Ten years have passed since devolution was implemented for Scotland, Wales and Northern Ireland. This anniversary is worthy of note for all scholars of UK social welfare, not just those with a specialist interest in political reform or the ‘Celtic’ nations, because reflection on the first decade of devolution inspires a rethink of some of the basic working assumptions of social policy analysis (see below, also Mooney et al., 2006), for example the extent to which the notion of a UK welfare state remains meaningful (cf. McEwen and Parry, 2005). This themed section provides an opportunity to consider the impact of devolution on broader understandings of polity, policy and practice as well as pointing to further possible divergences in and across the UK. These are explored in relation to key areas of social welfare intervention in Scotland, focussing particularly on poverty, inequality and social justice; immigration and the experiences of labour migrants in rural areas; the use of private finance; key literature and useful sources.

ABSTRACTThe focus of this paper is on the nature of the egalitarian policy objectives of the welfare state, and on the evaluation and assessment of social policies in the light of those objectives. This focus reflects the pervasive but often ill-defined presence of equality as an objective for social policy, without asserting that it is either unique or uncontested as an objective. The paper does not offer an evaluation of the success or failure of the welfare state in relation to equality; rather it is concerned with exploring what might be and is meant by equality as a target for social policy, with presenting some contrasting conceptions of equality, and with discussing the implications of the multiple meanings of equality for the way in which we think about issues in social policy and, in particular, about the impact of social welfare programmes.

This chapter contributes to the discussion of public and private social welfare by drawing together recent information on these different ways of providing social benefits. It presents data on public social expenditure for 2015–17 and accounts for the impact of the tax system and private social expenditure to develop indicators on net social expenditure for 2015. The chapter shows that conventional estimates of gross public spending differ significantly from estimates of net public spending and net total social expenditure, leading to an incorrect measurement and ranking of total social welfare effort across countries.Just as importantly, the fact that total social welfare support is incorrectly measured implies that the outcomes of welfare state support may also be incorrectly measured. Thus, the main objectives of the chapter include considering the implications of this more comprehensive definition of welfare state effort for analysis of the distributional impact of the welfare state and for an assessment of the efficiency and incentive effects of different welfare state arrangements.

This paper examines international influences of the Western welfare state on social policy ideas, institutions and reforms in the Soviet bloc during the Cold War. It identifies three types of Eastern reactions to or interactions with the West: “condemnation” of various “bourgeois” conceptions of social welfare; “competition” or increased attention to redistribution and social needs of the population stemming from the demonstrable successes of Western welfare states; and “creative learning” or implicit acknowledgment that every industrial society, including the Soviet style centrally planned economies, had to adopt at least some elements of modernized social welfare models or policy originally developed in the West. Paradoxically, first the explicit and later more implicit rejection of the Western welfare state, including the social-democratic and various “third way” models, eventually led to the rise of neoliberal and anti-welfare attitudes among many Eastern social policy reformers during the last decade of communist rule and beyond, after 1989.

The role of religion in social welfare provision, and more broadly in shaping the development of state social policy in the UK, has become an issue of increasing prominence in the last decade raising both new challenges and opportunities. This article brings together new and existing research in the field of religion and social action/welfare in the British context to present a preliminary discussion of how and why religion, as a source of social identity and moral values, matters for social policy. The key argument is that religious welfare provision goes beyond the mixed economy of welfare paradigm and has the capacity to challenge the Utilitarian underpinnings of mainstream social policy thinking by giving more relative importance to ethical issues such as self-knowledge and morality, in addition to the more conventional concepts of wellbeing or happiness. The article proposes the concept of ways of being in order to bring together these moral ideational factors that underpin social welfare.

This chapter promotes the UK Minimum Income Standards (MIS) as a benchmark in social policy and practice. It explains how the MIS research continues to have a strong influence over social policy debates in Britain and exposes the inadequacy of the national minimum wage that helped fuel the campaign for a “living wage.” It also features MIS as a key element in the new Scottish measure of fuel poverty. The chapter observes how MIS has not been taken up by governments as a standard for setting or targeting minimum incomes in terms of social protection. It observes that it will require a major political commitment to redistribution if the British government were to adopt MIS.

Purpose The paper aims to examine the question whether legislative reform is the silver bullet for the problems generated by the failure of a company which is exposed to claims arising from the non-fulfilment of its environmental obligations. The limited capacity of the UK insolvency regime to facilitate the fulfilment of a debtor company’s environmental obligations is often illustrated with reference to some significant judicial decisions. However, no real picture has emerged of the frequency with which these issues arise, based on which firm proposals for reform could be advanced. This paper argues that greater regard should be paid to existing mechanisms which provide a means of enabling insolvency risks to be managed or minimised because these point towards the scope for these issues to be resolved through the environmental protection framework rather than through reliance on company and/or insolvency law. Design/methodology/approach Research was conducted into the statutory and non-statutory regulations (such as statutory guidance) and case law principles, which underpin the treatment of the claims against an insolvent (or potentially insolvent) company resulting from its environmental activities. This included research into policies which have a bearing on this area, developed through governmental and civic consultations and studies. Findings The paper concludes that the likelihood of a case for legislative reform being made out is weak, and the focus should accordingly shift to strengthening the effectiveness of existing law, policy and practice. Originality/value This paper is the first (in the UK context) to challenge the perceived need for reform in this area, engaging with recent examples of such corporate failures and the impact of recent legislative and policy developments.

This paper explores the impact of the decision to make the Working Tax Credit (WTC) payable via the employer, until March 2006. A unique survey shows the unequal distribution of compliance costs across firms and industries. It also suggests that the arrangement had some unanticipated results, and may have damaged the effectiveness of the WTC. Some employers' compliance costs may have been shifted to employees. So from a social policy perspective administration is policy – the delivery system affects outcomes. However the switch to payments through HMRC from April 2006 does not remove all compliance costs from employers.
