AbstractThe framework for cadaver surgical training (CST) in Japan was established in 2012, based on the “Guidelines for Cadaver Dissection in Education and Research of Clinical Medicine” of the Japan Surgical Society (JSS) and the Japanese Association of Anatomists. Subsequently, the Ministry of Health, Labor and Welfare allocated funding from its budget for CST. By 2019, CST was being practiced in 33 medical schools and universities. Currently, the CST Promotion Committee of the JSS reviews each CST report submitted by medical schools and universities and provides guidance based on professional autonomy. This paper outlines the history of CST in Japan and presents a plan for its future. To sustain and oversee CST implementation, an operating organization, funded by stakeholders, such as government agencies, academic societies, and private companies, is needed.

The article examines the essence, significance and features of marketing of tourism services, outlines its role and significance for tour operating enterprises, identifies the main trends in the development of the national tourism market. The authors have developed and substantiated theoretical and methodological approaches to the formation and development of the conception of marketing in the market of tourism services. The analysis and assessment of the activity of tourism organizations in Ukraine are carried out, the factors of efficiency of marketing strategy of tourism enterprises are researched. The marketing model of management of tourism enterprises is proposed. Approaches to the formation of tourism services on the basis of marketing are defined, strategic directions of development of the tour operating organization on the basis of marketing approaches in the domestic and world tourism markets are offered. Recommendations for the use of the conception of targeted marketing and development of product strategies have been elaborated. The conceptual bases of marketing activity in the market of tourism services are suggested, the special role is defined and advantages of its realization taking into account transformation of socioeconomic relations, branch features of the modern tourism market and complex character of a tourism product are shown. The functional directions of marketing development in the market of tourism services and instruments of their practical realization are presented. The proposed approach provides freedom in the choice of commercial tools of an expanded set of marketing activities, which are a strategic resource to increase competitiveness, which stimulates consumer demand, increases commercial efficiency and overall effectivity of tourism services.

The service system for managing the life cycle of locomotives faces the problem of obtaining objective information about the technical condition of the locomotive and its operation. Designers of equipment and the locomotive as a whole, locomotive-building plants, service companies, locomotive repair plants and the operating organization have their own information systems that are not connected to each other. It is proposed to create a cross-platform management system for the locomotive life cycle database with the collection of information from all information systems at all stages of the locomotive life cycle with the appropriate management organization, which is described in the article. Information about the structure of the locomotive equipment, possible suppliers and maintenance regulations (MRO) is formed at the design stage. Information on the numbers and suppliers of installed equipment and test results is generated at the stage of locomotive manufacturing. In operation, the mileage of the locomotive, the ton-kilometer work, and, if possible, the electricity consumption are recorded. The MRO system registers the types and volumes of work, their duration and cost, and the spare parts and materials used. Equipment replacement is also registered. Separately, the reasons for failures and super-cycle work are analyzed. As a result, the database is formed for multi-factor analysis of the reasons for the low reliability of locomotives, the high cost of the life cycle. Corrective measures are being developed.

The energy obtained at nuclear power plants is considered environmentally friendly, so an increase in the number of nuclear power plants is inevitable both in Russia and abroad. But the memory of accidents and incidents at nuclear power plants, their causes and destructive consequences should force all responsible participants in the process to follow the basic principles of defense in depth and safety culture. Analysis of the factors considered in the article indicates that the approach to the implementation of the principle of safety culture on the part of officials of the State Atomic Energy Corporation Rosatom and the world's second operating organization, Rosenergoatom Concern JSC, is subject to emasculation to the greatest extent. This indicates that the lessons of past accidents at nuclear power plants are not fully absorbed in the nuclear industry of the Russian Federation and the existing bureaucratic nihilism in relation to the fulfillment of the requirements of federal norms and rules requires urgent overcoming.

A research nuclear facility, the Neutron Source Based on the Subcritical Assembly Driven by a Linear Electron Accelerator (Neutron Source), is under commissioning in the National Scientific Center “Kharkiv Institute of Physics and Technology” (NSC KIPT), Ukraine, as an international collaborative project of NSC KIPT and the Argonne National Laboratory (ANL), USA. The Neutron Source is intended to study subcritical systems and generate neutrons to be used in applied and fundamental research in physics, chemistry, biology, and medicine. The construction of a state-of-art nuclear research facility is a challenge for both the operating organization (NSC KIPT) and the regulatory authority (SNRIU). NSC KIPT faced the technical challenges caused by the unique design features of the facility. SNRIU faced the two major challenges: no regulations to govern nuclear and radiation safety; no experience in licensing such a type of facility. This paper discusses aspects related to the challenges and solutions in licensing of the Neutron Source, including development of the regulatory and legal framework on nuclear and radiation safety, review of the safety justification documents for the new nuclear subcritical facility and verification calculations.

