Continuing debates over the native speaker: a report on a symposium on English in India and Indian English

ABSTRACTThe Central Institute of Indian Languages, Mysore, India organized a symposium/dialogue on English in India and Indian English held during January 4–6, 2007 at the The Central Institute of Indian Languages (CIIL), Mysore, India. It was devoted to a discussion of the issues addressed in the keynote paper by Rajendra Singh, which some 23 scholars from throughout the world had been invited to respond to. Although a few of the invited scholars were not able to attend, they were kind enough to send their papers and we had a very productive and lively discussion in which the academic staff of CIIL and local journalists, students, and educationists also participated. This report is organized as follows: in section 1, we summarize the keynote address and all the full-length responses to it; in section 2, we summarize the brief comments and observations that were presented or tabled by the invited respondents; in section 3, we offer concluding remarks and a brief summary of Singh's responses to the interventions summarized in sections 1 and 2.

I examine Rey Chow's assertion that the process of racialization parallels the challenge of coming to terms with language. In 2011, Anthony Webster coedited the American Indian Culture and Research Journal special issue “American Indian Languages in Unexpected Places” and called for an extension of his work on Blackhorse Mitchell's novel Miracle Hill: The Story of a Navajo Boy. My argument looks at writing as a matter of choices the writer makes (following William L. Leap's work in American Indian English) and the requirements expected of readers. Moving away from the error analyses and ethnographic readings that afflict racialized readings, I place Webster's work on Navajo poetics and intimate grammars into conversation with postcolonial theory and language revitalization work concerned with similar questions: what does it mean to write, and what does it mean to write in English? I argue that Mitchell resists the subjugation required of a colonial education through his refusal to write like a native speaker. He figures writing as a place to dream as one pleases; writing is the miracle on Miracle Hill. Readers can locate his choices throughout the text, particularly in his poem, “The Drifting Lonely Seed,” his chapter on creative writing, and his speech at his grandmother's graveside.

ABSTRACT In a series of three articles published in the Journal of Pragmatics (1995, henceforth JP), the purpose of the papers is to question the division of English spoken in the world into, on one hand, "native" varieties (British English, American English. Australian English) and, on the other, "new/nonnative" varieties (Indian English, Singaporean English, Nigerian English). The JP articles are indeed groundbreaking for they mark one of the first interactions among scholars from the East with researchers in the West with regard to the growth and spread of the language as well as the roles English is made to play by its impressive number of users. The privileged position of prestige and power attributed to the inner circle varieties (USA, UK, Canada, Australia and New Zealand) is questioned. Rajagopalan (1997, motivated by his reading of the JP papers, adds another dimension to this questioning by pointing to the racial and discriminatory stance underlying the notions "native speaker" and "nonnative speaker" (henceforth, respectively NS and NNS). Rajagopalan has written extensively on the issue of nativity or "nativeness"; over the years, Schmitz has also written on the same topic. There appears, in some cases, to be a number of divergent views with regard to subject on hand on the part of both authors. The purpose of this article is to engage in a respectful debate to uncover misreading and possible misunderstanding on the part of Schmitz. Listening to one another and learning from each another are essential in all academic endeavors.

According to him, ethics has developed in theWest in the form of philosophical theories but classical philosophers did notgive much attention to the theoretical aspects of Islamic Ethics and virtuallyno effort has been made toward the documentation of ethics in Islam.The keynote address, delivered by Dr. Mohammed Abdul Haq Ansarientitled "Islamic Ethics: Concept and Prospect," (presently a professor atImam Muhammad Islamic University, Riyadh, Saudi Arabia), revieweddifferent streams of writing in the spheres of Islamic philosophy, Sufism,theology, jurisprudence, politics, and economy, and highlighted the contributioneach has made to the subject. He asserted that in view of the material availablein these writings, Islamic scholars of our time can develop a veritable chronicleof Islamic Ethics in a period shorter than the Islamic econoll}ists have takento develop Islamic Economics. According to Prof. Ansari, there is a wellformulatedsystem of morality in the Qur'an, but there is no such theorizationin the field of ethics. He pointed out that there are several ethical problemswhich need our attention while proceeding towards theorization of IslamicEthics, e.g., determinism, freedom of will, distinction between good andevil, etc.The keynote address was followed by a lively discussion. Written almost half a century apart, Rajmohan’s Wife (1864) and The Home and the World (1916) can be read as women centric texts written in colonial India. The plot of both the texts is set in Bengal, the cultural and political centre of colonial India. Rajmohan’s Wife, arguably the first Indian English novel, is one of the first novels to realistically represent ‘Woman’ in the nineteenth century. Set in a newly emerging society of India, it provides an insight into the status of women, their susceptibility and dependence on men. The Home and the World, written at the height of Swadeshi movement in Bengal, presents its woman protagonist in a much progressive space. The paper closely examines these two texts and argues that women enact their agency in relational spaces which leads to the process of their ‘becoming’. The paper analyses this journey of the progress of the self, which starts with Matangini and culminates in Bimala. The paper concludes that women’s journey to emancipation is symbolic of the journey of the nation to independence.

