Housing Prices and Government Approval: The Impact of Housing Booms on Left- and Right-Wing Governments in 16 Advanced Industrialized Countries

AbstractIn this article, we argue that rising housing prices increase voter approval of incumbent governments because such a rise increases personal wealth, which leads to greater voter satisfaction. This effect is strongest under right-wing governments because those who benefit from rising prices—homeowners—are more likely to be right-leaning. Non-homeowners, who are more likely to vote for left-leaning parties, will view rising housing prices as a disadvantage and therefore feel the government does not serve them well, which will mitigate the advantage to left-wing governments. We find support for our arguments using both macro-level data (housing prices and government approval ratings in 16 industrialized countries between 1960 and 2017) and micro-level data (housing prices and individuals’ vote choices in the United Kingdom using the British Household Panel Survey). The findings imply that housing booms benefit incumbent governments generally and right-wing ones in particular.

This article represents one of the few systematic comparisons of left-wing populism with other populisms. Focussing on the manifestos of six British parties in 1999–2015, the findings confirm that left-wing populists are more socio-economically focussed, more inclusionary but less populist than right-wing populists. The article makes four main substantive contributions. First, empirically, it shows that the much-touted populist Zeitgeist in the United Kingdom barely exists. Second, methodologically, it provides a nuanced disaggregated populism scale that has advantages over existing methods because it can effectively distinguish populist from non-populist parties and analyse degrees of populism. Third, theoretically, it shows that host ideology is more important than populism per se in explaining differences between left and right populisms. Fourth is a broader theoretical point: what is often called ‘thin’ or ‘mainstream’ populism’ is not populism but demoticism (closeness to ordinary people). Therefore, analysts should not label parties ‘populist’ just because their rhetoric is demotic.

This article offers comparative findings of the nature of populist Euroscepticism in political parties in contemporary Europe in the face of the Great Recession, migrant crisis, and Brexit. Drawing on case studies included in the Special Issue on France, Germany, Greece, Italy, the Netherlands, Portugal, Spain, and the United Kingdom, the article presents summary cross-national data on the positions of parties, the relative importance of the crisis, the framing of Euroscepticism, and the impact of Euroscepticism in different country cases. We use this data to conclude that there are important differences between left- and right-wing variants of populist Euroscepticism, and that although there is diversity across the cases, there is an overall picture of resilience against populist Euroscepticism.

The success of radical right, anti-immigrant political parties and the recent riots in France are only two of the more publicized examples of how volatile the issue of immigration has become across Western Europe. It is often believed that the dichotomy between racism and anti-racism is quite clear. Right-wing and center-right parties and their electoral constituencies are less accepting of immigrants, while center-left and left-wing political parties and their supporters are more accommodating. In this paper, however, I argue that this distinction is not as clear as it is often perceived. Using Italy as my case study, I outline the various ideological positions on the left and the right, and within the left and right, vis-à-vis immigration legislation and important related issues such as integration and multiculturalism. In the second section, I then examine how these ideological positions respond to the realities of immigration and to new pressures from voters within civil society. The question is whether immigration has created a new electoral dilemma for both sides of the political spectrum. I examine whether: 1) left-wing parties are experiencing pressures from their traditional working class constituencies to be tougher on immigration and issues of law-and-order. How does this mesh with more liberal attitudes regarding policies that permit immigrants to enter, find work, and integrate into society? 2) The question is whether right-wing political forces are also experiencing an electoral dilemma between center-right voters who support less liberal immigrant legislation and their traditional business constituency who support center-right economic policy but also realize that they require immigrant labour. In the conclusion, I, briefly, examine whether this new electoral dilemma experienced by the Italian left and right is consistent with other West European countries such as Germany, Austria, Demark, the United Kingdom, and France.

Using new cross-country survey and experimental data, we investigate how beliefs about intergenerational mobility affect preferences for redistribution in France, Italy, Sweden, the United Kingdom, and the United States. Americans are more optimistic than Europeans about social mobility. Our randomized treatment shows pessimistic information about mobility and increases support for redistribution, mostly for “equality of opportunity” policies. We find strong political polarization. Left-wing respondents are more pessimistic about mobility: their preferences for redistribution are correlated with their mobility perceptions; and they support more redistribution after seeing pessimistic information. None of this is true for right-wing respondents, possibly because they see the government as a “problem” and not as the “solution.” (JEL D63, D72, H23, H24, J31, J62)

Authoritarianism has been the subject of scientific inquiry for nearly a century, yet the vast majority of authoritarianism research has focused on right-wing authoritarianism. In the present studies, we investigate the nature, structure, and nomological network of left-wing authoritarianism (LWA), a construct famously known as “the Loch Ness Monster” of political psychology. We iteratively construct a measure and data-driven conceptualization of LWA across six samples (N = 7,258) and conduct quantitative tests of LWA’s relations with over 50 authoritarianism-related variables. We find that left- and right-wing authoritarianism reflect a shared constellation of personality traits, cognitive features, beliefs, and values that might be considered the “heart” of authoritarianism. Our results also indicate that LWA powerfully predicts several critical, real-world outcomes, including participation in political violence. We conclude that a movement away from exclusively right-wing conceptualizations of authoritarianism may be required to illuminate authoritarianism’s central features, conceptual breadth, and psychological appeal.

