In this essay I argue that the need to motivate bureaucrats to invest in high quality policy implementation alters the appeal of executive unilateralism. If executive orders are less durable than legislation, then the bureaucracy will have weaker incentives to invest in policymaking. This affects presidents’ willingness to compromise and work with Congress to pass legislation, rather than pursue unilateral action. Unilateralism becomes less attractive as bureaucratic capacity increases and as the relative durability of executive orders decreases. I formalize this logic in a simple formal model and discuss fruitful extensions for future work.

Background/Context School leaders are central to state and district human-capital reforms (HCRs), yet they are rarely equipped with the skills to implement new evaluation, professional development, and personnel data systems. Although districts increasingly offer principals coaching and training, there has been limited empirical work on how these supports influence principals’ HCR-related practices. Purpose Drawing on a two-year, mixed-methods study in the Los Angeles Unified School District (LAUSD), this article examines the role of principal supervisors in HCRs. We ask: What role did principal supervisors (Instructional Directors [IDs]) play in the implementation of human-capital reforms? What did high-quality coaching on the part of IDs look like in this context? Research Design Our two-part analysis draws upon survey and interview data. First, we conducted descriptive analyses and significance testing using principal and ID survey data to examine the correlations among principals’ ratings of ID coaching quality, ID coaching practices, and principals’ implementation of HCRs. Second, we conducted in-depth interviews, using a think-aloud protocol, with two sets of IDs—those consistently highly-rated and those with mixed ratings—who were identified using principals’ reports of coaching quality. Following interview coding, we created various case-ordered metamatrix displays to analyze our qualitative data in order to identify patterns in coaching strategy and approach across IDs, content, and contexts. Findings First, our survey data indicate that receiving high-quality coaching from IDs is correlated with stronger principal support for and implementation of HCRs. Our survey findings further illustrate that IDs support a wide range of principals’ HCR activities. Second, our think-aloud interviews with case IDs demonstrate that coaching strategy and approach vary between consistently highly-rated and mixed-rated coaches: Consistently highly-rated IDs emphasize the importance of engaging in, or defining HCR problems as, joint work alongside principals, while mixed-rated IDs often emphasize the use of tools to guide principal improvement. We find that, on the whole, the consistently highly-rated IDs in our sample employ a nondirective approach to coaching more often than mixed-rated coaches. Conclusions These findings contribute to a growing literature on the crucial role of principal supervisors as coaches to improve principals’ instructional leadership and policy implementation. While exploratory, this study offers the first steps toward building greater evidence of the connections between high-quality coaching and policy implementation, and it may have implications for the design and implementation of professional development for principal supervisors and the selection and placement of supervisors with principals.

Constitutions and constitutional constructs offer executives a repository of fuzzy sources of power which enable unilateral action. This chapter focuses on one of these forms: executive making of (semi)-formal unilateral measures. These orders and edicts have an important edge: on their face, they are ‘lawlike’, and seemingly carry the imprimatur of binding law, even when their legal status is fuzzy. The chapter uses comparative methodology in order to show the strong similarity between such measures as they emerged and continue to be applied in the two systems compared in this book. Orders in Council, Executive Orders and the like, such as the ones brought before the courts in Bancoult and Youngstown, have been at the focus of extensive study; yet to date, such measures, issued in both systems, have never been conjointly discussed. This chapter offers the first comparative analysis. This novel comparative exercise leads to the discovery of a surprising convergence—surprising, if attention is focused on structural regime elements. The findings support two of the main themes advanced in this book: that the emergence and retention of fuzzy legality is an unavoidable feature of the state, despite the ingrained danger it poses to the proper functioning of democracies. A third theme, concerned with the need to constrain fuzziness by robust judicial oversight, is addressed in the last chapter of this book. This chapter also offers new insights on the unclear distinction between constitutional- and statute-derived fuzziness, again, a feature shared by both systems.

This chapter presents a new data set of more than two hundred executive orders never signed by the president. However that is interpreted — as good management or as gridlock — something that could have been done “with the stroke of a pen” was not. Here, too, quantitative and archival analysis pair to help us understand why. The results highlight the fact that unilateral action has costs, which at some point outweigh the benefits. Those costs may be rung up in Congress, or the courts, or by public opinion. But as the exploration here shows, they may also be imposed by the executive branch.

Introducing methodologies that promote innovation and continuous improvement in organizations is no longer optional; therefore, organizations are increasingly using methodologies based on Lean principles. Among them, the 6S tool stands out from the rest, commonly used to establish and maintain a high-quality environment, which it has capacity for due to its status as a kaizen process. Thus, this research seeks to evaluate the relationship between Corporate Social Responsibility and the Lean 6S tool and, in the end, create synergies between them in order to enhance the 6S tool’s capabilities. To achieve this, a literature review and analysis of Lean 6S and CSR were performed, and a survey was also proposed to further the understanding of the relationship. With the analyzed sample, it can be confirmed that a relationship exists between the level of implementation of Lean tools and the level of development of CSR policies; therefore, companies that have implemented Lean tools such as 6S are organizations concerned with sustainability, and the hypothesis that organizations that apply Lean also have a high implementation of CSR is validated. Future work should further develop this relationship so that sustainability is no longer considered as implicit in the application of Lean tools but rather as part of them. This research proposes to develop the 6S tool toward the 7S tool to facilitate the inclusion of a CSR policy in a procedural and simple way.

The basic idea of artificial intelligence and machine learning is that machines have the talent to learn from data, previous experience, and perform the work in future consequences. In the era of the digitalized world which holds big data has long-established machine learning methods consistently with requisite high-quality computational resources in numerous useful and realistic tasks. At the same time, quantum machine learning methods work exponentially faster than their counterparts by making use of quantum mechanics. Through taking advantage of quantum effects such as interference or entanglement, quantum computers can proficiently explain selected issues that are supposed to be tough for traditional machines. Quantum computing is unexpectedly related to that of kernel methods in machine learning. Hence, this chapter provides quantum computation, advance of QML techniques, QML kernel space and optimization, and future work of QML.

