The COVID-19 pandemic has lasted more than one year, and vaccines are the primary expectation of ending it. The vaccine development successfully accelerated from 10-15 years to only about 12-16 months through several adjustments. In a health crisis, the vaccine can be accepted through Emergency Use Authorization (EUA) by a country's regulatory authority. In Indonesia, the role is carried out by the Indonesia Food and Drug Administration (BPOM). This study proposes analyzing the manifestation of the principles of the New Public Service in issuing EUA for the COVID-19 vaccine. This research uses qualitative methods through secondary data analysis on written sources of information such as websites, reports, social media, books, and journals. Based on the analysis, in issuing the EUA COVID-19 vaccine, BPOM has performed the principles of the New Public Service. BPOM, with all stakeholders, insisted on their values (quality, safety, and efficacy) to facilitate the EUA process due to the urgency of the emergency. With this effort, the public can afford vaccines that safe and meet the efficacy and quality standard within the expected time.Keywords : COVID-19, Emergency Use Authorization, Indonesia FDA, New Public Service

This paper discusses violence against women in Malang district (Kabupaten) in implementing SDGs (Sustainable Development Goals) and human security. Women are one of the objects of violence by men due to the pressure of the situation and economic conditions. Apart from economic factors, the absence of access to information and inadequate education means that women are always at a point of structural and social subordination. Therefore women's violence is always a victim. To see this, the author uses a human security perspective. The results of this study are that the factors of violence against women in the Malang district are an economic factor because most of the population of Malang District is an informal worker. Then, access to information becomes an obstacle for women as victims of violence because there is no access to information obtained from the government as a function of good governance. Finally, the limited education becomes an obstacle for women as victims to get information so that women's violence is considered taboo. New public service is a new model after new public management and as a service model that prioritizes the interests of the society. The implementation of the new public service has been implemented in several government agencies in Indonesia as a form of improving the quality of services provided by the government to the society. One of government agency that has implemented the new public service model is the Surabaya City Population and Civil Registry Service with the service process using the E-Lampid application. This application is an innovation created by the Surabaya City government and submitted to Disdukcapil to overcome the many queues of people who need population administration services. This study aims to explain the implementation of E-Lampid application in the city of Surabaya as part of the implementation of the new public service. This study uses a qualitative method by using data sources in the form of secondary data where the data obtained comes from previous studies such as literature, online news, scientific journals, government websites that are relevant and related to the topic of research discussion. The data analysis technique used a literature review study in the period 2010-2020. The results showed that the implementation of the E-Lampid application has overcome the problems that exist in the provision of public services in the Disdukcapil city of Surabaya. This application can be accessed by the people with online step, making it easier for the public to update their personal data information. The impact of Covid 19 made the government in Sukoharjo village, Sukoharjo sub-district, Pringsewu regency, pour out village funds that should have been converted into BLT for residents affected by covid 19. The purpose of this study is to evaluate the policies of the Sukoharjo II village government that have been ongoing. This study used a qualitative approach, namely describing the policies adopted in the village of Sukoharjo II coherently. data collection methods using interviews and documentation, then the data collected is analyzed with a qualitative approach. The result is that the Sukoharjo II village government has succeeded in carrying out policies that have been running well based on indicators of evaluation of public policies from William N Dunn, such as effectiveness, adequacy, equity, responsiveness, and accuracy have been running in accordance with government regulations that determine potential family beneficiaries of village funds in accordance with regulations. issued by the central government and the regional government of Pringsewu Regency by synchronizing the data in advance with the integrated list of prosperous families (DTKS) from the Social Service Agency. This paper explains the condition of food security in the archipelago during the COVID 19 pandemic in the Riau Islands Province, one of which is the Lingga Regency. Researchers use the Penta helix model to analyze the extent to which actors are involved in the development of the food security sector, especially in the Rice Granary program. The research method used is descriptive qualitative which is then analyzed in-depth using existing secondary data. The results show that the analysis uses the Penta Helic model which consists of five elements, namely the government as a policymaker, industrial cooperation, community group involvement, studies from universities and the media as information and publications on food security which have a very interrelated role in the food security sector especially in the rice barn program in Lingga Regency, however, it should be noted that the involvement of stakeholders must pay attention to rules and regulations in an effort to maintain food security stability in rice barns in terms of quality and quantity of production amid the COVID-19 pandemic. This article examines the implementations of E-government in the Local Government Organization of Lebong Regency. This article aims to describe the implementation of E-government in Lebong Regency and to find out what are the obstacles in implementing E-government in Lebong Regency which is analyzed through the application of E-government by Indrajit (2002), namely Content Development, Connectivity, Cyber laws, Competency Building, and Citizen Interface. The method used in this article is descriptive qualitative, with data collection techniques such as interviews, observation, and documentation. The data analysis techniques in this article are the Miles and Huberman analysis techniques. The result of this study that in terms of implementation, the application of E-government in the Lebong Regency has been going well, such as a clear development plan and several applications that have run optimally. The obstacles in implementing E-government in Lebong Regency are weak IT human resources and the number of devices that need to be replaced /upgraded immediately to reduce obstacles during application implementation.Keywords: E-Government, Implementation, Local Government Organization

