THE PROBLEM OF BURIAL ORGANIZATION AND HONORING THE MEMORY OF UNR SOLDIERS IN POLAND IN 1989–2005

After 1989, the change of the political system in Poland from a totalitarian to a democratic one allowed the Ukrainian national minority in Poland to develop its own national life. In addition to cultural and political activities, people became interested in their own history, and the process of reviving their own historical memory began. One of its elements was the problem of honoring the memory of people important to the Ukrainian nation who were buried in what is now Poland. Among the burials were the graves of UPR soldiers who found themselves in Poland and died as a result of the Polish-Bolshevik war of 1920. Under the Polish People’s Republic, their graves were both intentionally and unintentionally abandoned, and the then authorities did not agree to restore them. Such an opportunity arose only after 1989, but even here the Ukrainian community met with resistance from some representatives of central and local authorities. However, several cemeteries and buildings dedicated to UPR soldiers, Poland’s allies in the war with Bolshevik Russia, were tidied up and renovated.Key words: Poland, Ukraine, UPR, Ukrainian military cemeteries, commemoration. Крім культурної та політичної діяльності, люди зацікавилися власною історією, розпочався процес відродження власної історичної пам’яті. Одним з її елементів була проблема вшанування пам’яті людей, важливих для української нації, котрі були поховані на території нинішньої Польщі. Серед поховань були могили воїнів УНР, котрі опинилися у Польщі в результаті польсько-більшовицької війни 1920 року та померли у Польській Народній Республіці. Згодом їхні могили були як навмисно, так і ненавмисно занедбані, а тодішня влада не погодилася на їх відновлення. Така можливість виникла лише після 1989 року, але і тут українська громада зустріла опір з боку деяких представників центральної та місцевої влади. Тим не менше, кілька кладовищ та будівель, присвячених воїнам УНР, союзникам Польщі у війні з більшовицькою Росією, були впорядковані та оновлені.Ключові слова: Польща, Україна, УНР, українські військові кладовища, вшанування пам’яті.

KHERSON JEWS OF THE MID-NINETEENTH CENTURY IN TRAVEL NOTES

The article is devoted to analyzing the Kherson Jewish community in the middle of the XIX century. The presentation is based on a comprehensive study of the two-volume work of Alexander Schmidt, "Materials for Geography and Statistics of Russia. Kherson province". Source criticism shows that the work contains a significant amount of reliable information on the history of individual ethnic groups of Kherson in the mid-nineteenth century, which allows us to consider it as a reliable historical source.The primary attention author pays to the issues of the demographic and social structure of the Jewish community. The number, sex component, population movement, social status were analyzed. The role of Jews in the city’s economy, especially in the functioning of a market economy, is highlighted. The article shows the peculiarities of the culture and way of life of the Kherson Jews, their interaction and relations with other ethnic groups.The author proves that the XIX century was the time of the highest rise, the acme in the history of the Jewish community of Kherson, and the Jews significantly determined the city’s face. Their number grew faster than other ethnic groups, they predominated among the wealthiest Kherson citizens, and their business activities contributed to the progress of Kherson.Key words: Kherson, the Jewish community, A. Виклад базується на комплексному дослідженні двотомної праці Олександра Шміта «Материалы для географии и статистики России. Херсонская губерния». Джерелознавча критика свідчить, що праця містить значний обсяг достовірної інформації з історії окремих етносів населення Херсона серед-ини ХІХ ст., що дозволяє розглядати її як надійне історичне джерело.Головну увагу приділено питанням демографічної та соціальної структури єврейської громади. Проаналізовано чисельність, статеву складову, природний і механічних рух населення, соціально-становий статус. Висвітлено роль євреїв в економіці міста, передусім у функціонуванні ринкового господарства. Показано особливості культури та побуту євреїв Херсона, їх взаємодія і стосунки з іншими етнічними групами.Доведено, що саме ХІХ ст. стало часом найвищого піднесення в історії єврейської громади Херсона, причому євреї у значній мірі визначали обличчя міста. Їхня чисельність зростала випереджаючими темпами порівняно з іншими етнічними групами, вони переважали серед найзаможнішого прошарку херсонців, а їхня діяльність у сфері бізнесу сприяла поступу Херсона. SOUTH UKRAINIAN REGION: FRENCH COMPONENT AT THE END OF XVIIІ – XIX CENTURY

