This article identifies trends and identifies priorities for the development of the machine tool industry. The problems faced by the machine tool industry during the economic crisis were considered. In conclusion, the conclusion is given on the state of the machine tool industry and the level of state support for this area.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The chapter provides a retrospective analysis of entrepreneurship development in Russia from the 9th century to 2020. It highlights four periods in the development of SMEs in Russia and gives characteristics of each of the periods. It also highlights criteria for classifying enterprises as small and medium-sized businesses according to Russian legislation. A retrospective analysis of government programs to support SMEs from 1994 to 2020 was carried out. The state support program, effective since 2016, “Strategy for the Development of Small and Medium-Sized Businesses in the Russian Federation for the Period Ending 2030,” is considered in detail. Attention is paid to target indicators of SME development until 2030. An analysis of measures of state support for SMEs in the context of the COVID-19 pandemic has been carried out, highlighting the most affected industries. An analysis of SMEs by region of Russia was also carried out. An analysis of SMEs in effected industries in the post-pandemic period is carried out.

The article presents an analysis of relations between the state, society and business through the prism of reflecting them in the Message of the President of the Russian Federation V.V. Putin in 2021. The author's expert opinion, based on the results of sociological studies at the all-Russian and regional levels, showed that social support measures for the most vulnerable segments of population, much needed in the conditions of coronavirus pandemic, are widely approved in the society, but at the same time can contribute to the preservation of paternalistic and dependent attitudes of a number of Russians. Sociological analysis of measures of state support for small and medium-sized businesses, reflected in the Message of the President of the Russian Federation and its instructions to the authorities, showed that in the conditions of the ongoing wave nature of coronavirus pandemic, the tasks of preserving and supporting business during the crisis period took priority..

The article is devoted to the analysis of support for youth entrepreneurship in Russia and Russian regions. Consideration of this topic is relevant, since, on the one hand, the interest of Russian youth in creating a business is growing, and on the other, society and the state are interested in young, initiative entrepreneurs. The article reviews, analyzes and compares the state support for young businessmen at the federal and regional levels. The main research methods are comparative analysis, analysis of regulatory legal acts of Russia and regions of the Russian Federation, systematization and generalization of legal information. The result of the study was the conclusion on the implementation of support for young entrepreneurs in the Russian Federation and its feasibility. The main problems of this direction of support were highlighted. So, some discrepancies in federal and regional legislation, inaccuracies in the organization of the assistance process itself, the lack of a clear plan of measures to support this type of business, etc. were revealed. Recommendations were also proposed that will help to overcome these problems and make the support of young entrepreneurs more accessible, appropriate and effective. So, for example, it was proposed to simplify the very concept of youth entrepreneurship, to fix at the federal level the main directions of its support, etc.
