Bridging the Gap between Expectation and Reality: Urban Planning and the Public Bus System in Abu Dhabi

In urban planning, governments usually hold the decision-making power to shape not only city landscapes but also people's lives with the promoted goals of social welfare. Although states expect their own version of ideal scenarios in mind when carrying out infrastructural developments, after competition, people in reality have their own ways of perceiving and utilizing state-made infrastructures and urban transportation, sometimes in alignment with government plan, and sometimes at odds with it. Abu Dhabi is one of the cities in the world in which the government planned out the whole city and created urban infrastructure from scratch, including the city bus system. Although the Abu Dhabi public buses started operating in 2008, car dependency is still high and many residents consider public buses to be inefficient and time consuming and only used by certain immigrant working population.

One of the main problems to be solved by the transport operators is the substantiation of the vehicle models servicing the transport lines. A gametheoretical approach is proposed in this paper to justify the bus model choice based on the passengers’ preferences and the structure of the passenger flows. To estimate the customers’ preferences, the membership functions for fuzzy sets of the optimal vehicle models were defined. The simulation experiment aiming to estimate the city fleet structure in terms of the vehicles’ capacity was conducted for the Talas city (Kazakhstan) based on the proposed approach with use of the corresponding software implementation of the developed mathematical models. As a result of the experimental studies, the impact of the passengers’ flow structure and the number of carriers on the rational structure of the city bus fleet was studied in the paper.

For the past decades, environment and its relevant issues are becoming the greatest concern of most countries. Public opinion becomes the interest of most policy makers and sociologist reformist. Improved understanding of public perceptions about global warming and other environmental issues can contribute to informing scientific and policy discussions. The aim of this study is to assess the (1) the extent of concern on the major environmental issues of the city (2) the preference between environmental protection and energy production, and (3) to compare the extent of concern of the public according to their respective district.  A total of 1151 respondents, ages 18 and above was derived using the systematic sampling at 95% confidence interval, and proportionate sampling distribution to ensure representativeness with the population of the city. The results suggest that Dabawenyos are greatly worried about global warming (92%), deforestation and urban flooding (88%), and energy crisis are considered as the most alarming environmental problem in the city. Moreover, they are more favorable to environmentally-friendly solutions in addressing the city’s energy problem, and the government should put greater emphasis on the development of renewable energy (96%). The degree of concerns and emphasis on environmental protection of the community can be directly equated to the traumatic environmental phenomena that had happened in the city.   Keywords: Ecology and Conservation, environmental issues, renewable energy, poll survey, Philippines

Nautical tourism according to Hidayat (2000: 15) are activities related to marine which includes relaxing on the beach or enjoying the natural surroundings, swimming, surfing, diving, water sky and touring around, or in other words all the potential economic value that can be utilized to increase the income of the surrounding communities and increase state revenues. The purpose of this study was to determine the development undertaken by the Government of the city, to find out the sale of the City and to determine the role of the community in supporting marine tourism activities Beach Marina. This research is located in the Marina Beach of Semarang as has been defined as marine tourism area in the city of Semarang. This research uses descriptive qualitative data analysis techniques including data collection, data reduction, data presentation and decision making. This study uses descriptive qualitative research and quantitative descriptive. The conclusion of this study is the development undertaken by the Tourism Department of Semarang and manager of the Marina include a variety of development, promotion conducted on marine tourism Marina Beach include promotion in tourism events with regional and national scale, in cooperation with the stations, local TV, the role of the public against marine tourism Semarang inclined slightly for the management of Marina handed over to private parties. Wisata bahari menurut Hidayat (2000:15) adalah aktivitas yang berkaitan dengan kelautan yang meliputi santai di pantai atau menikmati alam sekitar, berenang, surfing, diving, water sky dan tur keliling, atau dengan kata lain segala potensi yang mempunyai nilai ekonomi sehingga dapat dimanfaatkan untuk meningkatkan pendapatan masyarakat sekitar serta meningkatkan pendapatan negara. Tujuan Penelitian ini untuk mengetahui pembangunan yang dilakukan oleh Pemerintah Kota Semarang, untuk mengetahui promosi dari Pemerintah Kota dan untuk mengetahui peran masyarakat dalam mendukung kegiatan wisata bahari Pantai Marina. Penelitian ini berlokasi di kawasan Pantai Marina Kota Semarang sebagaimana telah ditetapkan sebagai kawasan wisata bahari di Kota Semarang. Penelitian ini menggunakan teknik analisis data deskriptif kualitatif meliputi pengumpulan data, reduksi data, penyajian data dan pengambilan keputusan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dan deskriptif kuantitatif. Kesimpulan dari penelitian ini adalah pembangunan yang dilakukan oleh Dinas Pariwisata Kota Semarang dan pengelola terhadap Pantai Marina meliputi berbagai pembangunan, promosi yang dilakukan terhadap wisata bahari Pantai Marina meliputi promosi di event wisata dengan skala regional maupun nasional, bekerjasama dengan statisun tv lokal, peran masyarakat terhadap wisata bahari Kota Semarang cenderung sedikit karena pengelolaan Pantai Marina diserahkan kepada pihak swasta.

