Представлена информация о создании Научно-образовательного центра «Инженерные коммунальные системы» Академии строительства и архитектуры Самарского государственного технического университета в ООО «Самарские коммунальные системы». Описан принцип взаимодействия при организации учебного процесса в Академии строительства и архитектуры по направлению «Строительство», профиль «Водоснабжение и водоотведение» (бакалавриат) и по направлению «Строительство», программы подготовки «Водоснабжение городов и промышленных предприятий», «Водоотведение и очистка сточных вод», «Совершенствование технологий очистки воды и обработки осадков» (магистратура). Приведена информация о целесообразности широкого внедрения в учебный процесс элемента индивидуального обучения. Научно-образовательные центры в системе вузовского обучения обеспечивают подготовку высококвалифицированных специалистов в области водоснабжения и водоотведения и повышают их конкурентную способность на рынке труда. Information on establishing the Research and Educational Center «Engineering Utility Systems» of the Academy of Civil Engineering and Architecture of the Samara State Technical University in «Samarskie Kommunal’nye Sistemy», LLC is presented. The principle of interaction in the organization of the educational process at the Academy of Civil Engineering and Architecture in «Civil Engineering» school, the profile «Water supply and wastewater disposal» (Bachelor's degree) and in «Civil Engineering» school, the training program «Water supply of cities and industrial enterprises», «Wastewater disposal and treatment», «Improvement of technologies for water purification and sludge treatment» (Master's degree). The information on the expediency of widespread introduction of the individual training element into the educational process is presented. Research and educational centers in the higher education system provide for training of highly qualified specialists in the field of water supply and wastewater disposal, and increasing their competitiveness in the labor market.

The article highlights the main stages of formation and development of the Department of Water Supply, Sewerage and Hydraulics of the Kharkiv National University of Civil Engineering and Architecture (then Kharkiv Civil Engineering Institute). At the beginning of its founding it was called as "Water Supply, Sewerage and Sanitation". ‘ The information on the heads of the department is given. Famous graduates are mentioned, who later became famous scientists, production organizers, managers of utilities and construction companies. It is noted that during the existence of the department its employees have published a significant number of works of scientific and scientific-methodical nature, including monographs and textbooks, received copyright certificates and patents of Ukraine and other countries. It is emphasized that during all the years the training of young specialists at the department was carried out not only for our country, but also for more than 30 countries. Currently, students are trained at the first (bachelor's) and second (master's) levels by highly qualified scientists and specialists with many years of pedagogical, scientific and industrial experience in specialties 192 "Construction and Civil Engineering" professional direction "Water Supply and Sewerage" and 194 "Hydraulic Construction, water engineering and water technologies". Moreover, close partnership with the leading enterprises in Kharkiv had provided an opportunity to open department branches, which helps to practice for students at a high level. The main directions of scientific activity, which are embodied in the implementation of state budget and economic-contractual works, are shown. At the same time, significant work is carried out at the department for the training of highly qualified specialists, which allows the staff of the department to maintain the optimal composition of experience and youth. An important component of the department is international cooperation with universities and scientific or industrial enterprises in other countries. Perspective ways of the department for future are shown.

The article reviews the main reasons for the growth of the role of a «foreign language» discipline within the framework of non-linguistic specialties as part of the process of gradual reformation of the higher education system in Ukraine. The author addresses the search for effective concepts for the integration of professional training and teaching foreign languages for future highly qualified specialists in non-linguistic universities, which are reflected in strategic government documents. The main innovative methods of teaching a foreign language, conditions for their effective application in the educational process of higher educational institutions along with their teaching and educational potential are analyzed. Amongst the innovative methods of teaching students a foreign language, the author highlighted the following: training modules that ensure the development of the fluency of students' speech, as well as their confident communication in a foreign language; case technologies that make it possible to use practical life situations for learning; binary classes allowing the integration of subjects, interest and students` motivation. Educators and students have the opportunity to use the Internet and computer technology to increase the efficiency of the process of learning foreign languages in university courses. A great tool for learning foreign languages are mobile applications and Internet platforms that use authentic materials. Students and teachers have access to audio and video materials created by native speakers who are also teachers. Mobile applications allow you to independently create test tasks, surveys and a variety of games and involve a large number of students.

