Ethnic conflict remains surprisingly persistent throughout the world. The persistence is particularly surprising in socialist countries, where one might have thought that the narrowing of income gaps between all ethnic groups, the favoured investment projects in ethnic minority regions, the official emphasis on equal education and occupational opportunity (often in favour of minority groups), and affirmativeaction programmes to ensure that ethnic minorities were well-represented in national congress and official positions would have provided significant new contacts and created new relationships among ethnic groups.

India is a country with diverse ethnic groups. To ensure special rights and benefits for ethnic minority groups aim at the sustainable development of the ethnic groups, the Indian Government has regulations on preferential treatment in terms of policies, capital provision, education and employment opportunities included in its Constitution. In addition to providing legal protection to minorities in the Constitution, the Government also implements national projects to promote socio-economic development in ethnic minority areas, establishing various agencies to manage issues of the groups. These are useful recommendations for Vietnam in ensuring the rights of ethnic minorities. In this article, the author will focus on clarifying the basic contents of Indian Government for ensuring the rights of ethnic minority groups and drawing some policy suggestions for Vietnam.

New rural construction is one of the key tasks identified by the Party and State as the national target program until 2020. Many documents of the Party and the State have been issued expressing political will to implement the tasks of building new rural areas, over 6 years of implementation, the National Target Program for new rural construction has achieved certain achievements, the appearance of rural areas of ethnic minorities and mountainous areas has gradually changed dramatically, contributing significantly to promoting socio-economic and cultural development. Many provinces and cities throughout the whole country have built some new rural models that meet nineteen criterias and arrive on time.

Background: The body of evidence on gene-environment interaction (GEI) related to type 2 diabetes (T2D) has grown in the recent years. However, most studies on GEI have sought to explain variation within individuals of European ancestry and results among ethnic minority groups are inconclusive. Objective: To investigate any interaction between a gene and an environmental factor in relation to T2D among ethnic minority groups living in Europe and North America. Methods: We systematically searched Medline and EMBASE databases for the published literature in English up to 25th March 2019. The screening, data extraction and quality assessment were performed by reviewers independently. Results: 1068 studies identified through our search, of which nine cohorts of six studies evaluating several different GEIs were included. The mean follow-up time in the included studies ranged from 5 to 25.7 years. Most studies were relatively small scale and few provided replication data. All studies included in the review included ethnic minorities from North America (Native-Americans, African- Americans, and Aboriginal Canadian), none of the studies in Europe assessed GEI in relation to T2D incident in ethnic minorities. The only significant GEI among ethnic minorities was HNF1A rs137853240 and smoking on T2D incident among Native-Canadians (Pinteraction = 0.006). Conclusion: There is a need for more studies on GEI among ethnicities, broadening the spectrum of ethnic minority groups being investigated, performing more discovery using genome-wide approaches, larger sample sizes for these studies by collaborating efforts such as the InterConnect approach, and developing a more standardized method of reporting GEI studies are discussed.

Exposure to mass trauma may bring about increased sensitivity to new or ongoing stressors. It is unclear whether sensitivity to stress associated with ethnic minority/immigrant status may be affected by severe exposure to mass trauma. We examined whether the loss of loved ones or home due to a disaster is associated with more persistent disaster-related distress in ethnic minorities compared with Dutch natives in the Netherlands. In residents affected by a fireworks disaster ( N = 1029), we assessed disaster-related distress after 3 weeks, 18 months, and 4 years. The effects of loss of loved ones or home and ethnic minority/immigrant status on distress were analyzed using latent growth modeling. After controlling for age, gender, education, employment, and post-disaster stressful life events, the loss of loved ones was associated with more persistent disaster-related distress in ethnic minorities compared with natives at 18 months, and the loss of home was associated with more persistent disaster-related distress in ethnic minorities compared with natives between 18 months and 4 years. Our results suggest that the loss of loved ones may increase sensitivity to stress associated with ethnic minority/immigrant status during the early phase of adaptation to a disaster. Loss of home may lead to further resource loss and thereby increase sensitivity to stress associated with ethnic minority/immigrant status in the long term. Efforts to prevent stress-related psychopathology following mass trauma should specifically target ethnic minority groups, notably refugees and asylum seekers, who often experienced multiple losses of loved ones as well as their homes.

Introduction: Childhood obesity remains an unrelenting public health problem disproportionately affecting ethnic minorities. Although research has examined ethnicity as a factor of childhood obesity, few studies have examined cultural influences. The purpose of this systematic review was to examine the qualitative evidence of cultural influences on childhood obesity in ethnic minority groups. Methodology: Selective sampling of studies since 2008 yielded 251 articles. Twelve articles that addressed cultural influences on childhood obesity were identified for review. The Culture Care Theory Sunrise Enabler factors were used as an a priori framework for theme coding. Results: Nine themes emerged: child feeding, family, gender roles, food, healthy child appearance, physical activity, sedentary activity, food cost, and obesogenic environment. Discussion: Cultural care practices such as traditional foods and family meals are protective factors in childhood obesity and should be encouraged by nurses caring for and working with ethnic minority populations.

