The problem of HIV/AIDS cases affects the number of human resources in education such as teachers, administrators, principals who are reduced due to illness or death. Increasing cases of HIV/AIDS that spread among adolescents make the government pay more attention to the increase in these cases. Empirical facts found during the study show that one of the stakeholders in the world of education stated that learning about HIV/AIDS prevention has not been considered an urgent matter. The research is qualitative research using a descriptive approach based on the perspective of public policy. In this case, researchers have developed a basic health promotion system about HIV/AIDS and have been introduced to sufferers newly infected with HIV/AIDS. The results of studies in the city of Banjarmasin explored policy issues in education for the prevention of HIV/AIDS. Study findings assist policymakers in making decisions regarding HIV/AIDS prevention policies.

Solo is one of the two Cities in Indonesia that received the highest award of District / City Worthy Children's implementation from President JokowiWidodo as the City of Eligible Children. The success of Solo to get the award of Decent Child's City can not be separated from the leadership FX.HadiRudyatmo as the Mayor of Solo. The objectives of this research are: (1) To know and explain the leadership of FX.HadiRudyatmo in realizing the Solo of Decent City, (2) To analyze and analyze the factors that make Solo Municipal Children's Favorite and (3) to know and analyze the actors who contribute greatly in Solo Kota Decent Children. The method used in this study is a qualitative descriptive approach that explains the results of research, assessment and other references reinforced by empirical data conducted through interviews and observation. The results showed that the leadership of FX.HadiRudyatmo in realizing the Decent City Solo is very democratic but the egosektoral among the Organization of Regional Devices in realizing the Solo Municipal Decent Children is still high and there are still problems that can not be resolved even though Solo gets the predicate Solo Kota Major Main is the number of children who exposed to HIV / AIDS is still high and the availability of child data information management system. Recommendations given to the Government are to build more intense communications and improve routine coordination among the Regional Device Organizations through scheduled meetings amongst the WTO, promoting socialization and education to all levels of society on HIV / AIDS as well as the creation of a web data base on child data.Keywords: Leadership, Head of Region, District / City Eligible Children

The purpose of this study is to compensate for the intangible variables of the human resources of MSME actors in Bandung City, related to Employee Engagement and Attitude at the time of the COVID-19. Therefore, the intact condition of the two related variables is important for stakeholders such as the government and other related parties to understand and serve as a basis for policy and decision making, especially when the economy is exposed to COVID-19. The research method used is descriptive, verification and comparative. Data were tested using the validity test, reliability test, classical assumptions and data normality, and to test the level of contribution between variables and variable dimensions used correlation and termination tests. The data were obtained from the MSME economic actors in the city of Bandung total 45 samples. The city of Bandung was chosen as a place of research because the city of Bandung is known as a model city, culinary, education, creative industries as well as the city of culture and government of West Java. The results showed that the contribution, enthusiasm, pride of business people towards MSMEs was not supportive, lost trust and small. Only MSME players have employee engagement in the form of willingness. Attitudes or attitudes in the form of motives, traits and self-concepts are still strong for every MSME actor in Bandung City, and this condition is in line with the willingness dimension of employee engagement. Based on the results of the study, it can be concluded that the employee engagement of MSME actors in the city of Bandung is currently not good or has decreased, while the attitude at is still good.

