Abstract How much public and elite support is there for the use of a citizens’ assembly – a random selection of citizens brought together to consider a policy issue – to tackle major, deadlock-inducing disagreements in deeply divided places with consociational political institutions? We focus on Northern Ireland and use evidence from a cross-sectional attitude survey, a survey-based experiment and elite interviews. We find that the general public support decision-making by a citizens’ assembly, even when the decision reached is one they personally disagree with. However, support is lower among those with strong ideological views. We also find that elected politicians oppose delegating decision-making power to an ‘undemocratic’ citizens’ assembly, but are more supportive of recommendation-making power. These findings highlight the potential for post-conflict consociations to be amended, with the consent of the parties, to include citizens’ assemblies that make recommendations but not binding policy.

In early design phases, it is vital to be able to screen the design space for a set of promising design alternatives for further study. This article presents a method able to balance several objectives of different mathematical natures, with high impact on the design choices. The method (MOSART) handles multi-objective optimization for safety and reliability trade-offs. The article focuses on optimization problem approach and processing of results as a base for decision-making. The output of the optimization step is the selection of specific system elements obtaining the best balance between the targets. However, what is a good base for decision can easily transform into too much information and overloading of the decision-maker. To solve this potential issue, from a set of Pareto optimal solutions, a smaller sub-set of selected solutions are visualized and filtered out using preference levels of the objectives, yielding a solid base for decision-making and valuable information on potential solutions. Trends were observed regarding each system element and discussed while processing the results of the analysis, supporting the decision of one final best solution.

In the process of selecting Indonesian Workers (TKI) based on quality at PT. Adila Prezkifarindo Duta is classified as still manual, where there is not yet a system for selecting quality migrant workers so it requires a long time for its assessment and the selection process is less effective. To support decision making in the selection of qualified Indonesian Workers (TKI) to make it easier by using a decision support system. One method used in the selection of qualified Indonesian Workers is the Profile Matching method. The profile matching method is a decision-making mechanism by assuming that there is an ideal level of predictor variables that must be met by applicants, rather than the minimum level that must be met or passed. In the profile matching process a process will be compared between individual competencies into standard competencies so that different competencies can be identified (also called Gap). The smaller the gap produced, the greater the weight value. In matching this profile, the selected TKI candidates are Indonesian Workers who are closest to the ideal profile of a qualified TKI.

This study aims to evaluate the level of technical efficiency of companies that perform the integrated management of basic sanitation in Brazilian municipalities. A Multiple Data Envelopment Analysis (M-DEA) model was applied to estimate the performance of water supply and sewage services in 1628 municipalities covering more than 56% of the Brazilian population, identifying the factors that most influence the efficiency of the sector in the years 2008 and 2016. The M-DEA methodology is an extension of Data Envelopment Analysis (DEA) with multiple DEA executions considering all combinations of inputs and outputs to calculate efficiency scores. The methodology reduces possible biases in the selection of resources and products of the model, ability to support decision-making in favor of improvements in the sector′s efficiency based on national regulatory framework. The analyses show that the companies analyzed can increase their operating results and attendance coverage by more than 60%, given the current levels of infrastructure, human and financial resources in the sector. Based on the simulation of potential efficiency gains in Brazilian basic sanitation companies, the estimates show that the coverage of the population with access to sanitary sewage would go from the current 59.9% to 76.5%. The evidence found provides indications to subsidize sanitation management in the country at the micro-analytical level, enabling a better competitive position in the sector for the integrated management of basic sanitation and its universalization in Brazil.

Abstract Rob’s condition in Semarang is exacerbated by the decrease in the soil level which has a part in the expansion of rob puddles. Therefore, this research is needed to determine the alternative design of the Tenggang River estuary embankment. Researchers collect data with interviews and surveys, then made analysis with Analytical Hierarchy Process (AHP) method which is one of the decision making models in the selection of Embankment Design, the levee design consists of three selected design alternatives. This research focused on decision making based on perceptions of Professionals, Experts, Academics and community leaders.. Where the design of the Embankment consists of 3 alternative designs with priority factors based on analysis and equations of the criteria in the selection of the design, namely, topographic factors (0.133), geology (0.312), hydrology (0.125), Society (0.186), cost (0.113) and benefit (0.131).

This paper discusses the major system design alternatives considered in a comprehensive system study of closed-cycle gas turbine propulsion systems for advanced ship propulsion applications. The general requirements and constraints applicable to propulsion engines for advanced ships were reviewed, and major design variances from the traditional land-based closed-cycle gas turbine power systems were identified. The potential impact of these system requirements and design variances will have on the selection of thermodynamic and mechanical design alternatives applicable to the power conversion system were evaluated, and some trade-off considerations, including the domain of optimal system design, are discussed.

Abstract: PT Pinus Merah Abadi is one of the distributor companies in Indonesia engaged in selling snacks such as snacks and wafers with the Nabati brand. Every month the company offers increased incentives for its employees with predetermined conditions or targets. But in the process, the incentive calculation is managed manually using criteria by the General Affair Personnel who then data the results of the manual calculation are sent to the central office to obtain the disbursement of funds. Sometimes the results of these decisions are too rigid. The method used to solve this problem is the RAD method and each stage is adjusted accordingly based on the Tsukamoto fuzzy algorithm. From this study, an application of decision support systems was obtained that could support decision making to increase incentives that were more appropriate in human consideration. Keywords: decison support system design; incentive calculation; tsukamoto method Abstrak: PT Pinus Merah Abadi merupakan salah satu perusahaan distributor di Indonesia yang bergerak di bidang penjualan makanan ringan seperti snack dan wafer dengan merk nabati. Setiap bulan perusahaan menawarkan insentif yang meningkat bagi karyawannya dengan kondisi atau target yang telah ditentukan. Namun dalam prosesnya, perhitungan insentif dikelola secara manual menggunakan kriteria oleh personil urusan umum yang kemudian data hasil perhitungan manual dikirim ke kantor pusat untuk mendapatkan pencairan dana. Terkadang hasil dari keputusan ini terlalu kaku. Metode yang digunakan untuk memecahkan masalah ini adalah metode RAD dan dalam setiap tahap disesuaikan sesuai berdasarkan algoritma fuzzy Tsukamoto. Dari studi ini, sebuah aplikasi dari sistem pendukung keputusan diperoleh yang dapat mendukung pengambilan keputusan untuk meningkatkan insentif yang lebih tepat dalam pertimbangan manusia. Kata kunci: metode tsukamoto; peningkatan insentif, perancangan sistem pendukung keputusan

Objective: to report the development of a software to support decision-making for the selection of nursing diagnoses and interventions for children and adolescents, based on the nomenclature of nursing diagnoses, outcomes and interventions of a university hospital in Paraiba.Method: a methodological applied study based on software engineering, as proposed by Pressman, developed in three cycles, namely: flow chart construction, development of the navigation interface, and construction of functional expressions and programming development.Result: the software consists of administrative and nursing process screens. The assessment is automatically selected according to age group, the nursing diagnoses are suggested by the system after information is inserted, and can be indicated by the nurse. The interventions for the chosen diagnosis are selected by structuring the care plan.Conclusion: the development of this tool used to document the nursing actions will contribute to decision-making and quality of care.
