Ontology is the core component in Semantic Web applications. The employment of an ontology building method affects the quality of ontology and the applicability of ontology language. A weighted classification approach for ontology building guidelines is presented in this chapter. The evaluation criteria are based on an existing classification scheme of a semiotic framework for evaluating the quality of conceptual models. A sample of Web-based ontology building method guidelines is evaluated in general and experimented with using data from a case study in particular. Directions for further refinement of ontology building methods are discussed.

Introduction: Graduate is one of the important support in the development of a university. Graduate have a role to assist universities in developing the university into the community through collaboration in academic terms. Since the establishment of the Adventist University of Indonesia (UNAI) to date has resulted in 12 608 qualified graduates, but the problems that exist today data on students graduated from UNAI difficult to find because UNAI not have a special service for containing information about the data the continuation of a career each of graduate that will be created as the relationships that can support the advancement of the quality of the Graduate at Adventist University of Indonesia. Methods: With the difficulty of knowing the whereabouts of graduate, an graduate tracer study system was created using Web-based GPS that aims to make it easier for universities to find out the alumni position and is expected to be able to overcome the problems above. The graduate tracer study system was designed using a website-based system. .The system of Graduate tracer study was designed using a web-based system. The system is easy to use by any user because it is built using the waterfall method as a method of system development, laravel framework for building websites and using the Global Positioning System (GPS) locator that serves Graduate. Results: The end result of this research is to facilitate UNAI system to track and determine the position of the Graduate as well as get information takes on new Graduate pass or long pass which spread to various area Discussion: It is expected that the future can be developed to add features that are useful scholarship to help students who are still studying, and add graphs about graduate information in getting a job.

This paper presents a case study that describes and discusses the problems encountered during the design and implementation of a blended learning course, largely taught online through a web-based learning environment. Based on Moore’s theory of transactional distance, the course was explicitly designed to have dialogue at its heart. However, the reality of systemic behaviours caused by delivering such a course within a group of conventional further and higher educational institutions has led to an entirely unanticipated reversion to structure, with unpleasant consequences for both quality and quantity of dialogue. The paper looks at some of the reasons for this drift, and suggests that some of the disappointing results (in particular in terms of the quality of the students’ experience and associated poor retention) can be attributed to the lack of dialogue, and consequent increase in transactional distance. It concludes with a description and evaluation of steps currently being taken to correct this behaviour.DOI: 10.1080/0968776042000216219

Citizen science can serve as a tool to address environmental and conservation issues. Ιn the framework of Erasmus+ project CS4ESD, this study focuses on promoting the importance of plants and plant species and communities’ diversity by using available web-based information because of Covid-19 limitations and concerning the case study of Olympus mountain Biosphere Reserve (Greece). A questionnaire was designed to collect the necessary information, aiming to investigate pupils’ and students’ willing to distinguish and learn more about plant species and communities and evaluate information found on the web. Pupils, students, and experts participated in this study. The results are indicative of young citizens’ ability to evaluate environmental issues. They often underestimate plant species richness, endemism, plant communities, the importance of plants, and ecosystem services. They also use environmental or plant-based websites and online available data in a significantly different way than experts. The age of the young citizens is a factor that may affect the quality of data. The essential issue of recognizing the importance of plants and plant communities and of assisting for their conservation is highlighted. Education for sustainable development is one of the most important tools that facilitates environmental knowledge and enhances awareness.

This study assessed the perceptions of adult learners inonline distance learning programs regarding theinstructional quality of Web-based courses via WebCT. Theresults showed an overall positive perception regarding theinstructional quality of online courses delivered via WebCT (M = 3.51, SD = 1.1362). The mean obtained for students’perceptions regarding the instructional quality items ranged from 3.7 to 3.37. The visual appeal of Web site and appropriateness of the course materials received thehighest rating (M = 3.625). Clarity and purpose in introduction to content components earned the lowest ratings (M = 3.37). These results were closely correlated to students’ responses regarding the important aspects ofinstructional quality of online courses. The most important aspect indicated by students was the idea of having onlinecourse content and materials relevant to the course. Theresults of the study also indicated other perceived aspects that affect students’ views of the instructional quality of anonline course, including interaction, design, convenience, feedback, and usability.

