The purpose of this study is to solve a number of problems in the era of the COVID pandemic related to online-based management. Specifically, the purpose of this study is to solve problems that are directly related to employee knowledge related to excellent public service, the availability of human resources (HR), infrastructure to support effective and efficient public services, standard operating procedures for online-based services. In addition, analyzing the interests of who is affected, what benefits are generated, the position of online-based management policy makers, and other matters related to online-based management policies. The research method used is qualitative research. The informants who were determined by purposive sampling were 10 people consisting of the Head of the Manado City Population and Civil Registration Service (Disdukcapil), the Disdukcapil Secretary, as well as from leadership elements and members of the Manado City DPRD, and 5 Manado City residents.

<em><span lang="EN-SG">Along with increasing population mobility and increasing road users the need to have a SIM is increasing every day. Where the administration of traffic and services, such as SIM, STNKB and BPKB are oriented to the principle of quick and easy without ignoring the identification and extension of the letter. This research uses descriptive research method. Descriptive research is intended to explore and clarify phenomena or social realities. From the results of the study showed that the implementation of public service quality in making SIMs at the Karimun Regional Police Traffic Unit Office was seen from the aspect of physical facilities (tangible), reliability (responsiveness), responsiveness, assurance and empathy were running pretty good. Especially relating to the ability and reliability to provide trusted services, the ability to help and provide services quickly and appropriately, as well as being responsive to consumer desires, abilities and friendliness and employee courtesy in assuring consumer trust and firm but attentive attitudes of employees towards consumers . Although it is indeed an inhibiting factor for SIM services such as human resources, the level of awareness and facilities and infrastructure are still found in the service of making SIMs at the Karimun Regional Traffic Unit Office</span></em>

Water resource management policies impact how water supplies are protected, collected, stored, treated, distributed, and allocated among multiple users and purposes. Water resource policies influence the decisions made regarding the siting, design, and operation of infrastructure needed to achieve the underlying goals of these policies. Water management policies vary by region depending on particular hydrologic, economic, environmental, and social conditions, but in all cases they will have multiple impacts affecting these conditions. Science can provide estimates of various economic, ecologic, environmental, and even social impacts of alternative policies, impacts that determine how effective any particular policy may be. These impact estimates can be used to compare and evaluate alternative policies in the search for identifying the best ones to implement. Among all scientists providing inputs to policy making processes are analysts who develop and apply models that provide these estimated impacts and, possibly, their probabilities of occurrence. However, just producing them is not a guarantee that they will be considered by policy makers. This paper reviews various aspects of the science-policy interface and factors that can influence what information policy makers need from scientists. This paper suggests some ways scientists and analysts can contribute to and inform those making water management policy decisions. Brief descriptions of some water management policy making examples illustrate some successes and failures of science informing and influencing policy.

The purpose of this study is to determine the effectiveness of KK, KTP, and AK services in Samarinda Kota sub district and its factors influencing the effectiveness of KK, KTP, AKservices.The research used field research method which gives an overview on the effectiveness of KK, KTP, and AK services in Samarinda Kota sub district. Data collection techniques use observation techniques, interviews, and media questionnaires by selecting informants who play a role and are involved technically and functionally in service delivery to the community. The data obtained are then analyzed qualitatively and supported by quantitative data.The results showed that service implementation in Samarinda Kota sub-district, especially in the field of population administration and civil registration is done in accordance with existing mechanism and regulation which have been determined by seeing some service indicator such as simplicity is in very safe category with 6.67% and certainty of service procedure and tariff cost are in accordance with the value of 88.33% and 70% respectively, the security and convenience of facilities and infrastructure are in safe and comfortable category with 65% and 73.33% respectively, openness about the ease of obtaining information and provisions services in the categories easy and explained if requested with the value of 71.67% and 63.33% respectively, economical about the cost of KK rates, ID cards, AK category Rp 10,000 - Rp 15,000, equitable fairness with a value of 60%, the timeliness is in category 1 - 2 days, and the efficiency is an exact category with a value of 80%.  And the factors that affect the service is the resources apparatus, facilities and infrastructure, and public awareness. Keywords: Effectiveness, Public Service

This study aims to find out and describe the implementation of garden management policies in the City of Palangka Raya through Regional Regulation No. 03 of 2006 in order to create useful gardening conditions. The research method used is descriptive qualitative. In this case, the researcher wants to describe and also explain the phenomena that occur related to gardening problems that are still lacking in management. The primary data source of this research is the people of the City of Palangka Raya and the Office of Cipta Karya, Spatial Planning and Housing. The results of this study address this shows that there is still low awareness and willingness of the community to participate together in maintaining and managing parks. In addition, the communication, supervision and human resources factors that are owned by the related Office as the implementation of the policy to the public is felt to have not run optimally

This paper aims to find out the Development of Human Resources Capacity in Public Service at the Pasuruan District Labor Office. The research method using qualitative approach is done scientifically, more descriptive, emphasizing the process rather than the public about improving the human resources of pasuruan community by the Pasuruan District Labor Office. The results showed that the Pasuruan District Employment Office implemented an increase in human resources developed according to the theory of capacity building in minimizing the unemployment rate, and as an effort to improve human resources precisely in the field of placement and expansion of labor (PENTA). The motivation, disciplinary and training is very influential to human resources and minimize the unemployment rate in Pasuruan Regency.

