This article assesses, using a framework derived from lesson-drawing, policy transfer and crisis research, the lessons offered by the media from abroad and from the past in the UK COVID-19 pandemic. The lesson-drawing literature focuses on a series of steps and questions associated with the ‘fungibility’ of lessons, and the crisis literature, with its constituent elements of threat, uncertainty and between ‘routine’ and ‘non-routine’ or ‘less routine’ crises. The article utilises the LexisNexis Database1 in order to provide a content analysis of newspaper coverage of lessons offered, giving analysis in ‘real time’ of the source of potential lessons (e.g. past pandemics or other nations), and the type of lessons (e.g. copying or instruments). Its analysis highlights the complexity of lesson-drawing in ‘real time’ in a period of considerable uncertainty, where knowledge is contested, and is subject to change over time.

Abstract This paper explores how cyber threats are represented in Swedish newspapers. The sample comprises 1269 articles from three newspapers (Aftonbladet, Göteborgs-Posten, and Svenska Dagbladet) covering 25 years (1995–2019). The study provides a text-near and detailed analysis of the threats covered. The study analyzes these threats along several dimensions: their modality (e.g. unauthorized access or manipulation); to what extent ambiguous themes (e.g. attack, crime, and warfare) are specified in context; how cyber-threat coverage has changed over time; and the event orientation of the coverage, i.e. whether articles address topical events and, if so, which ones. There are five main findings. First, the Swedish newspaper cybersecurity discourse covers multiple threats; in total, 34 themes (present in at least 4% of articles) have been identified. Second, the representation of cyber threats varies in specificity. While generic themes such as attack and warfare are mostly specified in terms of their modality, they sometimes are not, leaving the representation vague. Third, this study, given its general approach, provides insights into media representations of particular cyber threats. For example, this study finds the meaning of “hacking” in the media to be more diversified and nuanced than previously assumed (e.g. as simply meaning “computer break-in”). Fourth, newspaper coverage of cyber threats has changed over time, in both quantity (i.e. the amount of coverage has increased) and quality, as three general trends have been observed: the state-ification and militarization of threats (i.e. increased attention to, e.g. nations and warfare as threats), the organization-ification of threats (i.e. increased attention to, e.g. government agencies and companies as threats), and the diversification and hyping of threats (i.e. cumulatively more threats are added to the cybersecurity discourse, although attention to particular threats is sometimes restricted in time). Finally, parallel to coverage of particular topical events (e.g. the “I love you” virus), newspaper representations of cyber threats largely exemplify “amplification without the event,” i.e. threats are covered without linking them to topical events, as is otherwise typical of news reports. The findings in relation to previous studies of cybersecurity discourse and the implications for informal learning and threat perception are discussed.

We provide stylized facts on the existence and dynamics over time of the large firm wage premium for four countries. We examine matched employer-employee micro-data from Brazil, Germany, Sweden, and the UK, and find that the large firm premium exists in all these countries. However, we uncover substantial differences among them in the evolution of the wage premium over the past several decades. Moreover, we find no clear evidence of common cross-country industry trends. We conclude by discussing potential explanations for this heterogeneity, and proposing some questions for future work in the area.

AbstractOver the past two decades, the emphasis on paid work has become one of the defining features of social security policy in the UK. Lone mothers and their families have been one of the key groups affected. In this article we focus on the working and family lives of lone mothers and their children over time, drawing on material from a long-term qualitative research study, and setting this in the context of policy developments. We explore the long-term consequences of trying to sustain work, and manage low-income family life as children grow up and needs change over time. This highlights some of the tensions and limitations in family support and relationships when resources are limited. We reflect on the links between insecurity, legacies and the state.

SynopsisAn epidemic of suicide by burning in England and Wales occurred during the one-year period October 1978 to October 1979, following a widely publicized political suicide. For the 82 cases, death certificates were obtained and coroners' inquest reports sought. The victims were predominantly young single men or older married women; both groups had strong psychiatric histories; and there were no suicides which had political overtones, apart from the index case. Compared with suicides by this method in the past, a higher proportion of victims were born in the UK. It is proposed that a code of practice for the reporting of suicides by the media is required.

SummaryWe review how research over the past decade both supports existing knowledge about the risk factors that children in the UK affected by parental substance misuse face, and adds to our knowledge about the protective factors, protective processes and evidence of resilience which can reduce the likelihood that children will experience poor outcomes. Further research is needed to understand what areas of resilience are most important to target and how other variables, such as gender or age, may influence how protective factors affect the development of resilience. Longitudinal research is also needed to better understand how an individual's resilience may change over time. Finally, there remain many considerable challenges which practitioners, service providers, commissioners and policy makers face in better meeting the needs of this population of children.