Jean-Pierre Ronfard's Vie et mort du Roi Boiteux, an impressive six-play cycle telling the story of King Richard ‘Premier’ (i.e. ‘The First’, but Premier is meant here as a family name, as would be Jones or Smith), was created in 1981 and has been seen ever since as a landmark in the recent evolution of Québécois drama. It starts out as games played by children in a back lane and focuses on a limping boy who will be king. The limping king whose story is told as a ‘play-within-a-play’ refers to Oedipus's club foot as well as to Shakespeare's deformed Richard III. The story is heavily parodic, set simultaneously in all parts of the world and at all times, so that Marilyn Monroe and Queen Nefertiti can meet, as well as Brecht and Aristotle. Each play has been staged separately, but the full cycle was occasionally done in succession, a spectacular event lasting fifteen hours. The subject of this article is the very first full-length production, done partly outdoors, on 24 June 1982, in Montreal.

The contribution made by Canada in providing the means for the Technical Conference was gratefully acknowledged, and the terms of reference were summarized as approved by Council of the FAO. Briefly, these are — to discuss the scientific and technical means of solving problems and reaching objectives in fisheries management and development. Significant problems that have become evident since the UN Conference in 1955 are: an urgent need for management of most of the traditionally fished stocks; decreasing rate of growth of the world fish catch in the face of increasing demand; economic interactions from greatly intensified fisheries and fishing enterprises; importance of development in relation to management. The need to take the long view in approaching these problems was emphasized, as well as the great value to be derived from recognition of existing deficiencies in organizations or methods. Universally acceptable rules for control of fisheries, and participation by all nations in supplying fisheries data essential for efficient management, are obvious requirements of high priority.

The world of work is changing rapidly, with an increasing global demand for employees with higher-level skills. Employees need to have the right attitudes and aptitudes for work, possess work-relevant skills, and have relevant experience. Whilst universities are embedding employability into their curricula, partnerships outside of the taught curriculum provide additional, largely untapped, opportunities for students to develop these key skills and gain valuable work experience. Two extracurricular partnership opportunities were created for Bioscience undergraduates at the University of Leeds, UK: an educational research internships scheme, where students work in partnership with fellow students and academic staff on on-going educational projects, and Pop-Up Science, a unique, student-led public engagement volunteer scheme. Both schemes generate substantial benefits for all. They enhance student’s skills and employability, facilitate and enhance staff-student education practices and research, and engage the public with research in the Biosciences. Collectively, they demonstrate the extraordinary value and benefits accrued from developing extracurricular partnerships between students, staff, and the community.

Books of travel and books inspired by travel have probably been more popular in Great Britain than any other literary form, with the exception of novels.This was especially true in the nineteenth century, when travel, owing to the lack of today's facilities, was reserved for the relative few. During that period, photography had not yet replaced the written word, as is happening in our own generation. The nineteenth-century Englishman wandered through the medium of a travel book and not through newsreels, travelogues, and even full-length movies. Today, the Englishman, like the American, is able to sit in his living room and see the world on his television screen. He is not dependent on literature to the extent that his grandfather or great-grandfather was. For the Englishman of the nineteenth century, therefore, travel literature was very important. Often, these books furnished the only source of information concerning strange lands and strange peoples.

The University of Groningen has been an international university since its foundation in 1614. The first professors formed a rich international community, and many students came from outside the Netherlands, especially from areas now belonging to Germany. Internationalization, a popular slogan nowadays, is therefore nothing new, but its meaning has changed over time. How did the University of Groningen grow from a provincial institution established for religious reasons into a top-100 university with 36,000 students, of whom 25% come from abroad and almost half of the academic staff is of foreign descent? What is the identity of this four-century-old university that is still strongly anchored in the northern part of the Netherlands but that also has a mind that is open to the world? The history of the university, as told by Klaas van Berkel and Guus Termeer, ends with a short paragraph on the impact of the corona crisis.

Background This article1 presents a reworked keynote address given at the “Many McLuhans” conference held at the University of Toronto in September 2018 on the occasion of UNESCO recognizing Marshall McLuhan’s library as part of its Memory of the World program.Analysis  The article explores McLuhan as a reader and suggests that his greatest work might have been what he read rather than what he wrote. Conclusion and implications  The library, as a genre, is one of the great media forms of modernity and antiquity and a marker of the fragility and majesty of the things that humans do with their large brains. Contexte  Cet article consiste en la révision d’un discours principal donné au colloque « Many McLuhans » tenu en septembre 2018 à l’Université de Toronto, à l’occasion de la reconnaissance de la bibliothèque de Marshall McLuhan par l’UNESCO dans le contexte de son programme Mémoire du monde.Analyse  L’article explore McLuhan en tant que lecteur et suggère que sa plus grande œuvre consiste en ce qu’il a lu plutôt qu’en ce qu’il a écrit.Conclusions et implications La bibliothèque, en tant que genre, est une des grandes formes médiatiques de l’Antiquité et de la modernité et une instance de la fragilité et de la majesté de ce que font les humains avec leurs grands cerveaux.