HIV / AIDS cases among MSM (male sex men) in Indonesia from year to year have increased significantly. Meanwhile, Bali is a province with many HIV / AIDS cases, where Denpasar is the city with the highest number of MSM. There has never been a report on sexual behavior and HIV / AIDS prevention among MSM in Denpasar. Therefore, the researchers wanted to explore the problems of sexual behavior and its prevention in MSM in Denpasar. Purpose: This study aims to obtain a vision of sexual behavior and HIV / AIDS prevention among MSM groups in Denpasar City. This study used a qualitative design with a phenomenological approach to digging deeper into sexual behavior and HIV / AIDS prevention among MSM in Denpasar City. The selection of informants in this study was taken using convenience sampling technique and conducted in-depth interviews with 10 MSM who were productive and communicative in Denpasar. After collecting data in the field, the data will be analyzed thematically. In sexual intercourse behavior, most of the MSM prioritized variations and sensations during sexual intercourse to get sexual satisfaction, such as having group sex, using arousal-enhancing drugs, and violence engaging during sexual intercourse. Some of the informants only had one permanent sexual partner. However, there are still MSM who have more than one sexual partner and receive payment for sexual intercourse. Informants use condoms in sexual intercourse and with the PrEP method to avoid HIV / AIDS. It is necessary to conduct education and counseling on sexual orientation for the community, especially for adolescents looking for identity, educating MSM to reduce high-risk behavior during sexual intercourse. This paper explores the pertinent challenges of Government’s HIV/AIDS prevention, care and treatment program in India. Study is mainly based on observations made during field visits, discussion during review meetings at various levels and during training programmes of various functionaries from April 2007-November 2009. The paper also takes into account the observations made on the conclusion of the Mid-term Review conducted by the Government of India in during July- December 2009 after completion of first 2.5 years of the 5-year plan of NACP-III. Additionally, interactions with key program managers involved in implementation and management of HIV/AIDS Program at the state, district and facility levels. Though numerous efforts have been made and continued by the Government and partners, HIV prevention, care and treatment services have not been able to reach to the most-at-risk population, specifically in the rural population. Socio-cultural and managerial issues are the key challenges reported by the most of the key implementers. There is an urgent need to address and strengthen the whole spectrum of health systems through a collaborative approach to achieve the millennium development goals of universal access to prevention, care and treatment services in India. Secara nasional, Indonesia telah mengantisipasi epidemi HIV/AIDS, tetapi jumlah kasus HIV/AIDS di Provinsi Bali dari tahun ke tahun memperlihatkan peningkatan yang semakin mengkhawatirkan. Penelitian ini bertujuan untuk mengetahui perkembangan jumlah kasus dan kebijakan penanggulangan HIV/AIDS di Denpasar. Penelitian ini menggunakan metode kualitatif yang dilakukan di Denpasar pada tanggal 11-17 September 2011. Sampel penelitian ini menggunakan informan terpilih yaitu kepala bappeda, pejabat Dinas Kesehatan Kabupaten Denpasar, direktur rumah sakit, puskesmas, ketua komisi penanggulangan AIDS di kabupaten/kota dan pemerhati HIV/AIDS termasuk ODHA. Penelitian menemukan jumlah kasus HIV/AIDS di Kota Denpasar yang tertinggi dan penularan terbesarnya melalui hubungan seks. Namun, dukungan pemerintah daerah dalam upaya pencegahan dan penanggulangan HIV/AIDS terlihat belum maksimal. Padahal kebijakan penanggulangan HIV/AIDS sangat ditentukan oleh cara pandang pemerintah terhadap penyakit HIV/AIDS. Untuk itu, perlu peningkatan pemahaman tentang HIV/AIDS serta pencegahan dan penanganan semua pihak terkait sehingga penanggulangan HIV/AIDS dapat lebih efektif, efisien, dan tepat sasaran.Nationally, Indonesia anticipated HIV/AIDS epidemic, but the number of cases of HIV/AIDS in Bali province from year to year showed an increase in the increasingly alarming. This study aimed to determine the number of cases and the development of policies on HIV / AIDS in Denpasar. This research was conducted using qualitative methods in Denpasar on 11-17 September 2011. The study sample was selected using the informant is head of planning, Denpasar District health officers, the director of the hospital, health center, chairman of the commission on AIDS in the district/city and observer of HIV / AIDS, including people living with HIV. The study found the number of cases of HIV / AIDS in the city of Denpasar is the highest and greatest transmission through sexual intercourse. However, the support of local governments in efforts to prevent and control HIV/AIDS looks not maximized. In fact the policy of HIV/AIDS is largely determined by the government perspective on HIV / AIDS. To that end, should be an increased understanding of HIV/AIDS as well as prevention and treatment of all parties concerned. So that HIV/ AIDS can be more effective, efficient, and targeted.

