This study examined the influence of civil servants’ attitude on engagement and participation in cost reduction policy implementation in Malaysian public organizations. Attitude was divided into two categories, namely, attitude towards leader and attitude towards government. Civil servant engagement in the workplace was treated as the mediating variable. All these values were included in the conceptual framework. Cross-sectional survey was adopted to validate the framework. The sample size for the population of this study was determined at 400. From the analysis it was found that attitude towards leader and attitude towards government influenced participation in cost reduction policy implementation and engagement significantly. Additionally, engagement mediated the relationships between attitude towards leader, attitude towards government and participation in cost reduction policy implementation. Lastly, it was found that engagement influenced participation in cost reduction policy implementation significantly. The practical implications are the discovery of theoretical, personal, and workplace practical best practices for the participation in cost reduction policy implementation in public organizations.

AbstractBased on extensive fieldwork, the present article illustrates how the logic of the news media is expanding from influential communication departments to the practices, routines and priorities of traditional career bureaucrats. To theorize the mediatization of a traditional bureaucratic rationale, the article proposes a typology for how rule-based public organizations adapt to and adopt the news media’s implicit ‘logic of appropriateness.’ We emphasize the importance of (1) the news rhythm and (2) news formats, but also (3) how and why being in the media is valued by civil servants, and (4) how this leads to a reallocation of resources and responsibilities within the organization. We find that career bureaucrats both anticipate and adopt a news logic in their daily work. The normative implications of these transformations are discussed in the final section of the article.


Introduction. Public authorities, officials, civil servants in carrying out administrative activities, in some cases may violate the principle of legality of public administration, carry out erroneous administrative actions, adopt unreasonable and illegal administrative acts. These negative results of executive and administrative activities of officials violate the rights and freedoms of man and citizen, the legitimate interests of public organizations and legal entities. Such phenomena are called "administrative error". The purpose of the article is to develop theoretical and legal bases of administrative error in the activities of public authorities. Research methods. During the analysis of the essence and content of the administrative error, general scientific methods were used, which are based on the method of dialectics, and especially scientific methods of legal knowledge (formal-logical, system-structural). Summary of the main results. The article is devoted to the analysis and research of the concept of administrative error in various legal spheres. The question of studying the causes and consequences of such errors is relevant today, as Ukraine is still reforming the administrative system and changes in the system of public authorities and public administration. These processes, under the influence of administrative reform, have shown not only declarative intentions to transform these relations towards democratic ones, but also a real desire to change the system of public administration to European standards. Therefore, the process of development of public administration was one of the defining components of the overall vector to a democratic, social and legal state. During the exercise of powers by public authorities, officials and civil servants, the action or inaction of governmental subjects of administrative law may be allowed, which leads to violation of human and civil rights and freedoms, legitimate interests of public organizations and legal entities. The consequences of their actions, which lead to administrative errors, are particularly severe, as they violate key principles of public administration, legal rights and individual freedoms, and diminish the authority of public authorities. An imperfect system of mechanisms for the occurrence, detection and prevention of administrative errors is a significant barrier to ensuring a modern system of good governance. Because administrative errors of public authorities are a serious political and socio-legal problem of assumptions, which demonstrate the legal insecurity of man and citizen. Conclusions. Creating an effective mechanism for detecting, preventing and correcting administrative errors could be crucial to reforming the system of public administration in line with modern European values.