The purpose of the work.The south of modern Ukraine has always been geographically and historically particularly interesting for researchers. Its geographical indicators make it possible to analyze theories of the origin of man, development, formation of human society under the influence of climatic conditions to its highest degree - its own independent state. The Soviet state’s rather popular concepts, designed to artificially unite and forcibly bring peoples together in tsarist Russia, have not withstood the test of time and history. The use of the concept of the South Ukrainian region requires a definition: we move freely through the territory of modern Kherson, Odessa, Mykolaiv, Zaporizhia regions and the Autonomous Republic of Crimea.Results and scientific novelty of the studyAccording to the chronology, scientists use the names Little Russia, New Russia, contained in primary sources, archival documents, memoirs, correspondence. The presence of the French component in the culture, history, mentality of the population of the region give grounds for reflections on demographic data. A relatively small number of representatives of France have influenced the culture, economy, domestic policy, self-identification of the inhabitants of our region. Accordingly, the German colony, the Swedish village, the Bulgarian, Greek settlements in the history of the region are present and studied, as for the French - there are no such clear characteristics.Key words:regional history, demographic research, South of Ukraine, French culture, education, religious factor. Мета роботи. Південь сучасної України географічно та історично завжди був особливо цікавим для дослідників. Його географічні показники дають можливість проаналізувати теорії виникнення людини, розвитку, формування людського суспільства під впливом кліматичних умов до його найвищої ступеня – власної незалежної держави. Достатньо популярні концепції, розраховані на штучне об’єднання та насильницьке зближення народів на території царської Росії, радянської держави не витримали випробування часом та історією. Використання поняття Південноукраїнський регіон вимагає визначення: ми вільно переміщуємося територією сучасних Херсонської, Одеської, Миколаївської, Запорізької областей та Автономною республікою Крим. Результати та наукова новизна дослідження. Присутність французької компоненти в культурі, історії, ментальності населення краю дають підстави для рефлексій, щодо демографічних даних. Відносно невелика кількість представників Франції справила вплив на культуру, економіку, внутрішню політику, самоідентифікацію мешканців нашого краю. Відповідно, німецька колонія, шведське село, болгарські, грецькі поселення в історії краю присутні і досліджуються, щодо французів – таких чітких характеристик немає. КАТЕRYNOSLAV OR ELYSAVETGRAD REBELLION 1918? GEOGRAPHIC MISHAP VOLODYMYR ANTONOV-OVSEENKO BOOK “NOTES ABOUT CIVILL WAR”

The purpose of the work. The article aims to study the problems of Ukrainian Revolution in 1917–1921 on a territory of Kirovograd or Dnipropetrovsk region. The type of article is empirical. An unrenowned episode from the history of Ukrainian Revolution in 1917–1921 is analyzed in the article, in particular, the participation of the citizens of Katerunoslavska province in Kamianske town in the events of “National rebellion” in 1918 in Elysavetgrad against Bolsheviks and anarchists. Results and scientific novelty of the study. The author attracted attention to the geographical mistake in the memoirs of V. Antonov-Ovseenko “Notes About Civil War”. The scientific novelty, that author explaine, that he confused the names of the cities: Katerynoslav and Elysavetgrad. The reasons and consequences of the participation of workers of Dniprovskyi plant in Kamianske city in the events of Elysavetgrad national rebellion are determined in the article on the basis of sources. For a long time Bolsheviks concealed, shifted responsibility to their political opponents and then erased from the pages of censored memoirs of participants of revolutionary events the episode of battles between Kamianske and Elysavetgrad workers because it did not fit into the concept of “class struggle” in the history of revolution in Ukraine. The main result of Kamianske workers deception was the numerous victims on both sides. Only the leaflet spread by Elysavetgrad headquarters of the city protection among Kamianske citizens and the end of battles near Elysavetgrad stopped the following bloodshed. Nevertheless, in their memoirs Bolsheviks from Kamianske continued to accentuate that those were they who had established the Soviet power in Elysavetgrad, continued to be proud of the participation in the attempt of helping Bolsheviks to invade Elysavetgrad. The author originality is refutes these statements on the basis of resources. Мета роботи. Стаття присвячена аналізу маловідомого епізоду революційного періоду 1917–1921 рр. на теренах сучасних Кіровоградської та Дніпропетровської областей. Проаналізовано документи Єлисаветградської міської думи, мемуари учасників подій: Володимира Антонова-Овсієнка та червоногвардійців Дніпровського металургійного заводу м. Кам’янське. В статті на основі джерел розглянуто цей епізод Української революції 1917–1921 рр., визначено причини та наслідки участі робітників Дніпровського заводу м. Кам’янське в подіях Єлисаветградського народного повстання.