке и запуске ГЧП-проектов. Для сферы грузовых и пассажирских перевозок, сферы культуры, спорта и туризма были приняты особые меры поддержки. Однако не все регионы активно подключились к этой программе, что свидетельствует об отсутствии заинтересованности власти в развитии ГЧП и стабилизации экономики. По мнению автора, для преодоления последствий пандемии необходимо оказание прямой финансовой помощи, а также развитие цифровых и платформенных решений для эффективного диалога всех участников рынка, стимулирование внебюджетных инвестиционных ресурсов. In the article the author examine the current state of the public-private partnership market, as well as the areas most and least affected by the consequences of the pandemic caused by coronavirus infection. It was concluded that the pandemic has caused huge damage to all industries and areas, including PPPs. Based on statistical data, the authors state that the greatest damage was caused to projects in the social sphere, as well as in the utilities and energy sectors. The transport sector and the IT infrastructure sector demonstrate the greatest stability. The author concluded that the state authorities are taking measures to provide anti-crisis support to the regions by launching a program based on assistance in the preparation and launch of PPP projects. Special support measures were taken for cargo and passenger transport, culture, sports and tourism. However, not all regions actively participated in this program, which indicates the lack of interest of the authorities in the development of PPP and the stabilization of the economy. According to the author, in order to overcome the consequences of the pandemic, it is necessary to provide direct financial assistance, as well as to develop digital and platform solutions for an effective dialogue of all market participants, to stimulate extra-budgetary investment resources, etc.

A comprehensive analysis of legal and economic measures aimed at state support for small and medium-sized businesses during the COVID-19 pandemic is presented, as well as the relevant regulatory legal acts regulating certain aspects of credit anti-crisis support are studied in detail. Conclusions are presented on the state of the small and medium-sized business sector based on statistical data during the crisis period, and specific negative trends associated with the impact of the pandemic are highlighted. The emphasis is made on a detailed study of foreign experience in the field of anti-crisis measures to support small and medium-sized businesses. Within the framework of the article, such scientific research methods as analysis and generalization were used. It was noted, on the one hand, the high efficiency of anti-crisis support programs, on the other, its problems, including limited and insufficient budget funding.