Contextual ambidexterity describes the organizational capacity of being simultaneously able to adapt and change in the face contextual requirements while keeping alignment and predictability. Contextual ambidexterity has been recognized as an appropriate explanation of organizational performance, and its influence has already permeated accounts of public organizations’ dynamics. We join this line of reasoning by suggesting that some specific characteristics of public organizations call for refinement of the contextual ambidexterity concept, and the correspondent evolution in measuring this organizational ability, thus introducing the Contextual Ambidexterity Scale for Public Organizations (CASPO). We suggest going beyond the original measure of alignment and adaptability created by Gibson and Birkinshaw (2004), to include psychological safety, reflexive spaces, and flexibility as sub-dimensions of adaptability and imprinting, rulefollowing and shared vision as sub-dimensions of alignment. On the basis of a sample of civil servants (n=200), we used exploratory factor analysis to identify a six-dimensional solution covering alignment and adaptability. Using another sample of civil servants (n=200), we used confirmatory factor analysis to test CASPO’s construct validity and regression analysis in testing the criterion validity. The results reveal that CASPO shows appropriate metric qualities and that it surpasses Gibson and Birkinshaw’s (2004) scale in predicting both their measure of generic organizational performance and a measure of performance specific for public organizations. This study contributes to the creation of sound measures of relevant concepts explaining the performance of public organizations.

Performance-related pay within public organizations is continuing to spread. Although it can help to strengthen an entrepreneurial spirit in civil servants, its implementation is marred by technical, financial, managerial and cultural problems. This article identifies an added problem, namely the contradiction that exists between a managerial discourse that emphasizes the team and collective performance, on the one hand, and the use of appraisal and reward tools that are above all individual, on the other. Based on an empirical survey carried out within Swiss public organizations, the analysis shows that the team is currently rarely taken into account and singles out the principal routes towards an integrated system for the management and rewarding of civil servants.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

This research is conducted in order to assess the effect of competency, motivation, and communication on employee’s performance (case studies at Dinas Pekerjaan Umum dan Penataan Ruang West Bandung Regency) partially and simultaneously. There are many factors that affect the employee’s performance, but this research is only limited to the factors of competency, motivation, and communication. The researcher used primary and secondary data. The research approach used is quantitative approach which the samples are 55 civil servants which is assessed by 5 Heads of Fields and 2 Heads Sub-Division. Before analyzing, all research validity and reliability instruments are examined. After the data are valid and reliable then analyzed by using classical assumption test, partial test (t test), and simultaneous test (F test) helping by IBM SPSS version 23 software. The result of analysis showed that competency, motivation, and communication variables are affected positively significantly and partially to the employee’s performance. Competency, motivation, and communication variables simultaneously affected positively and significantly about 54,3% and the rest is about 45,7% affected by other variable that is not observed in this research.

Education and Training is a form of institutional intervention so that employees have competency standards so that they are able to carry out their duties properly and appropriately. This study discusses the improvement of teacher competency in the implementation of scientific publications through Training in the Workplace (DDTK) Classroom Action Research (PTK). DDTK aims to improve the technical competence of civil servants and non-civil servants of the ministry of religion according to their duties and positions and develop insight into employee duties related to new regulations / policies / provisions, new technologies, or new knowledge relevant to their main tasks and functions. The main objective of Classroom Action Research (CAR) is the improvement and improvement of learning services. The population and sample of this study were participants of the Madrasah teacher training in the Workplace (DDTK) in Bangka, Belitung, and East Belitung Regencies in the 2016 and 2017. The study used multiple regression using Adjusted Square. Calculations for this multiple regression using SPSS statistical version 16 software. From the results of the research, it was found that the average of DDTK Bangka District Classroom Action Research (PTK) 2016 and 2017 were 51.41, and the average DDTK Class Action Research substance (PTK) Belitung Regency in 2016 and 2017 amounted to 50.39, with a difference in mean scores of 1.02. The average understanding of madrasah teachers in Bangka Regency 2016 and 2017 PTK writing was 118.20, and the average madrasah teacher understanding in Belitung Regency PTK writing in 2016 and 2017 was 118.88, with a mean difference of 0.68. The regression coefficient of the Education and Training Center (DDTK) variable (X2) has a positive sign (0.074), which means that the Education and Training Center (DDTK) variable has a positive influence on teacher understanding. The hypothesis which states that there is an effect of the Workplace Education Training (DDTK) substance on Classroom Action Research (CAR) on the understanding of madrasah teachers in writing PTK is statistically proven. Keywords: Training at Workplace, Classroom Action Research, Teacher's Understanding