The article examines the cultural forms of legitimation / delegitimation of authority of the Provisional Government. Particular attention is paid to the personal authority of Alexander Kerensky, including rhetorical (persuasive) devices and visual images which underlay the tactics of praising or condemning him. As the main source, the article uses the newspapers of A.A. Suvorin, namely Malen'kaya gazeta [Little newspaper], Narodnaya gazeta [People’s newspaper], Rus' [Rus], Novaya Rus' [New Rus]. These newspapers are compared with resolutions, letters and diaries, and with publications in other periodicals. The study clarifies some aspects of political isolation of the Provisional Government in the fall of 1917. By this time, the propaganda attack on Kerensky was conducted not only by the Bolsheviks and other left-wing groups but also by the right-wing and conservative publications. The propaganda of the left- and right-wing opponents was significantly different but they had a point of contact: both of them created the image of the “traitor” who was unworthy to remain in power.

Issue ownership theory posits that when social welfare is electorally salient, left-wing parties gain public support by rhetorically emphasizing social welfare issues. There is less research, however, on whether left-wing governing parties benefit from increasing social welfare spending. That is, it is not known whether leftist governments gain from acting on the issues they rhetorically emphasize. This article presents arguments that voters will not react to governments’ social welfare rhetoric, and reviews the conflicting arguments about how government support responds to social welfare spending. It then reports time-series, cross-sectional analyses of data on government support, governments’ social welfare rhetoric and social welfare spending from Britain, Spain and the United States, that support the prediction that government rhetoric has no effects. The article estimates, however, that increased social welfare spending sharply depresses support for both left- and right-wing governments. These findings highlight a strategic dilemma for left-wing governments, which lose public support when they act on their social welfare rhetoric by increasing welfare spending.

Abstract This paper investigates the reference statements and rhetorical functions of politicians’ reactive (“uptaking”) statements in parliamentary debates as well as their self-positioning effects. Uptaking moves may be used by speakers for pursuing strategic, global discourse aims. The specific properties of such ‘uptaking’ utterances and their sequential embedding in the unfolding discourse provide analysts with cues of speakers’ global interactional goals. Results indeed show how global and local pragmatic factors impact content, form, and rhetorical function of MPs’ uptaking statements. The data comprises four Austrian parliamentary sessions, which follow the inaugural speech each newly appointed Austrian chancellor has to deliver in the Austrian national assembly at the beginning of a legislative term. Overall, four fifths of the uptaking discourse units (consisting of ‘reference to previous statement plus comment’) refer to the government program, the inaugural speech or a previous MPs’ statement. Whereas a closer investigation of the reference statements seems to indicate a left wing vs. right wing rhetorical pattern (with left wing and center parties referring to ‘official’ sources, while right wing parties set their own topical agenda), investigating the rhetorical functions of the uptaking discourse units reveals a clear government vs. opposition (but no party-specific) rhetoric: Government party MPs praise the government program (or the inaugural speech), opposition party speakers criticize it. Both groups thus focus on the interpersonal plain of interaction. In contrast, argumentative (or counter-argumentative) uptaking discourse units which would indicate speakers’ willingness to enter into a rational discourse (in a Habermasian sense) with their political opponents are extremely rare. Through their rhetorical activities, the vast majority of government and opposition speakers thus reinforce and perpetuate already known political stances and affiliations in front of a third party (i.e. the general public watching the debates via TV or Internet livestream) rather than presenting themselves as rational, problem-focused politicians.

Abstract Where female representatives are located within legislatures and what they do matters for the substantive representation of women. Previous scholarship has found that female parliamentary committee members participate differently than their male counterparts in relation to both policy area and status of positions held. Here, we draw on an original time-series data set (n = 9,767) to analyze the U.K. select committee system. We test for the impact of four variables previously found to be important in explaining changes in gendered divisions of labor: the system of appointment/election, the proportion of female representatives in the legislature, sharp increases in the number of female representatives, and changes in government from right-wing parties to left-wing parties. We find that horizontal and vertical divisions of labor persist over time and that membership patterns in the United Kingdom mainly correspond to those found elsewhere. Moreover, there is little evidence that any of the four variables have systematically affected membership patterns.
