AbstractIn this paper, we offer some compelling reasons to think that issues relating to vulnerability play a significant – albeit thus far underacknowledged – role in Jürgen Habermas’s notions of communicative action and discourse. We shall argue that the basic notions of discourse and communicative action presuppose a robust conception of vulnerability and that recognising vulnerability is essential for (i) making sense of the social character of knowledge, on the epistemic side of things, and for (ii) making sense of the possibility of deliberative democracy, on the political side of things. Our paper is divided into four principal sections. In Section 1, we provide a basic outline of Habermas on communicative action and discourse. In Section 2, we develop an account of vulnerability and communication in the context of speaker/hearer relations. We specifically focus on distorted communication, vulnerability and speech. In Section 3, we focus on elaborating epistemic pathologies in the context of epistemic oppression and testimonial injustice. In Section 4, we focus on explaining how Habermasian resources contribute to vulnerability theory, and how introducing vulnerability theory to Habermas broadens or deepens his theory of communication action and his discourse ethics theory.

In this paper, the relation of theory to empirical research in the broad area indicated by the title is examined. The relevance, and, in cases, the adequacy, is discussed of existing theory for ‘making sense’ of specific empirical data on one item, or segment, of the built environment, namely, the specialised dwelling form of the bungalow, which, in both name and single-storey form, as vacation house or suburban dwelling, has been introduced to many market economies around the world. After a brief consideration of the historical and cross-cultural approaches to the study of the built environment and its neglect in the new urban studies, a series of questions generated by the data and contextualised within specific theoretical spheres are addressed. These include: the relation of building form to economy, society, and culture; culture and the political economy of building form; the social production of specialised dwelling forms; the relationship between per capita income, tenure, and dwelling form, and between dwelling and settlement forms; urban and building form and the world system; counterurbanisation and the world economy; and the political economy of global urbanisation. It is concluded that, for the adequate conceptualisation of the built environment, the use of theory must be eclectic and prepared to draw on different disciplines.

AbstractIt has become common to speak of health security, but the meaning of the latter is often taken for granted. Existing engagements with this notion have been constrained by an excessive focus on national security and on the securitising efforts of elites. This has led to an increasingly sceptical outlook on the potentialities of security for making sense of, and helping to tackle, health problems. Inspired by the idea of security as emancipation, this article reconsiders the notion of health security. It takes as its starting point the concrete insecurities experienced by individuals, and engages with them by way of an analytical framework centred on the notion of domination. Domination deepens analysis by connecting individual experiences of insecurity, the social interactions through which these are given meaning, and the structures that make them possible. Domination also broadens the remit of analysis, shedding light on the multifaceted nature of insecurity. The analytical benefits of this framework are demonstrated by two examples: HIV/AIDS; and water and sanitation. The lens of domination is also shown to bring benefits for the political engagement with global health problems.


The paper presents Jürgen Habermas' epistemological views on the theory of deliberative democracy. Habermas has been constructing a series of assumptions since the 1970ies about his Theory of Communicative Action to overcome the crisis of legitimacy. This position stems from the critique of the deep chasm that exists between the "constitutional-democratic legal order" as a normative framework and how forms of social power are imposed to undermine the legitimate process of passing laws. The course of Habermas's argumentation theorizing about communicative action and the communicatively based process of (democratic) political decision-making brings with it the potential to break with the procedural argumentation of the representatives of the so-called aggregate models of democratic practice. For the development of the theory of deliberative democracy, its sociological sharpness may be important, with the help of which the social basis of legal projects and public policies leads to the clarification of the external tension that exists between facticity and validity. Thus, Habermas respects the differences between facts and norms in every contemporary concept of law. This can be called the legal theory of deliberative democracy that has shaped the modern understanding of the conception and practice of deliberative democracy.

The works of Jürgen Habermas have been a theoretical inspiration for many students of international relations (IR). To date, however, the majority of critical IR approaches drawing from the Habermasian perspective have done so on purely philosophical grounds. This article will thus explore the utility of the social-theoretical aspects of Habermas's work for critical inquiries into world politics. To this end, it will examine four main elements of his work: the theory of communicative action; public sphere; lifeworld/system architecture; and discourse ethics. It will be argued that adopting the Habermasian conceptual apparatus provides a social-theoretical route to explaining the contradictory and often paradoxical nature of international relations in the epoch of ‘globalisation’. While various constructivist approaches to IR have recently offered more socially-oriented applications of Habermas's theoretical framework, the majority of these studies have done so from predominately non-critical standpoints. This article will thus seek to explore the utility of Habermas's work in offering a critical social theory of world politics.

