AbstractThe National Schools’ Observatory is an educational platform that offers free access to all schools in the UK and Ireland to the world’s largest robotic telescope, the Liverpool Telescope. The website offers activities, resources for teaching and importantly Go Observing, the telescope interface. The website receives 1.5 million visitors a year and has registered users in 80 countries. The next generation of robotic telescopes offer a unique opportunity to build in education, that is open and accessible to all.

GLORIA is the first free and open-access network of robotic telescopes in the world. Based on the Web 2.0 environment, amateur and professional users can do research in astronomy by observing with robotic telescope, and/or analyzing data acquired with GLORIA, or from other free access databases. The GLORIA project develops free standards, protocols and tools for controlling Robotic Telescopes and related instrumentation, for scheduling observations in the telescope network, and for conducting so-called off-line experiments based on the analysis of astronomical data. This contribution summarizes the implementation and results from the first research level off-line demonstrator experiment implemented in GLORIA, which was based on data collected with the “Pi of the Sky” telescope in Chile.

AbstractFrom the dawn of consciousness, humans have looked up and wondered about what the universe holds. It is that sense of wonder and thirst for knowledge that astronomy has helped fuel. In this paper we look at how education and public outreach has been a major element in preparing the next generation of astronomers and in sharing with the public the excitement of discoveries we make when we explore the Universe. The National Aeronautics and Space Administration (NASA) has a clear set of goals and objectives related to education and public outreach. These goals follow directly from NASA's mission “to inspire the next generation of explorers”. Making progress towards achieving these goals has become an important part of the broad justification for public support of space science. Here we will describe a number of education and public outreach initiatives that are examples of the plethora of NASA funded programs and resources.

Summary Objectives: eDiaMoND is a next generation Internet (”Grid”) multidisciplinary research project funded by the UK e-Science Programme with the following objectives; the development of a next generation Internet enabled prototype to demonstrate the potential benefits of a national infrastructure to support digital mammography; the exploration of potential benefits for digital mammography systems, with particular emphasis being placed on selected applications, namely, screening, training, computer-aided detection and appropriate support for epidemiological studies. Methods: EDiaMoND has worked in conjunction with selected clinical partners to enable the collection of valuable mammography information and the design of applications based upon extensive requirements gathering exercises. The clinical partners validated both the immediate needs and assisted with defining future needs of such an architecture to support the UK Health Service. Results: The project has succeeded in invoking the interest of clinical partners and representatives of the UK NHS Breast Screening Programme in our vision of a world without film, albeit a long way off. The project has also succeeded in identifying the barriers to adopting this approach with the current limitations within the NHS, and has developed a blueprint for working towards this strategy. Conclusions: A UK national digital mammography archive has the potential to provide major benefits for the UK. For example, such an archive could: ensure that previous mammograms are always available, and could link up seamlessly the screening, assessment and symptomatic clinics; it could provide a huge teaching and training resource; it could be a huge resource for epidemiological studies.

AbstractThis paper describes a new initiative in support of the aim of Commission 46 of the IAU to develop and improve astronomy education at all levels throughout the world. This paper discusses the ideal specification of a facility to support basic astronomy within education programmes which are delivered to students who have access to the Internet. The available robotic telescopes are discussed against this specification and it is argued that the Bradford Robotic Telescope, uniquely, can support many thousands of users in the area of basic astronomy education, and the resource is free.Access to the Internet is growing in the developing world and this is true in education programmes. This paper discusses the serious problems of delivering to large numbers of students a web based astronomy education programme supported by a robotic telescope as part of a general education. It examines the problems of this form of teaching for teachers who have little experience of working with IT and little knowledge of basic astronomy and proposes how such teachers can be supported.The current system (http://www.telescope.org/) delivers astronomy education in the language, culture and traditions of England. The paper discusses the need to extend this to other languages, cultures and traditions, although for trainee teachers and undergraduates, it is argued that the current system provides a unique and valuable resource.

AbstractIt is analysed whether the EU’s Eastern Enlargement has been an obstacle to further European integration. Does the Enlargement provoke protectionist policies in core member countries, such as Germany? The paper deals with the institutional settings pertaining to labour supply and trade in services within the Union. It is shown that Germany is one of the two EU 15 countries still denying free access of new member countries to its labour market. In addition, Germany has been pushing for protection regarding trade in services. Statistics indicate that German protection and EU free trade have made the UK a winner in the game of labour migration.

The German mental health care system differs significantly from the system in the UK. There is no central organisation with overall responsibility as in the National Health Service (NHS), and the government is not entitled to prescribe details of policy or set specific targets. It can only determine the legal framework, define general goals and, with difficulties, influence the spending level. Responsibilities for mental health care, as for other fields of health care, are shared between federal authorities, the 16 states (Lander), local authorities, and semi-statutory organisations, which govern out-patient health care provided by psychiatrists in office-based practices. Virtually every citizen is health-insured and there is free access to health care for those who have no insurance coverage, in which case social services usually cover the costs. Social services also directly fund various services in the community. The fragmented system can be difficult to comprehend. However, many of the challenges are similar to those in other countries, and policy makers and practitioners elsewhere might be interested to know some of the lessons learnt in the German system.

Citizen science project GLORIA (GLObal Robotic-telescopes Intelligent Array) is a first free- and open-access network of robotic telescopes in the world. It provides a web-based environment where users can do research in astronomy by observing with robotic telescopes and/or by analyzing data that other users have acquired with GLORIA or from other free-access databases. Network of 17 telescopes allows users to control selected telescopes in real time or schedule any more demanding observation. This paper deals with new opportunity that GLORIA project provides to teachers and students of various levels of education. At the moment, there are prepared educational materials related to events like Sun eclipse (measuring local atmosphere changes), Aurora Borealis (calculation of Northern Lights height), or transit of Venus (measurement of the Earth-Sun distance). Student should be able to learn principles of CCD imaging, spectral analysis, basic calibration like dark frames subtraction, or advanced methods of noise suppression. Every user of the network can design his own experiment. We propose advanced experiment aimed at obtaining astronomical image data with high dynamic range. We also introduce methods of objective image quality evaluation in order to discover how HDR methods are affecting astronomical measurements.