HIV / AIDS cases in Indonesia continue to increase and have spread to all provinces in Indonesia. As the province with the highest number of HIV cases, DKI Jakarta through the Provincial AIDS Commission (KPAP) seeks to prevent the increase of HIV / AIDS cases through collaborative governance between the Government, Non-Governmental Organizations (NGOs), and the public. This collaborative governance is reinforced through Governor Regulation No. 231 of 2015 concerning the Organization and Work Procedure of the Jakarta Capital City Provincial AIDS Commission and the DKI Jakarta Provincial Regulation Number 5 of 2008 concerning HIV and AIDS Prevention. This research was conducted to analyze the process of collaboration between the Government, NGOs and Communities in the DKI Jakarta Province. In addition, this study aimed to provide strategic recommendations for effective collaborative governance in the context of HIV / AIDS prevention in DKI Jakarta Province. This study used descriptive qualitative research methods that described the collaborative process of preventing HIV / AIDS in DKI Jakarta Province. Therefore, this study used a collaborative governance theory that focused on the collaborative process. Based on the research, it was known that collaborative governance has been established between KPAP, Health Office, NGOs, Working Groups (Pokja), and the Community. However, it was still not effective because of the lack of roles of working groups and NGOs that were still dependent on donor agencies in carrying out their activities.

The purpose of this research is to describe and analyze the implementation of Banyuwangi district Regulation no.5 2017, concerning of HIV/AIDS prevention and control for gay and trangender population. The research method used in this study is descriptive-qualitative. The research results on implementation of HIV/AIDS prevention and control for the gay and transgender population on Banyuwangi : First, the communication aspects carried out by the implementor actors have gone well and can carry out collaborative activities, Second, in terms of general resources, it is said to be sufficient, Third, the disposition aspect of the implementor has been very positive, and Four, the aspects of beurocratic structure, where the divison roles between implementing agencies are very clear. Furthermore, the driving factor of the implementation, is the existence of a good relationship between actors of implementor and a high sense of social concern for the problem of HIV/AIDS among individual implementers. The inhibiting factor is that there are still some members of the population from gay and transgender community, who are still difficult to be given directive and the delays in funding support by the government.

Increasing HIV/AIDS infection has made Banjarmasin City government increasingly worried, sothat the realization of policy implementation is needed to solve the problem. Because if the problem ofHIV/AIDs is allowed to have an impact on regional development, budgeting and also have an impact onpoverty. Based on these, this research is focused on the suitability of the program with the needs of thecommunity in implementing HIV/AIDS control policies. This study aims to describe, analyze and interpretmatters relating to the suitability of the program with the need to implement policies in an effort to controlHIV/AIDS in the city of Banjarmasin. The qualitative research method uses a descriptive approach based on apublic policy perspective. This study seeks to present the empirical facts of the Banjarmasin Citygovernment's naturalistic actions and reveal hidden values. So it is expected to illustrate the phenomenon ofthe implementation of government policies regarding the suitability of the program with the need to controlHIV/AIDS in the city of Banjarmasin. Based on the results of the study, it can be concluded that the suitabilityof the program with the needs in the Implementation of HIV/AIDS Control Policy in the city of Banjarmasinhas not run in accordance with the contents of the local regulations. Incompatibility of HIV/AIDS controlprograms with community needs in the city of Banjarmasin and the lack of stakeholder support andcoordination in efforts to control HIV/AIDS based on these findings and the suggestion of this research, it willhelp the Banjarmasin City Government take HIV/AIDS control policies that are oriented towards the needs ofthe people in Banjarmasin City. This research also aims to contribute to the public policy scientific literatureand individuals involved in controlling HIV/AIDS in the City of Banjarmasin.

Pemanfaatan teknologi informasi dapat membantu pemasaran produk Usaha Kecil Menengah (UKM) secara maksimal dengan memanfaatkan website dan akses internet untuk mengakses pasar dan mempromosikan produk. Sistem promosi produk UKM di Kabupaten Bengkalis dilakukan dengan cara konvensional yaitu promosi melalui kedai-kedai, di toko-toko/swalayan, ataupun berupa informasi melalui kerabat atau teman. Hal ini akan berpengaruh terhadap omset pada UKM. Selain itu sumber daya manusia dibidang TI masih sangat rendah. Penelitian ini bertujuan untuk membangun sistem informasi promosi produk berbasis web untuk meningkatkan promosi produk UKM di Kota Bengkalis. Informasi yang diberikan berupa informasi produk pada semua kategori, promosi produk-produk unggulan, dan promosi toko-toko yang berkaitan dengan produk yang dipromosikan. Abstract The ulitization of information techonology can help marketing Small Medium Enterprises (SMEs) products maximally by utilizing website and internet access to access market and promote product. SMEs product promotion system in Bengkalis Regency is done by conventional means of promotion through shops, in store or supermarkets or in the form of information through relatives or friends. This will affect the turnover of SMEs in addition, human resources in the information thecnology (IT) filed is still very low. This research aims to build a web based product information promotion system to improve the promotin of SMEs products of the city of Bengkalis. Information provided for the form of product information about all categories, promotion of superior products, and promotion of stores related to the product being promoted.

