Goal. To reveal the peculiarities of forming the prospects of tourism development within tourist attractable cities, including in balneological areas. Results. The perspectives of such territories for such kind of tourist activity are shown, because they are characterized by the placement within the relatively satisfactory state of forest landscapes, accessibility for any groups of tourists, developed infrastructure and, at the same time, the presence of environmental problems that often require urgent solution. Thus, it is a territory where there are prerequisites for obtaining aesthetic preferences, cognitive bases, and ecologically oriented knowledge during the implementation of tourist routes. The scientific novelty consists in the development of theoretical and methodological and methodological principles of distinguishing tourist regions as objects of research, revealing their specific features and regularities of functioning. Practical significance consists in theoretical and methodological substantiation of mechanisms of formation and implementation of the strategy of tourism development within cities.

Article deals with actual issues of modern law-making in financial (budgetary) control in the Russian Federation. The author highlights unsystematic character of regularization of relations developing in the field of financial (budgetary) control, and distinctive inadequacy of its development. The author formulates specific offerings for maximizing productivity of control actions in the financial sphere. The legal and legislative systems cannot be characterized as identical. There are distinctions and discrepancies between these systems, which allow speaking more in detail about their relative independence. In a general way these distinctions can be classified as follows: volumes are not the same; different ratio of objective and subjective; diverse backbone factors; different level of structural orderliness and integrity (the legal system is self-organizing); various ratio of static and dynamic properties (the legislation system is less steady than legal system); regularities of functioning and development of these systems also differ. In other cases, reverse situation takes place, when the set of relevant rules of law exists, but there is no the branch of law. For example, the financial law, the right to social insurance, agricultural law and others can be classified as such branches. These branches of law have no codification act, while legislative and other laws and regulations that need unification of legal regulation in this area are scattered in other codification acts, which unify the rules of law specific legal sub-sectors (for example, Budget Code of the Russian Federation, Tax Code of the Russian Federation).

The article is devoted to the analysis of complex regularities in the functioning of a dy-namic system «Automotive engine – load» methods of computational experiment. The object of the study was considered a GAZ-3110 with the engine ZMZ-4062. As a result of computational experiments, the regularities of the influence of the road conditions and transmission parameters on the dynamics of acceleration and fuel consumption of the car were established.

The global financial and economic crisis that began in 2007 in the United States, the main center of capitalist accumulation from the second half of the 20th-early 21st centuries, once again pointed out to the academic community on the continuing relevance of the research of the cycle/crisis tendencies of development of the now globalized capitalism. In addition to the scientific and educational tasks of the exploring of this topic there is an urgent challenge to design a theoretical model of efficient management systems (including anti-crisis management) for the global economy. Such a model will form the basis on which the new system should be established and become virtually operational. To build such a model we have to primarily identify the regularities of functioning and development of the global economy, as well as those of its variables should be affected within the simulated regulatory system.
