Energy Efficiency Policies in Malaysia: A Critical Evaluation from the Sustainable Development Perspective

The paper outlines major preconditions of development of energy efficiency programs and the process of their introduction from the perspective of sustainable development concept. Energy saving measures of European Union are examined, its experience and results, like green books and Thermie programs, etc are analyzed. The paper also specifies relevant activities and responsibilities undertaken by Member States by 2030 and the rates planned to be achieved. The experience of neighboring Poland in energy efficiency promotion is analyzed, as far as the country most closely resembles Ukraine by the initial rates in 1990. We calculated conditional losses of Ukraine in 2017 as the gap between the rates of energy efficiency of Ukraine and Poland (similarity of climate conditions and the state of housing funds allowed us to assume that the comparison will be the most correct regarding Ukraine). The results of calculations make us conclude that the funds are used most efficiently if the money designated, for example, for subsidizing of population are directed at strengthening of energy efficiency (at least up to the level of neighboring country). It will result in saving of about 40 billion. This is the amount defined as Ukrainian capacity in terms of improvement of energy saving and possible results of its realization. The paper determines the stage Ukraine is at in introduction of energy efficiency measures and programs: “warm loans” program; conditions regarding energy saving in Ukraine enshrined in the EU-Ukraine Association Agreement; creation of legal basis, namely the Law of Ukraine “On Energy Efficiency Fund” as of 8 June 2017. The role of newly created Energy Efficiency Fund is analyzed. Special attention is paid to the fact that energy efficient construction is one of international liabilities undertaken by Ukraine. The presence of The Active House Alliance at Ukrainian market is an important achievement in this sphere as it is the non-profit association aiming at creation of housing concept corresponding to the sustainable development principles.

Introduction. One of the main directions of ensuring the sustainable development of the national economy and its regions is the reform of the energy sector, which can take place through the modernization or innovation of its components. An important component of these reforms is to provide the population with the environmentally friendly and socially safe thermal energy. At the present stage of management, the heat supply is the most costly branch of public utilities, which is supplemented by the problems of the inefficient fuel balance structure; worn-out infrastructure and low energy efficiency. This highlights the need to study the management of modernization of the heat supply system in the region in view of the declared vectors of the long-term development. Object of research is the process of managing the modernization of the heat supply system in the region. Subject of the research is a set of scientific approaches and practical mechanisms of modernization of the heat supply system of the region in the context of ensuring its sustainable development. Objective. The conceptual foundations of modernization of the heat supply system of the region in the context of its sustainable development through the introduction of the innovative technologies both in the management process and in the energy sector itself is substantiated in the paper. Methods. The following general scientific methods were used during the research process: system, structural analysis, grouping, when studying the structural elements and isolation of problems of development of the heat supply system of the region; historical analysis, when considering the scientific principles and institutional mechanism of modernization of the region’s heat supply system; comparative analysis in assessing the possibilities of the green transition of the heat supply system of the region and also when considering the features of the use of grant resources in the modernization of the heat supply system of the region; economic analysis in assessing the current state of the district heating system, etc. results. The essential determinants of the heat supply system of the region are analyzed, the objective need, organizational and economic mechanisms for managing the modernization of the heat supply, taking into account the need for the balanced development of the energy sector of the region are verified. The scientific novelty of the obtained results lies in the substantiation of the conceptual approaches to the management of modernization of the heat supply system of the region by innovating the forms and methods of managerial influence on the heat supply system of the region. The conclusion is made about the following effective approaches in managing the modernization of the district heating system: planning of the sustainable development of the energy sector, development of programs for modernization of the district heating, implementation of the infrastructure and soft projects, implementation of the international projects, motivation of households and entrepreneurship in the heat sector, participation in the grant requests, in state crediting programs, realization of the business projects in the field of production of environmentally friendly fuel; conducting an information campaign among the population and other key market players to raise the awareness of the energy efficiency financing mechanisms. The practical significance of the obtained results is that the developed recommendations will be used to improve the organizational and economic mechanism of management of the district heating system modernization and ensure its sustainable development.