With an increase in the number of diverse groups of individuals (including ethnic minorities) entering organizations, managing diversity in the 21st-century workplace has become imperative. The workplace provides employees with opportunities to work interactively with others in diverse situations and to express their identities, including ethnic identity. Despite Western-based organizations’ adoption of strategies such as affirmative action in an effort to integrate diverse employees into their workplaces, members of ethnic minority groups may still experience great difficulties in obtaining instrumental and social support in these organizations. While some minorities may not outwardly manifest their ethnicity, in the majority of cases, ethnic identity forms a core identity of many individuals and employees do not leave this identity at the doorstep of the organization. In some countries, ethnic minorities have refused to assimilate into the majority workplace culture, and have maintained strong ethnic identities. By outwardly expressing their identities, ethnic minority employees face discrimination, stereotyping and micro-aggressive behaviors within the workplace, and in the majority of cases are relegated to dead-end lower level posts and face barriers to their career advancement. Also, having strong ethnic identities results in a conflict between minorities ethnic identities and the workplace culture. This is especially apparent in terms of religious beliefs and values. Embracing ethnic identity of migrants into organizational cultures is especially challenging for organizations these days, as many immigrants are highly skilled professionals that enter western corporations. They experience discrimination and not receiving support in order to advance their careers.

ObjectivesMajor ECG abnormalities have been associated with increased risk of cardiovascular disease (CVD) burden in asymptomatic populations. However, sex differences in occurrence of major ECG abnormalities have been poorly studied, particularly across ethnic groups. The objectives were to investigate (1) sex differences in the prevalence of major and, as a secondary outcome, minor ECG abnormalities, (2) whether patterns of sex differences varied across ethnic groups, by age and (3) to what extent conventional cardiovascular risk factors contributed to observed sex differences.DesignCross-sectional analysis of population-based study.SettingMulti-ethnic, population-based Healthy Life in an Urban Setting cohort, Amsterdam, the Netherlands.Participants8089 men and 11 369 women of Dutch, South-Asian Surinamese, African Surinamese, Ghanaian, Turkish and Moroccan origin aged 18–70 years without CVD.Outcome measuresAge-adjusted and multivariable logistic regression analyses were performed to study sex differences in prevalence of major and, as secondary outcome, minor ECG abnormalities in the overall population, across ethnic groups and by age-groups (18–35, 36–50 and >50 years).ResultsMajor and minor ECG abnormalities were less prevalent in women than men (4.6% vs 6.6% and 23.8% vs 39.8%, respectively). After adjustment for conventional risk factors, sex differences in major abnormalities were smaller in ethnic minority groups (OR ranged from 0.61 in Moroccans to 1.32 in South-Asian Surinamese) than in the Dutch (OR 0.49; 95% CI 0.36 to 0.65). Only in South-Asian Surinamese, women did not have a lower odds than men (OR 1.32; 95% CI 0.96 to 1.84). The pattern of smaller sex differences in ethnic minority groups was more pronounced in older than in younger age-groups.ConclusionsThe prevalence of major ECG abnormalities was lower in women than men. However, sex differences were less apparent in ethnic minority groups. Conventional risk factors did not contribute substantially to observed sex differences.

AbstractDanish practice regarding ethnic minorities is rather inconsistent and unco-ordinated. Danish practice at its best attempts to enhance the competence of the individual members of ethnic minority groups in order to equip them to participate more fully in Danish society. At its worst, Danish administration repudiates the special needs of ethnic minorities. In most circumstances, Denmark's official position is relatively tolerant and yet passive as to the fate of ethnic minorities. Assimilation is an almost irresistable pressure for tiny ethnic minorities in a largely homogeneous society when the following ingredients are combined: • the failure to officially acknowledge the existence of minorities as such; and • the foundation principle of Danish administration of the actual equality of all people and the concomitant obligation to treat all alike.


Subject School provision for minority languages in Russia. Significance A reduction in access to language education in ethnic minority regions has sparked controversy, most of all in Tatarstan where it is part of a broader push to reduce local autonomy. Moscow is quietly curtailing the cultural identities of its many ethnic minorities in order to create a more homogenous and above all Russian-speaking nationhood. Impacts The emphasis on ethnic 'Russianness' in nation-building will increase. Crimea will embody the politicisation of language as local Ukrainians and Crimean Tatars find their languages out of favour. Moscow will ignore the inconsistency between its policy and its complaints about Russian rights in Latvia and Ukraine.

AbstractFollowing a series of high-profile attacks in Beijing, Kunming and Urumqi by Uyghur militants, the Chinese party-state declared a “war on terror” in 2014. Since then, China's Xinjiang region has witnessed an unprecedented build-up of what we describe as a multi-tiered police force, turning it into one of the most heavily policed regions in the world. This article investigates the securitization of Xinjiang through an analysis of official police recruitment documents. Informal police jobs, which represent the backbone of recent recruitment drives, have historically carried inferior pay levels. Yet, advertised assistant police positions in Xinjiang now offer high salaries despite low educational requirements, thereby attracting lesser-educated applicants, many of whom are ethnic minorities. Besides co-opting Uyghurs into policing their own people, the resulting employment is in itself a significant stability maintenance strategy. While the known numbers of violent attacks have subsided, China's heavy-handed securitization approach risks alienating both minority and Han populations.
