The Citizen’s Charter in Nepal: An Effort to Achieve Quality of Governance at the Local Level

Local self-government in Russia has undergone a number of transformations - from spontaneous decentralization in the 1990s until the stage-by-stage integration into the state vertical system from 2003-2006. Despite the de facto loss of political and, partly, administrative autonomy, we see a huge diversity in the quality of governance and provision of public goods at the local level. Based on the Database of Municipalities' Characteristics (DMC) of Rosstat from 2008 to 2017 and data from the Central Election Commission (CEC of the Russian Federation), the article presents indices of the quality of the provision of public goods and analyzes the relationship with the Duma voting in 2016 and the budgetary autonomy of the municipality. Despite the continuing centralization of government, researchers still observe an impressive variation in both the formats of political competition and administrative practices in the regions, especially at the local level. The results of the analysis point to a number of patterns: 1. There is no strong link between budget independence and the quality of management; 2. Securing votes does not lead to the attraction of additional resources to the field and may even divert scarce funds and the human resources to technically support this loyalty.

Abstract The article draws on research on the quality of governance and its impact on Slovenian municipalities’ competitiveness. It presents the research results guided by two hypotheses: “Municipalities with a higher quality of governance are more competitive” and “The assessments of the quality of governance in Slovenian municipalities vary more than the assessments of the quality of governance in EU regions”. Starting from the general idea of governance as an undirected network of vertical and horizontal relations supports the importance of the research on the quality of governance and public administration in the EU environment on the local, regional, and national levels. As the low quality of governance impacts divergence in cohesion, mainly less developed and catching-up EU countries should focus on the development of the quality of governance and competitiveness at the regional and local levels. According to the research results, the Slovenian municipalities form several groups according to the behavior measured by the correlation between the quality of governance and the level of competitiveness. Additionally, the international comparison indicates that the quality of governance measured in Slovenian municipalities varies at least as much as in the EU regions. The evidence supports the quest for further research on the quality of governance and competitiveness to understand the dynamics of the development at the local and regional levels and develop proposals for improvement and measures adapted to the needs and capacities of groups of municipalities with similar behavior.

The objective of this paper is an attempt to explain the determinants of the lowest governance quality level in one of the communes of the Opolskie Province, Poland. The first stage of the research consisted in developing a commune-level governance quality index in order to measure the quality of governance in the 60 communes of the Opolskie Province. Subsequently, the commune with the lowest score in the index was qualified for the second stage of the research which was based on the extreme case method. The major conclusion from the research is that the commune leader's governance style which allowed him to hold on to power for many terms of office was responsible for generating low governance quality. Furthermore, the low quality of governance was not only the effect of the governance style but also the strategy aimed at remaining in the commune leader office for many terms.

Processes of the expected spatial socio-economic changes arise as a result of rational planning and continuation of development at regional and local level. A three-tier division ofthe local self-government creates opportunities for engagement of community in the rational planning model and local resource management, as well as usage of production factors; for socio-economic growth and improvement in the quality of life of the residents. The aim of the article is to show the functional structure and role of local government units in formation of regional and local policy toincrease economic growth, while maintaining the environmental protection requirements.

Why are some democratic governments more successful than others? What impact do various political institutions have on the quality of governance? This paper develops and tests a new theory of democratic governance. This theory, which we label centripetalism, stands in contrast to the dominant paradigm of decentralism. The centripetal theory of governance argues that democratic institutions work best when they are able to reconcile the twin goals of centralized authority and broad inclusion. At the constitutional level, our theory argues that unitary, parliamentary, and list-PR systems (as opposed to decentralized federal, presidential, and nonproportional ones) help promote both authority and inclusion, and therefore better governance outcomes. We test the theory by examining the impact of centripetalism on eight indicators of governance that range across the areas of state capacity, economic policy and performance, and human development. Results are consistent with the theory and robust to a variety of specifications.

In the early 1990s, the Central and Eastern European countries (CEE countries) saw the collapse of communist regimes and an unprecedented political and economic transformation that resulted in the establishment of democratic, law-governed states and market economies. Administrative reforms, which became an important milestone in this transformation, were considerably influenced both by administrative legacies predominant in the countries and by the Europeanization processes associated with their accession to the European Union. The administrative legacies, which combine elements of various traditions (e.g., German, Napoleonic, and Anglo-American) are still strongly affected by what is left of the communist era. Conversely, the impact of Europeanization processes on public administrations in CEE countries has proved to be much weaker than initially expected. The process of building a professional and apolitical civil service in CEE countries has been plagued by discontinuity and inconsistency, owing to the specific administrative culture of the region, the weakening pressure to modernize EU institutions, and the consequences of the 2008 financial crisis, as well as growing populist tendencies in the region. All these factors encouraged the belief that political control over public administration needs to be tightened in order for the effectiveness and quality of governance mechanisms to be improved. The quality of governance and public management varies widely across the CEE countries. What they have in common—at least to some extent—is the fairly high dynamics of change, including the reversal of the effects of previously implemented reforms. The latter factor may be interpreted as a search for country-specific reform paths, partly due to disappointment with the values and models prevailing in Western Europe, and somewhat as a consequence of growing populist tendencies in the region.

<p>Urban green infrastructure has various benefits known as ecosystem services such as regulating, cultural, provisioning and supporting services. Among the provided benefits there are decrease of air temperature, increasing humidity and mitigating urban heat island as regulating services; human-nature relations as cultural services; improving air quality, carbon sequestration as provisioning services and photosynthesis, nutrient and water cycling as supporting services. The high intensity of the urbanization process across the last decades coupled with weak legislative frameworks resulted both in large areas affected by urban sprawl and densification of the existing urban fabric. Both phenomenon generated loss in open spaces, especially green areas. In the context of the sustainable urbanization promoted by HABITAT Agenda, the knowledge related with the distribution, size and quality of urban green areas represents a priority. The study aim is to identify small urban green areas at local level at different time moments for a dynamic evaluation. We focused on small urban green areas since they are scarcely analysed even if their importance for the urban quality of life Is continuously increasing given the urbanization process. We used satellite imagery acquired by Planet Satellite Constellations, with a spatial resolution of 3.7 m and daily coverage, for extracting green areas. The images were processed using Geographic Object-Based Image Analysis (OBIA) techniques implemented in Esri ArcGIS Pro. The spatial analysis we performed generated information about distribution, surfaces, quality (based on NDVI) and dynamic of small urban green areas. The results are connected with the local level development of the urban areas we analysed, but also with the population consumption pattern for leisure services, housing, transport or other public utilities. The analysis can represent a complementary method for extracting green areas at urban level and can support the data collection for calculating urban sustainability indicators.</p>

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population.