RESUMOOs desastres relacionados às águas, ocorridos no Brasil, aprofundaram e ampliaram as pesquisas sobre tais fenômenos. Este artigo analisa os conflitos decorrentes da resposta do governo da cidade de Campos dos Goytacazes/RJ às consequências dos desastres: o programa de habitação popular “Morar Feliz”. Realizaram-se levantamentos bibliográficos, coleta de dados em órgãos públicos e entrevistas com moradores reassentados. Os resultados indicam a existência de conflito de interesses que opõem os moradores que reivindicam ficar no bairro em que residem, ou próximo a ele, e o governo municipal, que promove a expansão urbana em áreas com insuficiência de infraestrutura urbana.Palavras-Chave: desastres ambientais, habitação popular, risco.RESUMENLos desastres relacionados con el agua que ocurrieron en Brasil profundizaron y ampliaron las investigaciones sobre estos fenómenos. Nowadays, one can hardly deny the importance of the system of public spaces. Its role as an integral element of urban infrastructure is actively studied, yet not fully comprehended. This section presents a collection of publications devoted to the history of the question using the example of public spaces in Krasnoyarsk. The therapeutic role of urban gardens is an example of the innovative approach of the Crimean scientists to the problem of the city infrastructure.Philosophy of separate objects is discussed in the articles of our regular authors. The fountain and the city well, of course, are both part of the public spaces and part of the engineering infrastructure that (for free!) ensures life of the city and citizens. The city is indeed rooted in wells.

ABSTRACT e-Governement in Indonesia is a must this time. Good E-Governments certainly have the ability to provide good information to the public and fulfill aspects of confidentiality, integrity and availability, Kediri in East Java is one of the government that use e-Government. To measure these three aspects the system must be measured. Indeks KAMI (Keamanan Informasi) is an application that is used as a tool to analyze and evaluate the level of readiness (completeness and maturity) for implementing information security in an organization in accordance with SNI ISO / IEC 27001 criteria. Government of Kediri the score for the electronic system category was 20, for the governance assessment the score was 75, risk management score 18, the information security framework was 58, asset management 74, and the application of security and information technology had a value of 83, and the results measurement says the City Government of Kediri needs to improve the system management.<br />Keywords: Index, KAMI , Security, Information Technology<br />ABSTRAK Penerapan e-Governement dalam tata kelola Pemerintahan di Indonesia saat ini merupakan sebuah keharusan. E-Governement yang baik tentu memiliki kemampuan untuk memberikan Informasi yang baik kepada masyarakat dan memenuhi aspek kerahasiaan (confidentiality), keutuhan (integrity) dan ketersediaan (availability), Pemerintah Kota (Pemkot) Kediri adalah salah lembaga pemerintah yang menggunakan e-Government. Untuk mengukur ketiga aspek tersebut sistem haruslah diukur. Indeks KAMI (Keamanan Informasi) merupakan aplikasi yang digunakan sebagai alat bantu untuk menganalisa dan mengevalusi tingkat kesiapan (kelengkapan dan kematangan) penerapan keamanan informasi di sebuah organisasi sesuai dengan kriteria pada SNI ISO/IEC 27001. Untuk Pemkot Kediri didapatkan skor kategori sistem elektronik (SE) adalah 20, untuk penilaian tata kelola skornya adalah 75, pengelolaan resiko skornya 18, kerangka kerja keamanan informasi nilainya 58, pengelolaan asset 74, dan penerapan teknologi keamanan dan informasi memiliki nilai 83, dan hasil pengukuran menyebutkan Pemkot Kediri perlu meningkatkan system pengelolaan system yang dimiliki.<br />Kata Kunci : indeks, KAMI, keamanan, teknologi informas