During the last twenty or twenty-five years medieval historians have been much interested in the composition of the English episcopate. A number of studies of it have been published on periods ranging from the eleventh to the fifteenth and early sixteenth centuries. A further paper might well seem superfluous. My reason for offering one is that most previous writers have concentrated on analysing the professional circles from which the bishops were drawn, and suggesting the influences which their early careers as royal clerks, university masters and students, secular or regular clergy, may have had on their later work as bishops. They have shown comparatively little interest in their social background and provenance, except for those bishops who belonged to magnate families. Some years ago, when working on the political activities of Edward II's bishops, it seemed to me that social origins, family connexions and provenance might in a number of cases have had at least as much influence on a bishop's attitude to politics as his early career. I there fore collected information about the origins and provenance of these bishops. I now think that a rather more careful and complete study of this subject might throw further light not only on the political history of the reign, but on other problems connected with the character and work of the English episcopate. There is a general impression that in England in the later middle ages the bishops' ties with their dioceses were becoming less close, and that they were normally spending less time in diocesan work than their predecessors in the thirteenth century.

Women today are considered to be outside the political and administrative power structures and their participation in the decision-making process is non-existent. As far as their participation in the political life is concerned they are still on the margins. The existence of patriarchal society in Lebanon as well as the absence of governmental policies and procedures that aim at helping women and enhancing their political participation has made it very difficult for women to be accepted as leaders and to be granted votes in elections (UNIFEM, 2002).This above quote is taken from a report that was prepared to assess the progress made regarding the status of Lebanese women both on the social and governmental levels in light of the Beijing Platform for Action – the name given to the provisions of the Fourth Conference on Women held in Beijing in 1995. The above quote describes the slow progress achieved by Lebanese women in view of the ambitious goal that requires that the proportion of women occupying administrative or political positions in Lebanon should reach 30 percent of thetotal by the year 2005!

Facing the decisive struggle between Nazism and Soviet communism for dominance in Europe, in 1942/43 Polish communists sojourning in the USSR espoused anti-German concepts of the political right. Their aim was an ethnic Polish ‘national communism’. Meanwhile, the Polish Workers’ Party in the occupied country advocated a maximum intensification of civilian resistance and partisan struggle. In this context, commentaries on the Nazi judeocide were an important element in their endeavors to influence the prevailing mood in the country: The underground communist press often pointed to the fate of the murdered Jews as a warning in order to make it clear to the Polish population where a deficient lack of resistance could lead. However, an agreed, unconditional Polish and Jewish armed resistance did not come about. At the same time, the communist press constantly expanded its demagogic confrontation with Polish “reactionaries” and accused them of shared responsibility for the Nazi murder of the Jews, while the Polish government (in London) was attacked for its failure. This antagonism was intensified in the fierce dispute between the Polish and Soviet governments after the rift which followed revelations about the Katyn massacre. Now the communist propaganda image of the enemy came to the fore in respect to the government and its representatives in occupied Poland. It viewed the government-in-exile as being allied with the “reactionaries,” indifferent to the murder of the Jews, and thus acting ultimately on behalf of Nazi German policy. The communists denounced the real and supposed antisemitism of their adversaries more and more bluntly. In view of their political isolation, they coupled them together, in an undifferentiated manner, extending from the right-wing radical ONR to the social democrats and the other parties represented in the underground parliament loyal to the London based Polish government. Thereby communist propaganda tried to discredit their opponents and to justify the need for a new start in a post-war Poland whose fate should be shaped by the revolutionary left. They were thus paving the way for the ultimate communist takeover

