Chinese Thinking on the Future of International Relations: Realism as the Ti, Rationalism as the Yong?

AbstractChina's evidently unstoppable “rise” energizes PRC political and intellectual elites to think seriously about the future of international relations. How will (and should) China's international roles change in the forthcoming decades? How should its leaders put the country's rapidly-increasing power to use? Foreign China specialists have tended to use an overly-streamlined “resisting” the West versus “co-operating” with it (or even simpler “optimistic” versus “pessimistic”) scale to address such questions, partly reflecting the divide between Realism and Neoliberalism in American international relations theory. By 2002, a near-consensus had developed (though never shared universally) that China had become an increasingly co-operative power since the mid-1990s and would continue to pursue the policy prescriptions of Neoliberal international relations theory. But using more nuanced “English school” analytical techniques – and examining the writings of Chinese elites themselves, aimed solely at Chinese audiences – this article discovers an unmistakably cynical Realism to be still at the core of Chinese thinking on the international future. Even elites who appear sincere in their promotion of co-operation firmly reject “solidarism” among the world's leading states and insist upon upholding the difference between China and all others. Many demand – and foresee – China using its future power to pursue world objectives that would depart in significant respects from those of the other leading states and non-state actors.

The study of international relations is dominated by the school of Realism, articulated in its classical form by Hans Morgenthau. It teaches that great powers are focused on enhancing their national interest defined in terms of power: military, political, and economic. Reinhold Niebuhr became known as the father of Christian Realism, adding his own biblical and Augustinian insights about human nature and its effects on the evil uses of power. Traditionally, both forms of Realism incorporated ethical judgement within their analysis. After Niebuhr’s death, Realism became neorealism, a value-free social science which eschews ethical judgement as any part of international relations study, as did the other major schools—except for the English School. This chapter argues that the English School represents the modern paradigm closest to Niebuhr’s perspective.

This essay will discuss China’s re-emergence as a great power through the lens of the English School. Following Ian Clark, I reconceptualize international society as a set of historically changing principles of legitimacy. I argue that China’s “new assertiveness” under Xi Jinping is best explained by China’s pursuit of legitimacy in an international arena where norms of legitimate modes of governance, development, and ordering principles have long been defined by the West. Furthermore, this essay will examine one recent development in Chinese International Relations theory, gongsheng, which purports to offer an alternative normative basis for interstate order, and probe its relationship to Xi Jinping’s recent declaration to build a “community of common destiny” in Asia.

Among philosophers and historians of political thought Hobbes has little or nothing to say about relations among states. For modern realists and representatives of the English School in contemporary international relations theory, however, caricatures of Hobbes abound. There is a tendency to take him too literally, referring to what is called the unmodified philosophical state of nature, ignoring what he has to say about both the modified state of nature and the historical pre-civil condition. They extrapolate from the predicament of the individual conclusions claimed to be pertinent to international relations, and on the whole find his conclusions unconvincing. It is demonstrated that there is a much more restrained and cautious Hobbes, consistent with his timid nature, in which he gives carefully weighed views on a variety of international issues, recommending moderation consistent with the duties of sovereignty.

This study investigates the inaccuracies manifested in the translation of dental terms from English into Arabic by Palestinian dentists. It underscores the fact that the translation of dental terms is part and parcel of technical translation; and accounts for the major causes and provides an adequate solution for such inaccuracies.The findings of the study point out the shortcomings of using different dental translation strategies simultaneously for the same term and point out that the experience and the institutional background of the dentists have a profound impact on the accuracy of translating dental terms. The findings have also underlined the difference between technical and conventional translation rules. While the study points out that dentists have used Arabicisation, transliteration, and descriptive translation strategies for the accomplishment of adequate equivalences in the translation of dental terms, it has shown also that Arabicisation is highly neglected and rarely used by dentists in comparison with the other two translation strategies. Transliteration is the most common especially among specialists and descriptive is mainly used by dentists with non-specialists.The methodology used in this study relied heavily on the data taken from a pilot study, carried out through the distribution of a questionnaire to a hundred dentists at the American University in the city of Jenin and in the city of Nablus on the West Bank, followed with a number of personal interviews with a number of dentists.

This chapter summarizes the theoretical and practical implications of the trade expectations theory, including the relevance of its logic for the future of US–Chinese relations. It then considers the implications of this approach for international relations theory, focusing on its broader importance for thinking about liberal and realist theories that are not focused on economic interdependence per se. The chapter then turns to an examination of the contemporary US–China relationship. It contends that China's growing dependence on external raw materials and markets along with its expectations for the future are critical to predicting the likely shape of the relationship over the next two or three decades.

This book examines the role of marriage in the formation, maintenance, and disintegration of a premodern European diplomatic society. The argument develops in dialogue with the so-called English school of international relations theory, with its emphasis on the contemporary international system as a society of states sharing certain values, norms, and common interests rather than as an anarchy driven solely by power struggles. In studying the place of marriage diplomacy in questions of monarchical and national sovereignty, the book draws on interdisciplinary methodologies that have long characterized academic studies of queenship and, more recently, European diplomatic culture. It begins with Virgil, whose epic tells the story of Aeneas's marriage to Lavinia—the paradigmatic interdynastic marriage. It also considers the inseparability of marriage diplomacy from literary production. Finally, it discusses the factors that precipitated the disintegration of marriage diplomacy, including new technologies of print and the large public theaters for promoting diplomatic literacy.

This chapter discusses the different theories and approaches that characterize the study of international relations. Mainstream theories focus on the ways that states interact with one another in circumstances where no overarching authority governs their behavior — in other words, under conditions of anarchy. These theories include structural realism, neoliberal institutionalism, and the scholarship on relational contracting. An important alternative perspective — the English School — argues that, even under anarchic conditions, there is a high degree of orderliness in world affairs. Meanwhile, proponents of constructivism assert that states take shape in specific historical contexts, and that the conditions under which states coalesce and become socialized to one another play a crucial role in determining how they conceive of themselves and formulate their basic interests. Scholars of the Middle East have so far addressed only a fraction of the many theoretical debates and controversies that energize the field of international relations.

This chapter examines the core assumptions of liberalism regarding world politics. It explores why liberals believe in progress, what explains the ascendancy of liberal ideas in world politics since 1945, and whether liberal solutions to global problems are hard to achieve and difficult to sustain. The chapter also considers central ideas in liberal thinking on international relations, including internationalism, idealism, and institutionalism. It concludes with an assessment of the challenges confronting liberalism. Two case studies are presented: one dealing with imperialism and internationalism in nineteenth-century Britain, and the other with the 1990–1991 Gulf War and its implications for collective security. There is also an Opposing Opinions box that asks whether democracy is a better system of government and whether it should be promoted by peaceful and forceful means.
