AbstractNuclear deterrence is an integral aspect of the current security architecture and the question has arisen whether adoption of AI will enhance the stability of this architecture or weaken it. The stakes are very high. Stable deterrence depends on a complex web of risk perceptions. All sorts of distortions and errors are possible, especially in moments of crisis. AI might contribute toward reinforcing the rationality of decision-making under these conditions (easily affected by the emotional disturbances and fallacious inferences to which human beings are prone), thereby preventing an accidental launch or unintended escalation. Conversely, judgments about what does or does not suit the “national interest” are not well suited to AI (at least in its current state of development). A purely logical reasoning process based on the wrong values could have disastrous consequences, which would clearly be the case if an AI-based machine were allowed to make the launch decision (this virtually all experts would emphatically exclude), but grave problems could similarly arise if a human actor relied too heavily on AI input.

The study of human rights (HR) is vital in order to enhance the development of human beings, but this field of study still needs to be better depicted and understood because violations of its core principles still frequently occur worldwide. In this study, our goal was to perform a bibliometric performance and network analysis (BPNA) to investigate the strategic themes, thematic evolution structure, and trends of HR found in the Web of Science (WoS) database from 1990 to June 2020. To do this, we included 25,542 articles in the SciMAT software for bibliometric analysis. The strategic diagram produced shows 23 themes, 12 of which are motor themes, the most important of which are discussed in this article. The thematic evolution structure presented the 21 most relevant themes of the 2011–2020 period. Our findings show that HR research is directly related to health issues, such as mental health, HIV, and reproductive health. We believe that the presented results and HR panorama presented have the potential to be used as a basis on which researchers in future works may enhance their decision making related to this field of study.

Renovation works to buildings are often not carried out or there are shifts in time, which causes degradation of the building. The article presents an analysis of the consequences of abandoning renovation works. The aim of this article is to present a method of preliminarily planning renovations of a MRUB (Managing Renovation in Un-renovated Buildings). This method of decision-making support is based on the consequences in the case of the omission of renovations. The omission of renovations may lead to a threat to the stability of the building’s structure, threaten the lives of its users, and further damage the building by damaging further elements, or even cause a building disaster. Often, as a result of the abandonment of renovation, usually caused by the lack of the owner, improper manager, or irresponsible owners, these objects are degraded. The consequences of the failure of renovating buildings lead to irreversible processes of destruction. As a result of the research, it was found that it was not only a bad technical condition that was a prerequisite for carrying out the renovation. The consequences of the absence of renovation works, in addition to the technical condition, should be a motivating factor. The problem of the abandonment of renovations is presented using the example of the palace in Drwalewice.

This paper discusses the creation of an agent-based simulation model for interactive robotic faces, built based on data from physical human–robot interaction experiments, to explore hypotheses around how we might create emergent robotic personality traits, rather than pre-scripted ones based on programmatic rules. If an agent/robot can visually attend and behaviorally respond to social cues in its environment, and that environment varies, then idiosyncratic behavior that forms the basis of what we call a “personality” should theoretically be emergent. Here, we evaluate the stability of behavioral learning convergence in such social environments to test this idea. We conduct over 2000 separate simulations of an agent-based model in scaled-down, abstracted forms of the environment, each one representing an “experiment”, to see how different parameters interact to affect this process. Our findings suggest that there may be systematic dynamics in the learning patterns of an agent/robot in social environments, as well as significant interaction effects between the environmental setup and agent perceptual model. Furthermore, learning from deltas (Markovian approach) was more effective than only considering the current state space. We discuss the implications for HRI research, the design of interactive robotic faces, and the development of more robust theoretical frameworks of social interaction.

Total knee replacement (TKR) is a remarkable achievement in biomedical science that enhances human life. However, human beings still suffer from knee-joint-related problems such as aseptic loosening caused by excessive wear between articular surfaces, stress-shielding of the bone by prosthesis, and soft tissue development in the interface of bone and implant due to inappropriate selection of TKR material. The choice of most suitable materials for the femoral component of TKR is a critical decision; therefore, in this research paper, a hybrid multiple-criteria decision-making (MCDM) tactic is applied using the degree of membership (DoM) technique with a varied system, using the weighted sum method (WSM), the weighted product method (WPM), the weighted aggregated sum product assessment method (WASPAS), an evaluation based on distance from average solution (EDAS), and a technique for order of preference by similarity to ideal solution (TOPSIS). The weights of importance are assigned to different criteria by the equal weights method (EWM). Furthermore, sensitivity analysis is conducted to check the solidity of the projected tactic. The weights of importance are varied using the entropy weights technique (EWT) and the standard deviation method (SDM). The projected hybrid MCDM methodology is simple, reliable and valuable for a conflicting decision-making environment.

There are longstanding calls for inclusive education for all regardless of student need or teacher capacity to meet those needs. Unfortunately, there are little empirical data to support full inclusion for all students and even less information on the role of data-based decision making in inclusive education specifically, even though there is extensive research on the effectiveness of data-based decision making. In this article, we reviewed what data-based decision making is and its role in education, the current state of evidence related to inclusive education, and how data-based decision making can be used to support decisions for students with reading disabilities and those with intellectual disabilities transitioning to adulthood. What is known about evidence-based practices in supporting reading and transition are reviewed in relationship to the realities of implementing these practices in inclusive education settings. Finally, implications for using data-based decisions in inclusive settings are discussed.

This work continues the research on modeling of passive methods of management of flow regimes in the boundary layers of compressed gas. Authors consider the influence of pressure gradient on the evolution of perturbations of different nature. For low Mach number M = 2 increase in pressure contributes to an earlier transition of laminar to turbulent flow, and, on the contrary, drop in the pressure leads to a prolongation of the transition to turbulence. For high Mach number M = 5.35 found that the acoustic disturbances exhibit a very high dependence on the sign and magnitude of the external gradient, with a favorable gradient of the critical Reynolds number becomes smaller than the vortex disturbances, and at worst – boundary layer is destabilized directly on the leading edge

This book identifies 88 Soviet intelligence officers who defected from 1924 to 1954 and provides an aggregate analysis of their information to uncover Soviet strategic priorities and concerns. When intelligence officers defect, they take with them privileged information and often communicate it to the receiving state, and thereby they open a window into a closed national security decision making system. The book provides the most comprehensive list of Soviet intelligence officer defectors compiled to date representing a variety of specializations. Through the information they provided in now-declassified debriefings, documents they brought with them, and post-defection publications and public appearances, this book shows the evolution of Soviet threat perceptions and the development of the "main enemy" concept in the Soviet national security system. It also shows fluctuations in the Soviet recruitment and vetting of personnel for sensitive national security positions, corresponding with fluctuations in the stability of the Soviet government. The shifting motivations of these officers also reveals the pressures that they were experiencing at the time, leading to their choice to break with the Soviet Union.