Public services are services, both in the form of public goods and public services which are the responsibility and are carried out by the government in an effort to meet the needs of the community and in accordance with statutory provisions. One of the public services provided by the government is the One-Stop Administration System (SAMSAT). According to SAMSAT data in the city of Magelang, data on motorized vehicle ownership has increased and there has been an increase in the number of taxpayers. However, the tax payment service is considered to be less than optimal because there are still long queues when paying taxes.This also causes many people to make payments past the due date or entrust queues to brokerage services. Therefore, to overcome the problem, a mobile-based application (GO-PAJAK) was built which can be used to make tax payments by means of a vehicle document pick-up to pay motor vehicle taxes connected between drivers (SAMSAT employees) and customers (taxpayers). With this application, it is expected to improve service standards at the SAMSAT office and reduce taxpayer queues also reduce the use of brokers in administering public service administration that can increase public trust.

AbstractRoad construction projects for public use, usually involve many locations of land owned by communities with ownership rights. The construction of public facilities made by the government prior to construction must carry out the stages of land acquisition as contained in Law No. 2 of 2012 concerning land acquisition for development in the public interest. The research method used is normative research by using the statutory approach and concept analysis approach. The results showed that the city government provided compensation for the location of land that would be affected by the construction of public facilities. The mechanism of land acquisition or land acquisition in the city is carried out by providing compensation to the value of the land price that will be released in an appropriate and fair manner based on article 9 paragraph (2) of Law Number 2 of 2012. Land issues so far are very relevant to be studied together and considered in depth in relation to policies in the field of land because at the level of policy implementation that has been shown so far has neglected the structural aspects of land tenure, which in turn caused various disputes. Keywords: Compensation, Land Acquisition, Property Rights, Public Interest.AbstrakProyek pembuatan jalan untuk kepentingan umum, biasanya melibatkan banyak lokasi tanah yang dimiliki oleh masyarakat yang berstatus hak milik.  Pembuatan sarana umum yang dibuat oleh pemerintah tersebut sebelum dibangun harus melakukan tahapan pembebasan lahan sebagaimana yang termuat dalam Undang-Undang Nomor 2 tahun 2012 tentang pengadaan tanah bagi pembangunan untuk kepentingan umum. Metode penelitian yang digunakan adalah penelitian normatif dengan melakukan pendekatan peraturan perundang-undangan (Statute Approach) dan pendekatan analisis konsep (Conceptual Approach). Hasil penelitian menunjukkan bahwa pemerintah kota memberikan ganti kerugian atas lokasi tanah yang akan terkena pembuatan sarana umum tersebut.  Mekanisme pembebasan tanah atau pengadaan tanah di kota dilakukan dengan memberikan ganti kerugian terhadap nilai harga tanah yang akan dibebaskan secara sesuai dan adil berdasarkan pasal 9 ayat (2) Undang-Undang Nomor 2 Tahun 2012. Persoalan tanah selama ini sangat relevan dan dipertimbangkan secara mendalam dalam kaitannya dengan kebijakan dibidang pertanahan karena ditingkat implementasi kebijakan yang diperlihatkan selama ini telah mengabaikan aspek struktural penguasaan tanah yang pada akhirnya menimbulkan berbagai macam sengketa.Kata Kunci : Ganti Kerugian, Hak Milik, Kepentingan Umum, Pembebasan Tanah.

One manifestation of good governance is the availability of infrastructure that providing information and take into account of people's expectations, so that it can be used to improvethe performance of government services. Basically, public has the right to use the complaints media if the performance of the government is not in line with public prospects. By giving an example of complaints managements and policiesthat are applied in the city of Bekasi as a benchmark that can be copied or replicated in other agencies. This study utilize exploratory descriptive method that link with regulationin order to explain the complaint in a straightforward and structured. Bekasi city has packed a system of provision of information and public complaints by utilizing technology which is the website and the SMS center. In addition, to support the success of the public services, Bekasi provides clear rules related to the provision of information and public complaints, and organizingtransparency complaint data and simple management. Kota Bekasi telah mengemas suatu sistem pelayanan penyediaan informasi dan pengaduan masyarakat dengan memanfaatkan sarana teknologi yaitu situs web dan sms center.Selain itu, untuk menunjang keberhasilan pelayanannya, kota Bekasi memberikan aturan yang jelas terkait pemberian informasi dan pengaduan masyarakat, dan melakukan transparansi data pengaduan serta manajemen yang sederhana.