The management of public complaints in many institutions in Indonesia has not been managed effectively and integrated. Each institution works partially and not coordinated well. This causes duplication of handling complaint, or worse is a complaint possibly not handled by any of institution, due to the reason that the complaint is not their authority. For this reason, the Government of the Republic of Indonesia established a S4N-LAPOR!. Meanwhile, there are still some deficiencies in LAPOR. This research purpose is to analyze/evaluate LAPOR using an integration of Webqual method to Importance Performance Analysis (IPA) and Kano model. This research is only carried out by analyzing web-based LAPOR services. The questionnaires are distributed to 159 respondents. The webqual method is used to determine the dimension and attributes, while the IPA and Kano model is conducted for data analysis. The integration from the results of both data analysis shows that there are 14-attributes out of 23 that need to be the priority for LAPOR improvements.

E-Government basically comprises the use of electronic communications technologies such as the internet, in enhancing and advancing the citizens access to public services. In most developing countries including Burundi, citizens are facing many difficulties for accessing public services. One of the identified problems is the poor quality of service in managing citizens’ complaints. This study proposes an SMS and web based e-Government Model as a solution. In this study, a case study of a complaint management system at District of Gihosha has been used as a reference to prove that SMS and Web based e-Government Model can enhances the access of public services. The objective of this study is the development of an SMS and web-based system that can enhances the process and the management of citizens’ complaints at District of Gihosha. The system has been developed using PHP as front end, Apache as web server, MySQL as Database and Gammu as SMS gateway. The obtained results after testing the system shows that all the functionalities of the developed system worked properly. Thus, the SMS and web based complaint management system developed is considered to be effective.

At first information systems do not have to be associated with information technology, but with the development of the times,nowadays an information system can not exist without the use of information technology. A system is needed to facilitate the affairs of an organization. The effecctiverss of the system will affect the success of the organization under it. The development of Web-based Information Systems is an effort to develop the implementation of practice and in order to improve the quality of services to students that are effective, efficient and transparent, and directed to achieve the establishment of information networks and service transactions to qualified students without restrictions on partition and space. The end goal is the development of Laboratory Information System is expected to accommodate the concept, the essence and the nature of service to students with excellenees. The results of the test based on questionnaire data. Presentase conformity system reach 92%, where the system runs in accordance with the wishes of responden. While the system discrepancies reach 8%.

For the development of the application "How To Make Money Online" CV Satoeasa For Indonesia plans to create a web-based application with the aim of making it easier for customers to access it without having to install their personal device first. This research uses the waterfall method. In the waterfall method there are several steps including requirements, design, implementation, verification and maintenance. This "How To Make Money Online" application is still based on Android, therefore the author intends to make a web-based "How To Make Money Online" application development design. The result of this research is an application development design. Application development is easier with the application design that will be developed. The conclusion is the "How To Make Money Online" application development design using HTML (HyperText Markup Language) programming. Before this application was developed, it was based on Android and after it was developed it became web-based. In this application there are several menus including the homepage, articles, contacts, about us and help. Since 2000, I have been coordinating a web based virtual exchange project, Project Ibunka. Ibunka means different cultures in Japanese. It aims to provide opportunities of authentic interaction among EFL/ESL learners all over the world. The project has been giving English language learners from various countries opportunities to use English for authentic purposes and promote intercultural understanding. Since 2000, more than 6,000 students from 22 countries have joined the project. The long life, the regularly appearing cooperative partner teachers, the diversity of students’ cultures, and the high quality of the messages exchanged, are the assets of Project Ibunka. This paper, as a case study of virtual exchange, overviews the background and the project constitution as a whole. It also analyzes the project management and students’ written products. The three administrative features, (1) non-unified project goals for partner institutions, (2) selecting and sequencing themes and sub-themes, and (3) moderation by experienced instructors, have contributed to students’ quantitative fluency as well as their qualitative improvement.
