The worldwide machine tool market is anticipated to reach a value of USD 68.9 billion by 2021, from USD 65.6 billion in 2020. This projection is based on the progressive production drop within the car industry, which is the largest customer of machine devices, and supply chain disruption. The machine tool industry in Taiwan faces a severe challenge and has been unobtrusively experiencing an inner reshuffling and innovative transformation. The developing strategic alliances reflect a basic endeavor by numerous firms to improve their specialized capabilities. This study applied the DEMATEL, a suitable method for gathering group knowledge to form a structural model and visualize the casual relationship between subsystems through a casual diagram, revealing that the causal relationships between measurement criteria and the proposed model can provide a viable assessment of the alliance with satisfactory criteria that fit the decision-makers requirements, especially when the assessment criteria are various and interrelated. Financial resources were the strongest factor within the strategic behavior dimension (D1), whereas the minimize manufacturing cost was the foremost basic determinant in the cost perspective (D2). The specialists also demonstrated that obtaining dominant technology was a determinative component within organizational learning (D3). This paper offers proposals for government authorities to plan a machine tools industry strategy for Taiwan and for companies to formulate business directions for long-run advancement.

The machine tool industry is an economically important industry in Taiwan. However, due to the limited natural resources in Taiwan, many of the raw materials required for production must be imported. In 2020, COVID-19, the most serious infectious disease in modern times, broke out across the globe. This has had a great impact on the economic and industrial development of various countries and indirectly affected the development of the machine tool industry. The machine tool industry generally is facing shocks and crises. Therefore, this research article mainly discusses a sustainable operation strategy for the machine tool industry during the COVID-19 epidemic period in Taiwan. Firstly, through the literature on dynamic capability theory (DCT) and expert interviews, the relevant dimensions and criteria are summarized. Then, the fuzzy Delphi method (FDM) and the analytic network process (ANP) are integrated to confirm the relevant dimensions and criteria and to sort the criteria. The five dimensions, in order, are integration ability, learning ability, quality improvement, environmental adaptation, and marketing ability. The ten criteria are diversified learning and innovation ability, integration of multiple sources of knowledge, the ability to learn across departments, the ability to adapt to the external environment, marketing strategy ability, organizational learning ability, integration of resources, improved management efficiency, market research ability, and backward integration. Finally, we put forward business strategies for the ranking results and provide relevant research and industry references.

Industry 4.0 has fostered innovation in industries around the world. Manufacturing industries in particular are advancing towards smart manufacturing by integrating and applying relevant technologies. The output value of machine tools in Taiwan is among the top of the world and the central region is a key area for this industry chain, which supplies manufacturers in Taiwan and their international downstream customers. To support innovation in this industry, the current study used the Six Sigma quality indices for smaller-the-better, larger-the-better, and nominal-the-best quality characteristics to construct a fuzzy decision-making model. Based on this model, we propose a process quality fuzzy analysis chart (PQFAC) for process quality improvement. Our use of fuzzy decision values to replace lower confidence limits decreases the probability of misjudgment made by sampling errors. The proposed fuzzy model also offers a more accurate assessment of process improvement requirements. We provide a real-world example to demonstrate the applicability of the proposed approach. Machine tool manufacturers can apply the platform and proposed model to evaluate their process capabilities for the vital parts suppliers and downstream customers, determine optimal machine parameter settings for processes with inadequate accuracy or precision, establish more suitable machine repair and maintenance systems, and combine the improvement experiences of customers to create an improvement knowledge base. This will enhance product value and industry competitiveness for the entire machine tool industry chain.

The machine tool industry, which is the starting point of all the metal producing activities, is presently undergoing rapid and continuous changes as a result of the fourth industrial revolution Industry 4.0. Manufacturing models are profoundly transforming with emerging digitalization. Smart technologies like artificial intelligence (AI), big data, the Internet of Things (IoT), digital twin, allow the machine tool companies to optimize processes, increase efficiency and reduce waste through a new phase of automation. These technologies, as well, enable the machine tool producers to reach the aim of creating products with improved performance, extended life, high reliability that are eco-efficient. Therefore, Industry 4.0 could be perceived as an invaluable opportunity for the machine tool sector, only if the sector has a competent workforce capable of handling the implementation of new business models and technological developments. The main condition to create this highly qualified workforce is reskilling and upskilling of the current workforce. Once we define the expected evolution of skills requirements, we can clarify the skills mismatch between the workers and job profiles. Only then, we can reduce them by delivering well-developed trainings. For this purpose, this article identifies the current and foreseen skills requirements demanded by the machine tool industry workforce. To this end, we generated an integrated database for the sector with the present and prospective skills needs of the metal processing sector professionals. The presented sectoral database is a fundamental structure that will make the sector acquire targeted industrial reforms. It can also be an essential instrument for machine tool companies, policymakers, academics and education or training centers to build well-designed and effective training programs to enhance the skills of the labor force.

The article reveals the essence and role of the machine-tool industry in the development of the national economy. The mechanism of state regulation of the national economy, as well as the mechanism of state regulation of foreign economic activity and the place of customs regulation in it are described. The essence of the customs policy and its place in the system of state policy of the Russian Federation is reflected. The approach to the consideration of customs regulation as a service is described, within the framework of the implementation of which the needs of the state and participants of foreign economic activity are satisfied. The recipients of services in the field of customs regulation in the development system of the machine-tool industry of the Russian Federation are considered. The list of tasks of customs regulation is disclosed, the solution of which is associated with the development of the national machine-tool industry, the stages of development of the machine-tool industry and the corresponding measures of customs regulation are described.