<p class="resumoabstract">O professor Giorgio Agamben tem elaborado críticas à engenhosa estrutura política ocidental moderna. Avalia os mecanismos de controle estatal, nos quais os denomina ‘dispositivos’, cuja força está na imbricação às normas jurídico-teológicas com seus similares ritos e liturgias. Suas ocorrências e legitimidade preponderam no tecido social cuja organização sistêmica se põe quase como elemento natural e não cultural. O texto tem por objetivo explorar a concepção política de Agamben sobre a política contemporânea, especialmente considerando seu livro: ‘Estado de Exceção’, cuja investigação apresenta a possibilidade de atenuação dos direitos de cidadania e o enfraquecimento da prática da liberdade política e o processo de relação dos indivíduos no meio social através da redução das subjetividades ‘autênticas’. Analisamos ainda a transferência do mundo sacro elaborado pelos teólogos católicos presente na modernidade à política cuja democracia moderna faz do homem (sujeito) tornar-se objeto do poder político. Faz também, reflexão dos conceitos de subjetivação e dessubjetivação relacionando-os às implicações políticas do homem moderno. A pesquisa é bibliográfica com ênfase na análise dos conceitos elaborados por Agamben, especialmente quanto ao ‘dispositivo’. Conclui que o indivíduo ocidental, de modo geral, sofre o processo de dessubjetivação e está ‘nu’, indefeso e alienado politicamente. Ele precisa voltar-se ao processo de ‘profanação’ dos dispositivos para libertar-se das vinculações orientadoras que forçosamente o descaracteriza enquanto ser ativo e livre.</p><p class="resumoabstract"><strong>Palavras-chave</strong>: Política. Liberdade. Subjetivação.</p><h3>ABSTRACT</h3><p class="resumoabstract">Professor Giorgio Agamben has been criticizing the ingenious modern Western political structure. It evaluates the mechanisms of state control, in which it calls them 'devices', whose strength lies in the overlap with legal-theological norms with their similar rites and liturgies. Its occurrences and legitimacy preponderate in the social fabric whose systemic organization is almost as a natural and not a cultural element. The text aims to explore Agamben's political conception of contemporary politics, especially considering his book 'State of Exception', whose research presents the possibility of attenuating citizenship rights and weakening the practice of political freedom and the individuals in the social environment through the reduction of 'authentic' subjectivities. We also analyze the transfer of the sacred world elaborated by the Catholic theologians present in the modernity to the politics whose modern democracy makes of the man - subject - to become object of the political power. It also reflects on the concepts of subjectivation and desubjectivation, relating them to the political implications of modern man. The research is bibliographical with emphasis in the analysis of the concepts elaborated by Agamben, especially with regard to the 'device'. He concludes that the Western individual, in general, suffers the process of desubjectivation and is 'naked', defenseless and politically alienated. He must turn to the process of 'desecration' of devices to free himself from the guiding bindings that forcibly demeanes him while being active and free.</p><p class="resumoabstract"><strong>Keywords</strong>: Politics. Happy Days is contemporaneous with a number of seminal contributions to the concept of the everyday in postwar France. This essay suggests that the increasingly constrained verbal and physical routines performed by its protagonist Winnie constitute a portrait of the everyday, and goes on to trace the affinities between Beckett's portrait and several formulations of the concept, with particular emphasis on the pronounced gendering of the everyday in many of these theories. The essay suggests the aerial bombings of the Second World War and methods of torture during the Algerian War as potential influences for Beckett's play, and draws a comparison with Marlen Haushofer's 1963 novel The Wall, which reimagines the Romantic myth of The Last Man as The Last Woman. It is significant, however, that the cataclysmic event that precedes the events of Happy Days remains unnamed. This lack of specificity, I suggest, is constitutive of the menace of the play, and has ensured that the political as well as aesthetic power of Happy Days has not dated. Indeed, the everyday of its sentinel figure posted in a blighted landscape continues to articulate the fears of audiences, for whom the play may resonate today as a staging of twenty-first century anxiety about environmental crisis. The essay concludes that in Happy Days we encounter an isolated female protagonist who contrives from scant material resources and habitual bodily rhythms a shelter within a hostile environment, who generates, in other words, an everyday despite the shattering of the social and temporal framework that conventionally underpin its formation. Beckett's play in this way demonstrates the political as well as aesthetic power of the everyday in a time of crisis.

This study investigates the preachers and their Friday sermons in Lebanon, raising the following questions: What are the profiles of preachers in Lebanon and their academic qualifications? What are the topics evoked in their sermons? In instances where they diagnosis and analyze the political and the social, what kind of arguments are used to persuade their audiences? What kind of contact do they have with the social sciences? It draws on forty-two semi-structured interviews with preachers and content analysis of 210 preachers’ Friday sermons, all conducted between 2012 and 2015 among Sunni and Shia mosques. Drawing from Max Weber’s typology, the analysis of Friday sermons shows that most of the preachers represent both the saint and the traditional, but rarely the scholar. While they are dealing extensively with political and social phenomena, rarely do they have knowledge of social science