Raden Soerjo Community Forest Park (Tahura) is a nature conservation area with a very wide area, so the collaboration between government, in this case UPT Raden Soerjo with the community around the buffer zone or village is needed. This study aims to determine how UPT Raden Soerjo performs the function of empowering the village community in the management of the Raden Soerjo People's Forest Park.. The method used in this research is descriptive analysis and data analysis is done qualitatively. The process of collecting data is done by observation and interview methods. The results of the study are that UPT Raden Soerjo has not yet carried out the maximum role in empowering the buffer village communities. This conclusion was drawn based on indicators in community empowerment, namely inclusion and participation, information channels, local organizational capacity and professionalism of empowering roles and indicators in community participation, namely a forum for the community, direct benefits to the community, fulfillment of community interests, the existence of community control. Keywords : Community, Empowerment, Function, Optimalization

The Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA) which was approved in 2019 needs to be supported by policies in various sectors in order to create a positive-sum game for both parties. This study aims to analyze the role of the Directorate General of Immigration in the framework of IA-CEPA Cooperation. This research uses a descriptive qualitative method. The data collection method uses a secondary data method. The result shows that the Directorate General of Immigration already has policies that can be used in the IA-CEPA scheme. Those policies include the APEC Businessman Travel Card (KPP APEC) and the Working Holiday Visa (WHV). Both policies have long been used before the IA-CEPA was approved, but can still be used within the framework of this partnership cooperation since it gives facilities for border crossing. Thus, The Directorate General of Immigration has carried out its function as a facilitator of society development in terms of providing immigration facilities for human movement under the IA-CEPA scheme.Keywords: Directorate General of Immigration, IA-CEPA,KPP APEC,Working Holiday Visa

This study aims to describe how the authority of the village head in the recruitment of village officials in North Konawe Regency, especially in Longeo Utama village and the factors that influence the recruitment process of village officials in Longeo Utama village. This research was conducted in Longeo Utama Village, Asera District, Konawe Utara Regency, Southeast Sulawesi using qualitative methods. Data obtained from observations, interviews, documentation. The results of this study found that the authority of the Village Head of Longeo Utama in carrying out Village Apparatus Recruitment is under ministerial regulation Number 85 of 2015 concerning the appointment and dismissal of village officials. In the recruitment process, village officials have inhibiting and supporting factors. The inhibiting factors are the lack of budget to maximize activities and the minimum number of applicants who have useful competence. While the supporting factors in the recruitment of village officials are the existence of a reliable information board as a source of community information, mobile outreach activities carried out by community leaders, and support from the people of Longeo Utama Village to participate in the recruitment activity. Keywords : Authority of the Village Head, Village Staff Recruitment, Longeo Village

The application of Large Scale Social Restriction (PSBB) makes the policy of the government of DKI Jakarta to get a response from the citizens of DKI Jakarta as well as stakeholders in the lower figure of the spread COVID-19 in DKI Jakarta. The purpose of this research is to identify the policy on the implementation of the PSBB DKI Jakarta using the theory of grindle with communication factors, factors of human resources, factors of attitudes, and factors of the bureaucratic structure by outlining the process of implementation of the policy. The research method using secondary data qualitative focuses on the analysis of data with matching patterns and develop explanations of the study. The findings showed that of the four factors on the implementation has been running well, but from the factor of the attitude of the on the results of the implementation of the policy showed less good because the number of cases COVID-19 in DKI Jakarta is still relatively higher than the percentage do the government of DKI Jakarta. Thus the need for optimization of the disposition or attitude of implementers in involving experts in order cases COVID-19 decrease on the spread of the pandemic COVID-19 in DKI JakartaKeywords : COVID-19, Government of DKI Jakarta,Implementation, PSBB