Результати та наукова новизна дослідження. З’ясовані обставини участі робітників Кам’янського заводу у придушенні «Народного повстання» в Єлисаветграді. Вони були в складі червоногвардійських частин, яких кинули на підтримку більшо-викам та анархістам, що протягом кількох днів безуспішно намагалися оволодіти Єлисаветградом. Доведено, що Володимир Антонов-Овсієнко автор спогадів «Записки про громадянську війну» припустився помилки, що стало причиною географічного казусу. Він сплутав назви міст: Катеринослав та Єлисаветград. Також встановлено, що червоногвардійці Кам’янського стали жертвами більшовицької провокації, які використали їхню необізнаність у ситуації, яка склалася в Єлисаветграді та відправили на фронт. З’ясовано долю кам’янчан, які брали участь в боях під Єлисаветградом.Емпірична стаття написана на різноманітних першоджерелах. Здійснено верифікацію спогадів кам’янських більшовиків, які неправдиво описали результат бою та рушійні сили Єлисаветградського народного повстання. Матеріал статті має прак-тичне застосування. Зокрема, копії документів, використані автором, поповнили експозиції Кам’янського краєзнавчого музею, а факти та узагальнення використовуються під час екскурсії. DOCUMENTS ON THE HOLODOMOR OF 1932–1933 IN THE KHERSON REGION

Purpose and methodology of the study. The article is devoted to the analysis of sources on the history of the Holodomor of 1932–1933 in the Kherson region. The results of the study will help to expand knowledge about the famine of 1932–1933 and to conduct an effective search for new archival information about this event. The study is based on source methods of identifying, analyzing and evaluating sources. Methods of archival heuristics are used, with the help of which a circle of archives is established, where the necessary information could potentially be stored, based on information about fundraisers.Results and scientific novelty of the study. A significant array of official records was analyzed: orders, reports, information, correspondence, certifying the crime of the Soviet government against the Ukrainian people - the Holodomor genocide of 1932–1933 in the Kherson region.It was found that the collections of archival documents of Russian archivists, despite the purpose of preparing a source complex, the composition and content of which would deny the Holodomor as genocide of the Ukrainian people, nevertheless contain valuable information from the central archives of the former USSR, including materials about southern Ukraine. One of the significant shortcomings is the lack of documents that would reflect the reaction of the "fraternal" republics to the famine in Ukraine, as Kherson trade unions, in particular, sought food aid from the relevant authorities in Belarus and Russia.In Ukraine, in parallel with the processes of declassification of archives, collections of documents with high-quality archeographic design were also published. In fact, Ukrainian scholars have urged their Russian counterparts to address the issue of famine, as they have previously produced high-quality informational content for the study of the Holodomor in Ukraine, which cannot be ignored.Regional archives play an equally important role in forming the source base of the problem. Their materials have been repeatedly published, including in the large-scale project "National Book of Remembrance of the Holodomor Victims of 1932–1933 pp. in Ukraine” (2008). It seemed that such a number of identified, published, including in the form of Internet resources of documentary monuments, cartographic materials, sources on demographic statistics has already exhausted the subject, but declassification and transfer of documents from the SBU continues, and archives are replenished with new documents. In particular, those that raise the issue of Soviet repression for spreading information about the famine of 1932–1933 in later years. That is, the discovery of new documents and the setting of new research tasks to study the history of the Holodomor is a real prospect for the future.Key words: Holodomor, Kherson region, local history, archive, source, document. Мета та методологія дослідження. Стаття присвячена аналізу джерел з історії Голодомору 1932–1933 років на терито-рії Херсонщини. Результати дослідження допоможуть розширити знання про голод 1932–1933 років та проводити ефективний пошук нової архівної інформації про цю подію. В основі дослідження лежать джерелознавчі методи виявлення, аналізу та оцінки джерел. Застосовуються методи архівної евристики, за допомогою якої встановлено коло архівів, де потенційно могла зберігатись необхідна інформація, виходячи з інформації про фондоутворювачів. Результати та наукова новизна дослідження. Проаналізовано значний масив документів офіційного діловодства: накази, доповідні записки, інформації, листування, що засвідчують злочин радянської влади проти українського народу – Голодомор-геноцид 1932–1933 років на території Херсонщини.