The resumed 30th session of the Economic and Social Council (ESOSOC) was held in New York on December 21 and 22, 1960, under the presidency of Mr. C. W. Schurmann (Netherlands). At the beginning of the 1135th meeting, the President read a note from the Secretary-General concerning the projected working agreement between the United Nations and the International Development Association (IDA), and introduced a draft resolution co-sponsored by Denmark and Japan callingon the President to negotiate with IDA with a view to drafting such an agreement. Mr. Makeev, speaking for the Soviet Union, stated that his government could not favor the draft resolution unless the proposed agreement included a provision recalling the terms of Article 58 of the Charter, relating to the coordination of the activities of the specialized agencies; the President replied that, although he was authorized to negotiate with representatives of IDA, he could not impose conditions. The delegates of China and New Zealand stated that they supported the draft resolution, and added that the essential point was to ensure liaison between the various organs dealing with development. The representative of Afghanistan likewise voiced support, pointing out that the draft resolution in essence merely requested the President to negotiate with representatives of IDA. The draft resolution was adopted without dissenting voice with the understanding that the President would take into account the observations of the members of the Council in the course of the negotiations

The question of the threat to Thailand was discussed by the Security Council at its 673d and 674th meetings. After again explaining the reasons for his government's belief that the condition of tension in the general region in which Thailand was located would, if continued, endanger the maintenance of international peace and security, the Thai representative, Pote Sarasin, again requested that the Peace Observation Commission establish a sub-commission of from three to five members to dispatch observers to Thailand and to visit Thailand itself if it were deemed necessary. The Thai draft differed from earlier Thai proposals, however, in that the original mandate of the sub-commission applie only to the territory of Thailand; if the sub-commission felt that it could not adequately accomplish its mission without observation or visit in states contiguous to Thailand, the Peace Observation Commission or the Security Council could issue the necessary instructions. Representatives of New Zealand, Turkey, Brazil, China, the United Kingdom, the United States, Denmark, Colombia and France spoke in support of the Thai draft. They denied, as had been alleged by the Soviet representative (Tsarapkin) at an earlier meeting, that Council consideration or action on this question would be detrimental to the success of the negotiations between the Foreign Ministers of the United States, United Kingdom, France, Chinese People's Republic, Soviet Union and other states in Geneva. While agreeing that it would be impropitious for the Council to consider directly the situation in Indochina as long as it was being discussed in Geneva, they argued that the question raised by Thailand was quite separate and that the Council had a duty to comply with the Thai request.

This article empirically investigates the effects of macroeconomic variables on the popularity of the New Zealand government by testing various popularity functions for the period 1970-1981. The results unambiguously show that the existence of this important politico-economic relationship cannot be doubted. In particular, the empirical results suggest that New Zealand voters are (1) forward-looking rather than backward-looking, (2) capable of comparing the actual macroeconomic condition with some notion of a variable “normal” performance, and (3) well aware of the openness of their economy.

After the breakup of the Soviet Union and independence declaration of Ukraine in 1991, as in the other Soviet countries, Ukraine has left a heavy industrial based economy with an insufficient technology. Trade relations with Turkey gained momentum in 2004 and has continued its growing until today. This trade relationship has a complementary role and mostly based on intermediate good export. Turkey is the second largest export volume partner of Ukraine and providing the largest trade surplus for Ukraine. Ukraine economy is very sensitive to foreign trade fluctuations, therefore in the 2009 global crisis, Turkey’s trade volume with Ukraine declined more than two times. In 2014, military conflict in the East, Russian trade restrictions, the Hryvnia depreciation and tight fiscal austerity measures have exacerbated the existing macroeconomic challenges of Ukraine and pushed the country into its deepest recession since 2009. This study analyses the Ukraine crisis effects on its economic situation and effects on the Turkey and Ukraine’s economic relationship by using statistical methods. Data sources are: National Bank of Ukraine, State Statistics Service of Ukraine, Ministry of Finance of Ukraine, Trade Statistics for International Business Development, National Bank of Turkey, Turkish Exporters Assembly, Turkish Statistical Institute. Turkey, as a country has earned trusts of both Ukraine and Russia, is able to lead a peacekeeping force in Ukraine. Furthermore, Turkey should evaluate the possibilities to provide a credit line to Ukraine and it would be useful for Turkey to search the other markets and trade conditions as well.

The German attack on Poland began on September 1 1939, and triggered the declaration of war on Germany by Britain, France, Canada, Australia, New Zealand, and the Union of South Africa. Germany and the Soviet Union were agreed on a dual attack on Poland from the West and East, which left Poland unable to defend itself. An important aspect of the war between Germany and the Allies was the war of the oceans. The battles between warships, targets on merchant ships, and the use of submarines in the Atlantic and Arctic Oceans continued from 1939 up until Germany's surrender in May 1945 and drew in many Baltic and Scandinavian countries.

The concept of seismic or base isolation as a means of earthquake protection seems to be more than 100 years old. However, until very recently, few structures were built using this principle. Today the concept has matured into a practical reality and is taking its place as a viable alternate to conventional (fixed base) seismic resistant construction. This paper reviews some of the history of isolation and restates the basic elements of a modern isolation system. It then proceeds to review current activity, worldwide. Progress in the United States is discussed first followed by that in China, France, Greece, Italy, Japan, New Zealand and the Soviet Union. Directories of isolated structures in the United States, New Zealand and Japan are also included. Finally the performance of a selection of these structures during actual earthquakes is given.

Assuming that mediation is a successful way of resolving employment rights disputes, it is interesting to establish the reasons why this is the case. Factors for mediation being a successful way of resolving disputes mentioned in the literature are numerous and can be found not only in the unique approach to resolving disputes but also in the personal qualities of the neutral third party. This paper is based on a recently conducted study, which consists of 30 structured interviews with mediators involved in the resolution of employment relationship problems, and provides data on the person of the mediators, their training and previous work experience. It surveys not only the mediators of the Department of Labour’s Mediation Services that provide most of the mediation in this field but also private employment mediators. It also reports on the findings of an online­survey on the private employment mediation market in New Zealand.