The article describes the individual components of higher education in the Tula region. The questions concerning the role of the state in the formation of the general educational vector and the degree of its influence on the training of highly qualified personnel are considered. The analysis of some statistical data characterizing the higher education system of the Tula region is carried out. The article proves the relationship between the higher education system and the prospects for the development of the labor market in the Tula region. The limitations that may affect the nature of interaction between market structures and the education system are identified. The prospects of interaction between educational and market structures for the formation of competitive labor resources in the cancers of the Tula region are formulated.

The current state of the higher education system in Ukraine is studied on the example of higher education institutions (HEIs). It is established that the effectiveness of the educational process is manifested in the level of training of a highly qualified specialist, who is competitive in the labor market. The dynamics of the number of applicants for higher education in Ukraine and the unemployment rate is analyzed; the relationship between these indicators is established. The main reasons for the mismatch of the level of educational services of educational institutions to the needs of employers are determined, which are due to inadequate funding of the education system, and, as a consequence, the low level of knowledge of graduates, which does not meet the real needs of today. It is established that the main reason for underfunding of the education system is the dominance of local budgets in expenditures for the needs of educators and lack of funds for implementation of educational programs, as well as non-fulfillment in full of state obligations in this area as a whole. The essence and features of the dual form of education are revealed, the substantive difference between traditional and dual forms of education is reflected, which consists in the fact that they have completely different planes of common interests. The relevance of the latter is substantiated taking into account current trends in the labor market and the adaptation of the domestic education system to the requirements of the European Union. The expediency of introducing dual education in the Free Economic Zone as a form of cooperation between educational and scientific institutions, production and business, and also an integral part of the formation of a highly qualified specialist, is substantiated. The main mutual benefits of the participants of the dual form of education and the forms of their participation in the educational process are listed. The effectiveness of the dual form of higher education has been proved on the example of Vinnytsia National Agrarian University, which is a co-founder of the All-Ukrainian Scientific-Educational Consortium. The importance of the principle of student-centeredness as a key factor in the effectiveness of the education system as a whole is substantiated.

Social pedagogue – a specialist in the field of educa-tion who carries out professional activities in educa-tional institutions and social protection of the popula-tion. The child development and positive socialization are the targets in the implementation of social peda-gogue job functions, among which is one of the main socio-pedagogical support of students in the process of acquisition and internalization of social norms, behav-ior patterns, values of modern society. The implementa-tion of the principles of the competence approach in the higher education system involves the activation of ef-forts, coordination of the requirements and interests of subjects of educational relations in the context of ongo-ing changes. Among the main subjects of educational relations, we can distinguish the state, which acts as a regulator of the development and modernization of edu-cation, which is a social customer in relation to the re-sults of education and training; the professional com-munity, which expects competitive highly qualified per-sonnel in the labor market; the teaching staff of the University that implements the tasks of training special-ists; students and the parent community as consumers of educational services. The result of interaction between the subjects of the educational process is educational and professional standards that are the basis for de-signing the main professional educational programs of higher education and are designed to ensure the unity of the educational environment in a rapidly changing social environment. The purpose of this article is to present the results of the analysis of educational programs for students – social teachers depending on the requirements of professional and educational standards, as well as factors that char-acterize the instability of the modern social environ-ment, which creates new problems in the socialization of children.

World War II posed new and complex challenges for the higher education system. It was necessary not only to preserve the system of training personnel for the national economy of the USSR, but also to focus on the development of the new materials necessary for the front and the rear. Ivanovo Chemical Technology Institute (ICTI) took a worthy place in this process. This article is devoted to the activities of the ICTI in 1941–1943, its role in the training personnel for the chemical plants, in the development of the dyes for the textile industry, in the manufacture of Molotov cocktails in the most difficult military conditions in the fall of 1941, etc. In addition, we examine the problems of the organising the educational process, the participation of the students in the procurement of fuel, the harvesting, the work at industrial enterprises. The information presented in the article about the labour heroism of the students and the scientists of the institute, strengthens the general knowledge about the contribution of the ICTI to meeting the needs of the front and the rear in 1941–1943. In the article we use the documents of State Archive of Ivanovo Region, introduced into scientific circulation for the first time, which gives it a special novelty, as well as sources of personal origin, which are the memories of the students of the ICTI during the war years which make it the most interesting to read.

