Abstract The Liberal International Order is in crisis. While the symptoms are clear to many, the deep roots of this crisis remain obscured. We propose that the Liberal International Order is in tension with the older Sovereign Territorial Order, which is founded on territoriality and borders to create group identities, the territorial state, and the modern international system. The Liberal International Order, in contrast, privileges universality at the expense of groups and group rights. A recognition of this fundamental tension makes it possible to see that some crises that were thought to be unconnected have a common cause: the neglect of the coordinating power of borders. We sketch out new research agendas to show how this tension manifests itself in a broad range of phenomena of interest.

This book critically assesses the expanding field of global health. It brings together an international and interdisciplinary group of scholars to address the medical, social, political, and economic dimensions of the global health enterprise through vivid case studies and bold conceptual work. The book demonstrates the crucial role of ethnography as an empirical lantern in global health, arguing for a more comprehensive, people-centered approach. Topics include the limits of technological quick fixes in disease control, the moral economy of global health science, the unexpected effects of massive treatment rollouts in resource-poor contexts, and how right-to-health activism coalesces with the increased influence of the pharmaceutical industry on health care. The chapters explore the altered landscapes left behind after programs scale up, break down, or move on. We learn that disease is really never just one thing, technology delivery does not equate with care, and biology and technology interact in ways we cannot always predict. The most effective solutions may well be found in people themselves, who consistently exceed the projections of experts and the medical-scientific, political, and humanitarian frameworks in which they are cast. This book sets a new research agenda in global health and social theory and challenges us to rethink the relationships between care, rights, health, and economic futures.

The BRICS countries have a historical aspiration for global leadership, especially Russia and China, and other countries trying to have a position in the pyramid of international powers in the twenty-first century, especially Brazil, India and South Africa, they worked to unify their efforts, in order to achieve integration in the strategic action, activate its role in International affairs, ending American domination , and restructuring an international system that have an active role in its interactions.       The research hypothesis is based on the idea that the BRICS group, despite the nature of its economic composition and its long-term goals, but its political influence as a bloc, is greater than the proportion of its economic influence in restructuring the new international order. The BRICS group has the capabilities to reshape the international order, but disputes among some of its members represent a challenge to its future work. Its goals will not be achieved without teamwork. Third world countries, especially those that reject unipolarism, have regarded one of the pillars supporting multi-polarity, aiming of giving them freedom of movement in international relations. The ultimate goal of the BRICS is a political nature, as economic mechanisms are used to achieve political goals.

The vast majority of states in the international system, democratic and non-democratic, are multi-ethnic (Gurr 1993). A liberal-democratic multi-ethnic state serves the collective needs of all its citizens regardless of their ethnic affiliation, and citizenship—legally recognized membership in the political structure called a state—is the single criterion for belonging to the state and for granting equal opportunity to all members of the system. Whether a multi-ethnic democratic state should provide group rights above and beyond individual legal equality is an ongoing debate (Gurr & Harff 1994).

The end of the Cold War was accompanied by the idea that the fall of the Berlin Wall represented the beginning of the unification of Europe. Mikhail Gorbachev talked in terms of a “Common European Home,” an idea that continues in the guise of the project for a “Greater Europe.” However, right from the start, the transformative idea of Greater Europe was countered by the notion of “Europe whole and free,” whose fundamental dynamic was the enlargement of the existing West European order to encompass the rest of the continent. This was a program for the enlargement of the Atlantic system. After some prevarication, the enlargement agenda proved unacceptable to Moscow, and while it continues to argue in favor of transformation its main efforts are now devoted to creating some sort of “greater Eurasia.” There remains a fundamental tension between Atlanticist and pan-continental version of the post-–Cold War international order in the region. This tension gave rise to conflict and war: in 2008 (the Russo-Georgian War) and again from 2014 (Ukraine), and to what some call the Second Cold War. The continent is once again divided. However, pan-continentalism is far from dead, and although Greater Eurasian ideas have thrived, some sort of Greater European continentalism remains on the agenda. Is this, though, no more than a “sad delusion” or a genuine possibility?