Background: Most of the patients with end-stage kidney failure are treated with dialysis. Jurisdictions around the world are actively promoting peritoneal dialysis (PD) because it is equivalent to hemodialysis in terms of clinical outcomes, but is less costly. Unfortunately, PD penetration remains low. Objectives: The Starting dialysis on Time, At Home, on the Right Therapy (START) Project had 2 overarching goals: (1) to provide information that would help programs increase the safe and effective use of PD, and (2) to reduce inappropriate, early initiation of dialysis in patients with kidney failure. In this article, we focus on the first objective and describe the rationale for START and the methods employed. Design: The START Project was a comprehensive, province-wide quality improvement intervention. Setting: The START project was implemented in both Alberta Kidney Care (AKC)-South and AKC-North, including all 7 renal programs in the province. Patients: The project included all patients who commenced maintenance dialysis between October 1, 2015, and March 31, 2018, in Alberta, Canada who met our inclusion criteria. Measurements: We reported baseline characteristics of incident dialysis patients overall, and by site. Our key performance indicator was the proportion of patients who received PD for any period of time within 180 days of the first dialysis treatment. Reports also included detailed metrics pertaining to the 6 steps in the process of modality selection and we had the capacity to provide more granular data on an as-needed basis. To understand loss of PD patients, we reported the numbers of incident patients who recovered kidney function, experienced technique failure, received a transplant, were lost to follow-up, transferred to another program, or died. Methods: START provided dialysis programs with a conceptual framework for understanding the drivers of PD utilization. High-quality, detailed data were collected using a tool that was custom-built for this purpose, and were mapped to steps in the process of care that drove the outcomes of interest. This allowed sites to identify gaps in care, develop action plans, and implement local interventions to address them. The process was supported by an Innovation Learning Collaborative consisting of 3 learning sessions that brought frontline staff together from across the province to share strategies and learnings. Ongoing data collection allowed teams to determine whether their interventions were effective at each subsequent learning session, and to revisit their interventions if required (the “Plan-Do-Study-Act Cycle”). Results: Future work will report on the impact of the START project on incident PD utilization at a provincial and regional level. Limitations: The time required to design and implement interventions in practice, as well as the need for multiple PDSA (Plan-Do-Study-Act) cycles to see results, meant that the true potential may not be realized during a relatively short intervention period. Change required buy-in and support from local and provincial leadership and frontline staff. In the absence of accountability for local performance, we relied on the goodwill of participating programs to use the information and resources provided to effect change. Finally, the burden of documentation and data collection for frontline staff was high at baseline. We anticipated that adding supplemental data collection would be difficult. Conclusions: The START project was a comprehensive, province-wide initiative to maximize the safe and effective use of PD in Alberta, Canada. It standardized the management of incident dialysis patients, leveraged high-quality data to facilitate the reporting of metrics mapped to steps in the process of care that drove incident PD utilization, and helped programs to identify gaps in care and target them for improvement. Future work will report on the impact of the program on incident utilization at the provincial and regional level.

High-quality policy analysis and advice is critical to good governance. Teaching public policy for the Australia and New Zealand School of Government (ANZSOG) provides a welcome opportunity to discuss challenges and opportunities for the public sector advisory system with experienced practitioners from Australia and New Zealand. Public sector advisers in many jurisdictions recognize the existence of competition for these services from others, leading to some reflection on the comparative advantage the public sector can bring to its role (Bardach, 2000; Weimer and Vining, 1999; Radin, 2000).

Research from Shogan (2007) and Lim (2008) on the executive branch proposes that the American presidency has adopted an anti-intellectual approach to leadership, such that there is a concerted rejection of thoughtful political discourse from the president. This has been reflected by what appears to be a relative decline in both the linguistic and substantive complexity of presidential rhetoric. Shogan’s (2007) work, while focused on examining whether Republicans are more apt to employ anti-intellectual leadership than Democrats, raises an additional topic worthy of empirical examination: the potential relationship between anti-intellectual leadership and unilateral action from the president. If anti-intellectual leadership is a defiant form of leadership that opts to publicly demonstrate the rejection of external expertise, the usage of anti-intellectual rhetoric from the president might be able to predict the usage of unilateral action. On the other hand, anti-intellectual rhetoric might be used as a straightforward and quick means to explain unilateral action, such that change in the level of unilateral action can predict the usage of simplistic rhetoric. Unfortunately, no one has yet to empirically test whether rhetorical simplicity predicts unilateral action, unilateral action predicts rhetorical simplicity, or there is a multi-directional relationship present. This project makes an initial attempt to remedy this gap in the literature. The project contrasts the monthly average simplicity level of the presidential weekly public address with the monthly number of executive orders emanating from the executive branch, using information spanning between February 1993 and May 2015. The initial findings from the vector autoregression and moving average representation analyses suggest that prior change in rhetorical simplicity predicts the usage of executive orders, and that an increase in rhetorical simplicity helps produce an increase in the number of executive orders offered by the president.

Their purpose is to carry out high-quality policy-relevant research and evaluation and to provide quality assurance and peer review on research. survey and policy work. In addition, policy advisory staff from portfolio-based policy teams in NZIS, IRS, OSH and LMPG also carry out and commission research projects. With respect to any potential research area we ask: is there a 'problem that needs fixing·, how can or do existing policies affect the 'problem'. and are there other policies that might be effective in achieving policy goals. This paper outlines the criteria for choosing research and evaluation projects, lists the priorities for 2001 and beyond.