З’ясовано, що збірники архівних документів російських архівістів, не зважаючи на мету підготувати джерельний комплекс, склад і зміст якого заперечуватиме Голодомор як геноцид українського народу, тим не менш містять цінну інформацію з центральних архівів колишнього СРСР, в тому числі матеріали про Південь України. Одним з суттєвих недоліків – відсутність документів, що б відображали реакцію «братніх» республік на голод в Україні, оскілки зокрема херсонські профспілки звертались за продовольчою допомогою до відповідних органів в Білорусії та Росії. В Україні, паралельно з процесами розсекречення архівів, також видано збірки документів з якісним археографічним оформленням. Власне українські вчені спонукали російських колег звернутись до теми голоду, оскільки раніше за них сформували якісний інформаційний контент для вивчення Голодомору в Україні, котрий не можливо ігнорувати.Не менш важливу роль у формуванні джерельної бази проблеми відграють регіональні архіви. Їхні матеріали неодноразово публікувались, в тому числі в масштабному проєкті «Національна Книга пам’яті жертв Голодомору 1932–1933 pp. в Україні» (2008). Здавалось, така кількість виявлених, опублікованих, в тому числі – у вигляді Інтернет-ресурсів документаль-них пам’яток, картографічних матеріалів, джерел з демографічної статистики вже вичерпала тематику, проте розсекречення та передача документів з СБУ триває, й архіви поповнюються новими документами. Зокрема, такими, що піднімають питання репресій радянської за поширення інформації про голод 1932–1933 років у пізніші роки. PRE-REVOLUTIONARY PERIOD OF THE STUDY OF ACADEMIC STAFFS OF THE UNIVERSITIES IN NADDNIPRYANSKA UKRAINE OF THE SECOND HALF OF THE ХІХTH – BEGINNING OF THE ХХTH CENTURY

The article analyzes the first – pre-revolutionary period of the research process of academic staffs of the universities in Naddnipryanska Ukraine of the second half of the XIX – beginning of the XX century, which allowed to determine the state of study and basic methods, concepts and views of researchers on the development and formation of scientific and pedagogical teams of Naddnipryanska Ukraine, their scientific and professional responsibilities. It is determined that the first initial period – pre-revolutionary – is characterized by the appearance of the first analytical investigations analyzing the University Statute of 1863 and 1884. The works contain materials on the government and the Ministry of Education, the history of Kyiv, Kharkiv and Novorossiysk universities, contains an analysis of some aspects of the organization of educational, scientific work, elimination of student performances, etc. The history of universities, the composition of scientific and pedagogical workers becomes the subject of research of representatives of the scientific intelligentsia of the Naddnipryanska Ukraine, prominent figures of public life. From the second half of the XIX – beginning of the XX century publications appear on certain issues of the organization of university education in the post-reform era and social, economic and social life of representatives of scientific and pedagogical teams. The thesis is substantiated that the pre-revolutionary period of historiography of dissertation research can be called a period of accumulation of historical facts range of sources and issues of historical research on the history of universities of the Naddnipryanska Ukraine in the second half of the XIX – beginning of the XX centuries.Key words: historiography, university, higher education, academic staff, scientific intelligentsia, Naddnipryanska Ukraine. У статті проаналізовано перший – дореволюційний період процесу дослідження академічних штатів університетів Наддні-прянської України другої половини ХІХ – початку ХХ століття, які дозволили визначити стан вивчення проблеми та основні методи, концепції та погляди дослідників на розвиток і формування науково-педагогічних колективів університетів Наддні-прянської України та виконання ними їх науково-професійних обов’язків. Визначено, що перший початковий період – дореволюційний – характеризується появою перших аналітичних розвідок з аналізом дії Університетського статуту 1863 й 1884 рр. У роботах містяться матеріали щодо огляду діяльності уряду та Мініс-терства народної освіти, історії заснування Київського, Харківського та Новоросійського університетів, міститься аналіз окремих моментів організації навчальної, наукової роботи, ліквідації студентських виступів тощо. Історія університетів, склад науково-педагогічних працівників стає предметом дослідження представників наукової інтелігенції Наддніпрянщини, видатних діячів громадського життя. У кінці ХІХ – на початку ХХ ст. з’являються публікації, присвячені окремим питанням організації університетської освіти в пореформену добу та соціального, економічного і суспільного життя представників науково-педагогічних колективів.Обґрунтовано тезу про те, що дореволюційний період історіографії дисертаційного дослідження можна назвати періодом накопичення історичних фактів, формування кола джерел і проблематики історичних досліджень з історії університетів Наддніпрянської України другої половини ХІХ – початку ХХ ст. SPECIAL, ADDITIONAL AND INDIVIDUAL LAWS FOR THE MUNICIPAL GOVERNMENT OF THE SOUTH OF UKRAINE IN THE LATE 18TH – THE FIRST HALF OF THE 19TH CENTURY