Abstract: The purpose of this study was to describe and analyze the implementation of DPMPTSP Ponorogo Regency public services with SIJITU. The research method used is qualitative research, data collection techniques through interviews, documentation, and observation. The results showed that the implementation of online services based online with SIJITU had not run optimally as seen from the fact that there were not many people who used the online-based licensing service, because there were several barriers including ignorance of the public about the online licensing system. the internet access network has not fully supported (in some areas of Ponorogo Regency, especially remote areas, internet access is still difficult), and the limited human resources of DPMPTSP who have expertise in informatics and other supporting technical fields. Keywords: Public Service; integrated licensing Abstrak: Tujuan penelitian ini adalah untuk mendiskripsikan dan menganalisis pelaksanaan pelayanan publik DPMPTSP Kabupaten Ponorogo dengan SIJITU. Metode penelitian yang digunakan adalah penelitian kualitatif, teknik pengumpulan data melalui wawancara, dokumentasi, dan observasi. Hasil penelitian menunjukkan bahwa pelaksanaan pelayanan publik berbasis online dengan SIJITU belum berjalan secara maksimal terlihat dari belum banyaknya masyarakat yang memanfaatkan pelayanan perizinan berbasis online tersebut, karena adanya beberapa hambatan, antara lain ketidaktahuan masyarakat akan adanya sistem perizinan online, masyarakat belum memahami bagaimana cara menggunakan aplikasi online tersebut, akses jaringan internet belum sepenuhnya mendukung (di beberapa kawasan Kabupaten Ponorogo terutama daerah pelosok akses jaringan internet masih sulit), serta terbatasnya SDM DPMPTSP yang memiliki keahlian di bidang informatika dan bidang-bidang teknis pendukung lainnya. This research is to find out what innovations exist in the Public Service Mall of Banda Aceh City, Aceh, Indonesia. This type of research uses qualitative research with a descriptive approach, namely by describing the results of research and analyzing so that the results obtained from informants are employees of the Banda Aceh City Public Service Mall, employees of the One-Stop Investment and Integrated Service Office and employees of the Population and Civil Registration Service at the Public Service Mall and the community as supporting informants who provide services at the Banda Aceh City Public Service Mall. The results of this study indicate that the innovation of the Banda Aceh City Public Service Mall can be said to be in accordance with the innovation guidelines criteria set by PERMENPAN-RB No. 30 of 2014 which consists of Quality, Transparency, Accountability, Easy, Fast, Proper, Fair and Participatory. So that the results obtained that the Public Service Innovation of Banda Aceh City has novelty or innovation in service.

Clearly policy makers should consider the impacts of any decisions they might make before making them. Science can provide estimates of various economic, ecologic, environmental, and even social impacts of alternative policies, impacts that determine how effective any particular policy will be. These impact estimates can be used to compare and evaluate alternative policies in the search for identifying the best one to implement. Among all scientists providing inputs to policy making processes are analysts who develop and apply models that provide these estimated impacts and, possibly, their probabilities of occurrence. This paper discusses ways scientists, including systems analysts, can effectively contribute to and inform those involved in making water management decisions. Brief descriptions of a variety of past and on-going water management policy making processes illustrate both some successes and failures of science informing policy.

The existence of a market is one indicator of the economic activities of the people in an area. This research is motivated by the lack of optimal management of the Buduran Market by the Industry and Trade Office of Sidoarjo Regency. It can be seen from the supporting facilities and infrastructure in the Buduran Markets which are still inadequate and poorly maintained. This study aims to determine how the implementation of community market management policies in Buduran Market, Sidoarjo Regency. The research method used in this article is a descriptive research method with a qualitative approach by using a qualitative approach. The results show that the implementation of the people's market management policy has been implemented, but there are still problems in its implementation. The conclusion of this research is the implementation of the people's market management policy in its implementation is still not optimal, this can be seen from the indicators of the success of policy implementation.

The purpose of the study was to find out the description of how the implementation and the factors that influence the Completion of a Day Service Program (LARI SAY) at the Banjarbaru City Population and Civil Registration Service. The research method used a qualitative approach with descriptive type. Collection by interview and observation, to 5 (five) informants. Informants were determined using descriptive techniques. Data analysis using interactive models according to Miles & Huberman.The results of the study showed the Implementation of a One-Day Service Program (LARI SAY) at the Banjarbaru City Population and Civil Registration Service, viewed from Communication Indicators, Resource Indicators, Bureaucratic Structural Indicators, which were considered not optimal because they were still being repaired and improved while the Disposition Indicator was running optimally because in matters of disposition signing a service document a day is finished always done according to the procedure and time. The factors that affect consist of 2 (two) namely supporting factors and inhibiting factors. Supporting factors are a. Human Resources (HR); b. Disposition; and c. facilities and infrastructure while the inhibiting factor is a. network system; b. communication; and c. human behavior.