The article is devoted to the problems of national security of the Republic of Belarus, the challenges and threats for which are generated by informatization and the transition to a risk economy are fundamentally new. The epistemological crisis of Belarusian science, intensifying against the backdrop of the paradigm crisis of economic science as a whole, poses a serious potential threat to national security. The trend of atomization of threats to national security, blurring the line between the economic security of Belarus and the economic security of industrial enterprises, strengthens the need for highly qualified specialists in the field of economic security of economic entities. A systematic approach to ensuring economic security cannot be fully implemented without the training of civil engineering and economic specialists with competencies that include design, economic, technical, technological, organizational and managerial, information and analytical components.

The study is based on the realities of the state and prospects for the development of the national higher education system during the period of active integration processes into the European Higher Education Space and the European Research Space. The analysis of the following aspects is carried out: the current state of the Ukrainian education system, the actions of the Ministry of Education and Science of Ukraine to develop cooperation with international organizations in various areas, in particular, to promote innovation and entrepreneurship in Ukraine, which is especially relevant for the industrial region - Zaporizhzhia region, which concentrates such strategic sectors of the Ukrainian economy as metallurgy, mechanical engineering, electricity. It is emphasized that the legislation of Ukraine on education sets such a goal - development, effective functioning of the education quality assurance system in Ukraine, implementation of a constant and consistent process of improving the quality of education and it is noted that the development strategy of Zaporizhzhia National University (hereinafter ZNU) is to develop and consolidate leading positions aimed at training highly qualified specialists, development of scientific research, increasing the role of the innovative component in the activities of ZNU and its integration into the European and world educational space. It is proved that the restructuring of higher education institutions in Ukraine helps to increase the efficiency of their operation. The changes that took place in the process of joining the Zaporizhzhia State Academy of Engineering (hereinafter ZSIA) to ZNU and as a result of the creation of a structural unit - Engineering Educational and Scientific Institute (hereinafter EESI), which has a non-faculty structure and consists of fifteen departments of different areas of training, are analyzed. The article substantiates the strategic advantages of the project of joining ZSIA to ZNU, which made it possible to diversify the educational programs of Bachelors and Masters educational levels in economics and management with the aim of curricula modern updating and further training of highly qualified specialists for industrial regions, in particular for industrial enterprises, in the fields of mechanical engineering, electric power and small and medium-sized businesses serving "large" industrial enterprises in the region. The results of work on improving the quality of higher education in EESI ZNU in the areas of non-formal and informal education, academic mobility, dual education, creating unique learning conditions for privileged categories of students and students with special needs, further integration of economic and managerial education in engineering education are analyzed.

The author of this article has been researching Shamanism of Siberian people over 20 years, and has been teaching religious studies in the higher education system for the last 5 years. When she had a chance to visit Okinawa as the researcher in 2010, the Japanese colleagues advised her to make the individual research project. Its purpose was comparison of Siberian Shamanism with Okinawan one, detection of similarities and distinctions between them. In order to realize it the author chose the Tuvan variant of Siberian Shamanism as an object of comparison that is familiar to her not only as the researcher, but also as this culture-bearer. The trip to Okinawa can be carried to a scientif c tourism since during travel the author actively observed, carried out research works, interviewed local people and regularly kept diary. The target of trip was collecting of f eld work data that was processed, comprehended and used subsequently by the author in the scientif c and educational purposes. The author’s article shares her own experience, which has two posing — a research tourist and a lecturer of religious studiy.The similarities and distinctions between Tuvan and Okinawa Shamanism are studied. The basic attention is given to a social role of the shaman in the Tuvan and the Okinawan societies, display of «shaman illness», ceremonial practice, persecutions on shamans in Tuva and on Okinawa in dif erent periods.This material provide the basis for the author`s course on comparative religious study.