The paper analyzes the effect of special, additional and individual legislative acts adopted by the central authorities in order to supplement and specify the positions of the Charter of 1785 to improve the financial state of the towns and cities in the Southern Ukrainian region. The role of the regional-individual laws for the towns and cities in the South of Ukraine was extremely important since they offered opportunities for the development of the municipal budgets and trade. Excise duties, farming of revenues and servitude were common for all the provinces in the South of Ukraine. They differed in private privileges, for instance, class payments were more characteristic of the towns in Ekaterinoslav province, more privileges were given on trade and land ownership for the towns of Taurida province. The only province in the South of Ukraine, the towns of which were given some financial assistance, was Kherson province. Financial support was given to the towns from the state treasury for the best payment of the state taxes. But the only conclusion that can be drawn is that the towns and cities in the South of Ukraine did not have a satisfactory financial position. According to new laws, many positive phenomena were introduced, but the financial position of the towns and cities did not improve. For instance, the self-government had more opportunities and rights in managing the municipal economy and more independence in the formation and use of the budget. But the general plan of dividing estimates into mandatory and non-mandatory costs, direct and indirect, current and occasional profits, direct and indirect, ordinary and extraordinary remained without changes. The conclusions emphasize that, as a result of the effect of additional, special and individual laws, the newly-established municipal public authorities in the South of Ukraine received mandatory costs for the state needs with much less opportunities in financial and economic initiative. Therefore, the social-economic activity was enclosed in the space of legislative-administrative directives, but the activity of individual municipalities had their own specificity of the development.Key words: the South of Ukraine, municipal authorities, municipality, legislation, legal frame. У статті аналізується дія спеціальних, додаткових та індивідуальних законодавчих актів, які приймались центральною владою з метою доповнення та уточнення позицій Жалуваної грамоти 1785 р. для покращення фінансового становища міст південноукраїнського регіону. Роль регіонально-індивідуальних законів для міст Півдня України була надзвичайно важлива, оскільки вони створювали можливості для розвитку міських бюджетів та торгівлі. Спільними у всіх губерніях Півдня України були акцизні збори, винні відкупи, постійна повинність. Різнилися у приватних пільгах. Так, для міст Катеринославської губернії більш характерним явищем було станові виплати, для міст Таврійської губернії більше пільг надавалося для розвитку торгівлі та щодо земельної власності. Єдиною губернією Півдня України, у міста якої призначалась певна грошова допомога, була Херсонська. Із державної казни надавалось фінансове заохочення містам за найкраще виконання державних податків, але висновок можна зробити лише єдиний, що в містах Півдня України було незадовільне фінансове становище. Нові закони стимулювали появу багатьох позитивних явищ, але особливо не покращувалася фінансова система міста. Так, самоврядування отримало більше можливостей і прав у веденні міського господарства і більше самостійність у формуванні та використанні бюджету. Але сам загальний план поділу кошторисів на обов’язкові та необов’язкові витрати, прибутки поточні та випадкові, прямі та не прямі, ординарні та надзвичайні збереглися без особливих змін. У висновках відзначено, що результатом дії додат-кових, спеціальних та індивідуальних законів стало те, що новостворені міські громадські інституції влади на Півдні України отримали обов’язкові витрати на державні потреби із значно зменшеними можливостями у фінансовій та господарській ініці-ативі. Тому соціально-економічна активність виявилася в замкнутому просторі законодавчо-адміністративних настанов, але із розвитком індивідуальних особливостей у діяльності кожного окремого муніципалітету.Ключові слова: Південь України, міське самоврядування, муніципалітет, законодавство, правова система.