New state-of-the-art regulatory document has been developed and implemented in Ukraine to present requirements for seismic hazard assessment of nuclear power plant (NPP) sites and seismic resistance of nuclear power units taking into account lessons learnt from the accident at Fukushima-1 NPP. One of the new important regulatory requirements in this document is the extension of the list of mandatory load combinations, which should be considered in assessing seismic resistance of unit components. Advantages and disadvantages of the algorithm proposed by the operating organization to determine the necessity to consider some load combinations in assessing the seismic resistance of pipelines and thermomechanical equipment based on previously performed seismic strength calculations have been analyzed in the paper. The pipelines as well as the thermomechanical equipment of Zaporizhzhya NPP Unit 3, for which seismic strength evaluation was calculated, have been considered. The results of expert seismic calculations of YP13S02 valve of ZNPP-1 and ZNPP-3 have been provided. The paper presents the comparative analysis of the floor response spectra for the lower, middle and high elevations of ZNPP-3 containment with the corresponding floor response spectra of other Ukrainian NPPs and conclusions. The possibility for disseminating results obtained by the operating organization for ZNPP-3 to other units of the Ukrainian NPPs has been analyzed.

As a new type of green bus, the pure electric bus has obvious advantages in energy consumption and emission reduction compared with the traditional fuel bus. However, the pure electric bus has a mileage range constraint and the amount of charging infrastructure cannot meet the demand, which makes the scheduling of the electric bus driving plans more complicated. Meanwhile, many routes are operated with mixing pure electric buses and traditional fuel buses. As mentioned above, we focus on the operating organization problem with the multi-type bus (pure electric buses and traditional fuel buses), aiming to provide guidance for future application of electric buses. We take minimizing the energy consumption of vehicles, the waiting and traveling time of passengers as the objectives, while considering the constraints of vehicle full load limitation, minimal departure interval, mileage range and charging time window. The energy consumption based multi-type bus operating organization model was formulated, along with the heuristic algorithm to solve it. Then, a case study in Beijing was performed. The results showed that, the optimal mixing ratio of electric bus and fuel bus vary according to the variation of passenger flow. In general, each fuel bus could be replaced by two pure electric buses. Moreover, in the transition process of energy structure in public transport, the vehicle scale keeps increasing. The parking yard capacity and the amount of charging facilities are supposed to be further expanded.

There has been a steady growth of interest in the technology of small modular reactors (SMR) in the world recently. SMRs are considered as a promising area for the further development of nuclear industry. The paper defines the term “small modular reactor”, presents the scope, potential advantages and disadvantages of SMR. A review was made and a classification of SMR projects was proposed depending on the novelty of their technical solutions. The paper presents an enlarged comparative analysis of individual SMR technical solutions (based on the example of Holtec International SMR-160) with operating Ukrainian NPPs to identify peculiarities of SMR that should be addressed in licensing. Certain specific design solutions of SMR-160 are correlated with defense-in-depth levels. The approaches and condition for licensing SMR designs in the international practice are analyzed. The paper identifies problematic aspects with regard to regulatory framework and confirmation of the efficiency of SMR design solutions, as well as formulates proposals and recommendations for the first steps to ensure the licensing process in response to the initiative of the operating organization Energoatom.

The conditions of insurance of civil liability for causing damage as a result of an accident of a hydraulic structure, stipulated by the legislation of the Russian Federation on compulsory insurance of civil liability of the owner of a hazardous object, do not fully comply with the requirements of the legislation of the Russian Federation on the safety of hydraulic structures. For example, the size of insurance sums is established regardless of the amount of financial security of civil liability, which the owner of a hydraulic structure or operating organization must have (the construction is in state ownership). Some insurance companies are taking steps to develop their own rules for assessing the risk of accidents and the size of the harm caused. It does not take into account the fact that such industry-specific methods for determining the amount of probable harm to hydraulic structures for various purposes exist and are used for a long time. This article discusses the implementation of the compulsory insurance procedure in relation to navigable hydraulic structures, which refer to the objects of state ownership. The results of the author’s comparative analysis of certain provisions of the legislation of the Russian Federation on the safety of hydraulic structures and compulsory insurance of civil liability of the owner of a hazardous object, as well as the data of operating organizations indicate the presence of a number of inconsistencies and the need for their settlement.

In Ukraine the activities aimed at prevention of radioactive accidents are conducted on a high level. Among these, a system of preparedness and emergency response is of great importance. This work describes the experience of collaboration of central executive authorities, functional and territorial subsystems of general state civil protection system and operating organizations within the framework of the system of preparedness and emergency response to radiation and nuclear accidents. This is done for popularization and using of this experience in other spheres of man-made safety. An important aspect of management of radiation emergencies is the ability to respond immediately and adequately, that is, emergency response. This requires is to identify the response strategy in accordance with the dynamic of the situation, namely: needs in organizing protective measures, actions for protection the population and emergency personnel, using of all available information for the assessment of radiation situation. Emergency Response is defined by IAEA as implementation of measures aimed at reducing the disaster consequences for human health and safety and environment. It can also provide the basis for renovation of normal social and economic activity. Accidents with radioactive sources or materials are a broad category, including a source found or radioactive material, contaminated areas or objects, unprotected sources, accidents in laboratories, on industrial or scientific facilities, as well as transport accidents. In case of nuclear or radiation emergency on the operating nuclear stations of Ukraine, central and local authorities should, in accordance with the local legislation, make decisions and act based on the existing institutional and territorial plans, taking into consideration the recommendations of IAEA and operating organization, as well as regulations of other responsible institutions. The data of analysis identified that priority and prospective tasks of functioning and development of the system of Emergency preparedness and response to radiation accidents in Ukraine are prevention and liquidation of nuclear and/or radiation accidents.
