The framework structure of the federal law on strategic planning leaves a wide field of activity for developers to use various tools in the process of building a development strategy for both the region and its sub-systems, which include the education system of the region. The methodological recommendations of the Ministry of Economic Development of the Russian Federation regarding the development of a strategy specify only the content of the main directions of the strategy, but allow the use of various methods, models and mechanisms for developing the strategy itself. Therefore, the study of the issues of instrumental support of procedures for developing strategies for regions and its subsystems is of interest from a theoretical and practical point of view.In the study of theoretical and applied problems of instrumental support of the process of developing a strategy, algorithms are built in the form of a general scheme for developing a strategy and performing a comprehensive analysis prior to development. Algorithms for developing a strategy at the initial stage were formed based on the results of a comprehensive analysis, at the stage focused on the main goal (Mission), as well as at the final stage, the goals of which are focused on the ideal state in the future — Vision. Besides. An algorithm for determining the expected results has been built. on the basis of which a scenario for the development of regional subsystems is built.The scientific novelty of the developed procedures lies in the fact that a set of tools for determining strategically significant projects and programs of the final and intermediate stages of strategy implementation is proposed; tools for agreeing strategically significant decisions were formed throughout the cycle of strategic development of the region’s education system; shows the procedure for constructing a tree of goals for the intermediate stage of the strategy implementation; a procedure for the formation of a development strategy at the intermediate stage of strategy implementation has been developed. The proposed approach to building a strategy for the development of socio-economic systems in the region is implemented in the process of adjusting the development strategy of the Vladimir region in terms of vocational education in the region.

With the highly praised development of low-carbon and implementation of western development strategy, the various industries of northwest faced great stress with how to weigh the economic growth and reduce carbon emissions. In this study, based on the data about energy consumption and GDP in the construction industry of five northwestern provinces, and estimates the carbon emissions of construction indirectly. Then combined withDecoupling Theoryanalysis the interacted impact among carbon emissions, energy consumption and economic growth in the construction industry of five northwestern provinces .The results shows that the development of construction industry in provinces is still based on high energy consumption and high carbon emissions, but each impact degree of them are different. Finally, put some suggest improvements to reduce the energy consumption and carbon emissions in the construction industry path of five northwestern provinces.

Construction of the regional industrial competitiveness coefficient model to measure and evaluate the dynamic trend of industrial transfer between the manufacturing industries of the eastern, central and western regions since its formal implementation of the western development strategy in 1999, China, the results show that from 2000 to 2010 the absolute superiority of the eastern part of the manufacturing sector is still obvious, even to expand, and the East Midwest gap has not narrowed, as well as the expansion of large-scale industrial transfer and did not happen.

Much of the research conducted in India in the area of entrepreneurship considers the relation between entrepreneurship and economic performance. However, the latest business strategy that has shown tremendous development in business arena has been ignored altogether. The present paper provides a theoretical framework of the relationship between franchising business and national economic performance. The main aim of this paper is to present the capabilities of applying the concept of franchising in the development of entrepreneurship in SME sector so as to trigger-economic performance. This article argues that there is a need to treat franchising not just a mere business expansion option but a powerful SME development strategy that has a capability to change the economic fate of the country like entrepreneurship does. The first part deals with some aspects of the recent economics literature on the relationship between entrepreneurship, small business, and economic growth. The second part a conceptual framework presents the links between franchising and economic growth at different levels of aggregation. In particular, it gives a summary of some research works across the world.

This article discusses Africa’s political economy in the contemporary era. It begins with an overview of various theories, models and debates that address African economic performance before turning to a discussion of the interrelationships between institutions, politics, and economic change. It then proceeds with an analysis of the politics of economic change in Africa following years of colonization; how the development strategies charted at independence came under stress from internal and global factors in the 1970s; the shifts in development strategy and policy orientation that African states went through in the 1980s; the influence of political reform and democratization on the trajectory of African economies during the 1990s; and the acceleration of economic growth in many African countries in the twenty-first century. Finally, the article assesses African economies under the contemporary period in which enhanced performance and a more propitious context create opportunities for a shift in developmental trajectories.

This research analyzes how the development programme provides the implementation in the context of tourism development. The aim of this study is to explore Rezekne county Development Strategy related to Tourism development, to reveal potential implementation problems, and to make proposals for successful Strategy implementation. The offered proposals for successful implementation of strategic direction ‘Tourism development’ were developed by taking into account development of human resources capacity.