BORIS KOSTIANTINOVICH FORTUNATOV (1886–1940?): BIOGRAPHY PAGES

The purpose of the article. The article is devoted to the coverage of the main milestones in the life and work of a prominent zoologist, breeder, ecologist, conservationist, military and political figure, science fiction writer – Boris Konstantinovich Fortunatov (1886–1940?).Results and scientific novelty of the research. On the basis of archival and literary sources, the years of B. Fortunatov's studies and his participation in the Socialist-Revolutionary Party (SR) are considered. His role in the revolutionary events of 1905 and 1917, the First World War and the Civil War is analyzed. It is noted that the first scientific publication of the 25-year-old Fortunatov was devoted to the synthesis of bread. It was found that in 1920, after arriving at the former estate of F. Falz-Fein – Askania-Nova – there were radical changes in the life of B. Fortunatov. From that time until the last days of his life he dealt with environmental protection issues. Thanks to his enthusiasm and persistence that the Askania-Nova Reserve was saved from looting and ruin. Heading first the scientific part of the reserve, and then as the head of the zoo B. Fortunatov conducted research on the revival of the bison population and aurochs; fought robbers; studied the origin of Askanian pheasants; saved the Askanian steppes from ruin. It is noted that in different years he headed the following reserves: Askania-Nova, Crimean, Primorsky, Caucasian; worked at the Moscow Zoo, and even designed a new zoo in this city. It is stated that at the territory of the special settlement he continued his scientific activities. Heading a research station for animal husbandry, the scientist observed the fauna and flora of Saryrki; explored the desert steppes of Central Kazakhstan; organized sheep farms in order to breed fat-tailed sheep; engaged in the improvement of cattle breeds; developed a method and program for new breeds of cattle; justified the need to create the Karkalinsky State Nature Park.Key words: Fortunatov, environmental protection, Askania-Nova, reserves, animal hybridization. Стаття присвячена висвітленню основних віх життя та діяльності видатного вченого-зоолога, селекціонера, еколога, захисника природи, військового і політичного діяча, письменника-фантаста – Бориса Костянтиновича Фортунатова (1886 – 1940?). Результати та наукова новизна дослідження. На основі архівних та літературних джерел розглянуто роки навчання Б. Фортунатова та його участі партії соціалістів-революціонерів. Показано його роль в революційних подіях 1905 та 1917 рр., Першій світовій та Громадянській війнах. Звернено увагу, що першу наукову публікацію 25-річний Фортунатов присвятив синтезу хліба. З’ясовано, що з 1920 р., після прибуття до колишнього маєтку Ф. Фальц-Фейна – Асканії-Нова – відбулися кардинальні зміни у житті Б. Фортунатова. З цього часу і до останніх днів його життя було пов’язане з охороною природи. Саме завдяки ентузіазму та наполегливості вченого заповідник Асканія-Нова було врятовано від пограбувань та розорення. Очолюючи спочатку наукову частину заповідника, а потім будучи завідувачем зоопарку Б. Фортунатов проводив дослідження з відродження популяції зубра та тура; боровся з браконьєрами; вивчав походження асканійських фазанів; добивався збереження асканійських степів від розорення. Зазначено, що у різні роки він очолював заповідники: Асканія-Нова, Кримський, Приморські, Кавказький; працював у Московському зоопарку, і, навіть, займався проектуванням нового зоопарку у цьому місті. Вказано, що перебуваючи на спецпоселенні він продовжив займатися науковою діяльністю. Очолюючи науково-дослідну станцію з тваринництва вчений проводив спостереження за фауною і флорою Сариркі; досліджував пустельні степи Центрального Казахстану; організував вівчарні з метою виведення курдючної вівці; займався покращенням порід великої рогатої худоби; розробив методику та програму створення нових порід великої рогатої худоби; обґрунтував необхідність створення Каркалінського державного парку природи. THE OTTOMAN EMPIRE IN THE INTERCIVILIZATION DIALOGUE IN SOUTHERN UKRAINE. THOUGHTS ON THE NEW APPROACHES TO TURKISH HISTORIOGRAPHY