We live in complex times in the health, social, political, and energy spheres, and we must be aware of and implement new trends in intelligent social health systems powered by the Internet of Things (IoT). Sustainable development, energy efficiency, and public health are interrelated parameters that can transform a system or an environment for the benefit of people and the planet. The integration of sensors and smart devices should promote energy efficiency and ensure that sustainable development goals are met. This work is carried out according to a mixed approach, with a literature review and an analysis of the impact of the Sustainable Development Goals on the applications of the Internet of Things and smart systems. In the analysis of results, the following questions are answered about these systems and applications: (a) Are IoT applications key to the improvement of people’s health and the environment? (b) Are there research and case studies implemented in cities or territories that demonstrate the effectiveness of IoT applications and their benefits to public health? (c) What sustainable development indicators and objectives can be assessed in the applications and projects analyzed?

Sport performs several functions in society: an educational, a social, a cultural as well as a recreational function. Nevertheless, sport is also a business: in economic terms, it is a rapidly growing area accounting for 3% of world trade and is one of the sectors most likely to generate new employment in the near future (Colucci & Hendrickx, 2014). For that reason, at the present stage of sustainable development of sports in Europe in general and in Republic of Latvia in particular, there is a growing need for a clear regulation of the employment relations of professional athletes and transparency of taxation in the sports industry. Taking these considerations into accounts, aim of the research paper is to assess the theoretical and practical issues related to employment relationships and taxation in Latvian sports from the sustainable development perspective. The methodological basis of the research consists of general scientific and special legal research methods.

AbstractThe behavior of occupants in buildings has an enormous impact on their energy consumption. Despite the efforts to improve the energy efficiency in buildings, there are still many barriers that need to be overcome. Behavior change measures -to improve the energy performance of buildings- are focused on both, the design and the use and operation of buildings. If we are really committed to achieving the sustainable development objective to improve our society’s well-being, special attention should be put into energy use behavior as it has been proven to be an effective way for improvement. ResumoO comportamento dos ocupantes em edifícios tem um enorme impacto no seu consumo de energia. Apesar dos esforços para melhorar a eficiência energética nos edifícios, ainda há muitas barreiras que precisam ser superadas. Medidas de mudança de condutas - para melhorar o desempenho energético dos edifícios - são focadas tanto no design como na utilização e operação de edifícios. Se estamos realmente empenhados em alcançar o objetivo de desenvolvimento sustentável para melhorar o bem-estar da nossa sociedade, uma atenção particular deve ser proporcionada em relação as condutas que influem no uso cotidiano de energia, uma vez que se provou ser um meio eficaz de progresso.

Purpose: to propose a program for the sustainable development of production complexes of the electric power industry, a distinctive feature that will be to increase production efficiency and preserve the environment.Findings: after conducting a scientific study, the authors obtained indicators for analyzing the effectiveness of the program, which were tested on the example of two territorial generating companies located in Buryatia and the Trans-Baikal Territory.Results: the proposed and tested program contains a number of advantages related to energy efficiency, preserving the environment, increasing the reliability and uninterrupted power supply.Value: the proposed program of the sustainable growth of power generating companies considering the adjustment of the production characteristics, the use of energy resources and the existing infrastructure, can become the basis for the power companies.

The sustainable energy strategy is an important guarantee for the sustainable development of the Sino-Singapore (Tianjin) Eco-City (SSEC). Whether the energy strategy could be successful or not, it depend on that how much the energy will be consumed by building heating and cooling in SSEC. After has analyzed the technical characteristics of heating supply system, and also studied the optimization technologies of energy-saving, which are relevant to the temperature of heating supply, thermal station configuration, cooling mode, solar collectors and etc, this paper proposes a sound path to improve the energy efficiency and cost-effectiveness of the Eco-City in operation, so as to promote sustainable development.
