Abstract Based on the “Pilot Reform of the Compensation System for Ecological and Environmental Damage” launched in 2015 and a research sample of listed companies in China's heavy pollution industry from 2014 to 2017, this paper uses a difference-in-differences model to empirically test the impact of the compensation system on corporate environmental investment, as well as the moderating effect of market degree and firm ownership. The result shows that the implementation of the compensation system has significantly promoted corporate environmental investment, and the market degree has a moderating effect, but the supervision effect remains the same due to firm ownership. Local government’s strict environmental supervision on local enterprises is the important channel to ensure the function of ecological damage compensation system. This research provides a reference for the national government to formulate specific and effective environmental policies, stimulate the environmental governance motivation of local governments, and encourage enterprises to assume environmental responsibilities, to achieve green and sustainable development.

Subject. This article assesses the effectiveness of the existing system of environmental management based on the user-pays principle in terms of reducing the negative impact on the environment. Objectives. The article aims to conduct a comparative analysis of the anthropogenic impact on natural environment components and deficiency payments for pollution in the model areas of the Russian Federation. Methods. For the study, I used the methods of computational, comparative, systems, and structural analyses. Results. Based on the ecological rating of the Russian Federation subjects, the article defines model areas, assesses the degree of anthropogenic impact on the basis of pollution relative rates, and describes the particularities of environmental investment in the selected areas. Conclusions. The system of payments for pollution does not affect the economic behavior of economic entities.

The forest-game conflict – how can forest economics contribute to solve it? (Essay) Core parameters of forest economics such as land expectation value or highest revenue show that damage caused by wild ungulates can critically influence the economic success of forest enterprises. When assessing and evaluating the damage in order to calculate damage compensation, methods are applied in Germany that look either into the past (“cost value methods”) or into the future (“expected value methods”). The manifold uncertainties related to this evaluation over long-term production periods are taken into account within a framework of conventions through strongly simplifying assumptions. Only lately, the increased production risk due to game-induced loss of species diversity is also considered. Additional aspects that should be taken into account in the future are the loss of climate-adapted species, the change of the insurance values of forest ecosystems and the impossibility of specific management systems such as single-tree selection forestry due to the influence of game. Because of high transaction costs when assessing the damage, financial compensation should only be the “ultimate measure” and a meditation between stakeholder groups with the goal to find a cooperative solution before the damage occurs should be preferred.

Exhaustion of rich ore deposits is making it necessary to bring low-grade ores into production, resulting in a sharply increased volume of excavated rock. Huge quantities of waste fill vast areas of the Earth's surface, with severe ecological effects. But the ecological damage could be reduced by extracting additional products from the tailings. Laseroluminescent sorting is a new technology by which this may be achieved. The most promising subjects are about 50 minerals including diamonds, native Au and Ag, ores of V, Pb, Zn, Sn, Li, Be, W, Mo, Zr, Sr, halite, apatite, phosphorite, fluorite, calcite, barite, anhydrite.