The article is devoted to reviewing the book by the well-known Turkish historian İlber Ortaylı "Ottomans on Three Continents". The authors consistently analyze the main postulates of the work in the history of Ottoman possessions in the Crimea and the Northern Black Sea region, focusing on the role of the Ottoman Empire in the interaction of Black Sea civilizations in the late Middle Ages and early modern times.The authors prove that the history of the Ottoman Empire is essential for understanding the history of Ukraine. Ottoman influences significantly impacted the history of the Ukrainian people and other indigenous peoples of Ukraine – Crimean Tatars, Karaites and Krymchaks, Crimean Greeks.The authors agree with the thesis of the Turkish researcher about the significant and sometimes decisive influence of the Ottomans on the situation in the Black Sea region in the XV–XVIII centuries. Furthermore, the authors express their views on certain statements of the book. In particular, İlber Ortaylı proves that the Ottoman Empire was a "state of the Middle Eastern Islamic type". Its presence in the Black Sea resulted in the interaction of Islamic Mediterranean civilization with Eastern European Orthodoxy and Ukraine were at the centre of this interaction. However, the authors cannot agree with the historian's statement about the primary basis of the empire – the system of the state, especially military, slavery (devshirme). It allowed to creation of a vast empire, The Sublime or Ottoman Porte. However, slavery could not create social mechanisms of progress. The civilizational basis of the Ottoman Empire was its steppe, Turkic-steppe, essence.In the Ottoman Empire, Western modernization borrowings were superficial, served utilitarian-pragmatic purposes, and did not change the foundations of civilization. Such selectable reforms were the reason why the Omans lost their possessions in the Crimea and the Northern Black Sea region to the Russian Empire in the eighteenth century. Significantly, both empires claim the imperial, not civilizational, heritage of the Roman Empire. Стаття присвячена огляду-рецензії книги відомого турецького історика Ільбера Ортайли «Османи на трьох континентах». Автори послідовно проаналізували основні постулати праці в координатах історії османських володінь в Криму і Північному Причорномор’ї, приділивши головну увагу ролі Османської імперії у взаємодії цивілізацій Чорномор’я у періоди пізнього середньовіччя і раннього модерного часу.Доведено, що історія Османської імперії має важливе значення для розуміння історії України. Османські впливи відіграли значну роль в історії українського народу та інших корінних народів України – кримських татар, караїмів і кримчаків, кримських греків.Автори погоджуються з тезою турецького дослідника про значний, а часом визначальний, вплив Османів на ситуацію у Чорномор’ї у ХV–ХVІІІ ст. та висловлюють свої міркування щодо окремих положень праці. Зокрема, І. Ортайли кваліфіковано доводить, що Османська імперія була «державою близькосхідно-ісламського типу» і її присутність у Чорномор’ї мала наслідком взаємодію ісламської середземноморської цивілізації зі східноєвропейською православною, причому Україна знаходилась у центрі цієї взаємодії. Однак, не можна погодитись з твердженням історика щодо головної основи імперії – системи державного, передусім військового, рабства (девшірме). Вона дозволило створити величезну імперію, Сяючу Порту, але рабство не може створити суспільних механізмів поступу. Цивілізаційною основою Османської імперії стала її степова, тюрксько-степова, сутність. В Османській імперії західні модернізаційні запозичення були поверховими, служили утилітарно-прагматичним цілям і не змінювали цивілізаційних основ. Власне це і стало основною причиною того, що у ХVІІІ ст. Омани втратили свої володіння в Криму і Північному Причорномор’ї, які дістались Російській імперії. Показово, що обидві імперії висувають претензії на імперську, а не цивілізаційну, спадщину Римської імперії. У розвідці наголошується, що ці претензії не є достатньо обґрунтованими. Ключові слова: І. THE NATIONALIST TEACHER: YULIAN WOJTOWYCH IN KHERSON (1941–1942)

