Abstract The Social Assistance Program for Persons with Severe Disabilities (ASPDB) is a form of state responsibility in fulfilling the rights of persons with disabilities and the embodiment of government social protection for its citizens. The target group of the ASPD program are people with severe disabilities who are unable to carry out activities to fulfill their daily lives so they need help from others. Measurement of effectiveness criteria is based on three main objectives of implementing the ASPDB program, namely: First, the fulfillment of the basic needs of life and daily care for persons with severe disabilities (clothing, food, clean water, daily care) so that their welfare level can be met fairly. Second, the growing concern of families and communities in providing social care and guidance for persons with severe disabilities. Third, growing efforts to fulfill the rights of persons with severe disabilities. Broadly speaking, the effectiveness of the implementation of the ASPDB program in Bandar Lampung has been well implemented. Families of persons with disabilities, which are the main milestones for the growth and development of persons with disabilities, have skills in caring for and looking after persons with disabilities. The community in the neighborhood where persons with disabilities live also do not discriminate against the existence of persons with disabilities so that persons with disabilities can play and interact with the community. Indonesia is an archipelagic country, of course, with the many islands owned by the Indonesian people, Indonesia is rich in natural resources and also rich in ethnic, religious and cultural diversity. Wealth, in turn, has an impact on the emergence of threats in people's lives in the form of conflicts and if this continues, it is one of the signs that Indonesian nationalism, especially in Bandung, is experiencing a threat and of course it will have an impact on security. This study uses an attitude theory approach, nationalism theory and security. This research method is quantitative with a questionnaire measuring instrument that is prepared based on research indicators sourced from research variables. The data analysis used simple linear regression analysis with the result that there was an influence of youth nationalism attitudes towards security with a contribution of 44%. From these results it can be concluded that there is indeed an effect of nationalism on security where the lower the attitude of nationalism, the lower the security in the city of Bandung, and vice versa.

In carrying out government functions, local governments are still faced with limited resources, both institutional and personnel. This paper will answer questions about what public policy issues are developing in government institutions (in this case, the extension agency in Pesawaran District) as well as what alternative policy recommendations should be done to address various policy issues in the future. The choice of government institutions in the agricultural sector (including fisheries and forestry) which is supported by two main arguments is not only one of the obligatory functions of the regional government, but also because this sector has proven to be reliable in facing the economic crisis because of the basic livelihoods of the inhabitants of Pesawaran District. Policy research was chosen as the type of research using the interview method and documentation study to obtain primary and secondary data. The results showed that the strategic issues of the institutions in Pesawaran District in general consisted of seven aspects, namely the institutional aspects of extension workers and farmer groups, the quality aspects of the extension workers, the aspects of farmers, the aspects of cooperation, the aspects of infrastructure, the aspects of the implementation of extension, and the aspects of financing. The directives focus mainly on institutional extension workers with the main program for institutional improvement which is compiled on the basis of three references (sources), namely normative sources, regulatory sources, and participatory sources.