Pemerintah Kota Surabaya bersama Dinas Koperasi dan Usaha Mikro (Dinkopum) berupaya mengelola permasalahan PKL dengan membuat sentra PKL sebagai solusi atas permasalahan terganggunya keindahan kota, terhambatnya aktivitas pejalan kaki di trotoar, dan lalu lintas yang menjadi tidak lancar. Sejak pertama didirikannya hingga awal tahun 2020, program Sentra Wisata Kuliner (SWK) Urip Sumoharjo beberapa kali mendapati keadaan “mati suri”, yaitu menurunnya minat pembeli yang menyebabkan sepinya sentra. Tujuan dari penelitian ini untuk menggambarkan manajemen strategi program SWK Urip Sumoharjo oleh Dinas Koperasi dan Usaha Mikro Kota Surabaya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik dalam pengumpulan data melalui observasi dengan mewawancarai pihak Dinas dan PKL disertai dengan dokumentasi. Teknik analisis data dengan reduksi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Hasil penelitian menunjukkan bahwa SWK Urip Sumoharjo sebagai sentra wisata kuliner di Kota Surabaya yang dilakukan oleh Dinkopum, yaitu Menetapkan Misi dan Tujuan, Dinkopum meningkatkan kemampuan usaha mikro dalam mengembangkan sumber daya produktif melalui SWK Urip Sumoharjo; Ancaman dan Peluang, berpeluang menjadi sentra maju dengan promosi serta menemukan ancaman berupa tempat makan modern dan kepekaan pelanggan terhadap produk; Kekuatan dan Kelemahan, pemberian pendampingan & pelatihan serta sarana prasarana sebagai kekuatan yang dimilki Dinkopum dan kelemahannya yakni kualitas kuantitas SDM dan lokasi sentra; Mempertimbangkan Alternatif Strategi, dengan rencana peningkatan SDM; Memilih Strategi, dengan peningkatan kualitas SDM; Implementasi Strategi, dengan pendampingan dan pelatihan PKL; Evaluasi Strategi, Dinkopum belum mampu mengubah pola pikir PKL. Salah satu saran yang dapat diajukan adalah meningkatkan sosialisasi dan promosi SWK kepada masyarakat Surabaya. Kata kunci: Manajemen Strategi, Sentra Wisata Kuliner, PKL.   The Government of Surabaya with the Cooperative and Micro Business Office of Surabaya are trying to manage problems related to street vendors (PKL) by making 44 street vendors centra as a solution to problems with disruption of the beauty of the city, obstruction of pedestrian activity on sidewalks, and unstable traffic. Since it was first established until early 2020, the Culinary Tourism Center (SWK) program on Jalan Urip Sumoharjo has several times encountered a "suspended animation", which is a decline in buyer interest which has led to lonely centers. The purpose of this study is to describe the strategic management of the SWK Urip Sumoharjo program by the Surabaya City Department of Cooperatives and Micro Businesses. This study uses a qualitative approach with descriptive methods. Techniques in collecting data through observation by interviewing the department and street vendors accompanied by documentation. Data analysis techniques by, data reduction, data presentation, and drawing conclusions or verification. The results showed that SWK Urip Sumoharjo as a center for culinary tourism in the city of Surabaya carried out by Dinkopum, namely Setting Mision and Goals, Dinkopum increasing the ability of micro-businesses in developing productive resources through SWK Urip Sumoharjo; Researching Threats and Opportunities, having the opportunity to become a center forward with promotions and discovering threats in the form of modern eating places and customer sensitivity to products; Researching Strengths and Weaknesses, providing assistance & training as well as infrastructure as the strengths of Dinkopum and weaknesses, namely the quality of the quantity of human resources and the location of the center; Considering alternative strategies, with plans to increase human resources; Choosing a strategy, by improving the quality of human resources; Strategy Implementation, with PKL assistance and training; Strategy Evaluation, Dinkopum has not been able to change the mindset of street vendors. One of the suggestions that can be put forward is to increase the socialization and promotion of SWK to the people of Surabaya.