The purpose of the work. The article is about the personality of a OUN(r) March Groups member Yulian Wojtowych and his work in the field of education in Kherson during the German occupation in particular. The attention is focused on the history of foundingan agricultural school where Yulian Wojtowych taught history and geography. The historiography of the issue embraces works which cover the topic of OUN activities at the South of Ukraine, particularly that of Lev Shankovsky and Yevgen Gorburov, and Mykola Shytiuk. OUN March Groups members’ memoirs and Soviet State Security agencies’investigatoryfiles, as well as operative ones, about OUN activities in Kherson became sources for this research.Results and scientific novelty of the research. It was found out, that educational line was one of the primary ones in the OUN activity in Kherson during the German occupation. Ukrainian nationalists paid special attention to teaching the history of Ukraine in the learning process because this very subject together with geography formed the students’ outlook. As OUN members believed, it was the school which shaped future architects of the Ukrainian State. Yulian Wojtowych who had had complete theological education was actually a teacher of history and geography, participated in composing the history of Ukraine curricula for Kherson schools. In thecrisis situation in education sphere caused by the policy of the Nazi occupational authorities, special (professional) educational institutions, namely agricultural school, were for OUN members of particular interest.The occupational authorities had their own interest in opening such schools which would train mid-level professionals (“help staff”). OUN members considered them as opportunities for Ukrainian youth to obtain education and for themselves to recruit new staff for the struggle for independence of Ukraine. Due to his nationalist underground activities and realization of the organisation leaders’ instructions on the Ukrainian education development, Yulian Wojtowych suffered repressions from the Nazi secret services and had to undergothe “Vodokachka” camp, Buchenwald, Dora and Bergen-Belsen.Key words: Nazi repressions, Organisation of Ukrainian Nationalists, OUN March Groups, Agricultural School, Kherson. Мета роботи. Стаття присвячена постаті учасника Похідних груп ОУН-р Юліана Войтовича, а саме його діяльності на освітній ниві у Херсоні під час німецької окупації. В центрі уваги історія створення херсонської сільськогосподарської школи, де Юліан Войтович викладав історію та географію. Історіографія проблеми охоплює роботи, в яких висвітлюється питання діяльності ОУН на Півдні України, зокрема Лева Шанковського та Євгена Горбурова й Миколи Шитюка. Джерелами дослі-дження стали мемуари учасників похідних груп ОУН та слідчі й оперативні справи радянських органів державної безпеки щодо діяльності ОУН у Херсоні. Результати та наукова новизна дослідження. З’ясовано, що освітянський напрямок був одним з провідних в діяльності ОУН у Херсоні під час німецької окупації. Важливе місце в освітньому процесі українські націоналісти відводили викла-данню історії України, оскільки саме цей предмет, разом з географією, формував світогляд учнів. На переконання членів ОУН саме школа формувала майбутніх будівничих Української Держави. Юліан Войтович, який мав закінчену вищу богословську освіту, якраз був викладачем історії та географії, брав участь у складенні програм з курсу історії України для шкіл Херсона. В умовах кризи освітянської галузі, спричиненої політикою нацистської окупаційної влади, значний інтерес для членів ОУН представляли спеціальні (професійні) освітні заклади, зокрема – сільськогосподарська школа. Окупаційна влада мала свій інтерес у відкритті подібних шкіл, які мали готувати фахівців середньої ланки («обслуговуючого персоналу»). Члени ОУН вбачали у подібних школах можливості для української молоді отримати освіту, а також залучення нових кадрів для боротьби за незалежність України. Через свою діяльність у націоналістичному підпіллі, реалізації настанов організаційних провідників щодо розвитку української освіти, Юліан Войтович зазнав репресій нацистських спецслужб, пройшовши шлях від табору «Водокачка» до Бухенвальду, Дори й Берген-Бельзен.