This article analyses how Turkey should orient its grand strategy under the changing international order. It claims that the international order has undergone a significant transformation that is pushing Turkey to relocate its international position. First, the article analyses the characteristic features of the changing dynamics of the international system; it then sheds light on the new aspects of Turkey’s changing strategic landscape. By taking into consideration the transformation in Turkish foreign and security policy since the Arab Uprising, the article argues that Turkey needs a basis for determining what is important and what is not, what the primary threats to the nation’s interests are, and how best to serve those interests in a way that is attentive to the costs and risks it is willing to bear. Our aim in this article is to describe how Turkey can deal with the new reality of the international system and pursue and protect its important interests by developing a comprehensive grand strategy.

AbstractUnimensional accounts of revisionism – those that align states along a single continuum from supporting the status quo to seeking a complete overhaul of the international system – miss important variation between a desire to alter the balance of military power and a desire to alter other elements of international order. We propose a two-dimensional property space that generates four ideal types: status-quo actors, who are satisfied with both order and the distribution of power; reformist actors, who are fine with the current distribution of power but seek to change elements of order; positionalist actors, who see no reason to alter the international order but do aim to shift the distribution of power; and revolutionary actors, who want to overturn both international order and the distribution of capabilities. This framework helps make sense of a number of important debates about hegemony and international order, such as the possibility of revisionist hegemonic powers, controversies over the concept of ‘soft balancing’, and broader dynamics of international goods substitution during power transitions.

It's a mistake to endow the Holocaust or any other massive case of crimes against humanity with cosmic significance. We want to do it because we think the moral enormity of the events should be balanced by an equally grand theory. But it's not. The attempt to do so is poignant.Alain FinkielkrautSavage ethnonationalism, dating back to the end of the eighteenth century, and violent ethnic conflict, as ancient as history, are sometimes viewed as if for the first time in the post-Cold War era. Still, it is the case that the end of the discipline imposed by the bipolar international system has permitted temporarily repressed ethnic and nationalist passions to reassert themselves. In response, a vast literature has sprung up discussing what states should do about genocide and ethnic cleansing, the gravest human rights abuses. In what follows I will consider barbarous nationalism in the context of the liberal international order put into place at the end of the Second World War, the roles of politics, law and morality forming a sub text to that discussion.

Scholars acknowledge that there is a close connection between diplomacy and war, but they disagree with regard to the character of this connection—what it is and what it ought to be. In general, diplomacy and war are assumed to be antagonistic and polar opposites. In contrast, the present diplomatic system is founded on the view that state interests may be pursued, international order maintained, and changes effected in it by both diplomacy and war as two faces of a single statecraft. To understand the relationships between diplomacy and war, we must look at the development of the contemporary state system and the evolution of warfare and diplomacy within it. In this context, one important claim is that the foundations of international organizations in general, and the League of Nations in particular, rest on a critique of modern (or “old”) diplomacy. For much of the Cold War, the intellectual currents favored the idea of avoiding nuclear war to gain advantage. In the post-Cold War era, the relationship between diplomacy and war remained essentially the same, with concepts such as “humanitarian intervention” and “military diplomacy” capturing the idea of a new international order. The shocks to the international system caused by events between the terrorist attacks on the United States in 2001 and the invasion of Iraq in 2003 have intensified the paradoxes of the relationship between diplomacy and war.

The wars which are now drawing to a close can be compared to the Thirty Years War (1618–48), the War of the Spanish Succession, which really began in 1688 and lasted until 1713, and the French Revolutionary and Napoleonic Wars (1789–1815). Each of these wars lasted thirty years or slightly less, and if we begin the present war in 1914, it already has become a fourth thirty-years war.All of these wars left problems which had aspects in common. In all, there was the problem of returning to the ways of peace, of settling boundaries and governments, of reconstruction, and of maintaining a stable international order. But in each successive war the area involved was larger, the number of participants in the peace was greater, their economic relationships were more pervasive, and a more intensive international political organization was attempted.At Westphalia in 1648, the effort was rather to establish the independence of states than to organize their interdependence. The ancient structure of the Holy Roman Empire and the universal spiritual authority of the Papacy were crumbling. The national independence of Switzerland and of the Netherlands and the virtual independence of the states of Germany were recognized. The notion of the sovereign territorial state, so different from the conception of a feudal hierarchy which had dominated medieval thinking, took root in men's minds and was promoted by the administration of efficient governments beginning to realize the possibilities of building power upon national sentiment.