Over the past fifteen years, sociologists have mounted an influential challenge to traditional psychological accounts of childhood. The new sociology of childhood has presented a powerful critique of the developmentalist view of children as merely ‹adults in the making›. Such a view, it is argued, judges children only in terms of what they will become in the future, once they have been adequately socialised: they are seen as inherently vulnerable, incomplete and dependent. This article considers how recent research on children and media relates to public policy, and specifically to current debates about media regulation in the UK. Debates about the media are obviously an important arena for contemporary concerns about childhood.

In May 2012, nine men from the Rochdale area of Manchester were found guilty of sexually exploiting a number of underage girls. Media reporting on the trial focused on the fact that eight of the men were of Pakistani descent, while all the girls were white. Framing similar cases in Preston, Rotherham, Derby, Shropshire, Oxford, Telford and Middlesbrough as ethnically motivated, the media incited moral panic over South Asian grooming gangs preying on white girls. While these cases shed light on the broader problem of sexual exploitation in Britain, they also reveal continuing misconceptions that stereotype South Asian men as ‘natural’ perpetrators of these crimes due to culturally-specific notions of hegemonic masculinity. Examining newspaper coverage from 2012 to 2013, this article discusses the discourse of the British media’s portrayal of South Asian men as perpetrators of sexual violence against white victims, inadvertently construing ‘South Asian men’ as ‘folk devils’.

The coal fields communities in Wales were once one of the most prosperous places to live in the British Isles. Many people flocked to Wales in search of a new life and opportunities for their family. Coal became known as “Black Gold” and the industrialized coal fields became centres of productivity. Media use in Welsh households has generally been controlled by dominating men who saw and in many cases still see themselves as the “heads of the household.” Such control over the media consumption of women was not out of place in the UK as a whole, where men have assumed a place as a de facto media institution who force choices of what to watch on their households. This chapter presents a longitudinal study of three women in Wales conducted between 2000 and 2013 that shows how the media consumption and audience styles have changed over time so that power structures from both men and traditional media institutions have all but eroded.

AbstractObjectives: There have been concerns in the international literature that the manner in which psychiatry and psychiatric patients is portrayed in the print media is negative and sensational. If correct this has serious implications for the stigma and prejudice that our patients will suffer. This study was designed to evaluate the content and tone of articles relating to psychiatry. It was compared with a broadly similar study published in 1995 and will form the base from which to measure changes in psychiatric coverage over time.Method: All the daily broadsheets, one daily tabloid and three Sunday broadsheets were examined for a six month period in 1999 and all articles, letters or headlines incorporating psychiatry-related material were examined. Using specific definitions, articles and headlines were examined for tone and content as well as for the contribution of mental health professionals.Results: Overall 0.65 articles per newspaper per day were found. News items and feature predominated, with forensic issues receiving the greatest attention. The tone of the articles was either neutral or positive and the improvement in the tone of articles in the tabloids was particularly noticeable when compared with an earlier study. This is very different from the findings of international studies. However, the headlines were more sensational in tone than the contents of the articles themselves. Increasingly the opinion of health professionals was sought but contributions from psychiatrists remained low, writing just two articles and constituting 15% of health professionals whose opinions were sought. Nine per cent of items constituted misuse of terms.Conclusions: The Irish print media are not hostile to psychiatry and there has been an improvement in tone and type of article in the past five years. Greater involvement of psychiatrists in the media and particularly more direct engagement with editors is required if there is to be a shift from coverage of forensic matters in favour of informative articles as well as improvement in the headline tone.

PurposeThis article brings together the literatures on policy learning and lesson drawing with the intra-crisis learning literature in order to assess “learning lessons” in the COVID-19 pandemic.Design/methodology/approachIt carries out a structured review of articles that seek to provide lessons for the pandemic. It examines these articles using interpretative content analysis to apply the criteria of prospective policy transfer to the material.FindingsApplication of the criteria of prospective policy transfer suggests that lesson drawing was fairly limited. It is often not fully clear why nations were selected. Many articles were brief and provided limited detail, meaning that there was little depth on issues such as problems and goals and on policy performance or policy success or failure. There was limited discussion of transferability of lessons, and few clear lessons could be drawn. Finally, the extent to which it was possible to learn lessons in a “non-routine” or “less routine” crisis, under conditions of threat, uncertainty and urgency was generally not discussed.Practical implicationsThe criteria within the framework of prospective policy transfer provide a template for policy makers to assess lessons.Originality/valueThis article indicates the problems of attempting to draw lessons from the past or from other nations to an unprecedented crisis, where decision-making is characterized by elements of threat, urgency and uncertainty.
